Monday, August 03, 2020

Goooooooood morning all you semi-early risers. I’ve been out of commission for a few days, mostly due to work-related matters, but also taking care of some house projects, gardening, etc. When I started this news compilation task, it was solely for the purpose of ensuring our English-only expat community would have a source of information that would keep them in the know on important Panama-related and/or COVID-related news. It sure has grown from there; which is something I never expected.

Due to work and other life responsibilities, I won’t be sending out a daily report, at least not for the near future.  My plan is to keep updating when something important comes out that would affect the expat community primarily.  On Monday mornings, starting on August 10, we will do a “weekend update”.  This report will be followed by a Wednesday morning and Friday morning update report.  Today’s report, although today is Tuesday, is the first weekend update.  The next two reports will be August 5 and 7.

Panama hit 65,000 infected people last week.  I had thought we would reach the number on July 29, but was off by a few days.  We’re still averaging 1,000 cases per day and Panama projects that these numbers will start dropping and within 3-4 weeks we should have this under control.  Personally, I don’t see these numbers dropping.  If changes aren’t made, the numbers will only go up.  During the first 49 years of my life, I knew that if I got sick with anything, I had a few options.  If it was really bad, I’d go to the doctor, get medication (anti-biotics, anti-inflammatories or whatever) and watch as my symptoms slowly went away.  I could also just rough it, go to work, do my daily routine, etc., but I also knew that depending on what I had, I could end up infecting others on my team.  And finally, I could just sit in bed and get some rest.  The point is, I’d do exactly what was needed to get rid of whatever specific ailment I had and be done with it.

With this “illness”, whether it be the CoronaVirus or the Mass Hysteria, I don’t see that anyone is really doing what is needed to be done with it.  Ridding ourselves of this requires a lot more than what we’re doing in Panama.  When this was first detected back in March, we could have ended it within a month, if Panama would have just reacted with the same fervor of other nations.  Instead, and as my grandfather would say, we’re just pussyfooting around, doing a half-ass job of it. Bear in mind that no one was certain as to how bad this virus really was.  China was downplaying it in their reports to the WHO, while shortly after, Italy was in full panic-mode.  The economy worldwide is hurting so bad, there’s really no way of quantifying the near-future impact, but it’s not good.  We are now just a few days away from being a full 5 months into this.  We definitely have another 5 months to go and probably quite a bit more.  With 68,000 detected infections in Panama, we are far from the anything close to herd immunity.  If we open up any more, the economy won’t really get any better but will help some local business; the infection-rate will also accelerate.  If we close down a bit more, business will hurt more and we only slow down the inevitable.

I’ve said this several times before.  We either open up our health care capabilities, open up Panama completely and brace ourselves for the impact… or, we close everything down completely and go on a full 30-day quarantine.  The government gets food to everyone through sanitized methods and we’re done with it… …sort of.  We would still have the rest of the world to worry about.  No one could enter or exit the country after this extreme measure and It would have to stay that way until the world is rid of this sickness.  That will take years.

What do YOU think should be done? There are no wrong answers at this point.

TOP NEWS and TIDBITS

Yoli’s Summary

In this coronavirus pandemic, proper hand washing, social distancing, and face masks are the best weapons to avoid getting infected with COVID-19, according to health specialists.

But do we really know how to obey the advice to the letter? Do we use alcohol well in our hands? Do we disinfect ourselves properly? The doctor Óscar Medrano, Floresta’s medical advisor, explained that the vast majority of people do not make correct use of alcohol or alcohol gel.

Use of alcohol and alcoholic gel.

“Consider alcohol or alcohol gel as an alternative when you do not have a space for washing hands with soap and water. It is a complement but not a replacement,” said Dr. Óscar Medrano for Wapa.pe.

“Like the correct technique of washing hands with soap, when I use alcohol in gel or liquid, what I have to do is cover 100% of the surface of the hand, which is essential,” she reiterated.

From his experience, he has seen that many citizens do not allow alcohol to evaporate in their hands, much less the correct application of it.

“We should not use clothes to dry alcohol, because it is a very frequent practice. In this way, the benefit is lost,” he said.

How to use alcohol?

According to the specialist, we must take into account these three basic recommendations.

