Less Hate and More Love; Sanitary measures when entering Panama; Six months of fighting against Covid-19; Long distance education; Love Me Some Toucans

Do you remember 9/11?  Do you remember what you were doing when you heard the news?  If you do anything today, just take a moment to remember that day, but remember also how on 9/12, we pulled together as a nation with US flags being sold out in less than a week.

Are you as tired of social mediaas I am?  I really think life would really be a lot better without it.  The amount of disinformation, anger and that “I’m smarter than you are because I belong to XYZ political party” has really gotten old.  I loved the days when people would just post something nice about your family, add a bit of comedy, recipes, nature, poems, hobbies or anything related to pets and other animals.  Even when they took photos of their food it was nice.  It was weird, but it was nice.

But now, it’s all about politics.  I get it, you hate Kamala, you hate Trump or you hate that new law that some politician told you to hate, or whatever.  You hate it so much, that you need to post about it.  I think the only thing the world sees when you do this is just how much you “hate” regardless of the “what”.  I don’t want to get into pointing fingers or naming names, but I’m seeing so many foreigners (Canadians, Brits, Europeans, etc) who are living in Panama and are chiming in about US politics in such a negative way, it astounds me.  The amount of badmouthing that goes with it against any group IN the United States is also mindboggling.  “If you support BLM, then you hate the police and you can all go F yourselves”, said one post.  That same individual wouldn’t say that, in person, to a group of BLM supporters, however.  Facebook has turned into an outlet for hate as well as a shield for that same cowardly lot.  It’s a means for someone who in normal settings, would actually converse and opine about politics, but on FB they’re allowed to release their inner demon without repercussions, showing their true selves to the world by bad mouthing people that they don’t even know and most certainly don’t understand.  I don’t care who you hate; hate is still hate.  And insulting people that you’ve never met is just rude.

That being said, wouldn’t it be great if everyone did what they wished others would do by being truly compassionate, understanding and helpful.  As many of you know, I’ve adopted a small family of SIX (6) people.  I’m not in a position where I can help everyone, but if I can just help one family, that’s a start, right?  Then, if everyone who could, would just help one family who truly needs help, man, that’s the world I want to live in.

Alberto and his family come from humble yet honorable beginnings.  With COVID, he’s been hit with any number of problems, not limited to just losing their jobs due to the lockdown in Panama.  Alberto informally employed himself as a “buhonero” which is a term used here to refer to someone who sells stuff on the street.  His wife worked at an even lesser capacity at their local church.

Early on, other than not having an income for the basics, his wife became ill with massive stomach pains.  They diagnosed her with having ulcers apparently due to not eating.  Then, when school was going to open, they needed a computer and internet.  How does the government think that the ultra-poor who’ve lost all income by government mandate, are going to be able to pay for internet?  In Alberto’s case, they also didn’t have a computer.  Luckily, we were able to get funding to assist with food, a laptop and help them get internet setup in July.

Since then however, they were hit with more medical problems and issues related to not having an income.  Alberto had to have a tooth extracted.  Then his youngest son was sent to the hospital with an appendicitis.  He was operated on, the appendix was removed, but during his stay in the hospital, he came down with COVID.

Honestly, at this point, I started to wonder if I was being hornswoggled.  Nobody could possibly be this unlucky!  So, I met with Alberto and after talking about what it would take to get him actively generating money again, I also asked to see the copies of the medical stuff they’d been dealing with.  Before this, I’d been sending him the money that they needed, somewhat blindly.  It’s hard to say “no” to someone who you know is destitute and has no way to pay for medicine, let alone the minimal cost of public transportation.

Sure enough, it was all true.  It was all documented.  One thing about stories, if all you have are “anonymous sources” and opinions, you can bet it’s all just BS.  Alberto had loose papers, no folder, of all the medical crap they’d gone through since last year.  I had no idea how bad they had it.

