Things are getting busy; Private schools lose students; Plan to ensure vaccine against Covid-19; Contracts reactivated; Picnic

Wednesday, September 30, 2020

As we end another month, I feel overwhelmed with the amount of news and events going on simultaneously.  As the Jewish community celebrated the holiest day of the year, Yom Kippur, also known as the Day of Atonement, Panama fulfilled their promise to open the next phase of economic freedom, by releasing the retail stores and other businesses from their invisible bondage.   According to local news, 70% of all of the authorized businesses opened on day 1, but not all of them opened using the proper MINSA regulated safety measures.  That in itself is huge, but then the Politics in the USA hit another high note with the Trump Taxes scenario and the first day of the Presidential Debates.  Given the political tensions to date, I won’t comment on either for the sake of maintaining my own sanity but also because I’m a closet coward who doesn’t want anymore enemies… …I’m all maxed out.

My own business is picking up and we’re opening our polygraph offices in the next days.  My plans for reading a thousand books, remodeling the entire house and finding a cure for existential anarchy will have to be put on hold.

Yoli’s Wisdom

Surely you have not been able to travel in 2020 because of the pandemic, but as borders are reopened there are more possibilities.

Traveling in the safest way possible is the great challenge of the tourism sector, one of the most affected by the economic effects of the coronavirus.

According to figures from the World Tourism Organization (UNWTO), international tourist arrivals fell by 65% during the first half of the year.

This translates into an estimated loss of 440 million international arrivals and around US $ 460 billion in receipts from international tourism.

How to reopen door-to-door tourism?

To restart tourism paralyzed by the pandemic, the World Tourism Organization indicates that certain principles must be respected, such as being clear about protocols and local health regulations, not discriminating against travelers and the need for a digital transformation, among other points.

And it also presents its guidelines on what travelers and authorities should do every step of the way from leaving home to destination.

STEP 1 SEARCH AND BOOK

  • Search for information on health requirements and procedures in the country of origin, travel providers and destination.
  • Know the information on cancellations and policies in cases of illness during the trip or at the destination.
  • Know which are the data exchange applications to download to the phone (national tracking applications).

STEP 2 LEAVE HOME

  • Pay for local transportation avoiding contact.
  • Take into account the rules of physical distancing.
  • Know and respect the protocols in force in local means of transport.

STEP 3 ON THE ROAD

  • Prior check-in and make contactless boarding with a pre-assigned seat.
  • Limit carry-on luggage to the use of the upper compartments.
  • Border control should be without physical contact when the traveler leaves her country.
  • The operation of the transport infrastructure must be adapted to physical distancing and current health regulations.

STEP 4 AT DESTINATION

  • Download tracking applications available at destinations.
  • Respect the health protocols throughout the chain (accommodation, transport, restaurants, attraction points…).
  • Payments and check-in must be made without physical contact.
  • Tickets and reservations for visits and entertainment activities must be made online
  • Communication on the protocols and regulations in force at all contact points must be clear.
  • A text message should be sent to the visitors’ phone upon arrival to inform them of the rules and regulations in force at the national or local level.

Coordinated action

Minimizing physical contact is key to a safe return from tourism.

The World Tourism Organization points out that the safe reopening of tourism is a joint effort.

“Responsible and safe international travel is possible in many parts of the world, and it is imperative that governments work closely with the private sector to get global tourism back on track,” said the UNWTO Secretary-General, Zurab Pololikashvil, in a statement on September 15.

“Coordinated action is key,” he emphasized.

THREE CAMPAIGN HOSPITALS ARE DONATED BY THE US TO PANAMA TO FIGHT COVID-19

Panama receives donations from three campaign hospitals.

Panama received three field hospitals donated by the United States (USA) on Tuesday with the aim of increasing the installed capacity to combat COVID-19 in the country.

The delivery of this donation was made by the head of mission of the United States Embassy in Panama, Stewart Tuttle, and it was received by the Panamanian head of Health, Luis Francisco Sucre.