  • A good alcohol must have between 60 and 70% purity onwards for disinfection.
  • When it comes in gel, it can have beneficial substances for the care of the skin, such as allantoin, aloe vera, thus we avoid that it mistreat or dehydrate the skin.
  • Do not forget that hand washing is for at least 20 seconds, and if we are not close to a place to carry out the respective hygiene, we opt for alcohol, hoping that it will evaporate only in our hands and applying in the same way as if outside the soap.

PANAMA WILL ALLOW THE CONTROLLED INTERCONNECTION OF INTERNATIONAL AVIATION

Passengers at Tocumen International Airport.

Tocumen International Airport reported this Saturday, August 1, that Panama authorized the establishment of a Controlled Operations Center for Interconnection of International Commercial Aviation.

The foregoing will allow, in a limited way, air traffic operations through Tocumen Airport, they detail. Through these operations, the departure of passengers and entry of Panamanians or residents may be given.

Through Executive Decree No. 300 of July 31, 2020, flight arrivals and departures are authorized for the following purposes:• Allow the departure of passengers from the national territory, in accordance with the provisions of Executive Decree No. 605 of April 30, 2020.• Allow passengers to pass through Tocumen Airport, in a limited way regarding the number of flights and connections, as long as said connections do not exceed 6 hours between arrival and departure.• Allow the controlled entry of passengers into the national territory, with prior authorization from the health authority.

Meanwhile, the Ministry of Health will authorize or deny the entry to the country of each flight, taking into account the level of spread of the COVID-19 in Panama, the epidemiological status, boarding, quantity and health condition of the passengers and other sanitary considerations.

In case of authorization of a flight, it will be subject to verification and compliance with sanitary and biosafety protocols.

The decree also establishes that the flights that are part of the controlled operation of the center must be duly presented and communicated by the air operators of the Civil Aeronautical Authority (AAC).

Panamanians and resident foreigners who enter the country through these flights must submit to sanitary protocols.

The measures authorized in the decree will remain in force and applicable to all connecting and transit flights until the suspension of international flights is lifted.

Since March the National Government has banned the operation of international flights as a measure to counter the spread of COVID-19.

WHO ADMITS ‘MAYBE WE’LL NEVER HAVE A SOLUTION’ FOR CORONAVIRUSES

There is currently an ongoing race to obtain a vaccine.

The World Health Organization (WHO) warned Monday that there may never be a “solution” against the Covid-19 pandemic, despite the ongoing race to obtain a vaccine.

“There is no solution and perhaps never will be,” said WHO Director-General Tedros Adhanom Ghebreyesus at an online press conference.

“Clinical trials give us hope, but this does not necessarily mean that we get an effective vaccine,” he said.

“We all hope to have a number of effective vaccines that can prevent people from getting it,” added Adhanom Ghebreyesus, who insisted that halting the outbreaks in the meantime depends on respect for public health measures.

The WHO emergency committee, which met on Friday, “was very clear. When leaders work closely with the population, this disease can be controlled,” he recalled.

“We must contain the new waves”, defended the director of the WHO and for this he recalled that “tests must be done, isolate and treat the sick and seek and isolate their contacts”, but also “inform” so that According to him, the populations continue to respect the gestures of distancing and thus break the chains of transmission.

“The message to people and governments is: do all of this. And continue when (the virus) is under control! Adhanom Ghebreyesus insisted, after having recalled that in “several countries that seemed to have overcome the hardest, now they know new waves.”

The pandemic caused 690,000 deaths since the end of December, according to a balance sheet made by AFP on Monday, and it infected more than 18 million people, of whom at least 10.5 million have already been cured.

The director general of the United Nations agency also announced that the WHO mission in China has completed preparatory work for its investigation into the origin of the Covid-19 pandemic.

“The WHO team that traveled to China completed its mission to lay the foundation for joint efforts to identify the origins of the virus,” said the organization’s chief.

“Epidemiological studies will begin in Wuhan to identify the potential source of infection in the first cases,” he added.

The vast majority of scientists agree that the new coronavirus originated from a bat, but that it passed through another animal before being transmitted to humans.

