Other than wishing for this to all be over with, a close second would be waking up and having a fresh start at this whole thing. There’s so much information, misinformation and misterinformation out there, that it’s hard to keep it all straight. Everyone’s point of view is perfect to them, but not everyone can be right.

One of the best things a company can do to project their business to new heights, is to fire their CEO and hire someone with a totally new perspective. It happens all the time. Instead, in the USA or in Panama, it’s the CEO doing the firing and he stays put. Yeah yeah yeah, I know, the Constitution, etc etc, I’m just trying to point out the blatant fact that we’re stuck with the same CEO through this whole mess until the next election. The USA is failing at containing the virus. Trump is extremely proud and overconfident about a lot of things. This wasn’t the time to take that approach. Recently, after months of saying that masks aren’t that big of a deal, he announced “if you can’t social distance your selves, to wear a mask”. What made him change his mind or standpoint?

Independent from that, getting a fresh start, a fresh perspective on this virus, the affects these worldly decisions have created on our economy, how it has affected our mental health, prolonged health and so much more, would be … refreshing. While there isn’t just one method to attack this pandemic, there is really only one truth to several pandemic-related topics.

The “one truths” that people bicker about:

  • How did the virus enter the world?
  • How did it become a pandemic?
  • Should we all wear masks?
  • Is Bill Gates evil?
  • Can Monsanto create a vaccine that works with no major secondary effects?
  • Is there a World Order that is orchestrating this whole ordeal?

The majority of those who have an answer, don’t have a truth, they just have an opinion. If they had the truth, there’d be a reason to argue the points, but frankly, while the people who hold the truths are silent, all we’re doing is flailing our arms and getting angry at complete strangers for absolutely no productive reason.

Eleanor Roosevelt once said, “Great minds discuss ideas; average minds discuss events; small minds discuss people.”

It’s about damn time, we take this advice and start coming up with some productive ideas.

While I’ve mentioned Eleanor, here are a few from her vast library of quotes, these fit right in to everything that is 2020:

“One’s philosophy is not best expressed in words; it is expressed in the choices one makes… and the choices we make are ultimately our responsibility.”

Eleanor Roosevelt, October 1, 1884 – November 7, 1962

“When life is too easy for us, we must beware or we may not be ready to meet the blows which sooner or later come to everyone, rich or poor.”

Eleanor Roosevelt, October 1, 1884 – November 7, 1962

And most importantly:

“You gain strength, courage, and confidence by every experience in which you really stop to look fear in the face. You are able to say to yourself, ‘I lived through this horror. I can take the next thing that comes along.’”

Eleanor Roosevelt, October 1, 1884 – November 7, 1962

Yoli’s Summary

In the middle of a lonely Los Angeles sidewalk, a red refrigerator catches your eye: “Free food,” read on the top door in large white letters and purple trim.

Clean, bright and cold, the fridge has everything: milk, fruits, vegetables, chicken, juices, cheeses … everything available to anyone who needs it.

It is one of several “community refrigerators” that began to appear on the streets of this city from the beginning of July, already with extremely high indigence rates and badly hit by the economic crisis caused by the coronavirus pandemic.

These refrigerators do not have a padlock, there is nobody watching them, there are no forms or lines, there are no limits on the portions. They are open and working every day, 24 hours.

“If you need to empty the refrigerator, no one will judge you. If you need to take a tomato, take it, ”explains Marina Vergara, a volunteer and organizer for L.A. Community Fridges, which has already installed seven in the city with a view to continue growing.

The idea, inspired by a similar initiative in New York, is that whoever needs to take it, and whoever can donate something, put it in the fridge at any time.

The concept of having these community refrigerators in neighborhoods makes this type of help more accessible.
The concept of having these community refrigerators in neighborhoods makes this type of help more accessible.

The refrigerators are painted in bold colors and encouraging messages, in English and Spanish. On the sides are boxes with non-perishable foods like canned goods and cereal. Some even leave clothes and shoes. “This fridge belongs to you with everything in it,” he says in the red fridge located in Mid City, a very heterogeneous area like most in Los Angeles, where modern houses and condos warn of the arrival of “gentrification”, but where you can still see older, more humble residences.

