Having grown up in a macho community, where men were men and the cows ran scared, I innately learned the importance of making money doing just about anything. By age 10, I was fixing bicycles for my friends, age 12 I had my first paper route, eventually managing 3 different routes simultaneously. I would cut grass in the summer and shovel snow in the winter. By 14, I was working at Solin’s gas station pumping gas, putting away tools, fixing tires and cleaning the garage. And then there was also the Rasmussen farm where Mark Lucas and I would stack hay for a good amount of “jingle jangle”. Once I was a little more “legal”, I moved up to restaurants washing dishes and then cooking short order meals. I even got the lead job running the midnight buffet table for the drunks that would come in after last call. Just before joining the Army, I was delivering Pizza Hut pizzas in my slick 1977 Chevy Monza Spider Edition, with an 8-cylinder engine. That bad boy passed everything on the road except gas stations.
Taking this work ethic with me, the Army recruiter promised me that I’d make more money than I ever did as a kid. It was certainly appealing. One month in, I was heartbroken at the sight of my first paycheck. I made more than this bailing hay and stacking wood! “Is this really all we’re going to make?”, I asked some random scrawny soldier standing next to me. I slowly came to the realization that I’d been snookered into what I could only define as a “Get Rich Slow Scheme”.
Because of this, I have a lot of respect for those who, even after losing their jobs, make that extra effort to get out and do anything (legal) to put food on the table for themselves and their families. Those small businesses in our great adopted communities would do good to have a few visitors, even if it’s just for a quick takeout meal at your favorite restaurant or buying a bag of peanuts you don’t need from my man Alberto, who’s back on his corner selling his stuff. Every afternoon and part of the morning, you will find him on the big intersection behind the Multiplaza Mall, close to Torres de Las Americas (which is in front of the Punta Pacifica hospital). If you see this guy, don’t hesitate to pull out a dollar or five and buy a bunch of stuff you don’t need, donating it all randomly to innocent passersby.

Brett’s Comments: What I’m about to say here before starting with the bulk of the report, is that there are several rumors running around about a lockdown. “Cuando el rio suena, piedras trae.” Is a saying in Panama, meaning, “When you hear the river, it brings rocks with”, which means when you hear a rumor, there may be some truth to it. I’ve heard that there will be a full lockdown starting December 16. More recently, I heard that there wont be a full lockdown, but instead they’re going to begin with stronger measures and ask commerce to operate only at 30%. Also, curfew will be extended from 9PM with businesses closing at 830PM maximum. As you know, Panama Oeste is already on this curfew. And Sundays will be full lockdown. I repeat, this is just a rumor, although this last rumor came from someone we’ve known to be an A1 source. If he’s wrong, I’ll change his designation. Oh and dry law will be back in effect on the weekends (according to this rumor) and non-essential locations and meeting places will supposedly be closed as well, such as pools, marinas and common areas of hotels. Have a great December!!! Ho ho ho!
TOP NEWS and TIDBITS
Yoli’s Wisdom
The strangest Christmas we have ever known is just around the corner. Health has already confirmed that meetings of more than ten people will not be allowed and recommends that no more than two groups of cohabitants meet in the same house.
The lunches and dinners on the days designated as Christmas Eve or New Year’s Eve will have to be done following these rules and bearing in mind the recommendations of epidemiologists.
The first rule is to stay home if you have any symptoms compatible with the coronavirus and the next, that the meetings should preferably be with cohabitants or members of the same family unit. Because it can be done does not mean it should.
Those who are going to meet with a group of unusual coexistence should take into account some recommendations that experts repeat since the pandemic broke out and that can serve to minimize the risk of contagion.
HANDWASHING
Health continues to insist on this fundamental measure. You always have to do it when entering someone else’s house and it doesn’t hurt to repeat it between courses. If you are the host, make sure your guests wash their hands before leaving and that you do the same when you close the door.
NO KISSES OR HUGS
Kisses and hugs should be avoided as much as possible both when arriving and saying goodbye, interpersonal distance continues to be a key measure to stop the virus. “If you can’t control the momentum, then I would say avoid encounters,” Dr. Alfredo Corell explained to The HuffPost. The greeting by bumping the elbows is not worth it either.
SHOES AT THE ENTRANCE AND UNIQUE SPACE FOR BELONGINGS
Although there is debate about whether it is necessary to take off your shoes or not, if you do not want to take risks, the most useful thing is to leave them at the entrance. In the case of young children, it is recommended. All the belongings of the guests must be left in the same space or room chosen by the host, which must then be disinfected.
VENTILATION, VENTILATION, VENTILATION
Avoid indoors. That is the mantra that epidemiologists have repeated incessantly since the de-escalation began in May and that should be remembered with the arrival of the cold. Some experts have recommended meetings outside or, if you have one, on the terrace of the house, but when that is not an option, all that remains is to air, air and air.
For this, it is not enough to move the air inside a room, it is necessary to renew it and, to enter fresh air, that is why the most effective thing is to open doors and windows so that a current is formed. There is no choice but to leave the window open while you have dinner and not close it until a good while has passed since the guests have left.
MASK WHILE NOT EATING

