During the course of an investigation, you have to be willing to go outside your comfort zone from time to time. While working on a child recovery case over the span of nearly a year, we had come up against corruption from the courts, interference by the family and even sabotage from another investigator that was hired to supposedly complement our efforts. One of my unique qualities in the field of investigations has always been “HUMINT” or “Human Intelligence”. Basically, the ability to gain sources or informants to work with us through any number of motivational concepts whether it be through “reward”, patriotism, or just simply “doing what’s right”.
The duration of ten months, living almost entirely in the interior of the country of Panama, placed me in a position to develop any number of sources that would eventually lead us on the path to finding our missing boy “Nick”. Unbeknownst to the holder of the child, we knew who he was and in what part of the country he was at. Furthermore, we had his estranged brother feeding us information via another contact who knew him and invoked the “doing what’s right” concept to gain information on the subject’s possible whereabouts. Eventually, it was the brother in combination with some new technology that got us on target to the subject’s location. But, none of our sources could quite measure up to the level of flat out WEIRD like that of our informant we dubbed “The Hairdresser”.
The hairdresser was a nice kid, who worked at a hair salon close to our hotel and claimed to know the subject and promised to watch for any signs of the boy in his comings and goings. I’d get a haircut once every 10 days, just to have a pretext to talk with our informant to gather updates and to keep him motivated. Finally, after several months of unnecessary trims, The Hairdresser tells me, “I know how to get the boy!” “Hey, don’t keep me in suspense!”, I told him, with a hint of doubt in my voice. “I need you to meet me tonight outside the city, close to their house, and I’ll show you what I think.”, he told me. I reluctantly agreed. Out of all our sources, I didn’t think he would be one of the productive ones. Aaaand, I was certain that he had a crush on me, so I was hoping this wasn’t a setup for something else.
I showed up to the location he gave outside of town and there he was, standing essentially smack dab in the middle of the gravel road, a little too anxious to see me and practically wearing a neon “Mr Inconspicuous” sign. I knew the area very well as we’d already done any number of hours of surveillance of the house, hoping to get eyes-on the boy or the holder. What I didn’t need is for them to see me here and now. It could put them on the move again and possibly burn our source. Getting down from my ride, “The Hairdresser” approaches telling me, “We need to walk this way.”, pointing down a dimly lit dirt road that tapered off to a whole lot of nothingness. I could feel my right brow strain as I doubtfully responded, “Oh really?”. “Yeah, I need to take you to my friend’s house which is just down the road.” This was one of my greatest “going outside my comfort zone” moments of all times. Everything suggested that I shouldn’t go, for way too many reasons. My military experience screamed “Ambush”, my heterosexuality nudged, “Oh hell no.” and the little kid inside me suggested, “Aren’t you still afraid of the dark?”. But, the curiosity took the better of me and I decided to take the risk anyways, all-the-while wondering to myself, “Is that a bottle of formaldehyde in his pocket, or is he just happy to see me?”
I let him walk ahead as we walked down this road that eventually turned into a path, which turned into brush. “It’s right over there.”, he pointed to a rickety hut made of wood and mud and what appeared to be the flicker of an oil lamp inside. We approached the dwelling, and I did what I could to keep my internal alarms from making too much noise in my head. “If the guys who were ready to jump me were the same size as this one, I could handle up to 5 of them.”, I playfully reassured my own brain.
We entered the hut and noted how the source of the flickering lights came from candles. These weren’t your standard Yankee Candle types, they were probably made by hand from the fat of some poor animal. It had a dirt floor and old sheets were hung to cover the doorways. The owner of this humble abode was just as rickety as the structure itself. Thin, frail, draped in what were probably donated old clothes, he was an older man who looked to be in his mid-70s. The fact that this setting had all the signs of a witch’s dwelling, I’d say this warlock was probably 1,320 years give or take a few decades. “This is my friend.”, HD told him. He nodded in agreement. “Stand over here”, he told me and urged me over to a corner of this already petite room. He studied me for a few minutes and then lit a fire of herbs in an old clay pot. The room filled with a pungent odor similar to fresh pine or sage. I instinctively began breathing shallowly through my nose, which I knew wasn’t necessary; if he was drugging me, we were all getting drugged. Then he looked at me and said, “You’re not going to find the boy this year. It’s not possible. Give up and wait until next year.”