IN THE NEXT WEEKS THE AIG WILL PROVIDE A PLATFORM TO APPLY FOR THE DIGITAL BONUS

The administrator of the Government Innovation Authority of Panama (AIG), Luis Oliva explained to Radiography of EcoTV, that they are testing these days a platform through which those people who have not been included in the delivery of digital or physical bonds they can present their situation to be taken into account in this economic aid implemented after the situation generated by COVID-19.

The administrator explained that this platform was created in view of the fact that there are hundreds of Panamanians who are within the exclusions of the law to receive government aid; And with this tool you can find out about their current economic situation.

“This weekend we were in a meeting with some representatives and some teams of the Inter-ministerial Committee evaluating the mechanism that we are going to implement so that people can register on a platform all those who for some reason are excluded from Decree 400, which is really the that governs the digital voucher, of the four exclusions: officials, people who are working in a private company, those who have some type of Mides subsidy or are pensioners / retirees, but we know, and as the president mentioned, that perhaps for some special need, some of these exclusions, someone may be requesting the digital voucher, and that is why next week we will be releasing this tool so that these people can expose their situation to the Ministry of Social Development ” Oliva pointed out.

On the other hand, Oliva stated that they have discovered that there are people who are protesting and have received some of the social aid from the Panama Solidarity Plan (physical bonds, bags or digital vouchers).

Change of schedule in the recharges of digital bonds

Oliva announced that this week the recharge schedule will begin and indicated that before recharges were made in three days, however, now they will do it in five days to reduce the number of people in supermarkets.

The administrator explained that the delivery hours will be staggered so that people are not in the lines, and informed that in the first days the recharges of the certificates that end in 7 and 2 will be released; so that the income to the supermarkets of these people is at 7:00 a.m. and at 2:00 p.m.; then those that end in 9 and 4 will come; and so on.

Finally, Oliva said that in the coming weeks the use of digital bonds will be implemented in 10 grocery stores, after making an agreement between their owners and the distribution houses. These are located in Panamá, Panamá Oeste and Colón. It will be a pilot plan to later add more grocery stores nationwide.

ASTRAZENECA WILL BE ‘IMMUNE’ TO LAW SUITS DUE TO SIDE EFFECTS OF COVID-19 VACCINES

Brett’s Comments

Insert your favorite sarcastic retort here:  Mine is “Well, that’s reassuring!”

AstraZeneca received protection against future liability claims for products related to its Covid-19 vaccine that most countries with which it has reached supply agreements expect, a senior company executive told Reuters.

With 25 companies testing their human vaccine candidates and preparing to immunize hundreds of millions of people once the products are proven to work, the question of who pays for claims for damages in the event of side effects has been a point. delicate in supply negotiations.

“This is a unique situation where we as a company simply cannot take the risk if in … four years the vaccine is showing side effects,” Ruud Dobber, a member of the Astra executive team, told Reuters.

“In the contracts that we have in force, we are asking for compensation. It is acceptable for most countries to take that risk on their shoulders because it is in the national interest, ”he said, adding that AstraZeneca and regulators were making safety and tolerability a top priority.

Dobber declined to name the countries.

Senior EU officials told Reuters this week that responsibility for the products was among the hot spots of European efforts to secure supply agreements for Pfizer, Sanofi and Johnson & Johnson’s potential Covid-19 vaccines.

However, the United States already has a law that excludes lawsuits for damages for products that help control a public health crisis, specifically in the Emergency Preparedness and Population Availability Act of 2005, or PREP Act. .

AstraZeneca, the UK’s second-largest drug maker, has pledged to supply a total of more than 2 billion doses without profit, in agreements with the United States, the United Kingdom and European countries, among other nations and organizations.

AstraZeneca’s deals differ from most of its rivals in that it has secured government support for production and development work, while competitors like GlaxoSmithKline are seeking to negotiate a price for a finished product, subject to approval.

To back up its claim to forego the benefits of the $ 1.2 billion collaboration in the United States, AstraZeneca has even granted the government access to company-related financial accounts, according to Dobber.

“There are very clear milestones before they are going to pay. Because we made a promise to make the vaccine non-profit, auditors from the US administration will have free access to our accounting books, “he said.