Restaurants, supermarkets, NGOs and the neighbors themselves contribute to keep them always full. “The community’s response has been enormous, pure love,” says Danny Dierich, manager of the Little Amsterdam cafe, which donates electricity for one of these refrigerators, located outside their premises. “People come every day, they put things in the fridge. It is a beautiful thing. ”

“We are in a very unusual moment,” he adds. “Businesses have closed, people have lost their jobs … and they have to feed their families.”

Bars, restaurant salons, barbershops and other businesses stopped operating again, it should be further triggered by county unemployment, which in May closed at almost 21%.

Local authorities, as well as NGOs, churches and schools have opened dozens of food banks and popular pots to support those most affected by the crisis.

But Vergara, who promoted the project with the support of the NGO Reach for Top, which assists homeless people and is the head of operations, explains that there are undocumented immigrants who do not come for fear of being deported, but also that there are those who just feel ashamed. “There is a negative connotation to being in a line looking for support and help,” she says.

Good job!

DEVELOPING INFORMATION FROM MINSA ON FURTHER QUARANTINE MEASURES!!

Starting Monday, July 27 in Los Santos, Herrera and Los Santos, companies related to car sales, private construction and the release of professional and administrative services will be opened.

This, given the low incidence of cases that these provinces have registered in recent weeks.

The health minister, Luis Francisco Sucre, indicated that the reopening will take place “as long as all biosecurity measures are maintained.”

  • Due to the increase in cases of COVID-19 in the provinces of Chiriquí, Colón and Bocas del Toro, the Ministry of Health of Panama ordered that the total weekend quarantine that currently applies to the provinces of Panama and West Panama be implemented. .

“Due to the increased replication capacity of the virus, and therefore the increasing number of cases … that in addition to maintaining the curfew from 7:00 pm, starting this Saturday we will enter a quarantine total, Saturday and Sunday,” said Health Minister Luis Sucre.

The official did not rule out further restricting mobility in the provinces according to the number of cases.

  • The Minister of Health, Luis Francisco Sucre, announced this Tuesday that the Government of Panama will deliver a kit for those who mark positive for COVID ー 19.

It is a kit “made up of elements that seek to strengthen the immune system of each individual who scores positive for COVID-19,” said the Minister of Health.

He added that in hospital hotels, treatments will be instituted in order to avoid or reduce risks of hospital complications.

“Remember that we are shopping for the antiviral to receive to treat those who have complications,” he said.

He also reiterated to all those who have tested positive, that “once the diagnosis is made, in order to receive treatment and reduce the risk of complications, hospital hotels continue to be made available.”

DOCTORS WARN THAT THE HEALTH SYSTEM HAS COLLAPSED DUE TO THE INCREASE OF COVID-19 CASES

The health authorities assure that they work in the provision of supplies and the hiring of doctors. Meanwhile, from the different hospitals, the health personnel say that the reality is different.

The protests are in Chiriquí, Colón, Coclé, Panama. Increasingly and in more hospitals, due to the increase in patients with COVID-19. Health personnel point out the lack of supplies and personnel. In the San Miguel Árcangelhospital, five days of protests have already passed.

The doctor of the San Miguel Árcangel Hospital, Fabiola Cárdenas, indicates that there is a lack of supplies, although the authorities say that if there is, the amount received is not enough to cover all the demands of the staff. She added that the hospital is at full capacity in the contingency room and intensive care unit.

Dr. Juan Carmelo Wong of the Association of Specialist Doctors does not hesitate to warn that the system has collapsed. Wong gives as an example the Santo Tomás hospital where he works and where beds have been set up on different floors for patients with Covid-19, which has caused the need for more supplies and doctors.

But the claims not only arise from doctors, but also from cleaning personnel, as is the case of the one who works at the Hospital Complex of the Social Security Fund (CSS), they ask for more personnel and protective equipment.

The authorities of the Ministry of Health (Minsa) and the CSS indicate that they are hiring staff and providing supplies to the different hospital centers, and they also rule out an international call to hire specialist doctors.

SOME MANUFACTURERS STATE THAT CORONAVIRUS VACCINES WILL NOT BE SOLD AT COST

Different laboratories around the world have intensified work to achieve the coronavirus vaccine.
Different laboratories around the world have intensified work to achieve the coronavirus vaccine.