. “Why cant I find him this year?”, I asked. “Because I put a resguardo protection on him and anything you try to do will fail.” I bit my lip, deciding it best to not respond. I didn’t believe in this kind of mumbo jumbo and wasn’t going to allow him to see me fall for it either. “Or, I can cast a spell on you and show you how to negate the effects.”, he added. “How would I do that?”, I asked. “For $5.00 I can give you a resguardo as well. Then you’ll see what I mean.” I have no idea why, but I agreed. Maybe it was the sage drugs in the room, maybe I had already invested time into the facade and wanted to get something out of it or maybe it was that damn morbid curiosity nipping at my heels again. “Fine, let’s do it.”, I told him.
The old man went behind an old sheet and into what was probably his bedroom and returned with a few cans and jars of stuff. He looked me in the eyes and held out his hand. I glanced over to The Hairdresser and he made a face like, “pay the guy”. I had a fiver loose in my pocket and handed it over. He started mixing some items together as I stood there obediently in my corner. I’ll have to admit that I was disappointed not to finally see what “eye of newt” looked like. There were also no bubbling eyeballs or smoldering jars of gunk. This, was lame. And then he said something that I didn’t hear as he had been mumbling to himself. “Excuse me?”, I asked. “I said, take off your pants.” “Oh, yeah, absolutely not.”, I told him in a true knee-jerk reaction. Hairdresser guy looked at me in disapproval almost saying, “Dude, you’re embarrassing me.” “Fine, it’s just easier to do if your pants were off.”, the old man said. Yeah buddy, I’m sure rape IS easier if my pants were off. I didn’t say it out loud, but now I was on alert again. That’s right guys, his sage drug didn’t work on me.
I looked over to The Hairdresser and let him know with a glance that I was not happy. He figured it out and looked away, when suddenly, the old guy, out of frickin nowhere, jabs me square in the crotch. That’s when my brain yelled out, “Damn it, I FRICKIN TOLD YOU this would happen!” My right arm extended in response and I was clutching the old man by his fragile shirt. I think we were both equally as startled. “Fine, I’m done.”, he said. “Here, take this bag, every night place the contents snug into your groin and say this prayer.” He handed me a piece of paper. “At the end of the prayer, don’t say ámen´, as it will negate the resguardo.” Still stunned, yet shockingly calm, I looked over to The Hairdresser, “Stand the fuck up, we’re out of here.”. The old man’s words as we left his hut were, “If you don’t do this, you’ll never see that boy this year, mark my words!” I swear he actually said “mark my words” in Spanish. For a guy with no TV, he sure saw way too many movies.
The experience was uncomfortable, weird, cliché and something I’ve not wanted to repeat. Hairdresser guy even apologized for not having warned me before going saying, “If I told you what it was, you wouldn’t have gone at all.” “That’s very true.”, I told him. “I mean, if you think about it, if you would have told me, ´So, I’m going to take you to a place in the middle of nowhere and an old man is going to read your fortune and for the low low price of $5.00 he’ll jam his hand into your testicles.´, I may have opposed.”
What’s most important about that meeting is that it happened in the month of July, and we were already very close to recovering our boy. But, time and again, the moment we would get too close, something would go wrong and we’d lose the trail or they would simply up and move. On December 30 of that year, we got a tip from another source very close to the subject; his very own brother. “We’re going to the beach on New Year’s Day”, he informed us. In Panama, going to the beach on New Year’s Day is a big deal. He went on to give us the details of where, times, cars, people accompanying them, etc. Once again though, we were going to have to rely on the police who had duped us before, tipping off the subject through his corrupt contacts with the courts.
We set up our teams, advanced some police units from Panama City as well in coordination with the US Embassy and waited until the party-goers were leaving from the beach that day with our precious Nick. It was almost too good to be true, but everything went like clockwork. The cars were coming out from the beaches and we easily spotted the ones we were looking for. The police were with us and more than happy to assist, stopping the cars until eventually identifying our boy. It was Nick. His holder put up a fight, first trying to trick the police and then heavily persuading them. Then, after threatening the police with “taking their jobs away”, Captain Garcia just looked at him and said, “no”. No. That one word was the turning point of over one year of investigations and Nick was finally back on our side and eventually back in the arms of his mother. And the old man’s warning rang out to me once more, “You’re not going to find the boy this year.”, he said. “You’re right old man, I didn’t.”, I thought to myself. “I got him the very next day.”