Not everything was always horrible for them.  At the beginning of last year, they pooled their money together (60 bucks!) and had this nice family photo taken:

You just can’t get any spiffier than this
The kids hanging out.  From left to right, Yislen 9, Alexander 5, Jonathan 11 and Alberto Jr 7
Selfies from Dad and Mom; Alberto 32 and Yoralis 28

Given all that´s going on, consider this yet another shout out to all of you who have a big heart and are in a position to throw this good family a few bones.  I’m also going to find someone to help me put together a GOFUNDME page for the family.  I tried doing one once before for a friend who was economically crushed and needed new teeth, but it didn’t get any traction.

If you can help out the family, I’m adding their Banco General account and email for you to contact them directly.  Keep in mind that they’re not asking for $1,000’s of dollars.  $20 here or $50 there will go a very long way for them.  Of course, if you want to send them $1,000, it will definitely go a very long way for them as well.

Very specifically, they need a new stove and Alberto wants to go back to selling vegetables.  He needs 2X wheel barrels and about $200 to buy produce.

I truly thank all of you who can help out.  My goal is to get them $1,000 before the end of September so they can get food and everything listed above.  Now, just close your eyes and start throwing money at them!  Trust me, you’ll feel great in the morning.

TOP NEWS and TIDBITS

Yoli’s Summary

The coronavirus pandemic has produced several studies in order to find a solution that helps mitigate this disease. A few weeks ago, one of them was published by the Queen Elizabeth Hospital Foundation Trust and the University of East Anglia, which pointed out the relationship between the absence of Vitamin D and deaths in Europe. Now, there is another study that reinforces the previous one.

Carried out by scientists from Trinity College in Dublin (Ireland), this study has analyzed the relationship between the seriously ill, the death rate and lack of Vitamin D in the body.

The research didn’t stop there, as the authors searched all the studies on Vitamin D to compare levels of this compound in people in the 1990s and today.

Vitamin D would help in this way to stop Covid-19

What did this study find and how is it related to Vitamin D?

The results of the research carried out by the Faculty of Medicine of Trinity College Dublin showed that, in general, countries with lower latitudes such as Italy and Spain, where there have been a greater number of deaths from coronavirus, have a high vitamin D deficiency.

On the other hand, in the nations of northern Europe (Norway, Finland, Sweden, where they have not had a large number of deaths) a high level of Vitamin D was found in their patients.

For this reason, in the UK it has been established that all adults should take at least 400 IU of Vitamin D daily.

SANITARY MEASURES TO BE COMPLIED WITH UPON ENTERING PANAMA

Through Resolution No. 766 of August 13, 2020, the Ministry of Health establishes sanitary measures for passengers who enter the Republic of Panama, while the State of National Emergency is maintained. In said document, the Executive Branch has defined the restrictions for the entry into the National territory of Panamanians and foreigners residing in Panama, on flights previously authorized by the Ministry of Health.

A change was established in a number of resolution No. 766, in resolution No. 853 of September 3, 2020, it establishes that every person entering the isthmus must present the certificate of swab / PCR or negative antigen test at the airline, with a maximum of 96 hours (4 days), prior to boarding the flight.

Pursuant to the aforementioned Resolution, the following sanitary measures are established that must be met for Panamanians and foreign residents to enter the Republic of Panama:

  1. Present the Certificate of Swab Test / PCR or negative antigens to the Airline with a maximum of ninety-six (96) hours prior to boarding the flight from the country of origin.
  2. Sign an acceptance in the sworn statement, provided by the Airline, whereby the passenger agrees to:
  • Comply with the sanitary control measures and health protocols established by the National Government through the Ministry of Health.
  • The use of the application to monitor the appearance of symptoms and confirmation of quarantine or other measures provided by MINSA for the proper traceability of the passenger.
  1. Provide the landline of the residence where the quarantine will be carried out.

It is enshrined in article 6 that requests for private flights that must be authorized by the Ministry of Health must be submitted seven days in advance and their passengers will be obliged to comply with the requirements described above.