It has been debated whether the mask to be used indoors should be surgical or FFP2. In the case of a Christmas dinner or lunch, if at the time of having the mask on all the people, a surgical one is enough.
Another health recommendation that has been repeated ad nauseam. Obviously it is impossible to eat and drink with the mask on, but while you do not start and during the after-dinner time it is essential to leave it on.
MINIMUM METRO AND AVERAGE SEPARATION BETWEEN GUESTS
It is essential to maintain the interpersonal distance of at least one and a half meters, as is done in terraces or restaurants. For this we must take into account the size of the space in which we are going to meet.
SIT IN ZIGZAG
It is the best option to not have anyone right in front of us while we eat, especially if they are not people you live with. If this cannot be the case for reasons of space, the ideal is that the groups of cohabitants sit together.
NOT SINGING OR SHOUTING
Sing Christmas carols this year this complicated task. When we raise our voices, we generate three times as many droplets and, in addition, they go further. That is why one of the recommendations of Eva Elisa Álvarez, member of the General Directorate of Public Health of the Government of the Canary Islands, is not to shout and not to play background music. That will make us have to raise the tone and will maximize risk.
DO NOT EAT FROM THE SAME DISH AND DO NOT MISS THE SAUCES
No more putting your hand in the plate of ham or prawns. Each one should have the food on their own plate and try not to touch the dishes or containers with their hands.
ONLY ONE PERSON SETS THE TABLE AND SERVES THE DRINK
Pharmacist Gemma del Caño recommends that only one person set the table. Following that line, it should also be a single person who serves, for example, the wine to the rest of the guests.
NOTHING TO TOAST BY DRINKING THE CUPS
The Canary Islands Health Council has given several recommendations to citizens to minimize the risk of contagion during family meals. One of them is not to clink glasses when toasting, and simply raise them.
PULL THE CISTERN WITH THE BATHROOM LID DOWN
Several investigations have indicated that the coronavirus can remain in the stool, so it is essential to follow some rules when going to the bathroom. According to a study in the journal Physics of Fluids, make sure to flush the toilet with the lid down, to avoid spreading through any droplet.
Once the guests have left the house it will be necessary to clean and disinfect the bathroom.
WASH ALL DISHES AND CUTLERY AT MINIMUM 60 DEGREES
Cleanliness is essential. When all the guests leave, all dishes, cutlery, dishes and glasses must be washed either in the dishwasher or by hand at a minimum of 60 degrees to ensure that they are disinfected.
GOVERNMENT APPROVES DECREE SUSPENDING PAYMENT OF DIGITAL VALUE, SOLIDARITY BONUS AND SCHOLARSHIPS TO THOSE WHO INFRINGE MEASURES ESTABLISHED BY MINSA
Given the increase in cases of COVID-19 and the relaxation of the population in the measures established by the Ministry of Health (Minsa) in the fight against this pandemic, the National Government issued Executive Decree 1,680 by which it suspends social benefits to people who violate complying with the measures.
The aforementioned decree establishes that in addition to the sanction of the Minsa, the person who violates the established norms will be deprived of the benefit of the digital voucher, solidarity bonus, universal scholarship or U-Pass, as well as sports scholarships and those that are not the product of the contest .
The sanction is temporary suspension for three months, six and up to one year if the person is a repeat offender in violating the rules of the fight against COVID-19.
The National Government Innovation Authority (AIG) will be in charge of creating the database of those who violate the measures adopted to prevent the spread of the new coronavirus.
It was also reported that officials will continue to enter their jobs at 9 in the morning to avoid crowds at stops and in the use of public transport.
At the same time, it is made clear that Decree 1,360 is suspended, which allowed people over 60 years of age and with chronic diseases to return to their jobs.
The authorities stated that although the positivity decreased slightly this Thursday, if the measures are not taken, the cases will continue to increase and with this more patients will have to go to hospitals.
PEDIATRIC: EVERY DAY WE HOSPITALIZE CHILDREN WITH COVID-19, WE HAVE TO TAKE CARE OF THEM BETTER
Given the rebound in positive cases of COVID-19, the pediatrician and Coordinator of the Childhood and Adolescence program, Yamilette Rivera, called on parents to protect children and prevent them from leaving unnecessarily.
Rivera explained that every day there are hospitalizations of minors with COVID-19 in the Children’s Hospital and some facilities of the Social Security Fund, so he considers it important to understand that children can also be infected with the virus and can express serious manifestations of the illness.
“It is important for parents to be more suspicious when making decisions. They have to be very aware of what is happening and I call for individual reflection so that parents who are dating their children analyze if the exit is really important”, precise.

BANK DEPOSITS GROW, DESPITE THE PANDEMIC

Despite the financial tightness that the pandemic has caused in the country, bank deposits have increased in this complex 2020.
Mainly, the boost within all deposits is the result of internal deposits, which as of September rose to $ 61,080 million, which is 4.8% more than in August and 12.9% more than a year earlier.
There are several reasons for this unexpected increase in domestic deposits. On the part of the private sector, the additional liquidity that sectors such as medical services or supermarkets would have generated, whose activity has been boosted in this period, in addition to the severance payments that laid off workers have received and thus would have increased the individual savings of many people.
In addition, official deposits also show an increase, as a result of the emissions made by the State.
Gustavo Villa, general secretary of the Superintendency of Banks of Panama (SBP), told this newspaper that right now they are analyzing in detail what activities exactly the rise in deposits comes from, whose trend has been observed for three months.
Statistics from the SBP specify that private deposits amount to $ 44,395 million.