Does covid-19 have an odor?
That’s an answer that only a dog could accurately give us.
The olfactory capacity of one of our favorite pets has become another tool to combat the covid-19 pandemic, which has already caused more than 20 million infections and one million deaths worldwide.
In countries such as Finland, Lebanon, Argentina, Chile, Germany, the United States, Colombia and Mexico, the authorities are training dogs so that they can detect if people are infected with the new coronavirus.
According to Professor Anna Hielm-Bjorkman, from the University of Helsinki, dogs can detect the virus in humans five days before symptoms develop.
“They are very good [at detecting the coronavirus]. We are approaching 100% effectiveness,” he explains.
For his part, Felipe Valencia, a Colombian veterinarian and expert in dog training who is carrying out a similar project in conjunction with the University of Antioquia in that country, notes that the ability of the dogs could make them very reliable in these cases.
SWEAT AND TEARS
According to various research, it is difficult to establish what it is that dogs really smell. As Dr. Susan Hazel, a veterinarian at the University of Adelaide in Australia, points out in her article “These dogs are trained to sniff out the coronavirus”, what dogs smell are samples of people’s sweat, which may or may not be infected.

“Volatile organic compounds (VOCs) that are released from sweat samples are a complex mixture. So, it is likely that the dogs are detecting a particular profile rather than individual compounds,” says the veterinarian.
Dogs, he adds, have an average of 220 million olfactory receptors in the nose, which allows them to detect minimal alterations in substances.
EVEN SEVERAL DAYS IN ADVANCE THE PERSON SHOWS ANY SYMPTOMS
Samples of urine, saliva and sweat have been used in experiments around the world.
This is not the first time that dogs have been used in the detection of diseases. This procedure is known to be used in diseases such as diabetes, breast cancer, and Parkinson’s disease. Even, as Professor John Logan of the London School of Hygiene and Tropical Medicine points out, in the case of malaria, dogs and their smell have “an effectiveness superior to the tests of the World Health Organization”.
TRAINING
But how are dogs trained to detect the “smell” of covid-19?
There are different methods, but most of the workouts are based on the strategy of reward and skip. “Although many of the dogs we work with already have a training base, they must first learn to recognize the virus,” Valencia tells BBC Mundo.
Valencia points out that they are given samples, in this case of saliva from infected people, next to food or an object with which they usually train. “Then the food or the object is taken away and only the positive test is left,” says Valencia.
“The next process is to alternate those samples with others that do not contain the virus. When they recognize the one that contains the positive sample, they are given a prize,” says the trainer.
Felipe Valencia’s work with dogs to detect covid-19 has taken seven months.
And when they test positive to a sample that does not have COVID-19, the behavior is omitted and they are encouraged to go in search of that characteristic smell of the virus that for humans is not distinguishable.
However, Valencia makes it clear that the effectiveness of the procedure depends a lot on the training that is done with the dogs.
“We have been in this process for more than six months. And I think that in order to reach a reliable level of effectiveness, we must work with the dogs for at least four months,” he notes.
But, can dogs get infected?
“No, there is really no possibility that they could become infected because the samples are protected by a material that prevents contact with the animal. In addition, we do regular tests to know their health,” he indicates.
In the Finnish case, the dogs are already at the airport sniffing people who enter the country, while the other countries are in the training phase with the idea that the method is “100% reliable”.
PANAMA WILL OPEN THE BEACHES, BUT WITH RESTRICTIONS TO PREVENT THE SPREAD OF COVID-19

