INITIATIVE SEEKS TO TRANSFER THE MANDATORY REST DAY FROM CARNIVAL TUESDAY 2022 TO MONDAY

Deputy Daniel Ramos.

A draft law that aims to transfer the mandatory rest day from Carnival Tuesday 2022 to the previous Monday, was presented by deputy Daniel Ramos before the Plenary of the National Assembly.

The parliamentarian explained in his statement of reasons that although it is true, the health authorities have proceeded to restrict activities that generate crowding and avoid keeping biosecurity measures, during the period between Friday, February 25 and Sunday, March 6 , days corresponding to the Carnival festivities, this does not affect what is established in the Labor Code regarding the mandatory day of rest for a national holiday or mourning.

He explained that the initiative presented seeks to promote economic reactivation, mainly tourism, during the aforementioned days.

“In order to achieve optimum use of mandatory rest days, contribute to the productivity of companies and, above all, contribute to the economic reactivation of the tourism sector, in all districts nationwide we must take actions to facilitate the mobilization of people to the interior of the country, which we can achieve by transferring the mandatory rest day corresponding to Carnival Tuesday 2022 to the immediately preceding Monday,” Ramos said.

90% OF THOSE HOSPITALIZED IN THE SANTO TOMÁS HOSPITAL DO NOT HAVE THE COMPLETE VACCINATION CYCLE

Ana Belén Araúz, deputy medical director of the Santo Tomás Hospital.

The deputy medical director of the Santo Tomás Hospital, Ana Belén Araúz, reported this Monday that 90% of the patients who are hospitalized with Covid-19 in this medical unit do not have the complete immunization schedule.

Araúz recalled that the presence of the Ómicron variant is impacting the number of hospitalized patients, but that a difference is reflected in the Intensive Care Unit (ICU) room.

“The behavior of fewer patients in the ICU may be the result of vaccination,” Araúz said, according to a statement from the Ministry of Health.

He specified that currently of the 89 hospitalized, there are 6 patients in the ICU.

Araúz highlighted that the main complication is occurring in patients with comorbidities, in those who have not been vaccinated or who do not have a complete schedule.

The deputy medical director of the Santo Tomás Hospital reiterated that care is maintained in the outpatient appointments of patients that were previously scheduled.

“What we have stopped is the process of giving new appointments due to the increase in Covid-19 cases, and they have begun to be scheduled between the months of March and April to give the opportunity for cases to decrease a little.”

MORE THAN 100 POLICEMEN WERE DISMISSED LAST YEAR FOR CRIMINAL ACTIVITIES

In recent operations against drug trafficking, several policemen have fallen.

More than 100 police officers were dismissed last year for their links to criminal networks, announced the director of the National Police, John Omar Dornheim Castillo.

The police chief’s response comes at a time when members of the Public Force have been captured, related to drug trafficking, as recently revealed by the National Air and Naval Service (Senan) on four of its units.

Dornheim was categorical in pointing out that if they want to develop actions against crime, they also have to clean their house, “and that is what we are doing.”

“We are not going to allow a rotten apple to damage the basket of apples,” the uniformed man declared.

In Operation Fisher, with which a criminal gang linked to the Colombian drug-trafficking group Los Urabeños, also known as the Clan del Golfo, was dismantled, more than 50 people were arrested, among these police units.

The director of the Police reported that the officers caught in illicit activities are being taken to the competent authorities.

Also, internally, measures are being applied against them, through the mechanisms available to the institution, after the investigation carried out by the Directorate of Professional Responsibility (DPR).

YEAR OF THE WATER TIGER: WHAT ARE THE EXPECTATIONS OF THE CHINESE COMMUNITY OF PANAMA FOR 2022?

Practices for the traditional dances began more than a month ago.

A year of hope and reactivation awaits the Chinese community of Panama, which from this February 1 will celebrate the Spring Festival, also known as the Chinese Lunar New Year.

Esteban Cheung, cultural consultant and promoter of China 507 Panama, recalls that 2022 is framed by the characteristics of the water tiger.

Taking into account the strengths of this feline, the expectation is that there will be courage and strength to face the challenges throughout the year.

“We hope it will be a different year, one of hope, but without losing caution in the face of the high incidence of covid-19. But the optimism and enthusiasm are there,” Cheung told Panama America.

The cultural consultant recalls that Panama and China have very close ties, which date back to before the formation of the Panamanian Republic.

With regard to traditions, it stands out that on New Year’s Eve a family dinner is prepared. Then the flower markets are held and the celebration culminates on February 15 (January according to the Chinese calendar) with the lantern festival.

The dishes are closely linked to the sound of pronunciation, which is linked to good omens.

“Fish is mandatory, you always have to have fish at family dinner. Each family cooks it in their own way. Chicken is also important and another common dish is knuckle with seaweed. There are no special drinks, just our traditional tea,” Cheung adds.

