Those have been fixed, but I’m sure there’ll be more things to fidget with; I do appreciate your patience. That’s the marvel of technology. It’s supposed to make our lives easier, but we end up enslaved to the intricacies of clicking here and inputting there.

JUDICIAL BRANCH EXTENDS THE SUSPENSION OF JUDICIAL TERMS UNTIL JUNE 7
The extension will run from this Monday, May 18 to next Sunday, June 7.
According to a statement from the Judicial Branch, that decision was made in plenary session of the Supreme Court of Justice, through Agreement No. 168 of May 14.
The magistrates, judges and judicial offices were also asked to continue the reorganization of the courts while the work is suspended and to continue carrying out the work in their offices.
The work in their offices is to minimize the judicial lag and advance the secretarial process of the processes found in the various offices.
In addition, attention will be resumed to the public in the judicial offices during the week of June 1 to 5, at a time of 8:00 a.m. at 5:00 p.m.
In the aforementioned week, files can be consulted, briefs and new demands can be presented.

PANAMA EXTENDS SUSPENSION OF INTERNATIONAL FLIGHTS BY COVID-19
The Government of Panama will keep in force the order to suspend international commercial and general passenger aviation flights, due to the COVID-19 pandemic.
This Friday, the Resolution issued by the Civil Aeronautical Authority (AAC) was enacted in the Official Gazette, which establishes the extension of this measure for an additional 30 days, counted from May 22, 2020. Since March 22, flights were suspended for public health reasons, for one month, a measure that in April was extended for an additional 30 days. Humanitarian flights are excepted from this restriction, as well as those necessary to transport cargo, medical products and equipment, and supplies.

Brett’s Comments: I don’t need to convince anyone how his is by far VERY bad news for a lot of people. I know that the reason Panama got hit by the virus in the first place was through Tocumen, but this doesn’t just affect Copa and their business; this affects everyone in the region that have been trying to just get to Costa Rica or Colombia and originally had Copa tickets to do this. I know one case where a couple in California have already had to change their tickets 3 or 4 times just trying to get back to their home in Costa Rica. The last change was because Copa offered to get them a flight via Avianca. When Avianca went belly-up, they were offered a combination American Airlines mixed with a couple of Copa flights through Panama in mid-June. Those will be scrapped as well. I also have a couple of friends Jonas and Rodela who have been stranded in Japan since March, hoping to get to Panama. The worst case is friend “Mike H” who’s stuck in Colombia. He went there for a special medical treatment, had all of his procedures cancelled and on top of it all, can’t come back to Panama to be with his wife.

MIGRATION AND “ARENA” CONVERSE ABOUT REOPENING AND CARE FOR FOREIGNERS
With the intention of coordinating situations and alternatives, to facilitate the steps and procedures for foreigners in Panama, the Director General of the National Migration Service (SNM), Samira Gozaine, accompanied by her work team, received the President of the Association of Residents and Naturalized of Panama (Arena), Rafael Rodríguez. Among some topics, the representative of Arena expressed his concern that there are many foreigners who, due to the pandemic, could have resources to be able to pay for their card rights, but not for the payment of fines, so, in that sense , talks about possible payment arrangements and moratoriums for the cancellation of the amounts owed. On the subject of modernization, the Director of SNM stated that work is already underway on a technological module that manages all information digitally, thereby seeking greater efficiency and reducing the need to attend SNM offices. Gozaine also announced that this is being worked together with the AIG in order to have intercommunication with the Electoral Tribunal, Mitradel, DGI, airport and all the institutions involved in migration issues,
“The system will automate all migration processes doing so more expeditious, effective and efficient”.
During the meeting, the Arena leader presented a document requesting the authorization of a voluntary, non-punishable departure, to many foreigners who need it because of a humanitarian health condition, considering that, if they do not cancel their fine upon departure, the fine will remain and if you eventually wish to return to Panama, you must pay off your debt prior to do so.
The response of the Migration team was that, in effect, these irregular foreigners are obliged to avoid the debt, however, the condition of entry impediment for two years is maintained, and upon their return to Panama, (in the event they do so) You must pay what is owed before entering the country. The SNM’s recommendation is that they contact their respective embassies, in such a way that the departure on humanitarian flights of any foreigner who requires it, is channelled to the Foreign Ministry, Ministry and Immigration. After the meeting, the president of Arena expressed his satisfaction with the agreements and solutions that the SNM provides to the foreign community in Panama and establishes a relationship that helps the immigration security entity to provide a better service to foreigners, at the same time which helps efficiency and positive results for both parties.

