Return of teachers to schools, How to Regulate Digital Work in Panama, There Could Be New Biosafety Regulations for Commercial Premises.

Thursday, August 19, 2021

As part of my efforts to stay on top of my game, and by “stay on top of my game” I mean “not fall face first into poverty”, I’ve taken over a few projects relating to CCTV.  A company I used to work with, simply closed their doors, paying off their employees and leaving a good number of clients to fend for themselves.  In their defense, 2020 was a year where everyone was fending for themselves and closing shop most certainly wasn’t part of their game plan at the beginning of 2020.

CCTV is short for Closed Circuit Television and is a system comprised primarily of cameras and a recording mechanism.  The installation of these systems can be wired or wireless, but every system is going to be different due to the specificity and requirements of the client.

I’ve come to discover that I’m a better salesperson when it comes to CCTV equipment than I’ve been with my Private Investigations company.  The one thing that I know prior to making a proposal for a CCTV system for a client, is that the client probably doesn’t have an access control system / alarm system either.  Aaaaaand, they’re probably not thinking of any other factor relating to security such as structural security, physical security, or any other type of security, for that matter.

In fact, too many people seem to think that putting cameras in your home is synonymous with “security”.  Security, by definition, is the state of being free from danger or threat.  Unless you have someone monitoring those cameras 24/7, you’ve not freed yourself from any potential danger or threat, you’re only recording the inevitable unfolding of said dangerous or threatening event.

So, once someone asks me to install their camera system, I immediately get to see how we can assist in their physical security, access controls and everything else they’re going to need.  It’s almost a play by play of a trip through the McDonald’s drive-thru.

Client drives up to the first window:  “Uh, yeah, ummm, I want a camera system to see who comes on to my property.”

Me, in a snooty voice:  “Do you want analog or digital?”

Client confused: “Well, which is better?”

Me, rolling my eyes back: “Obviously, the analog is cheaper per camera, but in the long run, you’re going to want digital… …trust me.”

Client giving in to my charm:  “Well, ok, digital.”

Me, getting cheeky:  “I’ll tell you what, from the looks of it, you’re only going to need 8 cameras and a recording system with 3TB of storage because we’re going to program the system to only record from motion, so, maybe we should look at your other security needs as well?”

Client, nervous:  “What other security needs??”

Me, pouncing:  “You need to better the external lighting for better cover and a cheaper electricity bill.  You also have the same locking system and key combination that the two previous owners had; time to change the locks.  The structural integrity of your roof is compromised and it’s providing for easy access by the more creative thieves.”

Client, dumbfounded:  “Holy crap, I had no idea!!”

Me, smiling:  “That’s ok, seldom do.  Now, would you like any fries with that?”

Seriously though, I’d never talk to a client like that.  I’m usually the charmer who breaks the news about their shoddy security system with a delicate touch and properly enunciated verbiage.  I do hand out fries though as an added bonus to a successful meeting!  That being said, feel free to ask me about our Super-Sized Fries with your first home security inspection and installation.

TOP NEWS and TIDBITS:

Yoli’s Wisdom

The most productive age of a person is 60 to 70 years and the second most productive human stage is the age of 70 to 80 years.

Many think that with retirement the productivity cycle ends, but it has been shown that after 60 years people can be more creative and lose their fear of entrepreneurship.

Many people work to retire at an early age so they feel free to do whatever they want. Many others work until retirement age, and must begin a process of transformation of their careers. Either due to financial or intellectual necessity, they must continue working. Others do not even consider it.

The truth is that people are living longer and longer, and organizations have not yet adapted to this reality.

It is important that you read this information that comes from the director of the George Washington University School of Medicine who argues that the brain of an elderly person is much more plastic than is commonly believed.

At that age, the interaction of the right and left hemispheres of the brain becomes harmonious, which expands our creative possibilities. For this reason, many personalities who have just started their creative activities can be found among people over 60 years of age.

Of course, the brain is no longer as fast as it was in youth. However, it gains in flexibility. Therefore, with age, we are more likely to make the right decisions and we are less exposed to negative emotions.

The peak of human intellectual activity occurs around the age of 70, when the brain begins to function in full force.

Over time, the amount of myelin increases in the brain, a substance that facilitates the rapid passage of signals between neurons. Due to this, intellectual abilities are increased by 300% compared to the average.

And the peak of active production of this substance falls between 60 and 80 years of age. Also interesting is the fact that after 60 years, a person can use 2 hemispheres at the same time. This allows you to solve much more complex problems.