The American laboratories Pfizer, Merck and Moderna said Tuesday that, in case of obtaining the vaccine against the new coronavirus, they will not sell it at cost price, during a hearing in the United States Congress.

In contrast, Johnson & Johnson and AstraZeneca have agreed to initially sell their vaccines without profit.

Several companies have received grants of hundreds of millions of dollars from the United States government or other countries, but these agreements do not always come with clauses that limit the maximum price of the doses.

“We will not sell at cost,” Moderna President Stephen Hoge said in response to a question from a congressman.

This biotech company has developed one of the most advanced experimental vaccines, whose phase 3 trials will begin next week on 30,000 volunteers.

The company received $483 million of public money from the United States to finance research and development, but without a supply contract for the country, Hoge said.

“No, we will not sell at cost,” said Julie Gerberding of Merck, who will not have any vaccines ready until at least 2021, and did not sign any supply contracts with Washington.

“This is an extraordinary moment and our award will reflect it,” added John Young of Pfizer. “During the pandemic, we will price our potential vaccine based on the current global health emergency.”

But AstraZeneca, a partner at the University of Oxford in developing one of the most advanced vaccines at the moment, already in a phase 3 trial, signed a $ 1.2 billion contract with the US government’s Barda agency, which provides for the delivery of 300 million doses at cost price.

The European Union signed a similar contract in June.

Johnson & Johnson, also financed by the so-called “Warp Speed” operation of the White House ($ 456 million), said for its part that the price of more than a billion doses would not leave them profit during the emergency phase of the pandemic.

ODONTOLOGISTS COULD INCREASE THE COST OF DENTAL TREATMENTS BY COVID-19

The president of the Panamanian Dental Association, Pedro Fernández, told RPC Radio that many colleagues are currently readjusting their offices to avoid COVID-19 infections when caring for patients and this could increase the cost of dental treatments.

“The colleagues have responsibly invested, really all of this involves an expense in these measures in order to reactivate their consultation, because if you start to see since March that the pandemic was decreed, dental offices at a private level were almost three months closed or attending emergencies and you cannot live attending to emergencies just … the vast majority will have to increase treatment costs to some extent,” said Fernández.

The association has made biosafety guides that include installation of acrylic screens, change in the use of the aerosol system, reduction of visits or patients per day, distance in the facilities, constant cleaning of utensils and facilities, ventilation of the doctor’s offices, use of more protective equipment and other measures that private care must implement.

Fernández said that dentists have remained in the front line of fire in the battle against COVID-19, since they attend emergencies in health centers and in the facilities of the Social Security Fund.

LAST WEEK WE HAD 669 LESS CASES THAN THOSE PROJECTED

At least 669 cases less than the 8 thousand 598 expected were reported last epidemiological week, when 7 thousand 929 new infections due to Covid-19 disease were recorded.

This was explained by Arturo Rebollón, epidemiologist and public health researcher at the University of South Florida, who explained that this slowdown in the pandemic implies that actions are on the right path, but not at the expected speed.

Rebollón projections for the current week indicate that between 8,722 and 8,809 new cases and between 186 and 215 deaths from the new coronavirus are expected.

Rebollón indicated that for the current epidemiological week there will be more deaths from Covid-19 than all deaths from infectious diseases in a year.

Slight slowdown in cases and deaths

The numbers from the last epidemiological week (July 12 to 18) show a slight slowdown in the Covid-19 pandemic, which transmits the new SARS-CoV-2 coronavirus, in the country.

The figures from the epidemiological report of the Ministry of Health (Minsa) indicate that 7,929 cases were recorded last week, that is, 580 more cases than the week from July 5 to 11, when 7,349 new people infected by the new virus. In addition, the average number of daily cases increased from 1,150 to 1,113.

In fact, the 580 new infections in the week that just ended are less than the new cases registered in the previous week, when 1,244 new infections were added.

Arturo Rebollón, epidemiologist and Public Health researcher at the University of South Florida, explained that this slowdown in the pandemic implies that actions are on the right track, but not at the expected speed.