NO EVIDENCE OF REINFECTION OF PATIENTS WHO WERE POSITIVE BY COVID-19, POINTS CEDEÑO

The director of the Metropolitan Health region, Dr. Israel Cedeño, indicated that “so far they have no evidence of reinfection cases” of patients who were positive for COVID-19.

In a note published by the portal of the Ministry of Health (Minsa), Cedeño clarified that, although there are no cases of people with reinfection, they are pending.

“We have had cases of people with prolonged reinfections, that is, they were diagnosed and the symptoms reappeared, but investigated with evidence of reinfection we have not yet had,” said Cedeño.

He explained that, since last April, the second and third swab tests were stopped, because it was found with national and international evidence that many people remained with other virus proteins in the pharynx and continued to test positive in the PCR, but not it meant they were sick or contagious.

The Director of the Metropolitan Region stated that those people who have had prolonged reinfections have had closer monitoring to verify if it is indeed a prolonged illness or if it is a case of reinfection, but reiterated that so far “we have no evidence of cases of reinfections”.

BIOPHOTONIC TOOL IS EVALUATED TO IMPROVE CARE FOR COVID PATIENTS IN THE ICU

The biophotonic device is non-invasive, portable and easy to use and is considered as a possible key tool to assess the efficacy of treatments.

An international consortium involving Spain, the United States, Brazil and Mexico investigates and evaluates a photonic tool so that doctors can improve the management of COVID-19 patients in intensive care units (ICU).

This group is coordinated by the Institute of Photonic Sciences (ICFO), in which the Parc Taulí Hospital in Sabadell (Barcelona) participates.

The biophotonic device is non-invasive, portable and easy to use and is proposed as a possible key tool to assess the efficacy of personalized treatments aimed at restoring the health of patients’ smallest blood vessels.

Among the many findings and research on COVID-19 in recent months, it stands out that microvascular health, that of the smallest blood values, may play a key role in the evolution of the disease in COVID-19 patients.

At the beginning of the confinement in Spain, a team of ICFO researchers led by the professor at the Catalan research institution ICREA Turgut Durduran, experts in the field of diffuse optics, met to formulate possible ideas based on photonic technologies that could contribute to adequately treat COVID-19 patients.

These researchers worked remotely to adapt a commercial near infrared spectrosopy (NIRS) light spectroscopy device and equip it with specialized algorithms to provide an assessment of the patient’s microvascular health.

Turgut Durduran explained that “working on this project during confinement was fascinating and extremely fast.”

His team began a collaboration with intensive care physicians at the Parc Taulí Hospital, led by Dr. JaumeMesquida, and developed a set of hypotheses and protocols aimed at testing endothelial and microvascular dysfunction in COVID-19 patients.

This collaboration was made possible by biophotonictechnologies that use near-infrared light to measure oxygen saturation, volume, and blood flow.

The first device was sent to the Parc Taulí Hospital in March and tested on COVID-19 patients, and soon after, an international consortium, called HEMOCOVID-19, was created, which is coordinated by ICFO.

The HEMOCOVID-19 consortium uses the microvasculature response in the peripheral forearm muscles to prolonged arterial blockage (applied by a device similar to that of an inflatable tourniquet to measure blood pressure) as a biomarker of endothelial and microvascular health.

Thanks to this portable non-invasive device, with a built-in battery and free of cables, measurements can be made throughout the patient’s stay in the intensive care unit.

The goal is to provide tools to assist physicians in patient care and guide the development of therapies aimed at improving endothelial function, as well as personalized rescue therapies, which play a critical role in the management of critically ill patients.

Dr. Jaume Mesquida, doctor and principal investigator in the project at the Hospital Parc Taulí, has considered that “this will be very useful not only for risk stratification in COVID-19 patients due to complications related to stress syndrome respiratory, but also as a tool to evaluate the efficacy of possible new therapies for COVID-19 “.

“Currently, we do not have other parameters available at the bedside to monitor endothelial function and it is likely that the use of this technology is mandatory to evaluate therapies directed at microcirculation, which seems to be very important in COVID-19,” has valued.

In his opinion, it is likely that these measures may also be useful in other populations with underlying endothelial disorders or inflammatory diseases, as is the case in patients with septic shock. The biophotonic device is non-invasive, portable and easy to use and is considered as a possible key tool to assess the efficacy of treatments.