Brett’s comments: Dear, irregular foreigner; the bottom line is that if times are tough and you can’t continue in Panama due to financial reasons, you’ll be able to leave Panama now without having to pay any fines. The fines that they’re referring to here are over-stay fines. When you stay beyond the amount of time permitted on your tourist visa, you get fined for that. Venezuelans get 2 months, Colombians 3 months and I think all others are a total of 6 months with an extension (90 days and 90 days). With the recent agreement, given our present situation, you’ll be allowed to leave Panama without paying, but you wont be able to return for 2 years and if you decide to come back after the 2 years, you still need to pay the debt due prior to returning. I have no idea how they’re going to enforce this. I don’t see immigration in Panama being very organized. We’ve had several foreigners deported due to criminal acts, but they’ve come back within a few months.
REINFORCED SANITARY CONTROLS IN DIVALÁ AND NUEVO MÉJICO, CHIRIQUÍ, AFTER INCREASE IN COVID-19 CASES
After the detection of 40 people with positive Covid-19 in the community of New Mexico, Alanje district, Chiriquí, the Ministry of Health (Minsa) with the National Police established three sanitary control points in the area. Gladis Novoa, regional director of the Minsa, said that it is a strategy that seeks to ensure that people maintain quarantine measures, because in the sweep that was carried out on Thursday, it was detected that they were not complying with sanitary measures.

MEN WILL BE ABLE TO CIRCULATE SATURDAY, MAY 16, ACCORDING TO THEIR IDENTIFICATION NUMBER
This Saturday, May 16, men will be able to transit regularly according to their ID number, as indicated by the Ministry of Health of Panama. This after five consecutive weekends in which absolute quarantine was decreed and the circulation of men was limited, reducing their departure days to two. In Executive Decree 507, the National Government establishes total quarantine every Sunday, a measure that has not changed, and allows the mobilization of women on Monday, Wednesday and Friday, while men can circulate on Tuesdays, Thursdays and Saturdays. MIBUS PREPARES FOR GRADUAL INCREASE OF USERS IN THE NEW STANDARD
With the gradual reopening of some sectors of the economy towards the new normality, the movement of people will increase, which is why MiBus is preparing its plan to provide the service to users of public transport. This strategy started since last Wednesday, when the government implemented the reopening of the first block of sectors that returned to their tasks, according to Juan Yau, director of Service Logistics for the MiBus Company.

DGI EXTENDS PANAMA INCOME TAX PAYMENTSUNTIL JULY 17
The extension for the payment of income tax has been extended by the General Directorate of Income (DGI) of the Ministry of Economy and Finance (MEF), until July 17 of this year.
The extension of the term aims to give natural and legal persons the opportunity to catch up with this obligation interrupted by the effects of the COVID-19 pandemic. The director of the DGI, Publio De Gracia, explained that on March 31, 2020 the term to cancel this commitment to the Panamanian State expired, so an extension until May 30 had been added, given the circumstances with the effects of COVID-19, the difficulties that many companies present and the time that public accountants need to present these statements. He explained that the main source of income of the DGI comes from the payment of income tax in the first instance and, secondly, from the payment of the ITBMS tax, so the non-payment of these obligations cannot be prolonged for a long time. they allow the State to invest in health, education and public infrastructure works.

MINSEG EXTENDS VALIDITY OF EXPIRED WEAPONS PERMITS IN MARCH
Through Resolution No. 019 of May 11, 2020, the Ministry of Security of Panama extended the validity of the weapons permits issued by the Institutional Directorate in Public Security Affairs, expired from March 1 to August 31 of this year. The document establishes that the period may be extended as provided by the authorities of the Ministry of Health and the declaration of a State of National Emergency.
“The temporary permits granted by the Institutional Directorate in Public Security Affairs remain in force, while the requested renewal procedure is underway,” the resolution details.
At the beginning of May, the Panamanian Association of Gun Owners (APPA) asked the Ministry to extend the validity of permits that have expired since March 1, given that COVID-19 has made it impossible to collect the necessary documentation to renew the certificates of possession and licenses to bear arms.