He added that last week 669 fewer cases were reported than expected (8,598), and between 25% and 46% fewer deaths than projected, which is an indication of a probable slowdown. Last week there were 178 deaths, 5 more than in the previous week –when they were 173–, but less than expected.

The projections prepared by the epidemiologist Rebollón for the current week show that between 8 thousand 722 and 8 thousand 809 new cases and between 186 and 215 deaths are expected.

Rebollón indicated that for the current epidemiological week there will be more deaths from Covid-19 than all deaths from infectious diseases in a year.

The latest data from the Office of the Comptroller General of the Republic indicate that, in 2018, for example, 553 people died from the human immunodeficiency virus and 579 from chronic diseases of the lower respiratory tract. Meanwhile, until last Sunday, July 19, there were 1,196 deaths from Covid-19.

According to Rebollón, this is an indicator that reflects that the strategy has to be analyzed – to see what works and what does not – in order to refine the approach.

Another epidemiological indicator is that of active cases, which in the last three days have remained in the range of 23,000 in the country. The expert stressed that active cases are a complex variable that depends on the number of new cases, deaths and people recovered.

The data provided by the Minsa indicate that 84.24% more people were infected in the first 19 days of July than the first 19 days of last June.

During the first 19 days of June, 10 thousand 811 people were infected with the disease, and in July, until last Sunday, 19 thousand 918.

Strategy

Israel Cedeño, director of the Minsa Metropolitan Health Region, stated that for three months they have been working to raise awareness among the population about Covid-19 prevention measures, through the use of a mask, hand washing, distancing. physical, among others.

He added that there are 40 townships in the country that, daily, are marking more than 10 new cases. Therefore, the strategy is aimed at these townships, like the rest, in order to achieve control of the epidemic.

Cedeño said that strategies and compliance with the standard must continue to be strengthened because it has been proven that this is a virus that is more easily spread every day.

Faced with this fact, Cedeño indicated that people should limit their social gatherings to family members, and that neighbors or other people cannot be invited to parties.

During the weekend – specifically Friday and Saturday – in the Metropolitan Health Region five sanctions were placed for parties, alcohol consumption at inappropriate times or with groups that should not do so.

DRONES IN HIGHLANDS ARE USED TO DETECT CURFEW INFRACTORS

The drone moves much faster, has greater coverage and enters hard-to-reach areas.

The mayor of the Tierras Altas district in the province of Chiriquí, Javier Pitti, confirmed on Tuesday that he implemented the use of drones in the fight against Covid-19, to detect people who do not comply with the curfew or the mobility restriction weekends.

“We are using drones with an infrared camera, which allows detecting people with high temperatures (fever), and those who break the dry law, the curfew and the restriction of mobility and achieve greater coverage, which has given us good results”, affirmed the highest authority of the Highlands district.

With this technology, “we can detect people who move around sidewalks, parks, streets or in remote areas seeking to circumvent the measures,” said the mayor of Tierras Altas.

He explained that a company that was dedicated to training the National Police in the use of drones was contacted and it is for this reason that it was decided to use this technology to fight the coronavirus.

However, the mayor of Tierras Altas made it clear that it is in a phase of tests and training of personnel to finally decide to acquire this type of aerial equipment.

Pitti pointed out that one of the advantages is that the drone moves much faster, more coverage and enters areas where it is difficult for security agencies and allows better control.

The use of this technology allows detecting people with fever and coordinating with the health authorities, especially since this district is tourist. Pitti said that results have already been given, detecting people drinking liquor, celebrating parties or outside the allowed hours to circulate.

The mayor added that he coordinated with the justices of the peace to sanction all people who fail to comply with municipal decrees and apply the measures that were established.

COUNCILORS OF PANAMA APPROVE “PATROL” TO PROVIDE SOCIAL ASSISTANCE TO COVID-19 MEMBERS

The Municipal Council of Panama approved this Tuesday, July 21, the proposal of the Ministry of Health, on “permanent patrol” to verify isolation and provide social assistance to positive patients of COVID-19 and those who are waiting for the results of the swab.

This is a proposal made by Torick Arce, coordinator of the Metropolitan region of Minsa, which establishes that once the patient shows up to do the swab, they are given a bag of food, added to the database and later, the patrol is activated by road and goes house by house, apartment by apartment of hispanic patients awaiting results, who must be kept at home, as well as the positive ones.

