Briefly Cursed on Garbage Day; Explosion in apartment; Extension in force for public accountants; Covid-positive people came out to use Digital Bonus; The Egg Plant

Wednesday, July 08, 2020

Today I woke up cursed, so I felt it wise not to leave the house. I mean, other than the fact that we’re on quarantine and today isn’t a guy day, I still wouldn’t have left the house. The curse started before 7AM; it was garbage day today.

Our plan for garbage day starts the day before. Yesterday at 5PM, we had our government spy “Alexa” programmed to inform us that Brandon needs to take out the garbage. Brett Jr’s turn is Friday for the Saturday pickup. At 5PM, he is ordered to stop whatever he’s doing, grab a garbage bag and pick up all of the trash accumulated from all of the rooms of the house. Then, he is to carefully place the accumulated trash into the bins outside the house and move said bins outside to the curb. That’s the plan. That’s the theory.

What REALLY happens, can only be described as a magical dance of disorder and confusion, with a splash of ADHD. Most usually the child in charge of waste disposal, will forget to clear out a room or two (or three) as during the process, they abruptly recall that their friend “Camil” forgot to tell him at what time they were supposed to play Fortnite later that evening. Focus is diverted and priorities are reset.

Believe it or not, this whole ordeal somehow takes them 7 hours and they don’t even finish. That’s about the time where I walk in to the living room after doing my daily reports around midnight, to find a lonely garbage can stranded in the middle of the living room floor. Interestingly enough, I always stop about 4 feet from the can and methodically shake my head in amazement. Each time, I’m completely surprised that this still happens.

Garbage bin abandoned due to reprioritizations

Then, I usually just stare at it, hoping it would just continue the job left behind by our offspring. It, in turn, stares back at me as if saying, “Sorry bro, ain’t gonna happen’”. Finally, with an inevitable sigh, a full review of the strategically placed home receptacles is conducted by yours truly and my findings are then forwarded to the central trash distribution division located near the laundry room. Keep in mind, that it is now after midnight.

By experience, I’ve learned that all of the neighbor snakes and toads have taken up residence in our exterior trash bins sometime after 10:00p.m., awaiting their attack. I’ve neither the time nor the desire to find boots (or pants), just to go outside to battle wild life so I can get the trash to the street. The downside to this, is that I’ll have to get up the next day by 7AM because the garbage guys have a schedule of Wednesdays and Saturdays somewhere between 7:01a.m. and 4:00p.m. And as Murphy’s Laws work, if I don’t take it out at 7:00a.m., they pass by doing Mach 3 in a clearly marked Mach 0.02 zone at precisely 7:01a.m.

I woke this morning at 6:45a.m. with an immediate sense of dread wooshing over me.  I’m typically a positive guy, living in a negative profession.  So, when this feeling hits me, I take heed and wait until the black cloud of discomfort goes away.  Sometimes that means laying in bed for an hour, sometimes that means getting up to set boobytraps around the house for Queen Sayira to run through.  (Obviously for my own amusement.)  I’ll place fake cockroaches or spiders in places she needs to reach for, they fall on her, she freaks out, runs back to the bedroom, teaches me a lesson and then my day is immediately brighter.  Yes, it may be evil, but it’s for a greater good, I assure you.

However, after wondering what I should do, it was now 6:50a.m. and I had but 10 minutes to get the trash to the road. I made my play and told Queen Sayira, “I can’t take the trash out.”.

“Why not?”, she immediately muffled with her face fully planted in her favorite pillow.

“Because I’m cursed.” There was a pause. Then she actually made the effort to clear her lioness hair with one hand, and with the other, turn her body complete over so she could get a clear look at me. “Oh crap, I have the full force of her complete attention…”, I thought to myself.

She took a breath and calmly told me, “You’re not cursed. Go take the garbage out.”

“But Sweetie, I’ve got that dreaded feeling again.”, I assured her.

Then her tone got softer, quieter, and she touched my face… …it was so eerie, “Sweetie, go take the trash out now. Everything is going to be ok. But if you leave any plastic cockroaches anywhere, I can assure you that you will NOT be ok, capiche?” And that’s when the black cloud of discomforted dissipated. I was cured.