The Minister of Health, Luis Sucre, announced this Tuesday, October 13, that very soon they will be informing about the opening of these places of recreation and tourist attraction, but they will not allow walks.
“Yes, the beaches will be opened,” but “no walks, no small buses or large buses will be allowed. The use of beaches is only going to occur in the family nucleus, not groups of more than seven people, ”Sucre said in statements to National Television.
He added that it will not be allowed to bring liquor to the beaches, nor will it be allowed to sell it, nor to sell food on the road. Liquor and food have to be properly dispensed in places that are already established, such as restaurants, inns or hotels.
“Those who want to eat should go to the hotel or to the place where it is. Unless the family has brought food and does so within their family bubble. While they are in their family bubble, they may not have a mask, but once they break that family bubble and go to eat in places where there is another audience, they have to wear a mask, ”said Sucre.
In his statements, Sucre asked for “patience”, and although he is aware of the need for businessmen in the sector to reopen these places as soon as possible, they are being very “cautious” so as not to back down in this entire reopening process.
“We have been very cautious in this. I understand that everyone would like the part of their businesses to open as soon as possible. However, it is proven that to the extent that we have been doing it, thank God it has been giving us results. We want to ask everyone to be patient, “said Sucre, who announced that operations are being organized for the reopening of beaches.
He recalled that most of the countries that opened the beaches at the time, it is verified that many of them have had to return and make restrictive decisions. Some have even had to close a part and others had to close some businesses by sectors. Among these cases is, for example, Spain, which last July had to close several of its beaches, in the midst of a covid-19 outbreak.
In this sense, he stressed that the Ministry of Health has the responsibility of evaluating very well and finding strategies to know when different economic activities can be opened, such as beaches, with all operational planning jointly between Minsa, the public force , government, mayor’s office, and even with hotel owners.
He expressed that in fact they have had an increase in cases in the West Panama area, precisely in the areas where people from the capital have been going to these places.
“We all have the right to use the beaches, but what we are doing is finding a way to reduce the risk, that people who go inland do so in a healthy way and respecting biosecurity measures,” he emphasized.
He specified that the problem of the beaches is not only the one that is outdoors, but the behavior of a part of the population that uses the beaches for parties, crowded activities, without masks, sharing throughout the beach and not complying with the normative.
For her part, the president of the Panamanian Association of Business Executives (Apede), Elisa Suárez, said that the union she represents and others from the private sector have been waiting for these reactivations to occur.
However, she insisted that these reopening processes have to be coherent, they have to carry a meaning, because opening companies implies additional costs, and at the moment there is no working capital.
She mentioned that, for example, to open a tourism activity, it is necessary to prepare, sell packages and be able to have access to the facilities offered by the country, such as the beaches that are one of the great attractions of the country.
“Just like you open a hotel for people to use your pools, use your casino facilities, as you also open a beach hotel for people to use your beaches. In this sense, we understand some concerns, in relation to the massiveness that may be on the beaches, but the same concern was with the construction sector issue, and we have proven that contagions have been minimal in the reactivation of contracts, “he argued.

STARTING NEXT MONDAY, VISITS TO PRISON CENTERS WILL RESTART

As of next Monday, October 19, the visits of relatives of deprived of liberty to prisons nationwide will be resumed.
The visits will be made according to the delivery of values established by each jail, and will last 30 minutes. The visitor must be present one hour before the corresponding time.
Only one relative will be allowed per inmate, not older than 60 years or younger than 18.

When arriving at the penitentiary centers, the family members will have their temperature taken, and if they register a temperature higher than 37.5 ° C, they will not be able to enter; footwear will be disinfected; the use of a mask must be permanent; The distance of two meters will be fulfilled and only the salute of elbows will be allowed.
The family member or prisoner who violates the measures, their visit will be suspended immediately and the next visit will be canceled.
Exempt prisons
According to the Ministry of Government, the El Renacer, Bocas del Toro and Chitré prisons are exempt from the visits, because they maintain positive cases of COVID-19.

BLOOD TYPE “O” COULD OFFER SOME PROTECTION AGAINST COVID INFECTION

Susceptibility to a covid-19 infection can vary according to blood group: people with type O may have the lowest risk, while those with A and AB may be at higher risk for severe clinical conditions.
These are two conclusions of two works published in the Blood Advances journal; It is not the first time that a study links these blood groups with a greater or lesser vulnerability to contagion and a better or worse evolution of the disease.
Last June, an article published in the New England Journal of Medicine pointed out that genes can determine that some people develop severe forms of covid and that having type A blood was associated with a 50% higher risk of needing respiratory support, while group O conferred “protective effect”.
Now, in one of the published research, it is suggested that people with blood type O may have a lower risk of COVID-19 infection and, of contracting the disease, a lower probability of serious results, including complications in the organs , according to a note from the American Hematological Society.
To reach these conclusions, the researchers compared data from the Danish health registry of more than 473,000 people who were tested for Covid with data from a control group of more than 2.2 million individuals from the general population. .
Among those who tested positive for covid-19, they found fewer people with blood type O and more people with types A, B and AB; the researchers found no significant difference in the infection rate between types A, B, and AB.
In another retrospective study, scientists found that people with blood groups A or AB seem to show a greater severity of the disease than people with blood groups O or B.
In this case, to arrive at these results, the researchers examined data from 95 critically ill Covid patients hospitalized in Vancouver, Canada.
Thus, they found that those with blood groups A or AB were more likely to require mechanical ventilation, suggesting that they had higher rates of lung injury from COVID-19. They also observed that more patients with blood groups A and AB required dialysis for kidney failure.
Together, these findings suggest that patients of these two blood groups may be at higher risk of organ dysfunction or failure due to COVID-19 than people with blood types O or B, the authors summarize.
Although these studies add evidence of an association between blood type and vulnerability to covid-19, more research is needed to better understand why and what it means for patients, say scientists from the University Hospital of Odense (Denmark) and the University of British Columbia (Canada).