According to Arce, the objective of this project is to prevent infected people or suspected cases of coronaviruses from leaving the house and continuing to spread the virus.

“This is to provide social assistance to those affected for as long as they need it,” said Arce.

This initiative arises due to the considerable increase in cases in the townships of the Panama district.

The councilors approved the proposal unanimously, however, they questioned that there are currently patients with COVID-19 who are not being treated. “That is one of the biggest flaws there is,” said Don Bosco’s representative, Willy Bermúdez.

For his part, the representative Sebastián Abadía, urged the Minsa to make home insulation compulsory in hotels and not in houses, in order to reduce contagion among family members.

FINES FOR VIOLATING THE QUARANTINE IN ARRAIJÁN INCREASE TO $200

In a new attempt to reduce the number of infections from COVID-19, the Municipality of Arraiján in the province of Panamá Oeste increased the cost of fines for violating quarantine to $ 200.

Rolly Rodríguez, mayor of Arraiján, said that the decision was made in a meeting with the representatives of the corregimiento, Justices of the Peace and the National Police (PN).

The persons who are retained, if they cannot immediately make the payment of the fine, must complete 24 hours of arrest and subsequently comply with the payment of the fine.

He also indicated that the operations will continue from Friday in all the towns of Arraiján.

The measure seeks to keep people in their homes, especially those who must comply with the quarantine, after being positive to the spread of COVID-19.

Mayor Rodríguez said that it has already been verified that there are people infected with coronavirus, wandering the streets, which has increased the cases in the district.

Another of the measures that will be adopted will be the reinforcement by the PN of the health control points to prevent the entry of people, especially from the capital city.

In addition to patrols in the playgrounds and social areas where people have been detected sipping liquor and festive activities.

On the part of the Ministry of Health (Minsa) and Caja de Seguro Social (CSS), sweeps will be maintained in communities where there is a higher incidence of Covid-19 cases in search of contacts.

The mayor of Arraiján, said that he had suggested to the health authorities the possibility that, given the saturation of the wards of the Nicolás A. Solano hospital, hostels in this district are enabled.

COVID-19 CAUSES FIRST WITHDRAWAL OF FUNDS FROM THE PANAMA SAVINGS FUND

On July 16, the board of directors of the Panama Savings Fund (FAP) approved a transfer of $ 85 million to the National Treasury as part of the measures to respond to the economic effects of the new coronavirus pandemic.

The FAP reported yesterday in a press release that the Ministry of Economy and Finance made the withdrawal request and the funds will be used to reinforce with $ 80 million the Housing Solidarity Fund program, a $ 10,000 subsidy to low-income families for the acquisition of homes worth up to $ 70,000, and to support with $ 5 million the programs of the Ministry of Health for the purchase of equipment, medical supplies and medicines, among others.

The President of the Republic, Laurentino Cortizo, announced on July 1 the use of $ 80 million of the FAP for the Housing Solidarity Fund.

The best performance of the markets in recent weeks has allowed for a superior withdrawal, complying with the guidelines established in the law that governs the FAP.

“The fact that the portfolio has slightly appreciated has allowed more space to meet other needs that the country has,” Abdiel Santiago, FAP technical secretary, told this newspaper.

Heir to the Development Trust Fund, the FAP was created by Law 38 of 2012 with the function of exercising as a savings instrument.

With an equity of $ 1,427 million as of July 10, FAP resources could be withdrawn to revive the economy in a sharp slowdown or in an emergency situation. In this case, the use of the fund is made in association with the state of emergency declared by the Cabinet Council on March 13.

The law states that withdrawals are conditional on FAP assets not falling below 2% of gross domestic product (GDP) from the previous year.

Taking into account that Panama’s nominal GDP in 2019 was $ 66,800.8 million, 2% is equivalent to $ 1,336 million. That would be the threshold below which the FAP’s assets could not fall when the withdrawal is made.

If of the $ 1,427 million that the FAP had on July 10, $ 85 million is withdrawn, the equity would be $ 1,342 million, a figure that is equivalent to 2.01% of the GDP of 2019 and therefore would comply with the guidelines established by law.