Celebration events

On February 1, 18 lions will leave Chinatown, starting at 9:30 a.m., bound for Parque V Centenario. To participate it is important to have the QR code and the complete vaccination schedule.

During the 15 days of celebration, activities will be carried out in different parts of the country.

The main event will take place from February 11 to 13, with the craft, cultural and tourist fair. This fair, whose idea was born from the flower markets, will also take place in the Parque V Centenario.

On the other hand, from the Panamanian Chinese Cultural Center they reported that on February 12 and 13 the famous dragon boat race will be held.

“We are doing it jointly with government institutions, such as the Tourism Authority. The event will be in Amador,” the institution said.

MEDUCA WILL IMPLEMENT A MENTAL HEALTH PROGRAM IN THE EDUCATIONAL COMMUNITY

Meduca will provide emotional support to students at the start of face-to-face classes scheduled for March 7.

The director of the Psychoeducational Office of the Ministry of Education (Meduca), Vadim Moreno, assured that a mental health program is planned for the start of face-to-face classes in Panama, after two years of absence from the educational community in the classrooms as a result of the COVID-19 pandemic, through which they will seek to provide emotional support to students, teachers, parents and administrative staff.

“The Ministry of Education has made efforts to work on mental health not only for students but for the entire educational community, teachers, parents, administrators. We recognize that there is a difficult situation, we are going to face it now on March 7 when face-to-face classes begin, because there are children who are going to enter third grade, for example, and have never been to a school. There is an adaptation space that we have foreseen, the Ministry of Education, for that reason The socio-emotional part is very stipulated in the decree for the start of classes,” Moreno reported.

The director explained that for this he is already coordinating with psychologists, social workers, guidance teachers and the Meduca Special Education team to work on the educational community.

Moreno also pointed out that there is a fear factor in the environment due to COVID-19 infections that can lead to a return to class, but he stressed that pediatric vaccination is helping to dissuade these fears.

They will present a guide with workshops with specific content on suicide prevention

Moreno explained that at this start of classes they will also be introducing a guide with specific content on suicide prevention for middle and high school students as an education strategy among young people.

“This Suicide Prevention Workshop Guide, of course, as you rightly say, is carried out by looking at the statistics and knowing that the first mortality among young people between 15 and 29 years of age is suicide, so seeing this, we have made this guide endorsed by the Ministry of Health and the guide of the Pan American Health Organization, that it is important to recognize the support, so seeing these statistics we have presented this guide that will be in all the schools of the country of middle and high school”, the director remarked.

On the other hand, Moreno pointed out that at the beginning of classes they will have a nationwide survey to learn about the cases of students who have lost their parents as a result of the pandemic, to work with them individually or in groups.

The Panamanian and Costa Rican authorities joined in this operation in which three people were arrested for allegedly committing the crime of human trafficking.

The National Border Service of Panama (Senafront), the First Prosecutor’s Office against Organized Crime in a binational operation with the Costa Rican Police carried out actions related to Operation Luz de Esperanza in which they rescued 10 minors, between the ages of 4 to 16 years old, victims of the crime of trafficking in persons for the purpose of child sexual exploitation and in a situation of social risk.

The Public Ministry indicated that three of the minors have been identified as victims of the crime under investigation and another seven who were in a social risk condition.

The authorities indicated that they managed to arrest three people, two women in Panamanian territory and a man in Tico territory, after carrying out actions in 12 simultaneous points in Panama and Costa Rica.

“As a result of the search proceedings that were carried out this morning, the Public Ministry collected or was able to recover 41 technological equipment, including cell phones, as well as computers, which will be brought before the corresponding experts if within the same images that are related to minors are kept,” said Prosecutor Emeldo Márquez during a press conference held in Chiriquí.

EPIDEMIOLOGIST: FOURTH WAVE IN PANAMA HAS HAD A 40% FALL IN DAILY COVID-19 CASES

The epidemiologist indicated that in two weeks the cases of COVID-19 will be considerably reduced.

Epidemiologist Arturo Rebollón pointed out that Panama has experienced a very significant reduction in daily COVID-19 infections in this fourth wave, driven by the omicron variant, reducing by 40%.

“Since the wave began we have had 225,000 cases, we are talking about 225,000 cases since December 10 (2021) and as of this weekend we have had an explosive fall in the average of an average of 10,000 cases per day. Right now we are at almost 7,000 or 6,000 cases a day, a very important drop, of more than 40%,” Rebollón assured on the Radiography program.

The doctor pointed out that what will be seen from now on will be people who will be infected, but since they have a high degree of vaccination, they will present few symptoms and these cases will not require hospitalization; by virology, perhaps a considerable number of infections will be seen, but clinically (hospitalizations) a low percentage will be appreciated.