Brett’s Comments: This is one of Panama’s absolute worst government entities. I absolutely love the people who work here, but their leadership is horrible. There’s no guidance and the amount of corruption here in the last 10 years is off the charts. The institution has already investigated a few criminals who had renewed permits for previously illegal guns, but for those of us who own a couple of already very expensive and legally obtained guns, we haven’t been able to get our permits renewed for YEARS! There is no good reason for this. Giving an extension for a couple of months is absolutely meaningless. (Now, they’re NEVER giving me my permit, are they?) What they need to be doing in the time that they have their offices closed to the public is getting all of our permits renewed. I have a couple of friends that I’ve helped get their paperwork together for their renewals. One of these friends, every time I see him, affectionately asks me, “Where’s my F&#%$ing gun?”. He’s such a sweetheart.
TABACALERA VACCINE AGAINST COVID-19, SOON TO BE TESTED ON HUMANS
Testing of an experimental Covid-19 vaccine developed by cigarette maker British American Tobacco Plc is about to start in humans. Preclinical tests of the vaccine revealed a positive immune response, the London-based tobacco company said in a statement on Friday. The first phase of human trials could start in late June if authorized by drug regulators, BAT said. Drug makers around the world have launched into the vaccine race, with more than 100 candidates developing in the United States, Europe, China and other regions. BAT rival Philip Morris International Inc. is also testing a vaccine. Cigarette, the main product of the two companies, could increase the risk of serious symptoms of COVID-19, according to the World Health Organization. The BAT Kentucky BioProcessing affiliate uses tobacco plants in the development of its experimental vaccine, which is derived from the genetic sequence of Sars-CoV-2, the virus that causes COVID-19. According to BAT, this method generates the vaccine faster than conventional approaches, reducing the time required from several months to approximately six weeks.
FIVE POSSIBLE CHINESE VACCINES WILL PASS TO THIRD PHASE OF DEVELOPMENT IN JULY
China anticipates that the five coronavirus vaccines developed in the country that have entered the second phase of clinical trials will pass that phase in July, a senior official with the National Health Commission said Monday.
“We have not registered any serious adverse effects on the volunteers during the tests. If everything goes according to plan, the projects would finish the second part of their tests in July,” said the deputy director of the aforementioned institution, Zeng Yixin, at a conference press.

According to the US Center for Disease Control and Prevention, in the aforementioned phase two the number of subjects participating in the tests is expanded and the possible vaccine is administered to people who respond to the average profile of the final recipient of the remedy to evaluate its efficacy and security. Thousands of people would participate in the third phase and, if passed, theoretically it could already be approved by the authorities, although sometimes a phase four is carried out with more in-depth studies on the vaccine. Typically, the period for a vaccine to be available for use at a mass level is at least 12 to 18 months, according to the World Health Organization (WHO). These five projects are not the only ones being developed in China, and Zeng said that they hope to approve more applications so that they can start their clinical tests starting in June. In late April, the director of the China Center for Disease Control and Prevention, Gao Fu, indicated that the vaccines already being tested could be ready in early 2021 for use in healthy people. However, Gao revealed that much earlier, in September this year, China could have a vaccine ready that could be used in healthcare workers in the event of an “emergency situation” such as a large-scale outbreak. PRESIDENT CORTIZO SANCTIONS LAW ON DECENTRALIZATION OF PUBLIC ADMINISTRATION
This Friday, May 15, the President of the Republic, Laurentino Cortizo Cohen, passed Law No. 155, which modifies Law 37 of 2009, which decentralizes Public Administration, relative to the operation of local governments and strengthens the administrative capacities of municipalities for effective operation. From the Yellow Room of the Presidency of the Republic, the president said that the new law seeks the budget rescue of local governments so that they can cover their basic operating expenses.
“The government tries to bring tranquillity to the homes of 12,500 homes of municipal workers in the country,” he said.
During the current fiscal period, the country’s municipalities have seen their revenues decrease due to the COVID-19 pandemic, affecting their operating capacity. The new law empowers municipalities to allocate, during the year 2020, 100% of the final amount they receive in concept of Property Tax to operation. In article 1, a transitory paragraph indicates that the municipalities may, during the period of 2020, allocate the total amount they receive from transfers from the Central Government, as Property Tax, to cover their operating expenses. They can use the uncommitted balances of fiscal years 2016, 2017, 2018 and 2019. The municipalities will distribute the amount they receive in concept of the Property Tax between the communal boards and the mayors, in proportion to the operating expenses.
CAR FALLS FROM PARKING OF A BUILDING IN AVENIDA BALBOA, A WOMAN DIES
A woman died this Friday morning, after the vehicle she was transporting fell from the parking lot of the PH Bay View building, located on Avenida 3 de Noviembre. Fire Rescue Specialist personnel arrived at the scene to carry out the extraction work, but the female was already without vital signs due to the strong impact. Captain Ángel Delgado, of the Fire Department, explained that, according to preliminary data, the car fell from the second floor of the PH. Delgado said that the construction of the building apparently complies with regulations, however, the causes that caused the accident must be investigated. The Homicide / Femicide and Criminalistics Prosecutor’s Office carried out the removal of the body. In 2018, a similar accident was registered in Costa del Este, where three people died and one survived.