Professor Monchi Uri of the University of Montreal believes that the brain of an older person chooses the path that consumes the least energy, cuts out the unnecessary and leaves only the correct options to solve the problem.

A study was conducted in which different age groups participated. Young people were very confused when passing the tests, while those over 60 made the right decisions.

Consider these characteristics of the brain at the age of 60-80:

1. Neurons in the brain do not die, as everyone around them says. The connections between them simply disappear if a person does not engage in mental work.

2. Distraction and forgetfulness appear due to an overabundance of information. Therefore, it is not necessary for you to focus your whole life on unnecessary trifles.

3. From the age of 60, a person, when making decisions, does not use one hemisphere at the same time, like young people, but both.

4. Conclusion: if a person leads a healthy lifestyle, moves, has a feasible physical activity and has full mental activity, intellectual abilities DO NOT decrease with age, they only GROW, reaching a peak at the age of 80-90 years.

So don’t be afraid of old age. Strive to develop yourself intellectually. Learn new crafts, make music, learn to play musical instruments, paint pictures! Dance! Take an interest in life, meet and communicate with friends, make plans for the future, travel the best you can. Don’t forget to go to shops, cafes, concerts. Do not shut yourself up alone, it is destructive for anyone.

Live with the thought: all good things are still ahead of me!

A large study in the United States found that: The most productive age of a person is 60 to 70 years. The second most productive human stage is the age of 70 to 80 years; the third most productive stage – 50 and 60 years. Before that, the person has not yet peaked.

Other curious facts are that the average age of Nobel laureates is 62 years; the average age of the presidents of the 100 largest companies in the world is 63 years.

Similarly, the average age of pastors in the 100 largest churches in the United States is 71. This confirms that the best and most productive years of a person are between 60 and 80 years.

This study was published by a team of physicians and psychologists in the New England Journal of Medicine. They found that at 60 you reach the peak of your emotional and mental potential, and this continues until your 80. So, if you are 60, 70 or 80 years old, you are at the best level of your life.

INTERNATIONAL BOOK FAIR, BETWEEN THE VIRTUAL AND THE PRESENTIAL

This edition, which will last until August 22, will be offered in a virtual format, but there will also be some face-to-face activities.

The seventeenth edition of the International Book Fair begins, which will have the United States as a guest country.

The director of the cultural program, Maritza Palma, said that although the event will be mostly virtual, this year they did not have the uncertainty that there was in 2020 regarding whether the pandemic would affect the development of the event.

“We already knew that it had to be virtual and we have several face-to-face activities. We were thinking of a more face-to-face fair, but due to the pandemic we had to do it this way, ”she explained.

Among the face-to-face activities is the presentation of the book Yo Cocino Latino, scheduled for tomorrow at 12:00 noon. at the Madu restaurant. This will be an activity in which the authors Alejandra Graf, Erica Dinho, Clara González, Verónica Cervera and Lara Pujol will be present. The event – which costs $ 60 per seat – will be moderated by chef Francisco Castro.

There will also be a face-to-face discussion called Journalism Beyond the Media, in which the journalist Flor Mizrachi; the director of La Prensa, Rita Vásquez; the director of La Estrella de Panamá, Gerardo Berroa; and the communicator Cibeles de Freitas will speak on this topic next Sunday, August 22 at 1:00 p.m., also at the Madu restaurant. And it will be broadcast on Zoom and Youtube.

A challenge. The organization of the Book Fair

The president of the Panamanian Chamber of Books, Orit Btesh, commented that the organization of the fair consisted of renewing and reinventing itself according to the times and the context. “It fills me with satisfaction that we can access corners that we couldn’t before,” she said. She explained that this year the fair has 57 international writers and 108 national writers as guests.

The fair will also be present through the virtual modality with a cultural program full of activities for all audiences, which can be consulted on the website www.filpanama.org.

Panamanian authors Juan David Morgan and Rose Marie Tapia, and many other emerging writers, such as Yoselin Goncalves, will be at this conclave, which will put readers in contact with writers.

The Spanish María Dueñas, the Colombian Pilar Quintana and the Mexican Benito Taibo will be part of the international writers who will be during the event.

The organization of the fair had to think “outside the box” in order not to lose the connection with the public and to deepen the understanding of the connection of literature with other areas of life.

The fair is offered as a platform to boost bookstore sales through discounts and initiatives such as the Writers Portal, in which different national writers can promote their works and share with readers.

