Flashbacks. The weekend was full of flashbacks. It started Saturday morning. Usually, Saturdays means “sleeping in” (until 8AM – woohoo). But this Saturday started with a rude awakening.
“Get up!”, she said. The blackout shades had me confused. She had me confused. Sleep had me, well, confused.
“Yeah sure, I have no idea why my alarm didn’t go off.”, I told her. So, I got up and went to the bathroom. Something was amiss. Something was off. Oh yeah, no sunlight streaming through the window. “What the hell!?”, I asked her… …or the wall. Not even the wall responded. I grabbed some shorts and moved to the living room.
“Good you’re ready. Coach is online and ready to train.” It was 5AM. It started to come back to me. Last night she said that we were going to train in the morning for having missed training on Friday. That’s when the first flashback to Basic Training hit me. 0500hr wake-up, formation at 0530hrs and PT for an hour before showers and chow.
“Nope, I’m going back to bed.” Of all of the useless words that have come out of my mouth, these ranked pretty high. I knew they meant nothing to her and besides, if I didn’t “train”, it was going to be a bad weekend.
OK, so we trained and now my legs and back were sore. On to flashback number two… For a guy who’s supposed to be careful about the strain he puts on his back, I’m certain to have lifted a few tons during the course of the afternoon. I lived that flashback the entire time, recalling vividly a move I did from one house to another, one life to another, on my own and in a hurry. Who needs this much damn furniture? But the day went quick as the shed got cleared out, shop desk was reallocated, beer inventory moved and sorted, potted plants organized, gym gear cleaned and prepped and finally the pantry was… …re-pantried.
Sunday morning, there was a bit of rustling going on in the room adjoining ours, also commonly known as “Sayira’s closet”.
“It better be after 0500hrs, Titi Linda”, that’s how I refer to Queen Sayira when I want something from her. In this case, to be less scandalous with her rustling.
“We’re painting today.”, she responded.
I opened an eye to see if, 1. I was actually dreaming, and 2. Searching for any sign of the sun peaking around the curtains or under a door. I could tell that I wasn’t sleeping and daylight had already crept in.
“I didn’t know you kept the paint in your closet, but if it is, it will be in the third drawer with all of the other hundreds of oddities you keep there.” I knew there wasn’t any paint there, but what I didn’t know was whether or not she was serious.
“Get up, funny guy, it’s almost 7AM.”, she answered totally miffed by my words.
“You know, God requires that we get at least one day off per week. It’s law and I’m in no position to go against God’s law, especially not after yesterday’s slave labor you put me through.”, I said.
Then she came out of her safe zone, looked right at me and said, “God loves you but is not happy with you right now.”
Holy crap, she said that so seriously, my heart stopped.
“God doesn’t appreciate lazy people and you’re just trying to be lazy.”
And that’s when my third flashback hit me. My beautiful, wonderful mom, some 35 years ago walked into my room around noon on a Sunday morning and with the most loving, yet serious tone told me exactly the same thing. (Except Mom said it in English.) Mom said it so softly and with so much care to get her point across that I think that was the last time I slept until noon on a Sunday for the rest of my life and that definitely included yesterday.

The Tourism Authority of Panama (ATP) presented to the National Tourism Council (CNT), a complete program of gradual reactivation for tourism activities in the country.
The CNT agreed to instruct the general administrator of the ATP, Iván Eskildsen, to negotiate before the corresponding authorities the approval of the gradual reopening plan, which designates specific dates of operation for specific activities and according to their characteristics, taking into account the biosafety protocols issued by the Ministry of Health and the Ministry of Labor
Through a resolution approved unanimously during an extraordinary meeting held on August 20, financial support is necessary for the survival and reactivation of companies in the sector, and the achievement of budget items for the creation of a tourist voucher to improve offers that stimulate demand.
Among the proposals presented to the CNT, access to bank financing, through support programs with guarantees, such as the one proposed by the Inter-American Development Bank, which must be assessed by the Ministry of Economy and Finance, stands out.
“We are working shoulder to shoulder with the private sector, sharing the same responsibility with the survival of the industry and with the same commitment to safety and health. We embrace the same hope that together we will succeed”, expressed about this initiative Eskildsen.