LOW DOMESTIC CONSUMPTION AND GLOBAL UNCERTAINTY IS STOPPING PANAMA’S REACTIVATION

With trade open and the Tocumen airport, an important regional connection hub, reactivated, Panama seeks to rise from the crisis due to seven months of paralysis due to the pandemic amidst obstacles such as low domestic demand and uncertainty about the global recovery .
This country of 4.2 million inhabitants, with an economy dependent on services, completed on Monday a reactivation schedule that began in September and developed with reservations due to the fear of a re-outbreak of COVID-19.
The Government has highlighted that there are already more than 75,000 reactivated employment contracts – of the more than 270,000 suspended as a result of the closure of the economy in March – and highlighted the importance of the reopening of Tocumen, “one of the most important assets of the State. and one of the biggest attractions in the country. “
But the official forecasts for this 2020 are catastrophic: a collapse of the gross domestic product (GDP) of 9% (analysts raise it to more than 13%), unemployment of 25% and an informality of 55%, rates that before the crisis they were at 7.1% and 45%, respectively.
By 2021, growth will be 4%, according to the calculations of the Government of Laurentino Cortizo, who assumed power in July 2019 and since then has issued $ 8.375 million of public debt, of which 5.075 million after the outbreak of the pandemic .
LOW INTERNAL CONSUMPTION
The start after the closure of the economy to stop COVID-19, which has left more than 122,000 infected and more than 2,500 dead, is being “slow, because demand is weak since people do not have money,” he told EFE the economist Rolando Gordon.
“As long as there are more than 200,000 workers in the formal economy with suspended contracts, the informal economy does not move and the loans that are being given through the banking system (to reactivate companies) go at a snail’s pace due to the demands they make, the economy is not going to start, “added the professor.
This expert thinks, like many in Panama, that the aid of 100 dollars a month that the Government gives to those most affected by the crisis is insufficient and that this is one of the reasons why there is no circulation in the street that promotes the consumption.
DIFFICULT AND EXPENSIVE RECOVERY CREDITS
The fact that loans for micro, small and medium-sized enterprises (MSMEs), which generate 70% of jobs in Panama, are difficult and expensive is another element that slows down the recovery, said Gordon, something on which the President of the Industrial Union of Panama (SIP), Aldo Mangravita.
“The Government has promised aid and economic support. Where is it? It is not only openness, it is the help that they owe us to the companies that have passed the wasteland of arbitrary closures. The requirements for loans are exaggerated. The economic pandemic that The government has created it is going to kill companies, “Mangravita told Efe.
Faced with this widespread complaint, the Minister of Commerce and Industry, Ramón Martínez, reiterated this week that the Government has allocated 150 million dollars to help MSMEs, money that should be distributed by banks “as a cornerstone in this situation.”
But so far the pandemic “has been carried by private companies and national industry. The worker with a suspended contract is from a private company,” stressed Mangravita, who recalled that “all public officials are working”, without any adjustment of expenses or salary reduction of any position.
THE UNCERTAINTY OF THE INTERNATIONAL ECONOMY
But beyond an improvement in the internal economy, which is very small, Panama depends on the external sector because it is an exporter of services, which adds a burden of uncertainty, said Gordon.
The problem, he explained, “is what happens to the United States, China, South America, Asia, which use the Panama Canal, the railroad, all the fiber optics we have, the commercial aviation system. If that does not go up to the international level the economy is not going to rise either, we depend a lot on the international economy. “
The International Monetary Fund (IMF) warned on Tuesday that the crisis derived from the new coronavirus “is far from over”, spoke of an “uncertain slope” to overcome it, and readjusted the global fall in 2020 to -4.4% and 5.2% growth by 2021.