In article 8, it establishes that the departure of persons from the national territory will not require authorization from the Ministry of Health.

Once you arrive in Panama, you will be informed of all the details of the protocols to follow, and you will be entered into the database of the Ministry of Health for follow-up, this will be carried out during the 14-day quarantine through telephone calls.

It is mandatory to maintain a preventive quarantine of 14 days once you arrive in Panama, once the quarantine has been completed, the Ministry of Health corresponding to your village or district must provide you with a certificate of good health so that you can circulate again, it is mandatory. The health certification is requested on the 15th after completing the isolation by calling 169, with all the personal data the request will be issued to the Regional Health, which will be communicated via email or WhatsApp once the certification is issued .

They recommend that, once you arrive from the trip, you contact line 169, they will request personal data, flight information, your route and stopovers, this to speed up the certification process once the preventive quarantine ends.

PANAMA HAS GONE SIX MONTHS NOW WITH COVID-19

If the indicators can be maintained at their lowest levels, economic reactivations will continue to be allowed

This September 9, Panama marks six months since the first case of COVID-19 was detected, reported by the head of the Ministry of Health (Minsa) at that time, Rosario Turner, with the entry of a 40-year-old Panamanian woman, who arrived on Iberia flight 6339, from Barajas, Spain.

At that time, the Minsa activated the telephone line 169 24 hours a day, for the attention of those people who at some point had had contact with people who came from countries at risk for coronavirus, or had symptoms of respiratory symptoms (cough or fever) .

A day later, it was confirmed that the death of Professor Norato González, director of the Monsignor Francisco Beckmann School, whose death took place on March 8, was as a result of the new coronavirus. This death was linked to the trip of a professor to Europe which was never corroborated.

On March 11, classes in private and private schools were suspended nationwide and a phase of containment had entered.

On March 19, Panama suspended the entry and exit of international flights for 30 days. Measure that would later spread.

For March 30, a curfew would be established, which would restrict mobility by gender and departure according to time according to the last digit of the identity card and passport.

However, the quarantine measure was lifted on June 1, at that time the authorities decided to leave only the 7:00 p.m. curfew. at 5:00 a.m .; But the quarantine was maintained in the provinces of Panama and Panama Oeste due to their high contagion rate, as well as a 5:00 p.m. curfew. Saturday until 5:00 a.m. of Monday.

Until that moment, Block 1 had begun its reopening on May 13, contemplating activities such as: retail sales (electronic commerce), mechanical workshops, technical services, industrial fishing and aquaculture.

While the opening of Block 2 began on June 1 and this included: the construction sector for certain public works, non-metallic mining, and social and sports places of worship with a capacity of 25 people and keeping a distance of two meters Industry.

The reopening was gradually reactivated and the most significant began to occur from this Monday, September 7, when the Government gave the order to reactivate the construction of private projects, the Colon Free Zone, free zones, the zone Panama Pacifico special, tailor shops, dressmakers, shoe stores and car washes.

In addition, it eliminated the departure by hours and it is expected that from October 14 there will be new lifting of restrictions such as the elimination of safe-conducts, that of mobility by gender and a decrease in the hours of the 11:00 p.m. curfew. at 5:00 a.m. from Monday to Saturday.

These measures, the authorities warned, will be maintained if Panama manages to sustain indicators such as Rt at 1 or less; a case fatality rate of less than 3% and a hospital capacity released by 20% or more.

To date, the country has 2,017 accumulated deaths from the new coronavirus and 98,407 infections. The lethality of the virus is 2.1%.

‘IF YOU GET INFECTED WITH LESS OF THE VIRUS, IT IS MORE LIKELY THAT YOUR IMMUNE SYSTEM WILL KILL IT OR NEUTRALIZE IT’

The mask is a great ally against the coronavirus

The viral load with which a person is infected with COVID-19 could affect the level of severity with which the disease manifests itself.