Rebollón calculated that in two weeks there will be the same number of infections as in December of last year.

The doctor pointed out that it is already a thing of the past to bathe supermarket purchases in alcohol or excessive cleaning, given that it has been proven that the spread of the coronavirus occurs by air and by droplets; what Rebollón did emphasize should not be eliminated is the use of the mask in closed spaces.

EXPOSURE TO SUNLIGHT PREVENTS MYOPIA

Children and adolescents should have their eyes examined periodically to prevent diseases.

The strict confinement to try to avoid the spread of covid-19 meant that in 2020 and 2021 children around the world stopped going to school and did not go out to the park to play with their friends as they did before. of the pandemic. One of the silent consequences of this isolation was the increase in myopia in minors.

Recent research from different universities in China, Canada and Latin America agrees that the main reason for the growth of this disease in the last year was the lack of sunlight.

Just as you read it. The increasing incidence of myopia is related to changes in children’s behavior, especially with the little time they spend outdoors and the frequency with which they look at screens indoors instead of enjoying light-lit activities of the day Gone are the days when most children played outside between the end of the school day and dinner time, and the pandemic is making the situation worse.

The rise in myopia is not limited to highly developed countries. The World Health Organization estimates that half the world’s population could be myopic by 2050. In the UK and Europe alone, rates of eye health problems have doubled in the last 50 years.

In Panama the situation is not different. Although there are no figures or studies that show the panorama in the country, the doctor specializing in Ophthalmology, Cristina Martínez García, confesses that more children with myopia and astigmatism problems come to her office every day.

“Part of this problem is that you need to work remotely, that is, outside, in the open air. Good daylight or sunlight needs to reach the eyes. It is very important to do activities and stop being alone in front of the computer or other electronic devices”, explained the expert. They should spend more time away from home

A Canadian study looking at children’s physical activity, time outdoors, screen time and social media use during the COVID-19 lockdown in early 2020 found that 8-year-olds they spent an average of more than five hours a day in front of screens dedicated to entertainment, in addition to screen time needed for schoolwork.

Compared with the results of the previous annual check-ups, the ability to see distant objects clearly had dropped dramatically, especially among children between the ages of 6 and 8.

“Given that younger children were assigned fewer online learning tasks than older children, it is unlikely that the rapidly progressing myopia in younger children was caused by more intense screen time or a task. that requires close vision,” the research team wrote in JAMA Ophthalmology. The most likely explanation is lack of exposure to outside light.

Johns Hopkins Medical Institutions-affiliated ophthalmologist Neil M. Bressler explained that high-intensity outdoor light greatly influences the shape of the eye, which in turn affects the ability to see images clearly.

In order to focus, light rays from an image have to converge on the retina. In myopic eyes, convergence occurs in front of the retina and a corrective lens is needed to redirect incoming rays so that distant objects are in focus.

Most children are born slightly farsighted. Their eyes are shaped like a partially deflated balloon, causing images to converge behind the retina, but as they grow, their eyes elongate into a sphere, allowing images to converge directly on the retina.

Concern about the increasing prevalence of myopia goes beyond the growing need for glasses, contact lenses or, for those who want it and can afford it, laser treatment to redirect images by changing the shape of the cornea. In general, people with nearsightedness are more likely to develop sight-threatening complications later in life such as cataracts, glaucoma, and degeneration of the macula, the center of the retina.

If the condition becomes extreme, Bressler noted, “it can be difficult to correct.” The eye is stretched, the retina can stretch and form scar tissue, and gel from the center of the eye can stick to the sides of the eye, causing retinal tears or detachments, he explained.

These risks are spurring studies of treatments that could prevent myopia from becoming pathological. One of the methods being studied is the use of multifocal contact lenses with high magnification power to try to slow the progression of myopia in children.

Also, currently considered more promising, is the use of atropine drops to minimize undue lengthening of the eye. A third strategy, called orthokeratology, involves wearing contact lenses at night to change the shape of the cornea, making the edges of the eye more hyperopic and perhaps slowing the eye’s lengthening.

How to prevent myopia?

Dr. Martínez García makes some recommendations that help prevent this visual problem.

1. Spend time outdoors. Working outdoor games is very flattering for vision.

2. Set break times when working in front of the computer.

3. Apply the 20-20-20 rule, it consists of getting up from time to time and resting for 20 minutes looking at the light of electronic screens.

4. Give children regular exams, you should not wait until there is a problem.

5. From 6 months of age you can start with visual check-ups. Controls are every 6 months or a year, depending on the case.

FELIPE VIRZI, BUSINESSMAN AND FORMER VICE-PRESIDENT OF THE REPUBLIC, PASSES AWAY

Former Vice President Felipe Virzi died.