SCIENTISTS ASK FOR PERMISSIONS TO IMPORT VACCINES

Panama will begin trials of vaccine against Covid-19
At the end of this month of August, Panama will begin clinical trials of vaccines against the Covid-19 disease, which emerged in December 2019 in the city of Wuhan, in China.
The first vaccine to be studied in phase 2 is from the German company CureVac, after the National Research Bioethics Committee (CNBI) – an autonomous entity institutionally attached to the Ministry of Health (Minsa) – recently approved the protocol for investigation.
Vaccine studies are divided into five phases: one preclinical in the laboratory and four clinical in humans. In phase two, between 100 and a thousand people participate.
This vaccine is part of the Covax initiative, designed by the World Health Organization to ensure equitable global access to vaccines for Covid-19.

The German vaccine is not the only one that will be tested in Panama; there is also the vaccine from Chinese biotech company Clover Biopharmaceuticals, which has an alliance with GlaxoSmithKline and Dynavax.

Clinical trials on vaccines against Covid-19 do not represent a cost for the country, since they are financed by pharmaceutical companies and by non-governmental (non-profit) organizations.
The infectologist and researcher affirmed that, if both vaccines are safe and induce adequate immunity, phase 3 of the study will also be carried out in Panama, in thousands of subjects.
He recalled that clinical research studies are currently very rigorous activities and regulated by ethical and independent auditing bodies that ensure the well-being of the participants, and that the benefits far outweigh the potential risks.
“The subjects that participate do so voluntarily and receive personalized medical attention 24/7, and being able to participate in scientific research is considered a basic human right. It is much more risky for a population to undergo a vaccine that has not been rigorously studied in clinical trials, ”said Sáez-Llorens.

Ortega-Barría said that it also helps, as a country, to know these products before they are licensed, and if a study of large dimensions is carried out, it could impact the behavior of the pandemic in our country; for example, reducing the number of cases and deaths.
During the last 20 years, Panamanian researchers and institutions have participated in multiple scientific studies to evaluate the efficacy and safety of vaccines, including those for rotavirus, influenza, human papillomavirus (HPV), pneumococcus, meningococcus, dengue fever and poliomyelitis.

GORGAS WILL VALIDATE TESTS IN SALIVA TO DETECT THE CORONAVIRUS

In order to strengthen the diagnostic capacity of the Covid-19 disease in the country, it is planned to apply polymerase chain reaction (PCR) tests in saliva to detect the presence of the new SARS-CoV-2 coronavirus.
This was reported by Juan Miguel Pascale, director of the Gorgas Commemorative Institute for Health Studies (Icges), at the scientific conference for the 92-year anniversary of the entity. Pascale said that it is important to strengthen the network of molecular biology diagnostic laboratories so that they can even sequence virus genomes.
Saliva tests will be validated in sensitivity and specificity to later join tests such as nasopharyngeal PCR and antigen.
In fact, a study by the Yale University School of Public Health published in MedRxiv –which is in the pre-printing phase– argues that taking samples using nasopharyngeal swabs presents a series of difficulties, such as low sensitivity , increased risks of exposure to the disease for healthcare professionals, the global shortage of swabs and the need for more effective protective equipment.
The study indicates that saliva is a promising candidate for the diagnosis of Covid-19, because its collection is minimally invasive and has shown a sensitivity comparable to nasopharyngeal swabs in the detection of other respiratory viruses, including other coronaviruses, according to previous studies.
In addition, recently, the Food and Drug Administration (FDA), of the United States, approved the saliva test for the detection of Covid-19 and thus advance in the face of the pandemic.
This is the SalivaDirect test –because there are already four–, authorized for emergency use by the FDA on August 15, and which was developed by researchers at Yale University in the United States.
Unlike other tests that require specialized supplies, the SalivaDirect test does not require a specific swab or collection device. It can also be used with reagents from various vendors, the Yale researchers say.