(FYI: Got the garbage out at 6:59a.m. and the garbage guys never even showed up today. Damn you Murphy!!!)

TOP NEWS and TIDBITS

Yoli’s Summary

A new report by Pnuma summarizes 10 recommendations to prevent the spread of new infections from animal-borne diseases.

The cost of the Covid-19 pandemic is expected to reach $ 9 billion in the coming years.

The 2003 Acute Severe Respiratory Syndrome (SARS), 2012 Middle East Respiratory Syndrome (MERS), or the Covid-19 that is now rocking the world are widespread diseases among people that originated from animals and new outbreaks will continue to emerge, Unless governments take decisive steps to prevent them, the United Nations Organization assured in its most recent report “Preventing the next pandemic: Zoonosis and how to break the next chain of transmission.”

The document, a joint effort of the United Nations Environment Program (UNEP) and the International Institute for Livestock Research, offers 10 recommendations to prevent socio-economic crises, such as those generated by Covid-19, from recurring. They mention investing in interdisciplinary approaches, expanding scientific research on zoonoses, and strengthening monitoring and regulatory practices associated with these diseases.

The report also identifies “seven trends driving the increasing appearance of zoonoses, including increased demand for animal protein, increased intensive and unsustainable agriculture, exploitation of wildlife, and the climate crisis.”

The report identifies ten practical steps that governments can take to prevent future zoonotic outbreaks:

  • Invest in interdisciplinary approaches, including the “One Health” approach.
  • Expand scientific research on zoonoses.
  • Improve cost-benefit analyzes of interventions to consider the total cost count of the social impact of disease.
  • Raise awareness about zoonotic diseases.
  • Strengthen the monitoring and regulatory practices associated with zoonotic diseases, even within the food system.
  • Encourage sustainable soil management practices and develop alternatives for food security and livelihoods that do not depend on the destruction of habitats and biodiversity.
  • Improve biosecurity by identifying key drivers of emerging disease in animal husbandry and promoting proven zoonosis management and control measures.
  • Support the sustainable management of landscapes and seascapes to improve the sustainable coexistence of agriculture and wildlife.
  • Strengthen the capacities of health actors linked to this issue in all countries.
  • Put into practice the “One Health” approach to land use and planning, implementation and monitoring of sustainable development, among other fields.

And the impact over the past two decades of such outbreaks is the death of some 2 million people each year from neglected zoonotic diseases, primarily in low- and middle-income countries, in addition to economic losses of more than $ 100 billion

“Not including the cost of the pandemic for Covid-19, which is expected to reach $ 9 billion in the coming years.”

UNEP Executive Director Inger Andersen warned that if the exploitation of the environment and the destruction of ecosystems continue, in the coming years there will be a constant flow of diseases of animal origin.

So Andersen calls for promoting biosecurity measures by identifying the key drivers of emerging diseases in animal husbandry, supporting the sustainable management of landscapes and seascapes, strengthening the capacities of health actors in zoonoses and implement and monitor sustainable development.

For this, it is essential to apply the approach known as “One health”, which combines the experience in public, veterinary and environmental health, in order to avoid the emergence and spread of zoonosis.

“Pandemics are devastating to our lives and our economies, and as we have seen in recent months, those who suffer the most are the poorest and most vulnerable. To prevent future outbreaks, we must protect the environment more decisively,” Andersen added in the presentation.

MORE HOTELS WILL BE ENABLED TO ACCOMMODATE PATIENTS WITH COVID-19

Given the dizzying growth of new cases of Covid-19 in the country, the authorities of the Ministry of Health (Minsa) are looking for new facilities to house patients who are overcrowded or who have an immunocompromised health system.

The Health Minister, Luis Francisco Sucre, reported that they have an offer of between two to three hotels to house patients with the disease.

The health authorities currently have seven hotels in the country, of which five are in the Panama district, one in the province of Veraguas and another in that of Chiriquí, in addition to the hostels they have in Panama Oeste and Veraguas. . These facilities provide a total of 1,920 beds.

