Fuel Price Continues to Rise, Protests in Darien and part of Chepo, Decree Establishes Visa for Cubans.

Friday, March 11, 2022

Finally, after nearly 30 months living as a quasi-hermit, I broke away from my comfort zone and took advantage of an invitation to once again meld amongst other humans.  As per the established construct of social engagement in Panama, you should never show up on time.  I mean, not like my friend Mike Kelly who apparently prefers smaller crowds and shows up at the end of the event, but more like that one sibling who always uses the excuse of her half-dozen over-rambunctious children slowing them down…. …and then never apologizing.  The invite was for 6:30P.M., so I decided to slink in around 6:45P.M.  That’s “gringo late”, but also “Panameño on time”.

Kent Davis knows how to bring people together.  Most know him as a master at real estate, but his true vocation is calling in the masses.  If Panamanians were truly serious about protesting, they should really call upon Kent to set it up; they’d bring the local government to their knees and the economy to an absolute halt.  The most recent gathering was last Tuesday evening at the Hotel Sortis “ONE Bar”.  It really is the perfect spot as parking is ample and it’s located in the middle of nearly everything for most.  (Not for me of course, as I’m one of those unique weirdos who decided to move as far from the city as possible, but not too far so I can still link in to high-dollar clients.)

The mixer attracted the likes of a true melting pot of professionals.  Gary Moore from Elevair, Robinson Dorion from JWRD Computing, Jeff Catalino from PaymentPorte, and so many others.  There were also other familiar faces like Kent, his partner Matt, the Baitels (who’ve been here for over 37 years!), as well as new faces that I wish I could have talked to a bit more like Alfredo and his wife, Illiana and her husband, and the list goes on.

Seriously, if you want to meet new people and create new business connections or just to make new friends, these are the types of meets and greets you MUST chime in on.  Just thinking back to some of the other social endeavors, some of my best friends of today were through these nonchalant gatherings like the Jonas “twins” as I call them; Jonas Verachtert and Jonas Thoroe from Belgium and Denmark respectively, who I’ve known now for several years.

Look in this week’s End Notes for photos related to this meeting.

FUEL, A DIFFICULT RISE TO DIGEST

Strong rise in the price of fuel.

New increase in fuel prices that will govern, for the next 14 days, generates frustration and impotence in the Panamanian consumer.

As of Friday, a liter of 95-octane gasoline will cost $1.17 (+0.11), a liter of 91-octane gasoline at $1.13 (+0.10) and low-sulfur diesel will cost $1.13 (+0.16), the Secretariat detailed of National Energy.

For the hydrocarbon consultant, Harry Queen, the consecutive increase in fuel prices worldwide and that impacts the domestic market have their origins in the increase in demand in the post-vaccination stage and that aggravated the war conflagration.

The expert maintains that what is happening with Russia, the third largest oil exporter, creates a nervousness in the world market that is pushing prices up, generating a high cost for the economies of dependent countries such as Panama.

The market is global and what happens alters the balance of supply and demand in the world, he indicates. However, Queen clarified that the domestic part that involves the fuel tax, 60 cents for gasoline and 25 for diesel, is fixed, while the international part is floating.

For Panama this translates into inflation, with an increase in sea freight, in the cost of exporting by plane, the cost of fuel for the car and the truck that transports food, says Queen.’

By January of this year, the sale of fuels for national consumption had achieved a recovery of 49.8%, with the reactivation of economic activities, after a drastic drop of 34% in the same period of 2021.

The expert also warns of an increase in the cost of food due to the impact it will have on the agricultural sector due to the cost of inputs and fertilizers.

panoramas

The expert reminded consumers that Panama has a risk management system for an average of 14 days, which indicates that the current situation of the prices that have been in force since this Friday corresponds to the reality of the market 14 days ago., and the forecast for the coming weeks is reserved.

Queen maintains that the analysis is done daily with each element that is introduced in the world oil market. The decision of the United States to say no to Russian oil, or the source to maintain the supply-demand balance, can alter the cost of fuel for the better or for the better.

As for the palliatives to relieve the consumer’s pocket, Queen does not recommend looking at the fuel tax, considering that it is aimed at the subsidy of the 25-pound gas cylinder.

He clarified that the Panamanian consumer will not be able to bear a rise in fuel, food and incidentally, in the cost of gas. Given this reality, Queen recommends that the State offer a subsidy on inputs and strengthen national agricultural production.

For the economist, Olmedo Estrada, this reality forces to establish a savings strategy both at the government level and in the cat and family consumption.

The director of the ATTT pointed out that in the next few days they will be revealing the new measures they will take so as not to affect the pockets of transport users.

The director of the Transit and Land Transportation Authority of Panama (ATTT), Carlos Ordóñez, told Telemetro Reporta that this afternoon the technical table that debates the issue of transportation in the country will evaluate new measures to mitigate the upcoming fuel increase and that will surely impact our society.

RUSSIA AND UKRAINE FAIL TO ACHIEVE A CEASE-FIRE AGREEMENT AND THE OFFENSIVE CONTINUES

Russian Foreign Minister Sergei Lavrov and Ukrainian Foreign Minister Dmytro Kuleba.