According to researcher Eduardo Ortega-Barría, if the load is low, the organism could immediately neutralize the pathogen.

“If you get infected with less virus, your immune system is more likely to kill or neutralize it and even if you get sick, the symptoms can be milder,” said the doctor.

Ortega also emphasized the studies that indicate that the face shield also reduces the amount of virus to which an individual is exposed.

“There is very interesting data that the use of a face mask also reduces the severity of COVID-19 by reducing the infectious dose (amount of virus received). One more reason for its mandatory use,” the doctor considered.

Regarding the contrasts in lethality that have occurred in other areas of the world, between one wave and another, experts consider that they are due to compliance with biosecurity measures and the age of those infected.

Xavier Sáez-Llorens listed these factors, in addition to medical management.

“The low mortality rate can be multifactorial: young people infected in a higher proportion, generalized use of masks and lower viral load, less aggressive viral variants, strict compliance with people at higher risk, better medical management in hospitals,” he explained.

ASTRAZENECA: VACCINE AGAINST COVID-19 IS STILL POSSIBLE THIS YEAR DESPITE INTERRUPTION OF TRIALS

The British pharmaceutical giant AstraZeneca said this Thursday, September 10, that the vaccine against Covid-19 that it is developing with the University of Oxford could still be available later this year, despite the fact that clinical trials have stopped.

“We could still have a vaccine by the end of this year or early next,” said the group’s chief executive, Pascal Soriot, in an online conference, specifying that it will depend on how quickly regulators authorize the resumption of testing.

The Oxford-AstraZeneca project, one of the most advanced and highly anticipated plans, saw its clinical trials halted on Tuesday due to the now “unexplained” illness of a participant.

It is now being analyzed whether this may correspond to a side effect of the vaccine and the regulatory authorities will not authorize the resumption of the investigation until it has been ruled out.

AstraZeneca acknowledged on Wednesday that there had already been an outage a few months ago for a similar case, but trials were able to resume fairly quickly.

“At AstraZeneca we put science, safety and the interests of society at the center of our work. This temporary hiatus is proof that we follow those principles, while a single case in one of our trial centers is evaluated by a committee of independent experts, ”Soriot said.

MORE THAN A THOUSAND COMPLAINTS AGAINST PRIVATE UNIVERSITIES FOR CHARGING OF SERVICES

The Authority for Consumer Protection and Defense of Competition (Acodeco) has registered more than 1,500 complaints against private universities for dissatisfaction with the payment of educational services or non-compliance, in the midst of the pandemic.

Jorge Quintero, administrator of the Acodeco explained that, in the universities, unlike the schools, there were already distance classes, so it has been easier to reach agreements. In addition, after meetings with the Council of Rectors and the Association of Private Universities of Panama (Aupa), the changes required by the complainants were made.

According to Acodeco, the universities that responded briefly to complaints about dissatisfaction were the Universidad Santa María La Antigua, Columbus University, and the ISAE University; while the higher education institutions with the highest number of complaints are the Universidad Latina de Panamá, with 505 complaints, followed by the Universidad Interamericana de Panamá.

AIRLINES REQUEST COVID PROTOCOLS FOR TRAVEL

The letter is endorsed by the US Chamber of Commerce, the Aerospace Industries Association and the International Air Transport Association.

An international coalition of airlines and aviation groups is calling on US government leaders to help establish Covid-19 testing protocols to boost severely depressed international travel.

In a letter addressed to three cabinet secretaries signed by 18 groups, they ask the government to establish “a globally accepted framework of testing protocols for international travel.”

Traffic on most international routes has dropped dramatically since the global pandemic broke out in March.

“Coordinated and deliberate steps must be taken to safely reopen the international travel market,” the letter said. “A collaborative approach between governments and industry will help ensure the development of standardized measures that promote the necessary coherence throughout the aviation system.”