Sucre added that, in the province of Panama Oeste, where a shelter already exists, they will be enabling others in the coming weeks, since in that province there are a large number of cases.

In fact, the epidemiological reports of the Minsa show that since the first case was reported in the country on March 9, and until July 6, 24,085 people have been infected in the province of Panama and 6,902 in that of Panama West. Hence, the need to provide more facilities for patients with the disease.

The Health Minister assured that at the moment they have enough beds to accommodate Covid-19 positive patients, but did not specify the exact amount.

However, the Minsa data until July 6 showed that in home isolation there were a total of 676 people in hotel-hospitals.

Each room in a hotel costs $ 15 per day, not including other expenses, such as cleaning the place, laundry, and food supply.

Sucre assured that until now President Laurentino Cortizohas not set a limit in money for hotel rentals, but neither do they have a specific item to attend to the line of actions for the attention and spread of the virus, because everything is recorded in the intended item for the Covid-19.

Medical attention

The director of the Metropolitan Health Region, Israel Cedeño, explained that they have five hotels in Panama City, with one patient per room.

However, in the event that there are two positive relatives or even entire families (exceptional case) they have been kept together, in the same room. “But it has been rare,” Cedeño said.

Tatiana Carles, a family doctor and one of those in charge of coordinating care in hotels-hospitals, raised the Comprehensive Patient Management conference with Covid-19 in phase 1, developed last weekend by the Association of Medical Students of the University of Panama, that hotels do not function as a hotel or as a hospital because the hotel does not have oxygen therapy and intravenous solutions frequently, but rather they use them in cases of extreme urgency, and what they do is controlled home isolation, in the one who, by visiting the rooms, measures oxygen saturation and respiratory rate.

She recalled that people who enter a hotel must have a risk of social vulnerability such as living in overcrowding, risk of progression of the disease by another type of disease, and positive test.

The family doctor specified that the medications used for the management of symptomatic patients are: acetaminophen, antihistamines, aines, antitussives, antispasmodics, probiotics, inhalers in case of asthmatics, and patients with other chronic diseases, will also provide their drugs.

Carles noted that the development of respiratory distress in patients is observed between the first 5 to 7 days, and the clinical improvement between days 10 and 14 of their stay at the site.

In hotel-hospitals there are about 45 general practitioners, 50 nurses and 50 nursing technicians.

PANAMANIAN INFECTOLOGISTS TRY TO REVERT TO THERAPY WITH HYDROXYCHLOROQUINE TO HANDLE THOSE SICK WITH COVID-19

Hydroxychloroquine has been under the microscope since COVID-19 started.

Faced with this movement, Dr. Xavier Sáez-Llorens asked for caution and not be carried away by populist occurrences.

A group of Panamanian infectious diseases doctors are trying to rescue hydroxychloroquine (HCQ) treatment to treat patients with coronavirus.

According to this team of specialists, recent data indicates that the early use of hydroxychloroquine and azithromycin (AZ) would help to decrease the risk of mortality and of entering the intensive care room.

Likewise, they point out that this medicine is available, unlike remdesivir, which just yesterday the director of the Social Security Fund (CSS), Enrique Lau, said that efforts are being made to acquire it.

Guy De La Rosa, a Panamanian infectologist based in Boston; In addition to the infectologists who work at the CSS Metropolitan Hospital Complex and the Santo Tomás Hospital: Alfredo Cantón, Eira García, Darío Flores, Rafael González, Boris Castillo and Rigoberto Samaniego raised the request to Dr. Enrique Mendoza, dean of Medicine of the Panama university.

“The reinstatement of HCQ + AZ-based treatment as part of the therapeutic armament available to treating doctors in the Republic of Panama represents a vital step from the point of view of managing patients in the early stage of COVID-19,” they highlight.

The doctors’ request is based on three studies: one in Michigan (USA), one in Columbia (USA) and the last one in Marseille (France). All studies pointed to reductions in average length of hospital stay, mortality, and ICU admissions.

It should be remembered that this hydroxychloroquine treatment was withdrawn from the protocols of the Ministry of Health a couple of weeks ago, after being used during the first months of the pandemic. Risks include possible ventricular arrhythmias and sudden cardiac death.