Santiago said the transfer is expected to occur in the next few days and that the resources will come from the cash portfolio, which generally has lower returns.

Change of strategy

Originally, the Government had planned to use FAP assets as collateral for a loan to be requested by the National Bank of Panama.

In the first weeks of the crisis, and with great volatility and uncertainty in the capital markets, this idea was considered as one of the last resources that the Government would use to obtain funds to face the crisis.

Even a law was passed in the National Assembly that allowed the use of the FAP for this purpose.

Finally, the authorities decided to park the idea since the country has demonstrated access to the international capital market, particularly after placing a $ 2.5 billion bond. In addition, Law 139 of 2020, which allowed the use of FAP assets as collateral for a loan, expired on May 30, so to use a similar scheme, you would have to go through the legislative process again.

BRAZIL, FIRST COUNTRY IN THE FINAL PHASE OF CHINA VACCINE TESTS AGAINST COVID-19

Brazil became the first country to start phase 3 tests of the Chinese Coronavac vaccine against coronavirus on Tuesday, the Sinovac Biotech laboratory told AFP.

A 27-year-old general practitioner was the first of 9,000 volunteer doctors and paramedics who will receive the vaccine in the next three months as part of the agreement between the Chinese laboratory and the prestigious Brazilian research institute Butantan to carry out the tests in the last phase before of its approval.

“I am very happy to be able to participate in this experience, we are living a unique and historical moment and that was what made me want to be part of this moment,” said the doctor, whose identity was not revealed, in a video released by the Hospital das Clinicas of the Faculty of Medicine of the University of Sao Paulo.

Some 20,000 doses of Coronavac, which arrived in Sao Paulo early Monday morning, will be distributed to 12 research centers in the states of Sao Paulo, Rio de Janeiro, Minas Gerais, Rio Grande do Sul and Paraná, in addition to the capital, Brasilia.

Those regions are among the most affected by the pandemic in Brazil, which with 2.1 million cases and more than 80,000 deaths is the second country most affected by the disease, behind the United States.

The volunteers will receive two doses with an interval of 14 days.

In a press conference from the Hospital das Clínicas, the Governor of São Paulo, João Doria, described the start of the tests in the final phase of “one of the most advanced vaccines in the world” against the coronavirus as a “historic day.”

On Monday, Doria indicated that the results are expected in “up to 90 days” and that, if they are positive, in early 2021 the Butantan Institute will produce 120 million doses that will be distributed through the public health system (SUS).

Since the end of June, Brazil has also been testing the ChAdOx1 nCoV-19 vaccine against coronavirus, developed by the University of Oxford together with the British pharmaceutical group AstraZeneca.

This British vaccine, along with another from the Chinese group Cansino Biologics, proved to be safe for patients and produced a significant immune response, according to results of clinical trials published Monday in the medical journal The Lancet.

Brazil was selected for vaccine testing due to the strong impact of the pandemic, which is still spreading in several states. Experts argue that the lack of evidence in the country of 212 million people means that the actual numbers are probably much higher.

END NOTES

For those who’ve been following, I’ve practically adopted a family of 6.  Today we took the laptop that we’ve been preparing with the help of Ingrid Neuman, $200 from two very gracious donations and a bag of hamburgers from Burger King.  I didn’t have time to prepare much else for food, couldn’t shop as it wasn’t within my hour and there aren’t any other easily accessible restaurants open that could give me anything better.  Alberto was so happy he ran to the back and took down 3 pipas (coconuts) as a gift to me and my family.  While his kids do their best in school tomorrow, I’ll be sipping fresh agua de pipa.

His youngest boy is excited to enter Kindergarten.  We actually had a cool conversation about how Kindergarten is the best grade to go in to.  He said, “That’s what my sister told me!”  I asked him what school he’s going to and he pointed to their house with this huge smile on his face.

They invited me in to the house, but I’ve been to so many locations that day as well as yesterday, that I didn’t want to be the one who brought them a computer and the Coronavirus as well.  They’ve got enough problems and I didn’t want to get tagged as “That damn gringo who infected our community!”  I don’t think I could ever live that one down.

It’s Alberto’s birthday on August 1 – time to get creative.

Stay safe… Stay healthy… And by all means (unless you’re adopting a family) STAY HOME!!…