“The fair is open to be that stage where our writers can make themselves known. Always has been. The fair and the Panamanian Chamber of Books have always been concerned with being that platform, ”said Palma.

Just as he recognized that virtuality cannot be put aside, since today it is part of everyday life and allows events to be accessible to everyone, Palma expressed his hope that next year they will be able to carry out a more face-to-face edition.

PANAMA EXCEEDS ONE MILLION PEOPLE WITH A DOUBLE DOSE OF VACCINE AGAINST COVID-19

The rate of vaccination has increased notably in recent weeks.

Panama, a country of 4.2 million inhabitants, reached this Wednesday the figure of 1,008,381 people who have completed their inoculation scheme with second doses of the vaccine against covid-19, reported the Ministry of Health (Minsa).

Vaccination against covid-19 began on January 20 in Panama and since then 3,644,906 doses of the preparations from Pfizer and AstraZeneca, the only suppliers in the country, have been administered, according to data from the Expanded Program of Immunization of the Minsa.

The rate of vaccination has increased notably in recent weeks thanks to the arrival of large contingents of immunizing sera to the country.

In total, Panama has received 4.7 million doses from both pharmaceutical companies, including 503,100 doses of Pfizer donated by the United States Government, according to official information released upon the arrival of each shipment.

AstraZeneca’s serum is given to people over the age of 30, and Pfizer’s to priority groups, including children 12 years of age and older.

The Central American country, which aims to vaccinate 70% of its population, is experiencing a third pandemic wave “attenuated” and less forceful than the first two, according to the authorities, who, however, have warned of the presence in the country of the contagious delta variant of the coronavirus.

Panama added 838 new cases of covid-19 and 11 deaths, two of them from an unspecified previous date, to reach 449,762 confirmed infections and 6,981 deaths in more than 16 months of the pandemic.

There are 107 patients sick with the coronavirus in the Intensive Care Units (ICU) and 337 on the floor, while 9,118 are isolated at home and 281 in hotels, for a total of 9,843 active cases.

Those that have recovered total 432,938 to date since March 9, 2020, when the first case of contagion occurred in Panama, where the fatality from covid is 1.6%, one of the lowest in Latin America.

On this day, 11,486 tests were applied to detect covid cases, with a positivity of 7.3%, above 5% or less than the World Health Organization (WHO) considers a parameter to control the pandemic.

MEDUCA ANNOUNCES THE RETURN OF TEACHERS TO EDUCATIONAL CENTERS

Minister Gorday de Villalobos indicated that “for 2022 the Meduca is being planned for a face-to-face return once the country has developed community immunity.”

The Ministry of Education (Meduca) of Panama announced that as of this date it will begin the return of teachers to educational centers, nationwide.

The head of Meduca, Maruja Gorday de Villalobos, added that the personnel who were not physically in the schools, such as supervisors, directors and administrative officials, will also return and generate the processes from the institutions.

“It is not a massive return of teachers or students to schools”, but a necessary measure to plan strategies in an eventual restart of blended classes.

The decision was made considering that more than 90% of educators and school staff are vaccinated against COVID-19, and that 2,890 biosecurity protocols have been created with return plans.

The minister explained that the obligation to use masks, temperature measurement and other established biosafety procedures will continue to be in force.

In addition, swabs coordinated by the Minsa and the Social Security Fund (CSS) will be applied, as they have been regularly developed for educators and other officials, who have been in schools in tutorials since March and in blended classes since May.

During the press conference given by authorities of the Ministry of Health this Tuesday it was reported that together with Meduca it was decided to reduce the physical distance in schools from two to one meter. This decision was made guided by the recommendations of the Centers for Disease Control and Prevention (CDC) and the reports of COVID-19 infections in Panama, said the minister.

“In our country, transmission is in ages over 20 years, between 20 and 59 years of age, and this transmission is not recorded in pediatric ages … the records of this population are very low and have not occurred in educational centers with the opening from March, “he stressed.

However, weekly follow-up and monitoring will continue between the Directorate of Environmental Education, the Minsa and its links in the regions, regarding the behavior of the pandemic by township and school zone.

“The schools that have been requesting the return must be organized to gradually return for a third trimester from now on … there are 800 schools that have requested the return. Already 9,180 teachers are teaching 47 thousand teachers throughout the country, “said the Minister of Education.