“10-DAY SELF-QUARTERING”, SUGGESTS SÁEZ-LLORENS BEFORE SUSTAINED COMMUNITY TRANSMISSION

There is already a sustained community transmission throughout the country, so the risk of contagion is higher, explained Sáez-Llorens.
The infectologist Xavier Sáez-Llorens appealed to self-quarantine for 7 to 10 days to cut the transmission of COVID-19 and strengthen biosecurity measures.
As he explained, there is already a sustained community transmission throughout the country so the risk of contagion is higher.
Brett’s Comments: Not everyone likes Xavier Saez-Llorens. I’m one of the ones who follows his communications and takes them seriously. However, his suggestion of 7-10 days now is too little and too late. We’re already knee-deep in this mess and a true FULL shutdown is something we needed to do way back in APRIL. FULL, not this partially done, half-ass, willy-nilly lockdown. We could have been done with it before it even started. If we close again, Panama’s economy is going to plummet into ruin just when we were hopeful towards recovery.
For Sáez-Llorens, the measures applied are “timid and tenuous”. “Increasing the curfew a little bit and applying prohibition for hours does not work. Mobility should be restricted throughout the territory, and biosecurity measures should be complemented, ”he said.
He recommended looking at past alternatives and implementing them, such as weekend quarantine and mobility restriction, so that the rigorous quarantine that was applied at the beginning, and which significantly affected the economy, can be avoided.
“Two thousand cases in one day, that could be seen coming… but the worrying thing is that, out of two thousand cases, each person may have 10 to 15 contacts, cases that may come out in the next few days. The figures are really worrying, “he said.
Given this, epidemiologists are suggesting self-quarantine and that companies divide their staff into teams and that they work one week in person and another in teleworking, but that collaborators comply with the quarantine.
Likewise, they recommend the use of a face mask and mask in public transport.
“If we confine ourselves for a week before visiting our parents, we decrease the possibility of contagion,” he suggested.
Hospital capacity – Health personnel
He explained that the biggest sensor that the country is bad is hospital capacity, which are currently full or close to reaching their maximum capacity.
He indicated that more beds can be installed, but it is useless when the health staff is limited and tired.
“There is talk that doctors can come from other countries, but where are you going to get them if all the countries in the region are the same, and what is needed are specialists?”
He described it as “inhuman and irrational” that the doctor must decide between one patient and another.

NEW APP WILL BE USED IN PANAMA FOR VACCINES AGAINST COVID-19

Despite the control that will exist with the application of the vaccine, to know how many have been placed, the Minister of Health clarified that it will not be mandatory.
The Ministry of Health (Minsa) and the Authority for Government Innovation (AIG) are working on an application to control the distribution of vaccine doses that will be applied to the population against COVID-19.
Two of the vaccines, of the three that have been contracted, must arrive in the first quarter of 2021.
Minister Luis Francisco Sucre explained that the program will tell the person, through their WhatsApp, for example, when they have the appointment to be vaccinated for their first dose.
“If you go and get vaccinated, the staff immediately adds that you were vaccinated and the software prepares to tell you when you have your next appointment for your second dose,” described the head of Health.
The system will show who is vaccinated, who has not been vaccinated and what is their status in terms of vaccination.
And the app will not only be used for coronavirus vaccines, but will remain for the immunization system.
“So far we have dealt with a card that says what vaccine you have and what vaccine you need. Now in Panama we are accessing this technology that will be very useful to us. It could even extend to hospitals, “Sucre mentioned. ‘
Distribution
In a detailed statement before deputies of the National Assembly, Sucre said that the Johnson & Johnson vaccine, which is a single dose, would be placed in hard-to-reach areas.
This vaccine must be applied immediately, in a period of 5 to 7 hours, maximum.
To achieve this purpose, the Minister of Health reported that he is already coordinating with the Ministry of Public Security (Minseg) so that the mobilization of health personnel to these communities, with aircraft and vehicles, is carried out without setbacks.
“We enter the area of difficult access, but first, we organize the community, its promoters and leaders so that they are prepared,” he said.
It has not been reported when this vaccine will reach the isthmus. Meanwhile, the pharmaceutical company announced two weeks ago that it will test a two-dose version with 30,000 volunteers.
In the case of Astra Zeneca and Pfizer vaccines, they use two doses, for which they will be used in the provinces where there are more facilities to reach.
“He is vaccinated and given a period, which will depend on the characteristics of the vaccine and he will be given an appointment,” Sucre explained, for which he plans to use the application that works with the AIG.
In the case of vaccines from both pharmaceutical houses, the commitment is to deliver 300,000 doses each in the first quarter of 2021.
“This will help us to start with a part of the population. We will not be able to vaccinate everyone in the first quarter. In the second quarter they will make a very similar delivery and so on,” Sucre reported.
The official reiterated that the most susceptible population will be the first to be vaccinated, such as the one that is working permanently and in forced contact with the public that may have the virus: Joint Task Force and health personnel.
Then there are those over 60 and patients who suffer from chronic diseases, such as hypertension and heart problems. “Those least exposed will be vaccinated, as the vaccines arrive,” said Luis Francisco Sucre.
Logistics
The health authority assured that the process is already being coordinated.
“There is a whole team that is working on how to place the vaccines, the population we have in the communities, how many nurses and technicians are we going to need for the groups. An analysis is made, including the human resource inventory for each area and the time when we must finish vaccinating, “said Minister Sucre.
Regarding access to these vaccines that private hospitals may have, the owner clarified that these will be free, but if these health facilities will charge for their application, it is something that is typical of the market, and there is no regulation in this regard.
“They will not be authorized to place the vaccine, but we understand that they are part of the trade, because so far there is nothing that regulates them,” he accepted.
In this sense, the PRD deputy, Roberto Ayala, said that he will work on a bill, in the next legislature, to prevent these hospital companies from “abusing” the costs of vaccines against Sars-CoV2.
Acquisition
At the moment, the Panamanian Government has negotiated with three companies for the acquisition of 5.5 million doses, in a phased manner.
The main purchase was for $ 48 million with the pharmaceutical company Pfizer, for the supply of 4 million doses.
Yesterday, the vaccine of this company received the approval of the United Kingdom to be applied in its territory.