Industry groups, which include Airlines for America, the trade association for major American airlines, acknowledged that the issue of Covid-19 testing is complex and sometimes controversial. But the groups said that’s all the more reason for the government to get involved to help assess the protocols and their potential value.

Several airports and airlines are already working on the establishment of special procedures that would establish a so-called “air bridge” between specific points. The United States government published guidelines for safe travel during the pandemic in July.

THERE ARE ALREADY 84 DEPRIVED OF LIBERTY WITH CORONAVIRUS IN THE PUBLIC PRISON OF LAS TABLAS

To 84 infected people, the outbreak of Covid-19 registered since last week in the public jail of Las Tablas, Los Santos province, increased.

This led to the increase in biosecurity measures in the prison, located in the facilities of the National Police, as well as the transfer of the new positives to an isolation site.

The detainees who have tested positive were transferred to the Las Tablas auditorium gymnasium for isolation, where they have the necessary care and security measures, since last August 30, when the detection of the first cases began.

Ayvar Hernández, director of Health of Los Santos, indicated that of the 84 positives, only one person had to be transferred to receive care at the hospital, after presenting gastrointestinal complaints.

Las Tablas public jail houses 215 inmates in overcrowded conditions, of which 40 percent are infected with Covid-19, which makes it necessary to take measures to guarantee the health of the rest of the detainees.

Based on the situation that the penitentiary is going through, Rigoberto Vergara, a lawyer from Table, filed a collective Habeas Corpus appeal that allows better care for those affected.

Vergara indicated that judicial intervention is necessary in order to adopt the necessary measures to provide humanitarian treatment to those deprived of liberty, since, in his opinion, with the current measures, their rights are compromised.

The lawyer based his request on the fact that, in the current conditions of the prison, whose cells are destined to house no more than 80 detainees, the distancing regulations established to prevent further infections cannot be guaranteed.

This week, the Health authorities of the province of Herrera also confirmed a total of 16 positive cases of coronavirus among officials of the sixth police zone of this province.

According to official information, the majority were personnel assigned to administrative tasks within the institution. Once the cases were detected, traceability was carried out, which made it possible to determine that it was a community contagion.

STUDY REVEALS THAT CORONAVIRUS CAN INVADE THE BRAIN

It would not be entirely surprising if SARS-CoV-2 were able to penetrate the blood-brain barrier.

Headaches, confusion and delusions experienced by some Covid-19 patients could be the result of a direct invasion of the brain by the coronavirus, according to a study published Wednesday.

Although the research is still preliminary, it provides new evidence to support what was until now just an unproven theory.

According to the study, led by Akiko Iwasaki, an immunologist at Yale University, the virus can duplicate itself within the brain and its presence deprives nearby brain cells of oxygen. How often this situation occurs is not yet clear.

Andrew Josephson, head of the department of neurology at the University of California, San Francisco, praised the techniques used in the study, stressing that “understanding whether or not there is direct viral involvement in the brain is extremely important.”

However, he added that he would be cautious until the investigation was the subject of a peer review.

It would not be entirely surprising if SARS-CoV-2 were able to penetrate the blood-brain barrier, a structure that surrounds blood vessels in the brain and tries to block foreign substances.

But doctors until now believed that the neurological consequences seen in about half of hospitalized patients with Covid-19 could be the result of an abnormal immune response, “the cytokine storm,” causing brain swelling rather than a invasion of the brain by the virus.

Professor Iwasaki and her colleagues decided to tackle the problem in three ways: infecting lab-created mini-brains (so-called brain organoids), infecting mice, and examining the brains of patients who died from Covid-19.

In brain organoids, the team discovered that the virus could infect neurons and then “hack” the machinery of the neuronal cell to duplicate itself.

The infected cells caused the death of the surrounding cells by depriving them of oxygen.

One of the main arguments against the theory of direct brain invasion was that the brain does not have high levels of a protein called ACE2, to which the coronavirus attaches itself and which is found in abundance in other organs such as the lungs.

