E-Commerce Scam; Accounting Services will reactivate; Covid-19 testing cost; Moratorium on Electric Services; Get Well Duran

Thursday, June 25, 2020

I started the day today with a new case involving Credit Card Fraud. Obviously without naming names, but to give the construct of the M.O. used by the bad guys. Cloning credit cards is not a new thing here or anywhere. Skimming has been around for a long time as well. The culprits are using their freshly skimmed, cloned or stolen cards attacking the e-commerce businesses now that they’re on the rise. Essentially, e-commerce operates with the assistance of several elements coming together in unison to create a business model that benefits the customer as well as the store selling the goods. It’s really easy… All you have to do is set up an account with the bank to receive credit card payments, a website for displaying your merchandise, a solid and accurate inventory, storage, personnel to manage it all and transportation. Sounds easy, right? After all of the fees, costs and headaches that go along with this, add to the equation a bunch of dirtballs who also try to defraud you, or your bank or your customers. No easy task by any stretch.

What are the bad guys doing? They’re already in the business of cloning cards. What they’re doing now is taking advantage of this new concept (new for mostly everyone in Panama) and making purchases using these cards. The merchandise is delivered as scheduled, only to discover later that it was a stolen or cloned card. Because all of my readers are smart as a whip, I’m sure you’re thinking, “Oh sure, but all you have to do is go to the address you sent the merchandise to and arrest the bad guys. Simple!” Part of the scheme is that when they request that the merchandise be sent to a location, it’s actually sent to a non-address; an address that doesn’t belong to them and that they’re not associated with. They place their order to a random location and wait for the merchandise downstairs all day long if they have to. I mean, why not? It’s free merchandise anyways, right? They’ll do this several times a day, using different addresses, sometimes repeating the same, but usually different names on the purchases. You’d think that the store owners are happy because they’re getting sales, but someone is getting royally screwed and if the fraud happens repetitively, it’s possible that payments will be stopped and the store is out part of its merchandise. A review with other colleagues shows that this is being done with many of the larger businesses in Panama who are new to the e-commerce platforms. How do we stop the fraud/theft from happening? There are a couple of things:

  1. Even though the purchase was done online with a credit card and everything seems hunky-dory, upon delivery of the merchandise, ensure the buyer shows you the physical credit card and personal ID from the purchaser. If they refuse to show you the documents, do NOT give them the merchandise.
  2. Make sure the delivery people you hired are working for YOU and not for the commission they receive to make the delivery. It’s OK to subcontract, but they need to be looking out for your best interests as well. If they see something odd about the transaction, they should report back to you and safeguard the merchandise. If at all possible, try to have the delivery service in-house. If it’s a small business, deliver it yourself.
  3. Whenever anyone buys something online, they want it sent to their home or their office. No one in their right mind is going to have their package sent to a park or a gas station just to sit there all day waiting for it to arrive. Then, even if you do go to this obscure location and call the subject, they shouldn’t say, “Oh, now I need you to go to a different location to drop it off. It’s this little dark alley in the middle of nowhere.”… yeah, right, not gonna happen.
  4. Ensure the bank you’re doing business with has a solid security team to detect any oddities in these transactions. I’m partial to a few banks, but by doing your own research, I’m sure you will find one that is really on the ball about e-commerce with the experience needed to keep your business flowing.

Our case isn’t over yet.  We did identify part of the network involved.  Foreigners again.  Damn them crazy foreigners!!!  If you’re a business-owner, just heed these words and I’m sure you’ll do great business in Panama.

And now, on to the NEWS …

COVID-19 and youth

COVID-19 is a pandemic whose consequences go beyond the confinement and paralysis of the economy, it affects us all, but … what happens to Panamanian youth? It has stopped us from education (which in most cases is selective and not at all on equal terms, taking into account the public / private gaps), job and personal aspirations, recreation, etc.

