Imagine if you will, the year is 2056. Some poor 8th grader is sulking in his room, trying to write a logical report on the happenings of 2020-2024. It ain’t pretty, but hopefully he no longer must wear a mask or need to wear a bio-suit to school due to inconsistent radiation levels.
Few ever thought we’d have to go through this pandemic, being controlled by the majority of the world’s governments, but then again even fewer thought we’d be scared further by the sounds of a possible World War 3 brought on by Russia. Ronald Reagan, one of my personal heros, put an end to that scare or so we thought. Over time, we’ve seen how his successors really mucked that up! Yes, I meant to use an “M” in “mucked”… …I’m working hard to be more pleasant.
So, Russia is the badguy again. I guess they never really STOPPED being the badguy, but they sure had our politicians trained otherwise. In basic training, we learned how to Kill a Commie for Mommy. Even Mommy was ok with it! Over time, the US Military in general has gone soft. Drill instructors can no longer yell at you or call you bad names. I’m told that recruits carry a “Don’t Yell At Me” card that they can pull out if they feel bullied or get their feelings hurt in any way. I hope we don’t have to put boots on the ground in the Ukraine, but if we do, we’re losing. Russia doesn’t give a cat’s ash about our feelings (yep, “cat´s ash” was also intentional).
Putin isn’t going to back down. He can´t or he’ll face political suicide. Right now he’s facing massive sanctions and the majority of the world hates him, but he doesn’t care about that either. He is advancing probably slower than he had hoped, but he’s advancing nonetheless. Once he takes Ukraine, and he will, only Putin knows what he’ll do next. No, he won’t attack the USA unless the USA attacks his country. He has bombers at the ready in Venezuela, but won’t use them unless provoked. He doesn’t really want a WW3 as that would defeat the purpose of taking control over the Ukraine. What should we have really done? Once he started with his show of force on the border of Ukraine, we needed to present a larger show of force in the Mediterranean. Now that he invaded, it’s too late for us to position our units. However, seeing as he was quick to move nuclear-capable bombers to Venezuela, we should learn from our recent mistake in the Ukraine and position military forces into the Caribbean. If he even attempts to launch them against us, we’ll be ready to take them out.
But, for now, my armchair is too comfortable to worry about it. And this warrior has better things to contemplate like fishing in Pedasi or vacationing on the balmy beaches of Wisconsin…

UNPUBLISHED: PANAMA LEGALLY RECOGNIZES THE RIGHTS OF NATURE

While the government negotiates on the one hand a new contract with Minera Panama and plans to expand the inventory of land for extraction, on the other it approves the law that recognizes the rights of nature, a milestone in the region that follows the steps taken by Ecuador and Bolivia a decade ago.

Panama legally recognized “the rights of Nature and the obligations of the State related to these rights” through Law 287 of February 24, 2022, published in the Gazette last week. It will come into force in one year.

It is not just any law, although the circumstances surrounding its publication are highly contradictory. Recognizing the rights of nature implies “a paradigm shift where we must consider nature as a living entity that has rights and not exclusively as an object that can be exploited and used” according to the statement of reasons that led the deputy for the free application Juan Diego Vásquez to present the preliminary project in September 2020.

It is then about reinterpreting –and reinterpreting ourselves- in a nature as a whole of which we are part and stop seeing it as a great inventory of resources ready to “exploit”. The law thus recognizes nature as a collective, indivisible and self-regulated entity, made up of interrelated biodiversity and ecosystems. Therefore, article 5 of the recently approved law empowers any person, natural or legal, or in association, to demand compliance with the rights of nature before any administrative or judicial instance.

The new legal body also grants nature “protection and respect by the State”, urging the country’s inhabitants to “assist the authorities when they become aware of possible actions or events that may generate risk or environmental damage”, in order to to ensure its restoration, maintenance and regeneration of vital cycles, in addition to the conservation of ecological structures and functions.

The principles that will govern the law – which still needs to be regulated by the Executive – include the superior interest of nature, the in dubio pro natura (principle of precaution and prevention in favor of nature), in dubio pro aqua (precaution in favor of water resources) and the principles of prevention in general, precaution and restoration.

The most important perhaps, and the most contradictory at the same time, is article 7 of the law, which reads as follows:

 “The State will ensure the application of all administrative, legal and/or technical measures necessary to prevent and restrict the effects of human activities that may contribute to the extinction of species, the destruction of ecosystems or the permanent alteration of natural cycles. and the climate, including, but not limited to the unsustainable extraction of natural resources, unsustainable fishing (…) the emission of greenhouse gases, deforestation and other human activities that affect Nature”.

And the fact is that although Panama is one of the few countries in the world that prides itself on being carbon negative, the path that could reverse this negativity was inaugurated precisely by a PRD government in 1997, when the Ernesto Pérez Balladares administration granted the concession to extract gold and copper to Petaquilla. For Donaldo Sousa, president of the Association of Environmental Law and FEDAP, this law “is not just another legal rule presumably aimed at protecting the environment, which will remain a dead letter.” Even Sousa denounced the government’s intention to “reduce parts of the Donoso park to give them to the mining company, (something that) destroys the Mesoamerican Biological Corridor under the pretext that they are going to give other areas to compensate.” That, according to the jurist, violates the principle of non-regression in protected areas.

Isaías Ramos, a biologist at the Center for Environmental Advocacy (CIAM), hopes that positive progress will be made with the application of this law, and “that it will not happen as with most of the country’s environmental legislation.” It emphasizes the international commitments of Panama, so that “they are taken into account by the Executive when choosing to develop metal mining, be a hydrocarbon hub and build roads through key areas of biodiversity.”

An earthquake of magnitude 6.3 was reported by the Institute of Geosciences of the University of Panama on the morning of this Thursday, March 3.

The telluric event was recorded at 06:29 a.m. at a depth of 10 kilometers, preliminary indicated by the IGCPanamaUP.

It was located 1,219 kilometers from Changuinola in the province of Bocas del Toro.

In the early hours of the morning, another medium-intensity earthquake occurred in the Fracture Zone to the North of Panama without leaving any damage.

The magnitude 5.0 (MLv) event was reported at 2:36 a.m. with a depth: 10 km, located 53 kilometers from Narganá or Yantupu.

No injuries or structural damage have been reported at this time.

The emergency station continues to monitor the areas of incidence.

The National Civil Protection System (Sinaproc) recommends that the population prepare their 72-hour backpack for emergencies, which can cover food needs, temperature protection and provide first aid in case of an emergency.

MORE THAN 300 PACKAGES OF ALLEGED DRUG SEIZED IN EL UVERITO

OIL PRICES CONTINUE TO INCREASE DUE TO SANCTIONS AFFECTING RUSSIAN EXPORTS

Oil prices continue to rise.

The prices of the two reference barrels for oil in the world soared this Tuesday to be clearly above 100 dollars, when the sanctions for the invasion of Ukraine already affect Russian exports of black gold.

The barrel of Brent from the North Sea reached 107.57 dollars per barrel in London during the session, for the first time since July 2014, while the American West Texas Intermediate (WTI) rose to 106.78 dollars, the highest since June 2014.

Nothing could stop crude oil’s skyrocketing run, not even the International Energy Agency’s announcement that it released 60 million barrels of its member countries’ reserves to the market to try to stabilize prices.

The decision, adopted by thirty IEA countries, sought to “send a clear signal to world oil markets that there will not be a shortage of supply due to the Russian invasion of Ukraine,” the entity, which represents the interests of the world’s major energy consumers.