But the team found that the organoids had enough ACE2 to facilitate entry of the virus and that the proteins were also present in the brains of deceased patients.

The researchers also analyzed two groups of mice: one that had been genetically modified to have ACE2 receptors only in the lungs, and the other, only in the brain.

Mice infected in the lungs had lesions in these organs; animals infected in the brain lost weight and died rapidly, a potential sign of increased lethality when the virus enters the brain.

WILL DISTANCE-EDUCATION SURVIVE THE COVID-19 PANDEMIC IN PANAMA?

340 thousand students withdrew their institutional email account.

The challenge for governments in Panama for decades has been to convert the existing educational system into an effective one that provides comprehensive training to all students, especially those in the official sector. To that problem, 2020 added an additional burden, dubbed COVID-19.

A pandemic that accelerated digitization in all areas of daily life and of course the national educational system, which was not prepared to respond and face the technological needs of students, mainly the accessibility of internet connection and devices. to make it possible.

The teachers’ unions are not positive about the future and assure that the consequences on the failures that have remained evidence can be fatal.

Educational platforms

The National Deputy Director of Informatics of the Ministry of Education (Meduca), Carlos Martínez, explained that as the prevention measures were taken for COVID-19, likewise the institution was working on the creation of platforms that represented the best options for students to continue receiving their classes.

This is how the two official platforms were established, which emerged as Meduca initiatives: Ester, for twelfth grade students, in the Bachelor of Science, for being the one with the most enrolled students.

In Ester, about 14,500 students were enrolled to use the tool, in 119 educational centers that teach this bachelor’s degree.

The second tool is Microsoft Teams (Office 365). For the latter, it was necessary for teachers and students to have an institutional email account (@ meduca.edu.pa). Meduca data show that about 44 thousand teachers already have their email account created, which represents 93% of the entire staff of educators. Meanwhile, 340 thousand students already have their email account.

Tools

Martínez explains that the student who creates his Office 365 account has access to the office automation in the cloud, in which he can use Word, Excel, Power Point, OneDrive with a terabit of space, and Microsoft Teams, for synchronous classes and asynchronous.

Educators also have access to the same tools with the use of institutional mail.

Meduca also counts a total of 7 thousand users in the Ester tool, 50% of what I expected, but the entity understands that those who have not been able to enter do not have internet or technological equipment.

In the case of Office 365, 700 thousand student accounts were created, from which 340 thousand were withdrawn. Which allowed to measure, last July, a total of 198 thousand connections. In August, the number of Office 365 users was 205 thousand users.

Additionally, 15 schools in the country use a tool from the Educaline company, called Titán, which impacts about 25 thousand students and approximately 2,500 teachers.

In indigenous areas, access to the network is very complicated. According to the official, the tablets containing all the contents of the Ester platform were delivered to 2,313 graduating students from the regions. (Ngäbe-Buglé, Guna Yala, Emberá).

Solidarity Educational Plan

Regarding the recently announced Solidarity Educational Plan, Martínez explained that access will only be for the use of the two official platforms.

With the plan, you can’t navigate anywhere else, not even Google, for example. But if you can see the videos that are within the contents, which are downloaded from a total of 2 gigabytes of data that are granted with the plan.

The decision to do so was, as he explains, is because “any activity that involves a high consumption of data affects the infrastructure of the operators.”

Concerned guilds

The Secretary General of the Association of Teachers (Asoprof), Fernando Ánrego, stated that the teaching process since last July 20, when the school calendar was restored in Panama, has been difficult.

I reiterate that the main concern that exists in the unions is that students do not have access to the booklets with which the government committed itself, and that, in fact, “the delivery in difficult-to-access areas is just being completed, when the quarter is ending ”.

Ábrego emphasizes that all the corrective measures have to be taken because otherwise, the efforts that have been made will fail and all the promotion of distance classes will be a “farce.”

He warned that if the corrections are not taken on time, school dropouts will worsen as the months go by “and be careful that of the 750,000 students nationwide at the end of the year only half remain.”