Each hospital is made up of five tents and is equipped with 40 beds each, and they are also equipped with a sink, ventilation system, air conditioning and electric generators.

The donation also included training for personnel from the National Civil Protection System (Sinaproc), Ministry of Health (Minsa) and the Social Security Fund (CSS), on how to install, operate and maintain these mobile hospitals that can be transferred from a place to another, according to the requirement.

The delivery of this donation was made by the head of mission of the United States Embassy in Panama, Stewart Tuttle, and it was received by the Panamanian head of Health, Luis Francisco Sucre.

“Panama and the United States are united by strong ties of friendship. This donation is an example of our commitment to the entire Panamanian people. The advantage of these hospitals is that they can be transferred to different places, anywhere in the country. This means that, in the future, they can be installed to provide medical care in areas that are difficult to access, ”said Tuttle.

For his part, Sucre thanked the United States for this donation, highlighting that these are hospitals that will save many lives. Today they can be for people affected by COVID-19, but tomorrow it would be for any other emergency situation that occurs, especially in rural areas of the country.

“This team, which has been called a mobile emergency medical unit, complements the situation that Panama is currently experiencing and what we may be waiting for in the coming days. In most of the countries that to date had achieved control, after the reopening have suffered a re-outbreak and new impact of the pandemic, Panama may not escape from this reality, which the National Government and all its government team is that this impact be the least possible in terms of epidemiology and public health, but in good time receive this donation, “said Sucre.

PRIVATE SCHOOLS LOSE MORE THAN 2 THOUSAND STUDENTS

Default in private schools is between 45% and 95%.

Private schools have lost an enrollment of more than 2,000 students and six campuses officially closed their doors after a six-month pandemic where many Panamanians partially or totally lost their income.

Default in private schools is between 45% and 95%, which is why they have warned the Government that if this situation continues they will be forced to continue with the closures for the next educational year in 2021.

Data from private school unions, detail that there are 727 educational centers in the country, some 9,400 classrooms, 23,308 teachers, 700 pre-school teachers and approximately 7,000 administrative. In addition, they serve a population of 160,915 people (children and young people).

In 2019, private education services contributed $ 446 million to the gross domestic product.

Kathia Echeverria, vice president of the National Union of Private Schools, warned that it is a fairly high default for private schools, so they ask for some kind of help for parents who make an effort to have their children in private schools.

She indicated that it is an equitable proposal because it is not only about giving money, but also about being fair, knowing that the difficult economic situation of the parents and that state funds must be handled with great care.

The proposal contemplates load sharing. On the one hand, financial support to schools had been divided according to the amount paid by parents, from those that pay $ 100 or less to those that pay $ 300 or more, Echeverría explained. ‘

According to the leader, the aid from the State to private schools is with a percentage of 50% for the lowest cost schools and the highest cost would be 20% of the tuition fee that the father of the family pays.

“This would help the schools to continue meeting the payroll costs. There are several schools that are already requesting the aid because they cannot pay the fortnight of September 30,” he said.

Echeverría considers that the schools have already given their quota as well as the parents, so they ask the Government for help or otherwise the administrative operation is in danger.

Discounts in private schools range between 10 and 50% in tuition, added to the fact that important additional benefits have been obtained for parents, who cannot make up all of the payments, either because they have been stopped from their jobs or because they have suspended contracts.

To date there are six schools (primary and full education) officially closed this year.

In this sense, Echeverría said that this situation is compounded by the migration of more than 2,000 students to the public sector.

He added that to date they have not received any response from the Government, so they asked for support from unions such as the Chamber of Commerce and the Panamanian Association of Business Executives.

For the economist Augusto García, private education is the manifestation that the State has not fulfilled its responsibility to provide an efficient, quality, and modern education to the Panamanian population.

“Entrepreneurs have turned education into a business, so I do not think that a contribution from the State to parents is the way to go. The right thing to do would be for the State to have a responsibility in education, that there is an education of quality for all Panamanians and not only for a sector that can pay, “he said.