BREASTFEEDING MOTHERS CAN FEED THEIR BABIES, DESPITE HAVING CONTRACTED SARS-COV-2

The Ministry of Health (Minsa) called on nursing mothers not to stop breastfeeding their children. The message was given at the start, on August 1, 2020, of breastfeeding week.

And, in the case of women who have been diagnosed with the SARS-CoV-2 virus produced by Covid-19, they were told that they can feed their newborns.

“The Minsa recommends that women who are positive with Covid-19 and that they should breastfeed, do not forget the obligatory and correct use of the masks, so that both are properly protected,” said a statement.

It should be remembered that before and after breastfeeding and handling the baby, they should properly wash their hands with soap and water. At the end, they must properly clean and disinfect all surfaces with which the mother and child have had contact, the Minsa said.

The entity recalled that breastfeeding protects infants from respiratory diseases and other infections, while reducing the risk of obesity, diabetes and cancer in mothers.

“Although the mother is Covid-19, she must try to continue breastfeeding her child, keeping the respective health security measures,” stressed the Minsa.

CORTIZO PASSES A LAW ESTABLISHING TEMPORARY EMPLOYMENT PROTECTION MEASURES

The President of the Republic, Laurentino Cortizo, passed Law 157, “which establishes temporary measures to protect employment in companies affected by COVID-19 and dictates other provisions.”

The law was published in the Official Gazette this Monday, August 3, and has the signature of President Cortizo and the Minister of Labor, Doris Zapata.

This law, also approved by the National Assembly, indicates in its Article 1, that “it will be applied exclusively to the companies that closed, totally or partially, their operations, from the beginning of the state of national emergency and until December 31, already workers whose contracts have been suspended by tacit or express authorization of the Ministry of Labor and Labor Development, in this period”.

Among the provisions of the law, it is indicated that the employer may progressively restart its economic activity, gradually reinstating its workers with suspended contracts.

“The hiring of new workers is prohibited, in the same or similar position as that of a suspended worker, in those companies that reactivate their economic activities”, indicates Law 157.

Article 3 states that “the reinstatement of workers with suspended work contracts may not be used as a measure of retaliation or discrimination for reasons of union, race, sex, religion, health, disability or of any other type”.

The Law indicates that the employer that has reactivated its operations may establish work shifts other than those in force in the company, but must notify the worker.

Regarding workers who do not receive the second game of the Thirteenth Month, due to the suspension of contracts, “they will have the right to receive a bonus, the amount of which will be determined by the Executive Branch and paid through the Ministry of Economy and Finance” .

The law also regulates terminations of work by mutual consent, dismissal or by unilateral decision of the employer.

The calculation of the seniority premium and compensation, for those who have suspended contracts or reduced hours, will be made based on the “wages received during the previous six months or the last monthly wage, before the declaration of the state of national emergency, according to be more favorable to the worker”.

THE WORLD EXCEEDS 18 MILLION CORONAVIRUS CASES

With nearly 688,000 deaths worldwide and more than 18 million infected, the planet is far from winning the battle against the coronavirus.

The coronavirus has spread to more than 18 million people worldwide and continues to punish Latin America and the Caribbean, which have exceeded 200,000 deaths caused by the pandemic.

Six months after the World Health Organization declared a global emergency, covid-19 has claimed more than 687,000 lives since its appearance in China in December, according to an AFP count made with official data.

Several countries that seemed to have controlled the epidemic are now experiencing troubling outbreaks, forcing governments to reimpose confinement measures despite their dire consequences for the economy.

With more than 201,000 deaths and some 4.9 million cases, Latin America and the Caribbean has become the second region hardest hit by the pandemic, only behind Europe, which registers 210,576 deaths and 3,196,370 cases, according to an AFP count. based on official data.

Brazil (94,104 dead) and Mexico (47,746) are the most affected Latin American countries, followed by Peru (19,614), Colombia (10,650) and Chile (9,608).

With a daily average of 2,610 deaths, the death toll in the region doubled in July.

Bolivia, with more than 78,700 cases and 3,000 deaths among its 11 million inhabitants, ended the school year this Sunday – which was due to last until December – due to the pandemic and the difficulties of the rural population accessing education in line.