On the other hand, he reiterated that there are students who do not have the possibility of accessing an electronic device with the Internet, for different reasons, the main one being the lack of resources and they estimate that 50% of the students has not been located by their teachers and 35% have not been able to connect to distance classes.

He also stated that the fact that the Solidarity Education Plan is only for use on official platforms represents an obstacle and navigation should have been allowed in any tool.

According to the leader, it is not understood how the agreement with the telephone companies was established, because what had to be done was to provide the internet as to the pilgrims during the World Youth Day, which was provided to them by means of a chip.

Although Meduca’s National Informatics Deputy Director says that teachers have been trained through the Improvement Directorate, the union leader maintains that only 15,000 were able to take a seminar, the rest had to learn empirically.

PAHO: PANAMA IS ENTERING THE PHASE OF INFECTION DECELERATION

A report from the Pan American Health Organization (PAHO) indicates that Panama is currently leaving the peak of the Covid-19 pandemic behind and entering a phase of deceleration of infections.

According to the document, in mid-July there was a stabilization trend in daily confirmations of new cases nationwide, with an average of 1,023 confirmed cases per day in the month.

However, then the number began to drop to 940 cases on average in August, reaching an average of 711 new confirmed cases per day in the first week of September (September 1 and 7).

For PAHO, this behavior suggests that the peak of the epidemic and the transition to a deceleration phase are being left behind.

This requires greater compliance with biosafety measures at all levels (individual, family, companies and the community), given the new scenario of flexible measures for the provinces of Panama and West Panama.

DEATHS

Regarding deaths, it is noteworthy that until September 5 and 6, the total percentage of deaths among those who became ill with Covid-19 is between 2.1% and 2.2%, which places Panama as one of the countries of the Americas with the lowest fatality and below the fatality for the region, which is 3.5%.

In this context, 70% of those killed by Covid-19 are found in adults aged 60 years and over. The group of 80 years and over has the highest proportion with 21.7% of the total, followed by the group of 70 and 79 that contributes 12.3%, those between 60 and 69 years old 6.3% and those between 50 and 59 years old the 2.5%.

So far in the country 2,116 accumulated deaths have been reported.

This week the President of the Republic, Laurentino Cortizo, indicated that with the opening of economic activities such as construction from Monday we entered a critical phase because a rebound in new cases could occur in the coming weeks, if the population does not comply sanitary measures such as hand washing, use of a mask or social distancing.

MINISTER PAREDES EXPLAINS THAT MODIFICATION TO THE LEASE LAW IS NOT RELATED TO EXPROPRIATION

The Minister of Housing and Land Management, Rogelio Paredes, explained that the amendment to Law 93 of 1973 on leases promoted by the entity is not about expropriation of land.

According to Walls, it is a law that is more than 40 years old, and given the dynamism of the cities, it requires an update.

He added that the articles that have generated controversy in recent days have always existed, such as the 31st, to which only the words “territorial ordering” are added, since previously the name of the entity was the Ministry of Housing only.

This article allows that, for reasons of urgent social interest, the Miviot may immediately occupy, as a temporary lease, any real estate that is unoccupied. It adds that the owners are obliged to cede the requested use to the ministry.

According to Paredes, there were moments of contingency in which it was required to use an asset that was empty. “It was a lease contract and as a matter of urgency we paid the owner for the use of that space, whether he wanted to or not, and then we took people out,” he explained.

On the other hand, article 5 adds the possibility of carrying out formal procedures or contracts digitally.

While article 9, which previously established that “no lease or its extension may be concluded for a term of less than three years; the tenant will have the right to be extended, for the same term, in the event that the expire the contract was up to date in its payments “, with the modification it would be as follows:” no lease with a lower fee or up to the sum of B / .150.00 per month, or the extension of it, may be concluded for a term of less than three years; the lessee will have the right to have it extended, for a single time, for the same term, in case when the contract expires he was up to date in his payments “.