SILENT OPENING OF RESTAURANTS AND SHOPS

After six months, the customers of the Old Town restaurants returned this Monday.

Shopping centers and restaurants, which were already allowed to serve their customers at home and with pick-ups at the premises, began to serve from yesterday inside their facilities, in a further step towards the reactivation of the economy.

Domingo de Obaldia, president of the Association of Restaurants and Related Products of Panama, said that the first day of activity was slow and that the opening of restaurants will be gradual, but he positively appreciated that customers are beginning to return to the establishments.

The expectations of the traders were met. Many people went to the shopping centers on Monday.

Yesterday there were Jewish religious festivals and that is why some shops were closed, although we also began to see movement in the shopping centers.

The Minister of Commerce and Industries, Ramón Martínez, took a tour of some restaurants in the capital and stressed that with the reopening of this activity and the retail trade, it is expected that consumption will reactivate, together with the spill generated by construction in the economy.

The minister recalled the importance of redoubling biosafety measures so that the opening is sustainable and also give way to the activities planned for October 12, among which are hotels.

MINSA DOES NOT DISCARD MORE COVID-19 OUTBREAKS

The Minister of Health, Luis Francisco Sucre, said this Tuesday, September 29, that a re-outbreak of COVID-19 in the country is not ruled out.

He recalled that many other countries that have reopened their economic activities experienced outbreaks of the disease later. Sucre affirms that the objective of the National Government is to try to ensure that the impact of a potential regrowth is the least possible.

It stands out that there are 15 hospital modules, which can be adapted to make 3 mobile hospitals with 40 stretchers each, or a hospital with 120 beds.

The population is asked to maintain biosecurity measures such as frequent hand washing, proper use of a mask and physical distancing.

STUDIES INDICATE THAT VACCINE AGAINST COVID-19 WILL REQUIRE TWO DOSES, EDUARDO ORTEGA

The first doses of the COVID-19 vaccine are expected to arrive in Panama at the end of the first half of 2021.

The consultant of the Panama COVID-19 Vaccine Consortium, Eduardo Ortega indicated that most of the vaccines that are in advanced development require the placement of a double dose to protect people from this virus that has already claimed the lives of more of a million inhabitants in the world.

“Most studies are testing two doses, most use three weeks or four weeks of space between the two doses … However, the data seem to indicate that in the individual over 60 or 65 years, for reasons that their The immune system ages with the person, perhaps two doses will be needed, “explained Ortega.

The doctor added that there are two vaccine projects that test only with one dose and are being developed in the United States and China.

Faced with this situation, Ortega points out that in order to vaccinate the entire population of the world, it would be necessary to produce some 14 billion doses of vaccines, so their production, distribution and application will be progressive.

According to Ortega, the Covax initiative has indicated that in order to cover the high-risk and priority population in the first instance, a 20% dose will be made available to cover this population of the associated countries.

Dr. Ortega revealed that it is very likely that by the end of this year there will already be robust results in the research being carried out on the efficacy of vaccines against COVID-19 and that by the end of the first half of 2021 there will already be a dose available for high risk people.

On the other hand, the doctor explained that for this vaccine to retain its efficacy, it must be stored under special conditions.

Regarding the time the vaccine gives protection, Ortega assured that it is an answer that they do not have yet, since the vaccines are in studies, but he did emphasize that the regulatory agencies have asked the pharmaceutical companies that manufacture them that these first doses should have a duration of one year and that each year its effectiveness is updated.

CHINESE MACHINE TESTS COVID-19 IN JUST 30 MINUTES

Flash 20 can analyze four samples simultaneously.

The Chinese company that produces Flash 20, the “world’s fastest machine” for PCR testing and detecting coronavirus in just 30 minutes, now plans to conquer Europe and America.

In a Beijing lab, an assistant in a pink coat takes an airway sample, adds reagents, and places it in a black-and-white device the size of a printer.