MINSA LIFTS RESTRICTIONS IN THE VERAGUENS DISTRICTS OF SONÁ AND SAN FRANCISCO
After the veragüense districts of Soná and San Francisco reduced the cases and the reproductive number of COVID-19, the Ministry of Health (Minsa) reported that the restrictions would be lifted.
“After the latest measures that we adopt in the province of Veraguas, specifically in the districts of Soná and San Francisco, where we managed to reduce its Rt, as well as its number of cases, it allows us to make the decision that we can lift the restriction measures They return to share the national curfew from 11:00 pm to 5:00 am and their mobilization is completely released on Sundays, “Minister Luis Sucre reported.
However, the Health Minister highlighted the warning for other districts of this province where cases are increasing and where severe restrictions could be applied, such as: Las Palmas, Mariato, Montijo and Atalaya that have been increasing their cases and Rt.
“We want to ask the population and all the teams to redouble their efforts,” Sucre requested.

THE PANDEMIC STRAINS GRADUATIONS IN PANAMA
Given the rebound in covid-19 cases, the Ministry of Education (MEDUCA) chose to suspend the 2020 graduation events.
Virgilio Sousa, national director of Legal Advice of the educational entity, said that all graduation ceremonies have been suspended, so as not to endanger the health of students, parents and educators.
“Students will receive their diplomas at the window, but the acts that involve crowding taking into account the biosecurity of our students, their parents and teachers of both private and official educational centers, the decision of these acts has been made” he explained.
For the delivery of diplomas they will do it in a staggered manner to avoid crowds and for that the regional directors are meeting.
The graduations were planned to start on December 15, but the covid-19 changed everything.

THE GOVERNMENT WILL CANCEL PAYMENT OF THE SOLIDARY BOND TO THOSE WHO BREACH SANITARY MEASURES IN PANAMA

Vale Digital transfer.
The Minister of Health of Panama Luis Francisco Sucre reported that the National Government will cancel the payment of the solidarity bonus or digital voucher to any person who is caught breaking the health standards established by COVID-19 at the national level, “on the date following the infringement”.
“We must avoid clandestine parties, meetings that some have called family, taking into account of course cousins, brothers and uncles, it is important that we remember that the bubble is the bubble of the home, which guarantees the reduction of risks contagion, ”Sucre said at a press conference on the epidemiological report of the coronavirus in Panama.
He added that the offenders will also be sanctioned by the Minsa.
“We insist on the population, we need good behavior on the part of everyone, the vast majority are doing well, let’s continue doing things in the best way and for the good of all,” said the health minister.

KNOW THE LABORATORIES THAT DECREASED THE PRICES OF THE TESTS TO DETECT COVID-19

In this monitoring carried out from October 14 to 19, 2020, through face-to-face visits by Acodeco pollsters, information was obtained from 16 economic agents who detailed their Covid-19 test offers to consumers.
The fourth price monitoring for the tests and methods, which allow detecting the presence of Covid-19, obtained in various private laboratories in the metropolitan area, revealed reductions, according to the Authority for Consumer Protection and Defense of Competition (Acodeco.
In this monitoring carried out from October 14 to 19, 2020, through face-to-face visits by pollsters from the Department of Verification and Price Information (Diprev), information was obtained from 16 economic agents who detailed their Covid test offers. -19 to consumers. The information requested was the prices of the tests: rapid serological, serological, antigen swab and PCR molecular swab.
From the information collected, it is highlighted that there is a wide offer in the market with prices ranging from B / .15.08 to B / .50.00 with regard to serological tests, from B / .30.00 to B / .50.00 in the swabbed for antigens and from B /. 90.00 to B / .100.50 in molecular PCR swabbing.
Most laboratories provide results in 24 hours or less for both serological tests and antigen swabs. In the case of molecular swabbing by PCR, most of the economic agents stated that the results are delivered in 1 to 2 days.
When comparing the prices offered in October 2020 with those in September, it was observed that several laboratories adjusted their prices, even some, such as the Lab Center and Syslab Panama have offers this month.
Among the most significant price adjustments found in this latest monitoring, are those of the National Hospital, where molecular swabbing by PCR reported a price of B / .90.00, a decrease of -B /. 67.50, in absolute terms and -43%, when compared with the price that this economic agent had the previous month.
The Fernández clinical laboratory also adjusted the price for molecular swabbing by PCR. In September, B / .135.00 was charged for this test and in October the price is B / .100.00. That is, a decrease of 26%.
Another case presented, in the detection test for Covid-19, molecular swab by PCR, is that of Hospital Santa Fe, which has made adjustments in the last two months. In August, this test had a price of B / .155.00; According to the monitoring carried out from September 24 to 28, the price reported for this method was B / .115.00 and in October the price is B /. 100.00, which reflected a reduction of B / .55.00 compared to August 2020 and of B / .15.00, when compared to September.
Acodeco reminds that prices must be visible to the consumer, to be able to choose the best option that best suits their needs. In addition to confirming with the laboratory, the time in which they deliver the results.
It should be noted that according to the benefits established in Law 6 of 1987, retirees, pensioners and the elderly are entitled to a 20% discount on the fees for technical and professional services.
VOLUNTEERS ARE TRAINED TO STUDY THE SEROPREVALENCE OF SARS-COV-2 IN PANAMA