CORTIZO REITERATES THAT THE SUNDAY QUARANTINES WILL BE LIFTED SOON
The President of the Republic, Laurentino Cortizo, mentioned again that he will soon lift the Sunday quarantine in force in the country, to allow nationals and foreigners to visit the beaches. Cortizo had already stated earlier this week that he would ask the Ministry of Health (Minsa) to evaluate the lifting of the total quarantine on Sundays and the reopening of beaches in Panama.
This, taking into consideration the reopening of tourism and international aviation in the country that began on October 12.
The weekend quarantine covered Saturdays and Sundays at the beginning of the pandemic, then this was relaxed from July 19, leaving only Sunday as a total quarantine.

40% OF BEDS IN CRITICAL CARE UNITS ARE AVAILABLE

In the country, the current availability of hospital beds in the ward is 42%, and in intensive care units, 40%.
Data from the Pan American Health Organization (PAHO) specify that there are 2,239 beds available in the ward, while in intensive care there are 242. In addition, throughout the country there are 550 mechanical ventilators available, out of 817.
According to PAHO, the data reveal a decrease in cases that are hospitalized in the general ward and in intensive care, since up to October 11, 655 and 124 patients were reported, respectively.
A lower figure, if one takes into account that in July there were more than a thousand hospitalized patients, in both types of care.
For the authorities of the Ministry of Health and the Social Security Fund, this is a good level of bed occupancy in the midst of the pandemic, since it allows them to maneuver in the face of a future rebound in cases.
For the Public Health expert Jorge Luis Prosperi, whatever the scenario that the epidemic continues in the country, the scientists emphasize that we must be prepared for at least another 18 to 24 months of significant Covid-19 activity, with “hot spots” that may appear periodically in different geographic areas.
“As the pandemic fades, it is likely that SARS-CoV-2 will continue to circulate in the human population and synchronize with a seasonal pattern with less severity over time, as is the case with other less pathogenic coronaviruses, and viruses of pandemic influenza, “he added.
In this context, he said that it is recommended that the authorities, companies and the population plan to face a second wave of Covid-19, considering the reestablishment of mitigation measures, to face the spikes of diseases when they occur, and taking into account the lack of availability of vaccines or herd immunity.
In addition, he urged the health authorities to develop strategies to better reach the population.
“In the end, citizen discipline will be the basis to contain the advance of the epidemic. For this, we must improve the way we reach people, and that is only possible by strengthening social communication, with information based on evidence, from sources perceived as credible, “he explained.

SIX COVID-19 POSITIVE PEOPLE HAVE BEEN DETECTED AT TOCUMEN INTERNATIONAL AIRPORT

The Minister of Health of Panama, Luis Francisco Sucre, reported that to date six (6) COVID-19 positive people have been detected at the Tocumen International Airport, after the reactivation of international flights.
These are passengers who came from the United States, Brazil, Colombia, Uruguay and the Dominican Republic; that at the time of entering the country they presented a negative test, but as established by the health protocol, a temperature was taken and they were detected with a picture of fever for which they were subjected to a new test resulting positive.
Sucre stated that once the six positive cases that came from abroad were reported to the health team and airport management, they proceeded to carry out traceability by talking with the people “where they come from and the contacts they had in the country of origin of the travel”.
Subsequently, the protocol established by Executive Decree No. 1089 was applied, which is to take them to the hospital hotel, “in the event that the person lives alone or has somewhere to be quarantined in isolation, without having contact with the rest of the. her family, then the Minsa does the corresponding thing and is then kept in a total quarantine until the 14 days established by the epidemiology team have elapsed”.
On what can happen to the rest of the people who came on the plane, the Health Minister said that in the traceability process, who were the passengers who were in transit on the flight and if they were sitting near these people to keep them under sanitary surveillance.
He added that International Health advises the country where that plane is going so that they can take the necessary measures with the rest of the passengers.
The reopening of international flights at the Tocumen International Airport, yesterday, Monday, October 12, took place under strict health controls that include the presentation of a negative PSR or COVID-19 antigen test, with a maximum of 48 hours before board the flight.
The Minsa protocols establish that, if the passenger does not present it, they will be subjected to a rapid test in the control centers strategically installed at the airport at a cost of B /. 50.00.