It is the machine called Flash 20, which costs 300,000 yuan (about 44,000 dollars) and is used to detect the presence or absence of the new coronavirus.

The machine gives its verdict in half an hour and the person examined receives the result directly on her mobile phone.

“It can be useful for hospitals and their emergency services. For example, when an injured person needs to undergo an operation. We can quickly determine if it is infected or not, ”Sabrina Li, president and founder of the Coyote company, told AFP.

“It is currently the fastest machine in the world for PCR testing of the new coronavirus,” says the 38-year-old former US student, who founded the biotech company in 2009.

Flash 20, which can analyze four samples simultaneously, is especially useful in an emergency.

In China, airports use it to control passengers arriving from abroad. And health authorities have been using it for months to test people in confined neighborhoods for Covid-19.

PEOPLE IGNORE MEASURES AND ATTEND TO BEACHES AND NATURAL PARKS OF PANAMA WEST

People insist on ignoring the restrictions made by the health authorities in the pandemic, which have decided to run the date indicated for the reopening of beaches and mountainous areas located in the province of Panama Oeste.

And it is that only this weekend, several people and even entire families, were found in these places, without taking into account sanitary measures.

These people received the corresponding sanctions. The authorities reiterate the call to the public to avoid a repeat of this situation, until a date can be given for the reopening of these activities.

Tony Ureña, Compliance Officer, highlighted that work has been done and people are not becoming aware of the situation.

A prompt reopening of natural parks and beaches in this province will depend on the behavior of the people.

WORLD HEALTH ORGANIZATION GIVES THEIR VERSION FOR THE ORIGIN OF THE CORONAVIRUS THAT CAUSED COVID-19

Tedros Adhanom Ghebreyesus, director general of the World Health Organization (WHO), confirmed that the coronavirus that causes COVID-19 has a natural origin.

“The virus has occurred naturally. All the publications we have seen suggest that it is something that has been generated naturally,” he said. This information follows the line launched this week by the institution in which countries are urged to combat disinformation and denialist speeches. The leader thus denies that it comes from a laboratory, as has been rumored on some occasions.

“They put people’s lives and health at risk. They destroy trust in science, institutions and health systems. False information is making it difficult to respond to the pandemic, so we must join forces to fight it and promote information based on scientific evidence and public health, “said Ghebreyesus.

“Fighting the disinformation pandemic”

Due to the danger that its dissemination entails, several United Nations agencies have joined forces to launch a message against the so-called fake news and denialist speeches, which are increasingly finding an echo on social networks and the Internet.

“We must apply the same principles that we apply to combat the coronavirus pandemic to combat the disinformation pandemic,” the WHO stressed.

GOVERNMENT ANNOUNCES PLAN TO ENSURE VACCINE AGAINST CORONAVIRUS

The first to receive this vaccine would be health workers and those over 60 years of age.

The National Government announced, this Monday, its first line of action for the acquisition of a safe vaccine against covid-19, in a meeting with representatives of the national and international media.

The Deputy Minister of Health, Ivette Berrío, indicated that the first condition for this acquisition is that it be a vaccine duly tested and authorized by the World Health Organization (WHO), and said that to date none has gone through these stages .

It was explained that while the scientific community works on several studies for the development of this vaccine, Panama adhered to a regional mechanism called COVAX, created by the WHO and in which the Pan American Health Organization (PAHO) also participates, to guarantee equitable access to a vaccine that works.

The Panamanian authorities state that a team of professionals, scientists, epidemiologists and virologists, mostly Panamanians, based abroad and with vast experience in the field, has made valuable contributions to identify the pharmaceutical companies that have managed to advance with their studies up to phases II or III.

They add that an important role is that played by the Foreign Ministry, through the Foreign Service, achieving approaches at the highest level with 14 pharmaceutical houses and governments that sponsor these studies to ensure a certain amount of doses, when they have passed through the approval of the WHO.