The research in this phase seeks to randomly recruit about 3,000 people in 5 days to take a blood sample.
About 60 volunteers between the ages of 18 and 35, among university students, professionals and members of civic clubs, are participating this week in the first phase of a national study of the seroprevalence of the SARS-CoV-2 virus in Panama.
It is the project “Sustainability of the containment, mitigation and suppression measures of COVID-19 in Panama and its impact at the level of severity and transmission dynamics of SARS-CoV-2”, which is being developed by the Gorgas Memorial Institute for Studies on Health (ICGES).
This was one of the projects selected within the call for rapid response to COVID-19 launched in March of this year by the National Secretariat of Science, Technology and Innovation (SENACYT).
Dr. Blas Armién, head of the Research Department of Emerging and Zoonotic Diseases of ICGES, and co-principal investigator, explained that they worked on the design of the protocol of this study to generate evidence with a multidisciplinary approach, which allows knowing the level of exposure of the population to this zoonotic virus.
The research in this phase seeks to recruit, randomly, some 3,000 people in 5 days to take a blood sample, which will be analyzed in the ICGES laboratories to determine, through the presence of antibodies, the degree of exposure of the people to the SARS-CoV-2 virus, even if they have not had symptoms.
They emphasize that the results will make it possible to evaluate the real number of infections, establish which are the geographical areas and age groups that are being most affected, and how far the country is from having herd immunity, explains Dr. Jean Paul Carrera, epidemiologist and virologist from ICGES, and principal investigator of the study.
“The volunteers have been training this week on the objectives of the project, the use of personal protective equipment, taking informed consent, how to ask questions, how to capture data with technological tools, mapping and localization in the community. On Monday, November 30, the stage begins in the communities. For now, we have selected 10 townships, among them Tocumen, December 24, Chilibre, Juan Demostenes Arosemena and Belisario Frías, among others “, detailed Carrera.
Volunteers will also be tested to prevent them from bringing the virus to communities. Subsequently, it is expected to cover other regions of the country and follow up with people to see how long the antibodies persist.
“This type of tests will allow us to measure the real number of people who have had the infection in the country, and this helps in decision-making, for example, in which places we should intervene or increase traceability; prioritize the vaccine in an age group, in the areas of greatest transmission, and to better understand the impact of the pandemic in Panama, “adds researcher Carrera.
The governor of the province of Panama, Judy Meana, stressed that the volunteers “are serving the homeland” in this effort to combat SARS-CoV-2.
The research is carried out in partnership with the # TodoPanamá movement, which brings together volunteers, doctors, civic clubs, the business and professional sectors, and civil society. Jorge Juan De La Guardia, TodoPanamá coordinator also highlighted the work of the volunteers in the fieldwork and mentioned that everyone in society is part of the solution to stop the spread of the virus.
The study is also supported by the Pan American Health Organization, the Office of the First Lady, the Government of Panama, the Ministry of Health, the Social Security Fund, the National Institute of Statistics and Census of the Comptroller’s Office of the Republic, and the University of Panama.
The director of the ICGES, Dr. Juan Miguel Pascale, recalled that the cases of COVID-19 are increasing and that the end of the year holidays are approaching and people want to be with their families, “but unfortunately, if we don’t take care of ourselves, we will infect our parents, grandparents, and uncles. Let’s celebrate the holidays, but remember that there is a risk and it must be minimized. The fewer people we are together, the better still ”.

MOVIE THEATERS IN PANAMA REMAIN STANDING IN THE MIDDLE OF A REOPENING WITH FEW PREMIERES

The closure of movie theaters due to the COVID-19 pandemic has hit the film industry hard globally.
The entertainment sector and the film industry in Panama remains on hold due to the COVID-19 pandemic. Pandemic that has greatly disrupted the business of cinemas, but that, with the reopening, seek to resurface.
As if comparing “Inside Jobs” by Charles Ferguson 2010 with “Contagion” by Steven Soderbergh from 2011, both narrate and intertwine a story like the one we live in these moments, where everyone struggles to survive, before a speech to maintain balance financial and health, by decision makers.
At least, it is the scene that she recreates, Emmy Young, who represents the film distributors in Panama, Universal Pictures and Paramount Pictures.
Young maintains that, with the reopening of theaters in Panama last October, the business is struggling to stay alive and exceed expectations.
“We are pleased with the attendance of the Panamanian population to the cinemas, even considering 50% of their capacity and having only 9 operating cinemas of the 27 in the country,” Young said.
According to the distributor, the cinema has had a good reception since its opening, since the confinement also produced some discomfort in the community, and it was necessary to reopen, of course, considering all the biosecurity measures, since the cinema is a quiet place to sit and enjoy a good movie.
Since the reopening, Young assures that the films with the most admissions by their distribution houses are Trolls 2 with more than 8 thousand admissions.
“We hope it continues like this and exceeds expectations, because it is not an easy job,” he added.
Cinephiles such as Alfonso Lee, from Cine con Sabor, bet that the reopening brought a revival in the economy in that area. “For example, the Cinepolis line is the ones that have opened the most, and I think that the news of the reopening brought with it that the cinephile community went to the cinemas contemplating the issue of distancing, and securing their seat, since the health authorities of the country determined that the capacity of each capacity is 50% ”, stressed Lee.
For Lee, the only bad thing is that there are not many premieres, because most were left for 2021. However, he pondered the reopening with the premiere of “Tenet”, a British-American thriller, spy and time travel film written , directed and produced by Christopher Nolan, for a very specific audience.
But, he also assured that the family film Trolls 2 was ideal to retake the industry, especially with the smallest audience in the house, the children. “I hope that with the premiere of Wonder Woman 1984, for the month of December they will do better, because there are many expectations about this filmic piece,” added Lee. For his part, Young recalled that to close the year with a flourish, his distribution house will close with Croods from December 2 to December 31.
Other alternatives to the seventh art Karla Quintero, Panamanian cultural producer and manager, argues that the pandemic has wiped out what we knew as the film industry until a year ago.
“I recently heard that it is as if we have looked back approximately 20 years; due to the number of physical rooms that have had to close, ”Quintero recalled.
The production company contributed that in Panama in March the vast majority of audiovisual professionals were left with suspended contracts, without the possibility of filming or recording, in addition, film festivals suspended or had to readapt their format to something much smaller and virtual .
Definitely that one thing leads to another and if there are no shoots, there are no movies.
“The game changed from one day to the next. As we could see during the quarantine at home, the virtual entertainment and audiovisual arts platforms are the ones that survived and were promoted. Certain audiovisual projects and semi-face-to-face or teleworking job opportunities have been reactivated, as well as options for outdoor entertainment or with limited capacity, ”said Quintero. The cultural manager added that this situation will lead cultural managers and entertainment entrepreneurs to further explore the options to develop the experience of consuming cinema in a virtual way, however, she maintains the optimism that cinema will not die. A beaten and resilient economy But definitely, a point against this reopening as in many other areas is the economic factor, people try to save and prioritize their plans.
And although the cinema is not only an investment to entertain oneself, but to educate oneself, the issue of consumption is added when watching a movie. Ariel Mendoza is a lover of the movies and when she found out about the reopening, she was one of the first to buy her ticket to see “Tenet”. “Every time I go to the movies I like to buy my combo of popcorn with soda and hot dog, it is a rule, however, I have felt the financial blow, but it is a matter of saving to enjoy the moment, because if there is something rewarding, it is doing what you like, and I like going to the movies, ”Mendoza said.
A recent study of the consumer confidence index carried out by the Chamber of Commerce, Industry and Agriculture of Panama and The Marketing Group revealed that distrust continues in relation to employment and the economy.
The General Manager of The Marketing Group, Domingo Barrios, explained that Panamanians maintain distrust in unemployment.
This is due to the reality that we have lived through and that continues to occur. And he adds that there have been very important damages with monthly losses, during the pandemic, of more than 1.5 billion dollars, which represented more than 200 million losses in wages and 14 thousand companies closed.
With effects on the treasury of about 90 million. To all this, it is added that there is mistrust to save money.
MITRADEL WILL MEET SEPARATELY WITH WORKERS AND EMPLOYERS