The pandemic has an extraordinary influence on our lives, since, by limiting the mobilization for health measures, we have reduced ourselves to virtual modules and classes, improvised in some cases, with precarious conditions to receive this education and with concern, many times, of not knowing if they will eat when they are suspended from their work and receive no salary, to cover their basic needs. To many the solidarity bond still does not benefit them. It is difficult to study under these conditions. I personally completed my specialization in Higher Education, but, as a result of the suspension of work at the universities, I have not yet been able to officially graduate.

Body limitation and confinement in our homes also results in physical and psychological deterioration, produced by long hours in front of digital media for various reasons: work, social, educational, etc., which limit movement and produce sedentary lifestyle and lethargy. I felt a relief when they relaxed the measures to exercise, since I consider that it is vitally important to carry out some type of physical activity outdoors, to compensate for the time we spend without going out, distract ourselves and at the same time, stay healthy.

From another point of view, I long to see my country moving forward and facing the pandemic with responsibility on the part of our rulers, caring above all else, the lives of citizens, and using the correct strategies, to revive the economy prudently, progressively and safely for the Panamanian people, without neglecting the need to establish new and innovative methods of carrying out administrative procedures and matters, some of which have been implemented in this period, which shows that when there is a will We can do great things.

Being pioneers in the use of smart technology catapults us into the world, opening the way for the new generation of citizens, capable of leading a country forward.

Daily deaths were dropping until June 1, when they slowly started on the rise again. Roberto Duran was diagnosed ill with the virus as well. that’s not good.

PEDRO MIGUEL GONZÁLEZ CONFIRMS THAT THE EXIT OF ROSARIO TURNER FROM MINSA IS DUE TO DISCREPANCIES WITH THE GOVERNMENT

The President of the Republic, Laurentino Cortizo, announced the departure of Rosario Turner from the Ministry of Health last Wednesday afternoon, speaking of wear and tear in the midst of the COVID-19 pandemic.

The Secretary General of the Democratic Revolutionary Party (PRD), Pedro Miguel González confirmed that Rosario Turner’s departure from the Ministry of Health (Minsa) was due to internal discrepancies.

Brett’s Comments

Pedro Miguel really has some BALLS to point fingers at other people and talk about “discrepancies”. Two words: Zak Hernandez – Not sure if that bounty still stands, but it was up to $100,000 at one point. As a politician, he’s immune to any actions that the US could take against him. Sorry to deviate like that…

With this indication, the leader of the PRD makes it clear that it was President Laurentino Cortizo who decided to remove her from his cabinet.

The PRD leader indicated that Rosario Turner received the information about her departure by surprise, because she stayed in the office until late at night leaving everything in order.

“For months it was known that there was some level of discrepancies at the highest levels of the spheres of government with respect to the figure of Dr. Turner, but I must say quite frankly as the party’s secretary general, and Dr. Turner is also a member of the The party’s National Committee and after having carried out an extraordinary and impeccable work directing the entire Panamanian health system in the worst crisis in its history as a nation, we are taken by surprise by the decision of the President of the Republic ”.

After questioning whether the president had consulted with the PRD, the former deputy indicated that “no, not at all”, while indicating that he wanted to have the opportunity to speak with him to understand why Minister Turner’s change was due at this time so crucial.

He added that: “I have not been able to speak on the subject at this time, neither with the President of the Republic, nor with Dr. Turner, who I understand also took her by surprise and she stayed up late at night in her office, putting things in order. to be able to deliver it in the morning of today… these are subjects that we will have to speak from the leadership of the party with the President of the Republic to be able to hear his reason”.

After the statements of Pedro Miguel González were issued, there were various reactions that emerged on social networks.

SUÁREZ SUGGESTS TO OPEN BY PRODUCTIVE REGIONS AND RE-ASSESS THE OPENING OF ECONOMIC BLOCKS

Elisa Suárez, of the National Housing Council (Convivienda), considered this Thursday that the opening of the economic blocks should be reevaluated, which so far have no definite date after the high rate of new cases and infections of COVID-19.