In this sense, Dr. Xavier Sáez-Llorens asked for caution and not be carried away by populist decisions.

“There is a pro-rescue movement for hydroxychloroquine, motivated by the results of a weak retrospective study, with no control group, conducted in Michigan; I suggest caution … science is above anecdotes, occurrences, speculations, or populist activities for ‘ reassure ‘the population or satisfy personal positions,” he said.

IN JUNE MORE THAN A THOUSAND PEOPLE WITH COVID-19 CAME OUT TO SHOP WITH THE DIGITAL BONUS, AIG

This month an additional 290,000 people will benefit from the digital bonus.

The administrator of the Government Innovation Authority of Panama, Luis Oliva revealed to Rdiografía that in June they recognized more than a thousand people confirmed as positive in COVID-19 who went shopping with the solitary digital voucher.

“Last month more than a thousand people with COVID-19 went to the supermarket, that is why the digital voucher for Covid19 positive people who are in quarantine has been suspended,” said Oliva.

The decision to suspend the bonds to people with COVID-19 had already been advanced by the head of the Ministry of Health, Luis Francisco Sucre, over the weekend and at that time he had promised to provide food and medicine to those patients, which would be taken directly to their homes.

At another point, Oliva announced that in this month 290 thousand more beneficiaries of the digital voucher will be added, which he explains has been increasing due to the number of companies that have suspended contracts. They have also been added to the lists, artists and others affected.

Oliva also noted that they have detected that there are employers who were not paying insurance and that is why there are no worker records and, in view of this, if the contract has not been suspended, the voucher cannot be sent to those affected.

For complaints, the administrator advised those who have not received their bonuses and are among the vulnerability ranges attended to give this support (suspended contract, independent, informal workers or unemployed people), to send them to Mitradel or by calling 140.

Oliva announced that an APP for grocery stores is already being completed so that people can change their digital bonds through their IDs in these stores.

Lastly, the official stressed that the digital voucher will have a duration of 90 months and if it is not used, it will expire since the system understands that the beneficiary does not need it.

THEY ARE DEVELOPING AN APPLICATION THAT WILL ALLOW THE USE OF THE DIGITAL VALUE IN MINISUP AND STORAGE

The National Government, through the Government Innovation Authority, is developing an application so that the beneficiaries of the digital voucher can make their purchases in the mini-supermarkets and grocery stores.

The Vice Minister of Foreign Trade, Juan Carlos Sosa, said this Wednesday that there are around 8 thousand shops, including mini-supermarkets and grocery stores, enabled to join the digital voucher, which since July has a balance of $ 100.

He explained that the recipient of the digital voucher will be able to go to the mini-supermarkets and grocery stores to make their purchases, while the owners of these businesses will have the option of making their payments to suppliers with this benefit of the Panama Solidarity plan.

“It will function even in a certain way as a digital currency,” Deputy Minister Juan Carlos Sosa mentioned to Telemetro Reporta

The high official also clarified that the establishments that want to join must have at least one operating service.

For Vice Minister Juan Carlos Sosa, this initiative will help the National Government to avoid crowds in supermarkets that are currently affiliated with the digital voucher, reduce circulation on the streets and maintain better traceability of citizens.

According to figures from the National Government, some 361 thousand 248 beneficiaries were incorporated in the recharge of $ 100 of the digital voucher that began on July 4 in the sectors of Arraiján, San Miguelito and Colón. The benefit was delivered in these sectors until July 7, to people who keep their work contracts suspended, peddlers, artists and wallets.

The digital voucher is reimbursed once a month and who in two months does not use it, it is deactivated.

The first delivery of the digital voucher, through the personal identity card, was $ 80. That first balance was delivered by the National Government since Thursday, April 30.

Both the digital voucher, the vouchers and the food bags are for people whose income has been affected by the pandemic of the new coronavirus and are part of the Panama Solidarity plan.

The vouchers are delivered every month, while the bags of food every 15 days, house by house. In the case of the regions, they distribute “mega bags of food” once a month.