RUSSIA RECORDS A SECOND VACCINE AGAINST CORONAVIRUS AND BREAKS A NEW RECORD OF CASES
Russia has registered its second coronavirus vaccine, a previous step in the country before the final phase of clinical trials, President Vladimir Putin announced on Wednesday, as the number of daily infections breaks a new record.
The Vektor laboratory in Siberia, “has registered the second coronavirus vaccine today, called EpiVacCorona,” Putin told a ministerial meeting by video conference.
The vaccine has a “sufficiently high level of safety”, declared the Russian Deputy Prime Minister in charge of health, Tatiana Gólikova, at this meeting. The vaccine will now go to the final phase of trials, which will involve 40,000 volunteers, he added.
The Vektor laboratory in the Novosibirsk region conducted secret research on biological weapons during the Soviet period and contains samples of various viruses, ranging from smallpox to Ebola.
Russia registered its first vaccine against the new coronavirus in August, developed by the Moscow research center Gamaleia with the Russian Defense Ministry.
The first Russian vaccine against the coronavirus, Sputnik V, in reference to the Soviet satellite, was perceived with skepticism in the world, mainly because it had not reached the final phase of the tests at the time of its announcement with great pomp by the authorities. .
However, a large part of the Russian political elite claims that she was vaccinated with Sputnik V, and Vladimir Putin cited the example of one of his daughters.
And the government hopes to massively deploy it in the country before the end of the year. Russia has experienced a major resurgence of the epidemic in recent weeks, with 14,231 new cases in 24 hours announced on Wednesday, a record since the start of the novel coronavirus crisis.
On Tuesday, the country recorded a record death toll, with 244 in 24 hours.

MICI WARNS ABOUT FALSE FINANCES THAT REQUEST DEPOSITS OR TRANSFERS OF MONEY PRIOR TO LOANS
The Ministry of Commerce and Industries (MICI) issued a statement on Thursday in which it warns citizens about false financials that are requesting deposits or money transfers prior to loans, taking advantage of the needs of unwary Panamanians who require financial aid in times pandemic.
Sanya Salcedo, General Director of Financial Companies, indicated that this practice is illegal and explained that they have managed to identify that the missing entities are using names very similar to those of the authorized financial companies, among which he mentioned: FinanCredit, SUFINANCIERA or Credits Su Financiera, CorpFinanciera Central Panamá and Corpfinanzas del País.
“We have identified these four financial assumptions, but we understand that criminal activity has no limits and there may be others of its kind, so we urge citizens to report to the competent authorities those practices that they suspect are not protected by law, such as request the delivery of money in exchange for a loan (requested amount) instead of crediting it to the contract, or not providing an office address ”, Salcedo stressed
She explained that these alleged companies use as a modus operandi, the placement of ads through social networks and the Internet.
Faced with this, the official calls on the clients of the finance companies to inform themselves before entering into contractual relationships with the companies that offer this type of services, through the website www.mici.gob.pa., or by calling 560-0725 or 560-0722.
He added that the General Directorate of Financial Companies of the MICI, in accordance with the provisions of Law No. 42 of July 23, 2001, amended by Law No. 33 of June 26, 2002 and regulated by Executive Decree No. 213 of October 26, 2010; It is the body that regulates this sector and has a list of legally constituted and authorized companies.
YOUNG PEOPLE WILL HAVE TO WAIT UNTIL 2022 TO GET VACCINATED AGAINST COVID-19

Young people will have to wait until 2022 to receive a vaccine against covid-19 since the initial production will have to be allocated in priority to the highest risk groups, said today the chief scientist of the World Health Organization ( WHO), Soumya Swaminathan.
“People think that on January 1 there will be a vaccine and that things will return to normal, but things will not be like this. No one has ever produced vaccines in the volumes that will be needed, so in 2021 we hope to have vaccines, but in a limited amount, “he clarified.
There is a clear consensus that the first vaccinated are the health workers who are on the front line of the fight against the pandemic and that it is then passed to the elderly and most vulnerable people.
“A young and healthy person will have to wait until 2022 to be vaccinated,” said the scientist.
A dozen potential vaccines are currently in phase 3 clinical trials; In other words, groups of approximately 30,000 people are being inoculated in places where the coronavirus continues to circulate intensely.
This phase of clinical trials is used to verify the efficacy of the vaccine and to rule out serious side effects.
In total, forty vaccine trials are in one of the three phases of clinical trials and 200 are in laboratory tests, which is a clear indicator of the interest that the pharmaceutical and biotechnology sector has in finding the right formula.
“Until we have the results of phase 3 we will not know which and how many of these vaccines will be safe, effective and will protect for a long time,” Swaminathan said.
The representative of the WHO anticipated that these results could be ready at the beginning of next year, after which it will have to comply with the regulations for the approval of one or more vaccines.
The WHO has asked all those with advanced trials to have access to their results in order to accelerate the issuance of directives and regulations that could be applied worldwide.
“Nothing should compromise the results that are obtained because these are vaccines that will be used in billions of people, so we need to be absolutely sure that it is the right decision,” said Swaminathan.