The United States, which registered 47,508 cases and 515 deaths in 24 hours, continues to be the country hardest hit by the pandemic with more than 154,834 deaths and more than 4.6 million cases.

South Africa, the country on the African continent most affected by the pandemic, already has half a million cases.

Meanwhile, Iran registered a new record of contagions in 24 hours, amid a flare-up of the pandemic in the country since the end of June. It thus adds 309,437 cases and 17,190 deaths.

With nearly 688,000 deaths worldwide and more than 18 million infected, the planet is far from winning the battle against the coronavirus.

In Australia, which passed the first wave relatively well, with 18,000 cases and 208 deaths, for a population of 25 million, Melbourne, its second-largest city, is desperately struggling to keep the epidemic at bay.

The “unacceptable” increase in the number of infected people led the authorities to enact a six-week curfew and to ban weddings, which had not even happened in the heat of the crisis.

Most of Melbourne’s colleges and universities will return to distance learning on Wednesday, just weeks after returning to the classroom, with daycare and day centers closing from Thursday. Citizens will be able to leave home only to make essential purchases and to exercise a maximum of one hour a day.

“These are the decisions taken because something less strict will not keep us safe,” said Victoria’s state prime minister Daniel Andrews.

Tunisia, whose economy depends on tourism and opened the borders more than a month ago, registered the first death due to coronavirus after several weeks without deaths, although with an outbreak of infected, the Ministry of Health announced on Sunday.

In East Asia, countries that had controlled the epidemic are also experiencing worrying new outbreaks. The Japanese island of Okinawa declared a state of emergency after seeing an “explosive spread” of new cases, as in Hong Kong.

With the historic collapse of the world economy, the collapse of GDP in the euro zone and the United States in recession, the effects of the health crisis caused by the pandemic may be long-lasting, the World Health Organization (WHO) warned on Saturday.

European countries struggle between the need to reactivate their battered economies and control outbreaks.

This is the case of Spain, very dependent on tourism. The decision of the United Kingdom last July 27 to impose a quarantine on travelers from this country and that of Germany, which has advised against traveling to some regions most affected by the outbreaks, threatens to be the highlight for the sector this season.

On the island of Ibiza, once one of the epicenters of tourism and partying, customers are scarce on restaurant terraces, and hotels and tourist apartments are half empty.

“The impact has been terrible,” Vicent Torres Guasch, president of the Ibiza Island Council, a local authority, explains to AFP. Not surprisingly, “90% of the island’s GDP” comes from tourism, he recalls.

In China, the first country in the world hit by covid-19, the consequences of the pandemic are being felt above all in employment, and in particular, among young people.

The unemployment rate for young graduates was three times higher than the national average -19.3% vs. 5.7% – at the end of June, according to UOB bank economists.

“Getting a job offer is a a real feat “this year, summarizes Zhao Jingying, 22.

And although many theaters, operas and concert halls around the world remain closed, the Salzburg Festival, a prestigious summer music event, began this weekend in Austria under strict security measures against the coronavirus.

END NOTES

Seeing as I’m in dire need of that heavenly brew, the only thing that comes to mind as I ponder the many wonders of the world at 0752hrs on this fabulous Tuesday morning is… …coffee. So, in her honor, I give you a bit on the first poetic writings related to that one true morning companion that never does us wrong:

The earliest Coffee poems sprung from the religious and political persecutions in Mecca. Taken from the article “A History of Coffee in Literature”, here is an Arabic translation of one of the first coffee poems published.

In Praise of Coffee

O coffee! Doved and fragrant drink, thou drivest care away,
The object thou of that man’s wish who studies night and day.
Thou soothest him, thou giv’st him health, and God doth favor those
Who walk straight on in wisdom’s way, nor seek their own repose.
Fragrant as musk thy berry is, yet black as ink in sooth!
And he who sips thy fragrant cup can only know the truth.
Insensate they who, tasting not, yet vilify its use;
For when they thirst and seek its help, God will the gift refuse.
Oh, coffee is our wealth! for see, where’er on earth it grows,
Men live whose aims are noble, true virtues who disclose.

Stay safe…  Stay healthy…  And by all means (unless you’re out in search of coffee) STAY HOME!!…