Sandra López Vergés, head of the department of Virology and Biotechnology at Icges, explained that currently the diagnostic network for PCR tests is made up of 20 laboratories. It did not specify which laboratories perform antigen testing.
The scientist said that the department she directs has always been dedicated to the diagnosis, surveillance and investigation of all the viruses that circulate in the country, but the diagnostic response to the Covid-19 disease already takes 90% of their time.
She added that the number of samples they receive from Covid-19 on a daily basis is what they received in six months for surveillance for influenza and all respiratory viruses combined.
In the country, between 4,000 and 5,000 diagnostic tests have been carried out in the last days of the week, including nasopharyngeal and antigen PCR tests.
Molecular tests, such as PCR tests, detect the genetic material of the virus, and antigen tests detect specific proteins on the surface of the virus.

MINSA MASSIFIES THE TESTS; ASYMPTOMATICS ARE TESTED AS WELL
Applying as many tests as possible for Covid-19, even to those who do not have symptoms, is the new strategy to try to control the pandemic.

Covid-19: Health applies test to asymptomatic
In addition to exceeding the barrier of 4,000 to 5,000 daily tests, Health institutions adopted as a new strategy to apply the tests to people who do not have symptoms of Covid-19, better known as asymptomatic.
Yesterday, the Ministry of Health (Minsa), through its regional San Miguelito, implemented the “express swab” in the area of the Great Station, where the tests will be carried out from Monday to Friday, between 8:00 a.m. and 2:00 p.m.
Francisco Sánchez Cárdenas, a member of the Health Advisory Council, indicated that we must continue to test massively, since that will make a big difference in terms of identifying cases and cutting transmission.
“To be sure that nothing out of the ordinary happens during the economic opening, you have to keep looking for positive cases and isolate them,” he said.
According to Sánchez Cárdenas, although they previously had some problems with the amount of tests they carried out, at the moment they do have the capacity to do between 4,000 and 5,000 per day.

The evolution of the tests
The latest report from the Pan American Health Organization (PAHO), dated August 17, indicates that there is an “increasing trend” in tests.
For example, from April 8 to May 19, around a thousand tests were carried out per day, and from the first week of June it was increased to more than 2,000 a day. Subsequently, in July an average of 2,866 tests were processed each day, and until August 15 there were 3,000 a day.
In addition, this week, for the first time, more than 5,000 tests were applied daily, with a percentage of positivity of just over 16%. To get an idea, in countries that have improved their rates on Covid-19, the percentage of positivity is 10% or less.
For pediatric infectologist Javier Nieto, beyond meeting the goal of 5,000 daily tests, the most important thing is to follow up on each of the positives and their contacts. “It is useless to do 5 thousand tests if you do not do the proper quarantine,” he explained.
According to Nieto, the plan should be to bring the percentage of positivity as low as possible and this is achieved by strengthening the traceability strategy that is currently being developed.

DECREES ON REACTIVATION OF ACTIVITIES AND NEW MOBILITY MEASURES IS PROMULGATED

PANAMA EXTENDS FOR ONE MORE SUSPENSION OF INTERNATIONAL FLIGHTS
A new extension was issued by the Government of Panama to extend the suspension of international commercial aviation and passenger transport flights for a further 30 days.
Through Resolution 133 of the Civil Aeronautical Authority it is established that the term will be counted from 11:59 p.m. August 22, 2020.
On March 22, after the start of the COVID-19 pandemic in Panama, the National Government ordered the suspension of arrivals and departures of international flights “for public health reasons.”
Only flights for the transport of cargo, products and medical equipment and supplies, as well as humanitarian flights, were authorized.

WORLD HEALTH ORGANIZATION EXPECTS TO END THE COVID-19 PANDEMIC IN ‘LESS THAN TWO YEARS’