He suggested that the authorities evaluate the opening of productive regions that begin to generate jobs, income and that they hire personnel “subjecting the entire country to a condition similar to that of the provinces of Panama and Panama West, I don’t think so.”

Suárez in the Radiography program transmitted by EcoTvand RPC Radio expressed “I think that something that has been done here is to identify the regions where there are major infections, but also the regions that do not have it and that are in productive conditions that could start working from Yesterday”.

He reiterated that what has already been observed must be reevaluated “that did not go well, such as the issue of opening by blocks that in his opinion” does not work “, although businessmen ask to reopen Block 3 of economic activities and the Ministry of Health (Minsa ), is in studies and consultancies.

THREE TRADE UNION GUILDS ABANDON THE DIALOGUE FOR ECONOMIC REACTIVATION

Five days after the conversation period for the presentation of proposals to the President ends, the participation of the workers’ representatives weakens.

The National Confederation of Independent Trade Union Unity (Conusi), Casa Sindical and the Unified Confederation of Workers of Panama (CUTP) decided to rise from the Tripartite Dialogue Table for the Economy and Labor Development in which they participated from May 1, 2020 .

The Conusi made its departure public this Thursday, June 25, after formalizing the delivery of a letter before the dialogue table, as did the other two workers’ movements since last week and the beginning of this, as confirmed by sources linked to the process.

In this way, there are five unions representing the workers at the dialogue table, which just this week must reach a consensus on the measures that they will propose to the Executive for the reactivation of the economy due to its paralysis due to the outbreak of the coronavirus. .

The Conusi indicated that it abandons the dialogue because the Government did not listen to its proposals, unilateral decisions have been taken and warn that the business sector

“has not demonstrated a real willingness to propose, discuss and agree on measures that respect the Labor Code and prevent the weight of the crisis will continue to fall on the backs of the workers ”.

One of the workers’ proposals was that a solidarity bonus of $ 500 per month be awarded to informal and unemployed workers. In exchange, the Government “decided to grant a bond that does not cover the cost of the food basket and that does not reach everyone,” said Conusi.

At this time, as is known, the Government faces strong budgetary pressures in the face of the lack of income and the financial needs marked by the pandemic.

However, the Conusi denounced a public debt, “without the resources reaching the town.”

The departure of the three guilds does not stop the dialogue. The National Central of Workers of Panama, the General Central of Workers of Panama, the Union Convergence, the General Union of Workers and the Confederation of Workers of the Republic of Panama are still sitting at the table.

The difference between unions, employers and the Ministry of Labor (as mediator) focuses on three key points: the implications generated by the modification of working hours, the extension of the suspension of labor contracts raised by the business sector and the subsidies or support from companies and the government that workers demand.

In May, the workers’ representatives had threatened to abandon the dialogue process, alleging that the Government was making “unilateral” decisions on measures that were precisely being discussed at the table.

In the letter sent by Conusi to the tripartite table, signed by his secretary, Genero López, it is noted that dismissals are currently being managed under the figure of mutual agreement, there is pressure to ignore the application of collective agreements and there have been liquidated many workers who were sent home without a penny, thanks to Decree No. 81 issued by the Government.

“In this situation we can not but denounce the country for the lack of political commitment and willingness on the part of the National Government, in the adoption of measures in favor of workers, whom they already threaten when they express that, regardless of the results to that the Dialogue Table be reached, the Executive will try to impose the measures that favor the business class ”.

PAN AMERICAN HEALTH ORGANIZATION WARNSABOUT ‘RECURRENT OUTBREAKS’ OF COVID-19 DURING THE NEXT TWO YEARS

A health worker disinfects the body of a 75-year-old man who died, allegedly a victim of Covid-19, at the door of his house, in the Community of La Fosa in San Salvador.

The Pan American Health Organization (PAHO) warned Wednesday of “recurrent outbreaks” of Covid-19 in the Americas in the next two years, and called on Brazil, the second country in the world most affected by the disease, to increase the tests diagnostic.