In addition to the budgetary measures required to guarantee the country access to a certain number of vaccines, Itzel de Hewitt, director of the Expanded Program on Immunization (EPI), indicated that PAHO establishes which are the highest risk groups that should receive the vaccine in a first phase: health workers and those over 60 years old; and, in a second batch, patients with chronic diseases and public security entities.

In Panama, statistical data from health authorities estimate that 28% of the total population constitutes this group of people who are most exposed and at greater risk from the virus, with 42 thousand health workers and 585 thousand adults over 60 years of age, 85 one thousand members of the security forces and about 400 thousand people with chronic diseases.

This phase also includes patients with chronic diseases, which according to figures from the Ministry of Health (MINSA), are around 400 thousand people, and essential groups such as security, firefighters and civil protection.

Likewise, it was explained that the stage will be led by MINSA’s Expanded Immunization Program, and will start when the vaccine has passed the due licensing and authorization controls that demonstrate its effectiveness and safety.

MINSA will work on the adaptation and strengthening of the cold chain to receive and distribute the vaccine, which must comply with the sanitary and regulatory standards of the Pharmacy and Drugs Directorate, and implemented by the Expanded Program on Immunization.

PANAMA HAS NOT YET DECIDED ON ENFORCEMENT OF THE COVID-19 VACCINE

Itzel Hewitt, a member of the commission made up of the Ministry of Health (Minsa) and the Chancellery of the Republic who work to buy and design the vaccination plan once it arrives in the country, reiterated the access process once it is approved.

The Minsa official said that once the recommendations of the Pan American Health Organization (PAHO) were activated, the country began its action plan and a commission was formed to which the action plan was provided for the introduction of the vaccine.

She expressed that they are waiting for the safest vaccine to be selected to activate the system and make the country acquire it in a shorter period of time. For this, an amount of 20 million dollars is allocated.

COMPULSORY

The official said the vaccine would be free. She also affirmed that, for now, the State is not going to enforce the vaccination obligation and will work by spontaneous demand. In other words, it will be applied to each person who wishes, as long as it is from the selected group.

She stressed that, although in Law 48 of December 7, 2007, it establishes in Article 1 that vaccines are free and mandatory, “until today it has not been decided that the State is going to use the obligation to apply that vaccine.”

He stated that the release of responsibility protects and in that sense expresses that if a family is vaccinated and the next one does not want to be vaccinated and gives them COVID-19, they could not try to file a counterclaim because the vaccine was offered and they did not want to get it.

DEMAND

She explained that the country had requested a vaccine for 28% of the population. Within this percentage, all adults over 60 years of age, health officials, patients with chronic diseases and other essential groups have been included.

However, PAHO reported that they only have availability to insure 20% of the population. From there the country under the request to 13% where they will have access, in the first instance, the elderly and health personnel.

13% represents the need to give a subscription, no later than October 9, of 1.9 million dollars. That amount of money is part of the 12 million dollars that the country has to pay, approximately for the first phase.

According to Hewitt, the problem is that PAHO is requesting the amount of money, but it is not reimbursable, but it is only to do the logistical procedures, so when the vaccine arrives, there must be immediate availability to deliver the money remaining from the 12 million dollars.

She made it clear that, in a first phase, when the vaccine is approved, there will not be availability for the entire population, but as demand opens up, it can be offered to the population, by a specific group.

In the midst of the pandemic, there has been a decrease in the application of some vaccines to young children because mothers feel a little fear, as in the case of the vaccine against the human papillomavirus (HPV), which in Most of the cases the children were recruited in the schools, but with the suspension of the classes, it has been a little more difficult and therefore they are going to start campaigns.

END NOTES

Brandon has been asking to do a picnic seeing as we got the grass under control again and the mornings have been very nice.  It’s a lot more work than you’d think.  No… it’s a lot more work than THEY think, because they don’t have to clean, move, clean, cook, clean, sweat and constantly shoo away flies… …and then clean.  But the memory created is totally worth it.

Stay safe…  Stay healthy…  And by all means (unless you’re formulating your latest quantum calculations to put an end to existential anarchy) STAY HOME!!…