The heads of Russian and Ukrainian diplomacy failed to reach an agreement for a ceasefire in Turkey on Thursday, in their first face-to-face after two weeks of invasion and hours after the bombing of a pediatric hospital in the city of Mariupol, which caused three dead and worldwide revulsions.

“We wanted to get a 24-hour ceasefire. (Russian Foreign Minister Sergei) Lavrov said that Moscow wanted to talk about humanitarian corridors,” Ukrainian Foreign Minister Dmytro Kuleba said after the meeting in Antalya, south from Turkey.

The Ukrainian official assured that Russia intends to “continue its aggression until Ukraine capitulates.”

“I heard today that the ceasefire is linked, on the part of Russia, to the respect of the demands expressed by President (Vladimir) Putin to Ukraine,” he added. “But Ukraine has not given up, is not giving up and will not give up,” he insisted to reporters.

Russia “did not attack Ukraine”

Despite not giving up their positions, both officials said they wanted to continue negotiating and making efforts after this first meeting since the beginning of the Russian invasion.

Lavrov said his country was willing to continue talking in the same format as the first three meetings in Belarus and that a meeting between Putin and Ukrainian President Volodimir Zelensky was ruled out for now.

Responding to reporters after the meeting, Lavrov also assured that “Russia does not plan to attack other countries and did not attack Ukraine” but responded to “direct threats” against its security.

The minister also criticized the “dangerous” arms deliveries from Western countries to Kiev.

“Those who are loading Ukraine with weapons have to understand, of course, that they will bear responsibility for their actions,” he said.

So far, the talks between Kiev and Moscow have achieved local truces and the establishment of humanitarian corridors to evacuate civilians. But Russia has been accused of not having respected these agreements.

Lavrov assured this Thursday that the “Russian initiative for the daily opening of humanitarian corridors is still in force.”

Russia maintains the siege of the large Ukrainian cities and continues to bombard various regions. Hundreds of civilians have been sheltering from the bombardment in basements and makeshift shelters for days. In some places, the humanitarian situation is critical, according to witnesses.

Turkey’s meeting came a day after the bombing of a children’s hospital in Mariupol, in the southeast of the country, a strategic port on the Sea of Azov that is besieged by Russia.

At least three people, including a girl, perished in the attack, according to the latest balance of the municipal authorities communicated on Thursday.

Ukrainian President Volodimir Zelensky, who called the bombing a “war crime,” released videos showing the destruction of the site.

Surround Kiev

The images caused worldwide revulsion. The White House denounced a “savage” use of force and British Prime Minister Boris Johnson called the attack “immoral.”

This Thursday, the president of the Spanish government, Pedro Sánchez, accused Russia of probably committing “war crimes” for attacking “civil society in an indiscriminate way.”

This Thursday, the Kremlin said that it will ask the army for information about this attack, but Lavrov in Turkey assured that it was serving as a base for a nationalist battalion.

“All the women who were going to give birth, all the nurses and all the support staff had been expelled,” Lavrov said.

More than 1,200 people have been killed in Mariupol since the Russian military siege began nine days ago, according to municipal figures.

On Wednesday, in its latest official balance, the UN estimated that 516 civilians were killed and 800 wounded in Ukraine since the beginning of the invasion, which also caused the forced departure of more than two million people from the country.

On Wednesday, at least 35,000 civilians were evacuated from Sumy, Enerhodar and areas near Kiev, according to figures reported by Zelensky.

In recent hours and according to the Ukrainian General Staff, Russian forces continue to advance to “surround Kiev”, also attacking on other fronts, such as the cities of Izium, Petrovske, Sumy, Ojtyrka and the Donetsk region.

To the northeast of the capital, important columns of smoke rose this Thursday morning, according to AFP journalists.

Assistance and more sanctions

Since the beginning of the invasion, the United States and its NATO partners have supported Kiev but have avoided getting directly involved in the conflict. On Wednesday, Washington definitively rejected Poland’s offer to deliver fighter jets to Ukrainian troops.

However, the US House of Representatives has adopted a new federal budget that includes an allocation of nearly $14 billion for Ukraine.

It is about humanitarian aid, but also arms and ammunition for Kiev, it must now be voted on in the Senate before being signed into law by President Joe Biden.

The International Monetary Fund (IMF) also approved emergency aid of 1.4 billion dollars for Ukraine on Wednesday.

This Thursday, the Russian Ministry of Defense accused the United States of having financed a biological weapons program in Ukraine and said that it had found evidence of it in Ukrainian laboratories.

“The goal of these Pentagon-funded biological research in Ukraine was to create a mechanism for the secret spread of deadly pathogens,” ministry spokesman Igor Konashenkov said.

In Russia, Western sanctions are beginning to weigh on the population. The last foreign companies to leave the country were Japanese video game giants Sony and Nintendo.

This Thursday, the British government announced new sanctions against Russia, which will affect seven oligarchs, including Roman Abramovich, owner of Chelsea FC, which he recently put up for sale.