She added that “if the enrollment allows it, full school days of the educational establishments must be complied with,” giving priority to groups of twelfth grade graduates who require professional practice, for use in laboratories and workshops; as well as the first grades and those with special needs.

The authorities indicated that 4.8 million balboas are invested in the installation of plastic and metal tanks to reserve water in 1,034 schools, which is managed by 425 community boards in the country; While 32 educational centers will apply a water harvesting plan, in three of them, the technology is already ready and the rest are in execution.

ILO: THE LABOR MARKET IN THE DIGITAL AGE, BETWEEN RISKS AND BENEFITS

The pandemic and the use of technology opened up new opportunities for the job market.

Digital transformation marks the future of employment; But not everyone has the skills, a digital informality can be created, and more people without proper social security warns an ILO expert.

The acceleration of digital transformation and the rapid adoption of platforms to work remotely, opened the doors for the future of work to move forward. Sources of employment are no longer limited to a physical space or geography. With sufficient skills in technology, for example, languages and a broadband connection, you can work from Panama on programming, cybersecurity and other related careers to name a few cases, for any company in other parts of the world.

Although it seems that the world of work “democratized”, the International Labor Organization (ILO) fears that a new type of informality is being generated, digital, and inequality is accentuated.

As Latin America is a historically unequal region in terms of income, the ILO is concerned about how this problem will increase amid dissimilar technological advance. Álvaro Ramírez, specialist in Business Development and Professional Training at the ILO in Central America, Haiti, Panama and the Dominican Republic, indicates that on the one hand there are great winners with the pandemic in employment terms: those who speak other languages, have technological capabilities and connectivity. “But there is the group that does not speak English, that does not have skills and does not have good connectivity, and if there was already an income gap, the risk of increasing will be greater, so work must be done to give this group an opportunity.”

He admits that one of the most important changes has been the integration of the labor market. “Employment is no longer limited to borders, people can work from home to anywhere in the world.”

A universe of opportunities opens up for people who are trained in specific technical areas and skills. He refers that there are new jobs in the world that have not been able to be filled due to a lack of trained people, such as some 3 million vacant cybersecurity positions in the United States. But at the same time there are the workers who use digital platforms to generate income that do not have social security.

Ramírez indicates that the labor laws of the world have to adapt to the new trends of digital employment such as work on demand or gig economy or that generated in transport delivery platforms and others.

He insists that these new flexible forms of digital work cannot be devoid of rights. “If there are no rights, we are going towards a great digital informality and workers will be without protection.”

While there is a rearrangement in the world and the economy tries to pick itself up, the ILO forecasts that in 2022 the number of unemployed will be 205 million, well above the 187 million in 2019. Technology can be an ally to reduce unemployment , but it opens the doors to other problems in the medium and long term if the corrective measures are not taken.

Ramírez indicates that we must work with universities to create study plans adapted to new jobs, learn other technological skills and give access to connectivity to all segments of the population. At the same time, incorporating the traditional informal and now the digital ones in the contributions to social security.

PANAMA SEEKS HOW TO REGULATE DIGITAL WORK AND GUARANTEE THE RIGHTS OF WORKERS

The COVID-19 pandemic made the so-called digital work massive, since modalities such as teleworking have existed since 1970, however, the conditions of physical distancing that the virus forced gave way for companies to use this form to continue your operations.

This has been expressed by the advisor to the superior office of the Ministry of Labor (Mitradel) Carlos Ayala, rescuing that this form of work has generated concern in the International Labor Organization (ILO), about how the minimum rights of workers are guaranteed.

According to the ILO Economic Commission for Latin America and the Caribbean (ECLAC) report, it is necessary to legislate on issues such as adequate income, work areas, job stability, equal opportunities, safe work environment, social security, in addition to the union representation that must be present in this type of work.

He stressed that in Panama, before the pandemic, teleworking had been regularized and regulated, but it is necessary to verify compliance with that norm. He pointed out that Panama’s law governs the rules on working hours, overtime paid with a surcharge, but the issue is how it is verified and how it is guaranteed to be complied with.

Ayala said that employers should promote the training of workers for the use of technology.

“From the Mitradel and the National Government they are crossing ideas about the regulation of digital platforms, basically saying that digital platforms are neither red nor black. They can have all the operator combinations that the law allows, but the idea we have is to describe when it is an employment relationship, when it is a civil relationship and when it is a professional service fee relationship, “he said. Ayala.

He concluded by saying that what the law should do is facilitate the understanding of what the employment relationship is going to be in the digital age.