Doris Zapata, Minister of Labor and Labor Development.
Law 157 was created to establish temporary modifications, until December 31 of this year, to the Labor Code. Among the measures, it established the suspension of employment contracts as a result of the reduction in economic activity produced by the state of national emergency declared by the SARS-CoV-2 pandemic.
The announcement of this extension was made by the head of Mitradel, Doris Zapata, in an interview on TVN channel 2, where she stressed that the proposal of the National Government will be made to the different sectors (businessmen and workers), but separately, to then hold a dialogue for Thursday 3 and Friday 4 December 2020.
“We propose the extension, which must be regulated,” said the minister, noting that although it is true it is necessary to extend the measure established by Law 157, it must vary according to the sectors of the economy that have been most affected during these eight months of national emergency.
She indicated that the wholesale and retail trade that has been reactivated is not the same as other sectors such as private education and bars, which are still paralyzed.
“The suspension of contracts in these eight months has allowed active companies and a gradual return of workers. We must recognize that this process of gradual return has not been as expected. We are aware that there are companies with difficulty to open 100% ”, are some of the reflections made by Minister Zapata to justify the government’s proposal.
Proposal that in advance is not welcomed by the labor sector that has been advocating the definitive elimination of the effects of Law 157 since December 31 of this year, as established by said regulations.
However, the head of Mitradel indicates that the government’s measure to extend the implementation of Law 157 is supported by statistics. Explain that a month after the rule was ineffective, only 34% of employment contracts have been reactivated, which translates into 96 thousand people who have resumed their job.
She indicated that one of the difficulties is directly related to the pandemic, since there is a limited capacity of workers in the different areas of employment established by the Health authorities to avoid spikes in covid-19 cases.
The future of Law 157 has generated a marked difference between employers and workers. For this reason the Mitradel evaluates the options that allow workers and employers to reach consensus.

ASK PEOPLE INFECTED WITH COVID-19 IN WEST PANAMA TO GO TO HOSTELS AND HOSPITALS

The townships with the highest number of accumulated cases of coronavirus in La Chorrera are: Barrio Colón, Barrio Balboa, Guadalupe, Herrera and Playa Leona.
The health authorities in the province of Panama Oeste, requested the help of the councilors of each district, to ensure that people infected with COVID-19, agree to pass the quarantine in hospital hotels.
People who have tested positive for the SARS-CoV-2 Coronavirus refuse to leave their homes, which constitutes a problem, health officials warn.
In a report released by the Minsa to the Chorreran councilors, the number of cases in the last three months is detailed, where it is clearly seen that most patients choose to spend the quarantine at home.
For example, of the 495 positive cases that were registered as of September 23, 395 passed the quarantine process at their homes.
By October, when 383 active cases were registered, 332 had passed the quarantine in their homes. As of November 23, of the 1,378 positive patients, there are 1,268 in their homes.
The districts with the highest number of accumulated cases of coronavirus, in La Chorrera are: Barrio Colón, Barrio Balboa Guadalupe, Herrera and Playa Leona.
Dr. Herminia Mariscal, Institutional Director of the Social Security Fund (CSS), insisted on the need to transfer people infested with COVID-19 to hotels, to avoid further infections.
People in hotels, hospitals and shelters have greater medical surveillance, said Dr. Mariscal.
The Rapid Response Teams (ERR) are not enough to cover more than a thousand positive patients existing throughout the district, which is why they are betting on the hotel-hospital strategy.
At the Nicolás Alejo Solano hospital, as well as at the CSS executing units, there is little left to reach the top of the medical care capacity, said Dr. Mariscal.
SUCRE PROMISES TO PAY HOTEL DEBT BEFORE THE END OF THE YEAR

The Health Minister promised to pay off the debt with the hotels.
“In these days a transfer of departure is being approved precisely to finish solving the commitments that we have with those hospital hotels that have been giving us support,” added the head of the Minsa.
Sucre said that they are trying to speed up the payment processes because we are in the middle of a pandemic, which has affected the country’s economy.
The minister’s words respond to the concern of the Panamanian Association of Hotels (Apatel), which asked that the debt of approximately $ 7 million be canceled. In an interview in a local outlet, Armando Rodríguez, a member of the organization, assured that they are owed approximately seven months, that only the first payment was made.
At least 11 hotels have been converted into temporary hospitals to care for patients infected with the virus. The facilities provide 1,356 rooms with 1,920 beds and a personalized service. The initiative has benefited thousands of people who remain isolated in quarantine.
“In these days precisely a transfer of departure is being approved to finish solving the commitments”.