Paredes indicated that greater leasing agility is being sought in Panama and that it is not a firm law, but is part of a consultation with the corresponding unions.

ON OCTOBER 18, THE PANAMA LOTTERY WILL RESTART

Stalls were set up in the Víctor Julio Gutiérrez square.

The National Charity Lottery reported this Thursday, September 10, that all the adjustments are being carried out for the resumption of activities and next Sunday, October 18, the first draw will be held after the suspension due to the pandemic.

According to the director of the entity, Gloriela Ríos, they have prepared for this reopening by putting into practice the respective sanitary measures to prevent the spread of the new coronavirus.

“The vendors who were at the entrance [headquarters] are going to sell in the Victor Julio Gutiérrez square to ensure that there is no agglomeration between the buying public and those who are going to exchange prizes,” said Rios in a tour that took place in the place.

Acrylic dividers, sinks, toilets and alcohol gel dispensers have been installed in the plaza as part of the sanitation actions.

The director of the Lottery added that the entry of people will be controlled to avoid crowds.

The last draw that was played before the suspension due to the pandemic was on Sunday, March 22.

COVID-19 FREQUENTLY INDUCES GASTROINTESTINAL SYMPTOMS IN CHILDREN

Gastrointestinal symptoms occur frequently in children infected with coronavirus, new studies by researchers have revealed.

In this sense, Dr. Sandra López Vergés, from the Gorgas Memorial Institute, recommended performing two tests for this symptom and seeking medical attention.

“COVID-19 frequently induces gastrointestinal symptoms in children. If they have these symptoms, it is better to take the antigen test and PCR and seek medical attention,” the scientist advised.

According to research conducted in the UK, half of the children reported no symptoms, but those who did reported more frequently fever, gastrointestinal symptoms, including diarrhea, vomiting and abdominal cramps, as well as headaches.

“Gastrointestinal symptoms should be added to the current list that leads to coronavirus testing. Diarrhea and vomiting in children should trigger a test,” said Tom Waterfield, head of the study.

Should children with a diagnosis of COVID-19 be given medicine at home?

According to the pediatric infectious disease specialist Javier Nieto, the coronavirus is benign in the child population, although he stressed that the treatment should be aimed at preventing the child from becoming dehydrated.

END NOTES

I looooooooove TOUCANS!!!  I don’t know if this fascination comes from my times of eating gobs of colorful sugary cereals as a kid and wanting to hang out in the jungles with Toucan Sam, but now I’ll always stop to watch them as they swoop and soar, trying to maintain elevation as they fly.

Fishing in Gatun lake almost always promises a spectacle of wildlife starting with fish, them crazy monkeys and sometimes a caiman or crocodile.  For birds, we will always see “Caracoleros” diving for snails, but every now and again, we catch a glimpse of some Toucans.  One year, just off Barro Colorado, we must have seen 50 Toucans easily flying together.  It was amazing.

Living in Las Cumbres has given us the opportunity to see so much wildlife.  We have done out part too in getting the birds to come near setting up bird houses, feeders and putting out bananas, papayas and some seeds as well for the “ground hoppers” as I like to call them.  Today however was a very special treat as 4 Toucans came to our street and appeared to be people-watching.

My photos of them are horrible as I only had my cell phone on me at the time, but I just can’t get over how great it’s been living out here.

Once the boys realized what I was looking at, my son Brett told me that he’d just seen a “dumb kids poem” that he may have liked. (Add teenage indifference to the tone).  He looked it up and gave it to me with that “like, whatever” swagger:

THE TOUCAN

Tell me who can
Catch a Toucan?
Lou can.

Just how few can
Ride the Toucan?
Two can.

What kind of goo can
Stick you to the toucan?
Glue can.

Who can write some
More about the toucan?
You can!

Stay safe…  Stay healthy…  And by all means (unless you on the lookout for majestic Toucans) STAY HOME!!…