PANAMA BANKING ASSOCIATION REJECTS BILL OF LAW THAT SEEKS TO ESTABLISH INTEREST RATE CAPS

Panama banking center.

The Banking Association of Panama (ABP) expressed its opposition and rejection of the approval of Bill 420 that modifies the Penal Code and establishes a regulatory framework to control the interest rates set for all types of loans and credits granted by banks. , financial and credit cards.

In a letter sent to deputy Raúl Pineda, president of the Trade and Economic Affairs Commission of the National Assembly, the ABP considers that dozens of banks in Panama and other countries are fighting each other on a daily basis to offer the best credit and credit conditions. This way, they will be chosen by Panamanians who seek to finance their needs.

In addition, they maintain that thanks to the high degree of competition in the Panamanian banking market, it has been possible for the credit user of our average to pay the lowest average interest rates in Latin America, comparable with the average commercial rates.

In the letter they point out that this bill undermines the ability of the International Banking Center (CIB) to continue generating progress, in addition, undermines its own viability. They add that the initiative will impede access to formal credit for large segments of the population, causing financial exclusion and setting interest rate caps goes against the public interest.

The association assures that preventing financial access to part of the population would widen the gap between rich and poor, forcing the latter to seek solutions from moneylenders who operate clandestinely. They add that interest rates affect the poorest, the young and the elderly.

Finally, the ABP reiterate that their opposition to the approval of this bill, stating that it would be a direct cause of impoverishment.

PANDEMIC CAUSES 30% UNEMPLOYMENT WITHIN THE MALLS

This was confirmed by the president of the Panamanian Association of Shopping Centers, Nadyi Duque, who pointed out that most of these unoccupied premises are owned by microentrepreneurs who have not continued to pay rents.

She indicated that there are different factors that affect the fact that businesses cannot reopen but everything will depend on investment plans, State policies, tax benefits, and access to credit.

“There is between 30% to 40% of vacant premises in the commercial centers of microentrepreneurs who have not been able to reopen their businesses because they do not have access to credit or it has not been easy for them or they do not meet the conditions to obtain those credits. other businesses that are not going to reopen or will depend on how consumption is restored again to be able to generate sales, “he said.

Regarding sales, Duque explained that they are at 60%, and they hope to maintain these figures for the remainder of the year. “The payment of the thirteenth month helped us a lot since we came from a slow month like July and we do not lose hope of recovering,” she added.

On the labor issue, the businesswoman pointed out that at this moment they are still working with 50% of the workers and that another 50% is suspended or has already finished their contract.

Sales are at 60% and therefore we cannot have 100% of the workers as before. In addition to the increase in the cost of electricity, cleaning, biosecurity equipment, plus the accumulation of debt when the sector was closed, she highlighted. ‘

For his part, the president of the National Association of Merchants of Panama (Anadeco), assured that there are several factors that have influenced the closure of the premises such as low consumption and traffic of people in the malls, the lack of tourism, in addition of the economic condition of the country.

“We hope that in the coming months we will recover, especially because the end of the year is coming, since each case is different and we cannot generalize,” he said.

He added that they trust that everything will return to normal and hope that by the end of the year they will be at 85% of the levels of 2019. In 2020 sales fell 70% to total 4 billion dollars when in 2019 the figure was 11 billion dollars.

During the month of January 2021, when the shopping centers were closed, they had losses of approximately 400 million dollars, which impacted the investment plans that were had for this year.

Before the pandemic, the malls employed about 50,000 people, as part of a workforce of 349,000 dedicated to commerce.

However, between 30 and 40% of the businesses in the malls closed their doors and the commerce sector, as of September 30, 2020, had already lost more than 73 thousand workers, 21% of its workforce.

Parallel to this crisis, the shopping centers have joined forces to carry out the Panama Black Weekend, to promote offers up to 70% for 10 days.

The event, which will take place from September 30 to October 10, will involve 14 shopping centers nationwide.

“This is a step towards economic reactivation and insurance will be added to hotels, airlines, travel agencies, among other sectors,” said the president of Apacecom.

We are going to make an alliance with Promtur to promote the event in Central and South America. Any result we have will be positive because it is better to do nothing after such a difficult year, she said.

COVID-19 BOOSTER VACCINE FOR ALL AMERICANS STARTING SEPTEMBER 20

A man receives a dose of COVID-19 vaccine in Miami, United States.