XAVIER SÁEZ-LLORENS WARNS THAT COVID-19 COULD REMAIN FOR LIFE AMONG THE POPULATION

The COVID-19 virus could remain in the population for life, announced the infectologist Xavier Sáez-Llorens.
According to the expert, almost all respiratory viruses with lethalities lower than 1%, counting asymptomatic, circulate annually in the world.
“As time passes, more reinfections are being documented, although to date they are still very rare,” Saez-Llorens explained on his Twitter account.
The doctor indicated that the immunity generated by respiratory viruses is transitory, which indicates that it can last for months or a few years.
He unleashed that mitigation measures, such as physical distancing, use of a mask, hand washing, have impacted the circulation of all respiratory viruses and it is unknown if there will be greater severity when circulating again.
Finally, the specialist said that for now the impact that vaccines against the new coronavirus will have is unknown.

PANAMA CUSTOMS HAS SEIZED MORE THAN B / .25 MILLION IN SMUGGLED MERCHANDISE

In the regional webinar “Anti-Illicit Trade in Central America and Panama: Impact and best practices in times of pandemic” it was detailed that the National Customs Authority of Panama has achieved the seizure of more than 70 tons of illegal contraband products with a value of more than 25 million balboas.
In this event, organized by the American Chambers of Commerce and Industries of Panama, Costa Rica, Nicaragua, Guatemala, El Salvador and Honduras, they addressed the main steps that are being carried out to combat smuggling, being aware that it is a problem that affects the entire region.
Customs in just 7 months has made the seizure of containers with counterfeit brands, as well as the retention of more than 15 containers of tobacco products, especially cigarettes, taking into account that a container of this illicit product is valued at approximately 700 thousand dollars ; these products being one of the main ones related to smuggling in the Isthmus.
It was detailed that, despite being going through a pandemic, worldwide, illicit trade has been increasing considerably in terms of counterfeiting and smuggling, adding that this crime has even been practiced with products necessary for the fight against COVID-19 – such as masks – that do not have the specifications required by the authorities, and that undoubtedly put people’s health at risk.
In this meeting, the importance of Panama’s role in its fight against smuggling was highlighted, since despite being a country with a privileged geographical position that makes it the Hub of the Americas, it also represents one of its main challenges. , which is undoubtedly used by organized crime as a route to reach other countries. Without neglecting that these criminal organizations, in the same way, try to introduce merchandise into the Panamanian national market as smuggling and customs fraud.
“This type of meeting allows us to learn from the voice of the region’s own officials, the situation of each country and learn from the good practices that each one has undertaken to fight against illicit trade,” commented Marissa Lasso de la Vega , spokesperson for the Alliance Against Illicit Trade, Panama Chapter.
Panama works on a draft law to update the sanctions against this crime
In the event, the Customs Authority announced that in Panama it is currently working on a draft that seeks to modify Law 30 of November 8, 1984, which dictates measures on Smuggling and Customs Fraud, seeking to update and harden the sanctions against companies that prove their participation in the transfer of contraband merchandise.
Among the conclusions of this webinar, where important authorities of the region participated, it was highlighted that the use of technology, the exchange of information in the countries and the constant analysis of risk, are the way to combat illicit trade in these countries.

END NOTES
With Fall taking over the USA, there have been several great scents coming out on the market that we all know and love, like “Pumpkin Spice” (ooh, Karen’s favorite), “Autumn Breeze”, “Peppermint Magic” and so many other wonderful combinations that are certain to make your nether parts tingle. But I’ve been getting tired of the same ol’ same ol’ and decided to look up some unique fragrances that are aligned with my more recent mood swings (thank you for existing “Cranky Veteran”):

Stay safe… Stay healthy… And you know what??…. Get out and do something, you’ve been staying home waaaaaay too much.