Latin America and the Caribbean, whose first reported case of Covid-19 was notified by Brazil on February 26, has seen infections accelerate in all subregions, said Carissa Etienne, director of PAHO, regional office of the World Organization for the Health (WHO).

In addition to the “wide circulation” of the virus in Mexico, there is “widespread transmission” in Central America, with “high incidence” in Panama and Costa Rica, especially on the Nicaraguan border. In South America, Brazil, Peru and Chile are the most affected. The Caribbean continues to have outbreaks of contagion on the border of Haiti and the Dominican Republic, as well as on the Guiana Shield.

Etienne regretted that the number of cases has tripled in the region in just one month, from 690,000 to more than two million, and called on countries to prepare to adapt to “a new way of life and redefine our sense of normal “

“In the absence of effective treatments or a widely available vaccine, we expect that over the next two years in the Americas region we will experience recurrent outbreaks of Covid-19, which may be interspersed with periods of limited transmission,” he said at the news conference. weekly of the organism.

She acknowledged that “it has not been easy” to maintain the recommended measures to curb infections, which have had a huge economic and social impact in a region marked by poverty and inequality. And she stressed that governments are now pressured to relax restrictions “even when transmission is increasing.”

For this reason, she said that leaders capable of overcoming political and geographical divisions, flexible governments when applying measures, and protection guarantees for those who depend on informal jobs, the region’s common denominator, are necessary.

PAHO has said that it is following with concern the situation in Brazil, which with 212 million inhabitants accumulates more than 53,000 deaths and 1.1 million infections of the new coronavirus, second only to the United States.

“Brazil has made progress in increasing the number of diagnostic tests for Covid-19, but it still has not reached 10,000 tests for every million inhabitants. They need to be increased,” said PAHO Director of Communicable Diseases, Marcos Espinal.

He stressed that the populous states of Sao Paulo and Rio de Janeiro are the ones that are performing the highest number of tests, but due to their high number of inhabitants they are well below what is recommended to determine the scope of virus circulation.

It is “important” that the tests be increased so that the authorities have an idea of the magnitude of the outbreak and “can make quick decisions for the benefit of the population,” he said.

Since the pandemic was declared in March, PAHO has urged the acceleration and expansion of countries’ testing capacity to improve management of outbreaks.

The WHO has said that it would like to see countries evaluate at the level of ten negative tests for each positive as a general benchmark that enough tests are being done to detect all cases.

Brazil is also the country most affected by three other viral diseases in Latin American and Caribbean countries: dengue, chikungunya, and zika.

PAHO said this week that of the 1.6 million dengue cases reported so far this year in the Americas, 65% were in Brazil, followed by Paraguay (14%), Bolivia (5%), Argentina (5 %) and Colombia (3%). High incidence rates were also reported in Honduras, Mexico and Nicaragua.

Brazil also concentrated 95% of the 37,279 chikungunya cases and also registered Zika cases, which totaled 7,452 along with Bolivia and Guatemala.

Despite the Covid-19 pandemic, Espinal called not to neglect actions to eliminate breeding sites for mosquitoes that can transmit these diseases.

GET WELL CHOLO!!!

I’m sure Hands of Stone will be fine. He’s a tough old bird with a lot of positive spirit and good fun. When I lived on Via Argentina and was single, I’d see Duran all the time. It got to be so common that it wasn’t weird to play pool with him at his poolhall on Via España. It was just a normal part of the week. Then as business grew, I had to get a little more serious and get married again, have kids, take on responsibilities, etc, I grew away from that scene.

In 2018, I hosted an International Conference of Private Investigators and was able to convince (AKA “Contract”), Roberto through his agent and son, Robin Duran. He was awesome. The perfect showboat. He doesn’t know a lot of English so he asked me to translate a few things to the group for him. I’d like to think that not only did we have a good time, but Manos de Piedra also had a blast.

Duran, me in my bloated years and my Daughter Kimberly

Stay safe… Stay healthy… And by all means (unless you’re out getting some gloves signed by a legend) STAY HOME!!…