Americans who received the Pfizer and Moderna coronavirus vaccines will be able to receive a third dose eight months after the second, beginning the week of Sept. 20, health officials said Wednesday, noting that the effectiveness of the injection decreases. ” over time”.

“Available data clearly show that protection against SARS-CoV-2 infection begins to decline over time after the first doses of the vaccine,” according to a joint statement from senior officials, including the director of the Centers for Disease Control and Prevention. Disease Prevention and Control (CDC), Rochelle Walensky, and Janet Woodcock, acting director of the United States Drug Administration (FDA).

“In addition to the prevalence of the delta variant, we are beginning to see evidence of reduced protection against mild and moderate cases of the disease,” she added.

“We are ready to offer booster doses for all Americans beginning the week of September 20, beginning eight months after the second dose,” said the statement, also signed by the White House adviser on the pandemic. , Anthony Fauci.

This decision, however, depends on the official authorization of an additional dose of these two vaccines by the Federal Agency of Drugs and Medicines of the United States (FDA), it was clarified.

The first to benefit from this booster dose will be people housed in “nursing homes,” “other elderly,” and “many health professionals,” which were the first categories of the population to be vaccinated in the United States.

The first injections of the vaccine were given in the United States in December 2020 when antivirals from Pfizer and Moderna were authorized urgently just a week apart.

A booster dose is also “probably necessary” for people who have received a single injection of the Johnson & Johnson vaccine, health officials said. But vaccinations with this serum did not begin in the United States “until March 2021,” and data on the matter are expected “in the coming weeks.” People vaccinated with Johnson & Johnson are a minority in the United States (nearly 14 million).

US EXPANDS ORDER OF USE OF MASKS ON AIRPLANES IN JANUARY

Federal authorities in the United States extended until January the requirement that people must wear masks on airplanes and public transportation, a rule aimed at limiting the spread of COVID-19.

The Transportation Security Administration (TSA) was scheduled to hold the measure through Sept. 13. A spokesman for the agency said Tuesday that the order will run until January 18.

The TSA briefed airline industry representatives on its plan on Tuesday and planned to discuss it with industry unions on Wednesday. The mask-wearing order also applies to airline and public transportation employees.

The rule of use of masks has been controversial and has provoked several discussions between passengers who do not want to wear one and the crew who are asked to enforce the rule. On Tuesday, the Federal Aviation Administration said airlines have reported 3,889 incidents involving unruly passengers this year, and that 2,867 of those, or 74%, involved people who refused to wear a mask.

The airlines declined to comment on the decision by the government of President Joe Biden. The largest flight crews union said the move will help keep passengers and workers in the industry safe.

“We have a responsibility in aviation to keep everyone safe and to do our part to end the pandemic, not to help it continue,” said Sara Nelson, president of the Association of Flight Attendants. “We all look forward to the day when masks are no longer necessary, but we are not there yet.”

The mask-wearing rule was first issued on January 29, days after President Biden took office. Before that, airlines had implemented their own requirements for the use of face shields, but the administration of former President Donald Trump refused to make it a federal standard.

END NOTES:

Usually I dedicate my “End Notes” on a positive twist to drop away from the never ending string of COVID mentioned in these previous pages. This time, however, I’m dedicating this space to honor a comedian that I swear I just started following this year. I’ve watched some of his stand-up routines, but I mostly watch him on British TV on a program called “8 out of 10 cats”. His name is Sean Lock and he passed away at the vibrant age of 58 from cancer. (Yeah, fuck you AGAIN cancer!)

If you can’t see the following link that means you’re probably trying to watch it from an email. Take the time to google his name: “Sean Lock Tribute” – you will not be disappointed.

Sean Lock (22 April 1963 – August 2021) was an English comedian and actor. He began his comedy career as a stand-up comedian and in 2000 won the British Comedy Award, in the category of Best Live Comic, and was nominated for the Perrier Comedy Award. He was a team captain on the Channel 4 comedy panel show 8 Out of 10 Cats from 2005 to 2015, and on 8 Out of 10 Cats Does Countdown from 2012 to 2021.
Lock frequently appeared on stage, television and radio. His routines were often surreal and delivered in a deadpan style. He also wrote material for Bill Bailey, Lee Evans, and Mark Lamarr, and was voted the 55th-greatest stand-up comic on Channel 4’s 100 Greatest Stand-Ups in 2007 and again in the updated 2010 list as the 19th-greatest stand-up comic. He was a frequent guest on other panel shows including BBC’s Have I Got News for You, QI and They Think It’s All Over.