SANTO TOMÁS HOSPITAL IN YELLOW ALERT FOR COVID-19

There is an increase in hospital admissions.
The Santo Tomás Hospital (HST) went from green to yellow alert due to the increase in cases related to the covid-19 pandemic.
In a circular signed by the medical director Elias García Mayorca he details the following:
“With the increase in cases related to the covid-19 pandemic, which have been registered recently, and the increase in hospital admissions for this cause in the last 24 hours, we have seen the need to raise the institutional alert, of Green Alert to Yellow Alert, which establishes the need to take the corresponding provisions so that personnel and resources are available in case this situation continues or increases. “

PANAMA SHOULD CARRY OUT ITS OWN COVID-19 VACCINE APPROVAL PROCESS

If approved, the pharmaceutical company would begin the distribution of about 50 million doses in 2020.
Recently, the Panamanian Government reported on an agreement with the pharmaceutical group Pfizer and the company BioNTech, for the acquisition of 3 million doses of the future vaccine against covid-19.
Graciela Morales, representative of this pharmaceutical company in the region, explained that these agreements establish delivery dates according to how the approval process is carried out in the country.
In other words, once they obtain approval from the Food and Drug Administration (FDA) for the distribution of their vaccine, Panama must carry out its own approval process.
Morales indicated that the vaccine would be arriving in the country once these requirements are completed.
The meeting between Pfizer and the FDA, Morales said, will be on December 10 where the position of that regulatory agency will be known regarding the data submitted for approval for emergency use.
If approved, the pharmaceutical company would start the distribution of about 50 million doses in 2020, and later about 1.33 billion doses in 2021 on a scheduled basis.
Each volume of delivery, she stressed, must be planned for a vaccination that includes two doses per person.
Panama is also part of COVAX, a mechanism that aims to provide governments with early access to a wide portfolio of candidate vaccines against covid-19.

CHAMBER OF COMMERCE ASKS THE GOVERNMENT TO RECALIBRATE FISCAL BURDEN IN THE MIDST OF COVID-19

The CCIAP revised its projection of the drop in the country’s Gross Domestic Product to -14.6% for the year 2020.
After last week, the Comptroller General of the Republic reported that containment measures produced a contraction of -18.9% in the economy, compared to the same period of 2019, anchored by a fall of 38.4% for the second quarter of the year, The Chamber of Commerce, Industries and Agriculture of Panama (CCIAP) proposes to the Government to recalibrate the tax burdens for individuals and companies in the midst of covid-19.
The strategy to be approved, as detailed by Jean-Pierre Leignadier, president of the CCIAP in the La Cámara Opina this Sunday, would serve to explore tax exemption mechanisms during the next 18 months, which will allow the business sector to absorb the impact of the decrease in activity and adjustment of the business model and for individuals to have a temporary relief from their tax burden.
Where the implementation of sales days without ITBMS accompanied by discounts from businesses, in a program to encourage consumption, could be weighed on a scheduled basis, in order to avoid agglomerations. Another initiative, which aims to reduce inventories that allow businesses to reactivate, is the elimination of the selective consumption tax on limited quantities of high-value products to encourage their rotation, also accompanied by discounts of the same level from participating companies.
In its weekly column, CCIAP – the longest-lived private union in the country – argued that due to the pandemic, economic activities have suffered a severe blow, which explains “in large part the slow reactivation of suspended employment contracts.” To date, only 35% of the 281,000 suspended contracts have been reactivated. This reflects highly impacted companies and sectors, coupled with a much lower demand scenario than the one existing prior to the pandemic that puts the sustainability of companies and jobs at risk. “
Due to the above, the union is waiting for the discussion in the coming days of the Government’s proposal to review the temporary labor legal framework beyond December 31, 2020 that supports a gradual recovery of companies and jobs.
Analyzing the situation, the CEECAM of the Chamber of Commerce revised its projection of the fall of the country’s Gross Domestic Product (GDP) to -14.6% for the year 2020.
The CCIAP insists that it is important for the government to present a reactivation plan giving priority to projects and activities that can generate a volume of jobs in the short term. Also, encourage the emergence of new companies that generate new jobs based on technologies and opportunities that arise from the changes that the pandemic itself has generated in supply chains worldwide, and with the acceleration in the incorporation of technologies to traditional businesses and new businesses.
They argue that paying suppliers and activating credit are essential. “The work carried out by the National Government ensuring funds to guarantee the liquidity of the system has provided important peace of mind to banks and savers. However, so far this year the banking system reflects a 50% drop in new credit disbursements For this reason, we reiterate that a joint risk state guarantee program is required to activate the granting of loans by local banks as a determining factor to drive economic reactivation, “Leignadier said.
The organization also emphasized the relevance of leveling the level of competition between local electronic commerce and sales made by international platforms delivered locally. As a result of the pandemic, a process of digitization of commercial activities has accelerated, which is why it is important to strengthen the country’s digital ecosystem. It is imperative that the authorities ensure compliance with the regulations by all participants in electronic commerce and promote their formalization through the implementation of electronic invoicing and promote the development of Fintech platforms with robust legislation.
With regard to human capital and its training, we need to develop people in the areas that we have identified as a priority for attracting foreign investment, such as light manufacturing, logistics chain and new technologies.
The private organization has proposed to reform Law 12 of 2002, which encourages the offer of a first job for young people in the private sector, increasing the duration of the contract to 24 months and maintaining its incentives. At the same time, it is temporarily open to young people under 25 who have lost their jobs as a result of the crisis.
For Leignadier, the current crisis leads us to face the situation from three fronts in a comprehensive way: health, economy and social welfare. Once again, we call on everyone equally to not only follow the bios measurements security, if not redouble protection and distancing. While, from the economic aspect, we put these proposals into consideration. It is urgent to take decisions and take action to recover jobs and achieve the much desired economic reactivation.