On the morning of this February 3, the death of the businessman and politician, Felipe ‘Pipo’ Virzi, was confirmed.

Virzi, 78 years old, was the second vice president of Panama during the government of Ernesto Pérez Balladares in the period 1994-1999.

Politicians and businessmen lamented this sensitive loss and sent their condolences to the relatives and friends of the Veraguas businessman.

“A successful businessman, a truly loyal friend, a person with a lot of feeling and friendship,” said the former president of the Republic, Ricardo Martinelli.

“When they looted me in 1989, he was the first person who showed up to help me,” recalled the former president.

“I remember that he wrote me a check for 100 thousand dollars that a bull had and told me: cousin, here you have to help me, pay me whenever you want, in leather or however you want,” Martinelli stressed.

“A man of his word, a real man, a real man, a sincere friend,” added Martinelli.

The former president extended his condolences to his five daughters, his wife and his family.

“I hope that what happened to ‘Pipo’ Virzi in his political persecution that Juan Carlos Varela did not allow him to leave the country to go to the United States to heal, does not happen to any other Panamanian,” Martinelli said.

“The hatred and revenge of that man, who knows, made ‘Pipo’ get ahead of us,” said the former president.

SENATORS OF MEXICO DISAGREE WITH THE PROPOSAL OF JESUSA RODRÍGUEZ AS AMBASSADOR IN PANAMA

Senators of the National Action Party (PAN).

Several senators who are members of the National Action Party (PAN) of Mexico reacted and expressed their disagreement after President Andrés Manuel López Obrador proposed Jesusa Rodríguez as ambassador to Panama.

In this sense, the coordinator of the group of senators of the PAN, Julen Rementeria, stated that as representative of Mexico in Panama, someone with the appropriate profile should be appointed.

“More than talking about that person and that place, what I would say is that you have to look for the right profiles to fill those positions and she may have the right profile for many other things, frankly I don’t see her as a suitable profile for to be the representative of the Mexican Government in Panama, because that is what an ambassador is, and the truth is that I do not see it. It seems to me that the Mexican Foreign Service should seek prestige,” Rementeria said.

He added that it is understandable that the Mexican president is not going to designate his opponents, however, he considers that he has gone to the extreme.

“I understand that he is not going to put his opponents, his cons, I understand it, it is reasonable, it should not be but it is reasonable, but from that to going to the other side, to proposing a person who with the merits he has should talk about them, but ambassador of a country, representative of a nation, it seems to me that she does not have the profile for it”, stressed Rementeria.

Likewise, the deputy coordinator of the bench, Kenia López, lamented that “the Mexican foreign service in this sexecion is suffering the results of an obtuse ideology, which lacks respect for the men and women who have dedicated their lives to the Mexican foreign service. ”.

On the other hand, he applauded that Pedro Salmerón will not hold the position of ambassador in Panama.

“It is good that an abuser is not going to be an ambassador, of course that for us it is a great achievement for the citizens, the government did not want to accept it, what is more, it does not want to accept it, but it is good that the Government had a high level of vision from Panama,” said López.

It is worth mentioning that the president of Mexico, Andrés Manuel López Obrador, proposed loving Jesusa Rodríguez as ambassador to Panama, after Pedro Salmerón declined the position.

Pedro Salmerón, an expert in Mexican history, was accused in 2019 of alleged sexual harassment by female students. He resigned from his position as a professor at the Autonomous Technological Institute of Mexico.

The FBI confirmed the purchase of the powerful Pegasus spyware from NSO Group, whose chronic abuse to spy on journalists, dissidents and human rights activists has long been established. The agency said its motivation was “to stay abreast of emerging technologies and commercial products.”

The FBI said in a statement Wednesday that it obtained a limited license from the Israeli firm “solely to test and evaluate the product,” and has not used it in operations or to support investigations.

But critics questioned why the US agency would need to pay for access to a notorious espionage tool that has been extensively studied by cyber sleuths in the public interest if their interest was so limited.

“Spending millions of dollars to enrich a company that is known to have consistently facilitated widespread human rights abuses, potentially criminal activity, and operations that threaten the very national security of the United States is definitely concerning,” said Ron Deibert, director of the Citizen Lab, the University of Toronto monitoring body that has exposed dozens of Pegasus hacks since 2016.

“At the very least, this seems to be a terribly counterproductive, irresponsible and ill-conceived way” to stay on top of spy technology, he said.

An FBI spokesman would not say how much the agency paid NSO Group for the software or when. But The New York Times reported last week that the agency secured a $5 million one-year testing license in 2019. On Wednesday, Britain’s The Guardian, citing a source familiar with the deal, said the FBI paid $4 million to renew the license, but never used the spyware, which infiltrates a target’s cell phone, gaining access to all communications and location data, and turns it into a remote spying device.