KNOW THE CREDIT PLANS THAT THE NATIONAL BANK WILL OFFER

Banks will play a key role in the economic recovery, due to the health crisis caused by COVID-19, as reiterated this Wednesday, July 8, the manager of the National Bank of Panama (BNP), Javier Carrizo.

The BNP director explained the credit plans that they contemplate offering to companies for the resumption of their activities and where banking would come to be one of the fundamental alternatives for this.

In this sense, the BNP plays different roles, starting with a billion-dollar trust that they will manage divided into 500 million dollars for immediate liquidity, if required, and another 500 million dollars for long-term loans, this The latter is in definition as they are in negotiations with the World Bank, which will provide the funds.

“We already have 500 million deposited in the Ministry of Economy and Finance that the International Monetary Fund (IMF) contributed, and the trust is about to go to CENA and the cabinet to put it into execution,” he added.

Classification of loan amounts

He explained that the idea is to preserve alive the Small and Medium-sized Enterprises (SMEs), where there are different items, for example, in the case of banking of opportunities directed towards the micro-entrepreneur, an amount of 20 million dollars was assigned, which will be administered between the National Bank and the Savings Bank.

In this section, loans would be between 2,000 and 5,000 dollars, while microentrepreneurs engaged in the trade of handicrafts, rural agribusinesses, grocery stores, and 5,000 to 20,000 dollars would be offered to those who engage in online commerce, restaurants ; delivery services, professional companies among others, from 25 to 100 thousand and those of medium-sized companies may go for more than 100 thousand dollars.

MITRADEL PROPOSES TO EXTEND SUSPENSION OF LABOR CONTRACTS

The Cabinet Council yesterday authorized Labor Minister Doris Zapata to present, before the National Assembly, a bill that establishes temporary changes in labor legislation as a result of the economic crisis the country is in due to the pandemic of the Covid-19.

The details of the project will be known when it reaches the Assembly, but the Executive announced that the extension of the suspensions of work contracts, the registration of mutual agreements for the termination of labor relations, the calculation of the premium is proposed. of seniority and the maternal jurisdiction for workers with suspended contracts, and other considerations.

The extension of the suspension of contracts until December was one of the points in which consensus was not reached at the table of the national dialogue.

The workers warned that this implied a change in the Labor Code, and at that point they were inflexible.

The representatives of the private sector have argued that this is a temporary way out to gradually call the workers who, as a result of the confinement and the closure of activities, are in their homes.

Without an extension, they warn, many people would have to be fired because a large number of companies have had suspended contracts since March and Panamanian legislation indicates that this status cannot be extended for more than 4 months.

During the presentation of the project, Zapata explained that the approval of the law seeks to protect the rights of workers, offer legal-labor stability for employers and strengthen labor relations with clear regulations.

In this context, the project would establish that if a company decides to end the employment relationship with a worker, it must establish the compensation based on the salary received before the pandemic and not considering the salary reduction that has been established in recent months as a result of the reduction of the working day.

On the other hand, when a mutual agreement is established for the termination of a contract, it must be validated before the Ministry of Labor to “avoid labor abuses”.

Zapata must present the bill before the plenary session of the National Assembly, go through the first, second and third debates, and then send the final result to President Laurentino Cortizo for his respective sanction.

THE EGG PLANT. There is no greater vegetable in our home that is more carefully selected at the supermarket, reviewing it for unappealing blemishes or disfigurations, gingerly placing it into the shopping kart ensuring it’s not caught beneath anything heavy, laboriously transporting our meticulously chosen bounty home and placing it gently into the refrigerator, just to let it sit there to rot for another 3-4 weeks. Our biggest excuse is that we make these huge plans to make this wonderful new dish, but keep putting it off for another time. So, although this space is for you, the reader, there’s definitely a part of me that is sending this to me… …and to Queen Sayira.

Here is a group of great recipes that will most certainly all be pretty good.

We finally tried the following recipe and it was really nice.

Bulgur and cashew stuffed Egg Plant – wow!

Stay safe… Stay healthy… And by all means (unless you need a way to scare your own Queen or King and have to make a trip to the novelty shop) STAY HOME!!…