THE LUNG TISSUE OF SEVERE CORONAVIRUS CASES RECOVERIES IN MOST CASES, ACCORDING TO A NEW STUDY

An investigation by the Radboud University Medical Center has concluded that the lung tissue of people who experienced a severe case of coronavirus recovers in an average of 3 months after monitoring 124 patients.
After months of bad news related to the coronavirus pandemic, a new study carried out by the University Medical Center in Radboud, the Netherlands, has good news.
Research published in the journal Clinical Infectious Diseases has concluded that lung tissue from people who experienced a severe case of COVID-19 recovers in an average of 3 months in most cases.
To obtain these results, 124 patients who had already recovered from the virus were followed up with lung tests and computed tomography to obtain clear images of the bones, blood vessels and soft tissues.
In addition, they were divided into 3 different categories for a better analysis: those who had been admitted to the ICU, those who were admitted to the ward, and those who could have stayed at home, but were sent to hospital due to persistent symptoms.
“There appears to be a clear subset of patients who initially experienced mild COVID-19 symptoms and then continued to experience complaints,” explains Bram van den Borst, pulmonologist and principal investigator on the project. “There is an urgent need for more research on explanations and treatment options.”
After 3 months of tests, the doctors and scientists saw a very favorable evolution of the lung tissues in almost all cases.
“The patterns we see in these patients show similarities to recovery after acute pneumonia or acute respiratory distress syndrome (ARDS),” adds Borst. “It is encouraging to see that the lungs after COVID-19 infections exhibit this level of recovery.”
In general, patients who had been in the ICU suffered the most residual damage, in addition to those who had needed to go to a post-treatment clinic.
The most common persistent symptoms include fatigue, shortness of breath and chest pains, although many others also feel that they have seen their quality of life diminished.
For this reason, the Radboud University Medical Center decided to create a clinic specialized in care, to help those people who had already passed the coronavirus and continued to experience symptoms months later.

WORLD HEALTH ORGANIZATION CALLS TO AVOID LARGE FAMILY GATHERINGS AT CHRISTMAS HOLIDAYS
The World Health Organization (WHO) asked today, in view of the proximity of Christmas and other end-of-the-year holidays, to avoid large family gatherings and celebrations in crowded places, in order to reduce the spread of COVID- 19.
“It is advisable to celebrate at home, avoid meetings with people outside of it, and if there are meetings, preferably they should be abroad, with physical distancing and wearing a mask”, advised at a press conference the director general of the WHO, Tedros Adhanom Ghebreyesus. “We all have to ask ourselves if in these circumstances it is necessary to travel, if it is really necessary, because this is the time to stay home and be safe,” he said.
Tedros made these recommendations after celebrating that last week there was the first clear decline in global daily cases since September, thanks mainly to the decline in cases in Europe, but warned that “what is gained can easily be lost” and noted that “it is not moment of complacency, especially now that holidays are approaching in many countries. “
“The pandemic will change the way we celebrate (the holidays), but it does not mean that we cannot do it,” stressed Tedros, who said he understood that at parties such as Christmas, many want to be with family and friends, but this year “you have to have take into account the risks we take with our decisions. “
The WHO issues these renewed warnings due to the fear that, during or after Christmas, a new wave of COVID-19 will take place (it would be the third in Europe), when the first vaccines against the disease could still take months to be available, and initially would only be for risk groups.
Tedros also recommended at this time “avoid shopping centers if there are many people in them, try to go at less crowded hours, and make use of electronic commerce”, in one of the times of greatest consumerism, especially in the West.
The head of the WHO added, in a message addressed to those who do travel during the holidays, not to forget to wear a mask in airports, train stations, and on airplanes, trains and buses, washing their hands often.
“If you feel bad, do not travel,” he summarized, and asked the companies that “if this year can not be celebrated normally, make plans to be able to do it later, when it is safe.” “We know that sooner or later there will be security, the pandemic will end and we all have a role to play in its end,” concluded Tedros.

END NOTES
The beautiful and tantalizing Queen Sayira had a birthday recently. Even though we’re on quarantine, she decided that she wanted to look absolutely stunning on her day and aimed to please. Even I decided to take a bath, even though I had one a few days prior.
Employing one of many feminine forms of cunning and deceit, she attempted to trick us via charming smiles, gleaming eyes and a visually effective posture into believing she was actually as young as she looks. (You mean, she’s NOT 34??!!?!)

(Cake? What cake?)
Then, of her own accord, she turned the numbers right and although she was in true sarcastic form, we lit the candles and wished her a very happy birthday.

(I still don’t know what cake you’re referring to.)
Stay safe… Stay healthy… And by all means (unless you’re out getting ingredients for a homemade birthday cake) STAY HOME!!…