These punitive measures include an asset freeze, a ban on dealing with British individuals and companies, and a travel ban.

And this Thursday, the leaders of the European Union (EU) will meet in Versailles, in France, to discuss the impact of Russia’s invasion of Ukraine, from the point of view of security and energy.

FDA REJECTS KOREAN TESTS USED IN PANAMA

The National Medical Negotiating Commission requested investigation and clarification on the sensitivity and specificity of these tests.

The US Food and Drug Administration (FDA) has warned that three rapid COVID-19 tests should not be used due to the potential to produce false results.

Within the list of tests that maintain the warning are those of the Korean company SD Biosensor Inc, which are distributed in Panama by Mirero Corp.

And it is that in August 2020, the Republic of Korea made, through the Foreign Ministry, a donation of 12 thousand Standard Q Covid-19 AG model tests. Said donation was received on August 11, 2020, according to a tweet from the Ministry of Health.

On December 2, 2020, the Gorgas Memorial Institute certified the effectiveness of the SD Biosensor test until November 2025, requested by the company Mirero Corp. However, on March 1, the FDA warned about this type of test.

It should be noted that the same Gorgas certificate states that the company only submitted 25 tests for evaluation, which according to pharmaceutical sources is too low a number to qualify as a representative sample.

“The FDA is concerned about the risk of false results when using these tests since they have not been licensed or approved by the FDA for distribution or use in the United States,” the Drug Agency said in a statement.

As with the SD Biosensor Inc tests, the FDA issued warnings with the Celltrion DiaTrust COVID-19 Ag and Flowflex SARS-CoV-2 antigen tests (self-assessment).’

“All three tests work through a nasal swab, the agency added, recommending that health care providers have patients rediagnosed if they have used any of these three in the past two weeks,” the agency said.

The FDA said it “has received no reports of injuries, adverse health consequences, or deaths associated with the use of” any of the three tests.

The company Mirero Corp. told the newspaper La Estrella de Panamá that the tenders in which it has participated, for the supply of covid-19 tests, have been given through the joint table of the Social Security Fund and the Ministry of Health, whose process they assure was handled in a transparent manner, following the channels offered by the Panama Purchase/Quotes online portal.

Given the warning made by the FDA of the United States, Panama America sent a questionnaire to public relations of the Ministry of Health to find out their reaction to the FDA warning made about this test.

Among the questions sent are: The FDA questioned or questioned the result of some rapid tests of SD-Biosensor, which has been used mostly in Panama, what actions will Panama take on this issue?, as well as the fact that in Panama the Gorgas gave validity to these same tests until the year 2025, what will happen with this issue?

He was also questioned about the number of SD-Biosensor tests applied to date and if the Minsa currently continues to use this type of test.

The National Medical Negotiating Commission requested investigation and clarification on the sensitivity and specificity of the Covid tests.

APPROVED IN THIRD DEBATE PROJECT OF LAW THAT STRENGTHENS THE PROTECTION OF DOMESTIC ANIMALS

The initiative was proposed by deputies Zulay Rodríguez and Fernando Arce.

This Wednesday, March 9, the Plenary of the National Assembly approved in third debate the Bill 475 that modifies Law 70 of October 12, 2012, for the protection of domestic animals, the Penal Code and dictates other provisions.

The vote was approved unanimously with 39 votes.

In general, this initiative proposed by deputies Zulay Rodríguez and Fernando Arce seeks to prevent, eradicate and punish mistreatment of domestic animals.

“It’s ridiculous that we go with the justices of the peace and that you can’t enter a house to rescue an animal… Animals, apart from being in our environment, are also part of our family,” said the Deputy Rodriguez.

It should be noted that according to this bill, the justices of the peace may provisionally order the inspection of the place where one or several domestic animals have been mistreated by human beings.

In addition, the penalties for people who cause death or serious injury to animals can range from four to six years in prison.

This time could be increased by up to two thirds if aggravating circumstances are taken into account, such as: the animal being pregnant, the death of an animal being the product of rituals, the death being caused by treachery, among others.

On the other hand, those who mistreat pets would also have economic sanctions depending on different scenarios; for example, those who practice bestiality or promote it could be sanctioned with up to B/2,000.00.

MCDONALD’S TEMPORARILY CLOSES 850 LOCATIONS IN RUSSIA AND SUSPENDS OPERATIONS

McDonald’s has been operating in the country for more than 30 years.

McDonald’s, an American cultural symbol, announced Tuesday that it is temporarily closing its 850 stores in Russia and putting its operations “on pause” because they cannot “ignore the unnecessary suffering caused to Ukraine.”

A statement issued by the company explains that this measure will affect the 62,000 employees that the chain has throughout the Russian territory, whose salaries will continue to be paid, in addition to suppliers and other partners in the food business.

McDonald’s recalls that it has been operating in the country for more than 30 years and that its restaurants can boast of serving “millions of Russians daily.”

The statement with the closure of the franchises has been sent to each of the affected premises and their employees, says the company, which states that its number one priority since the beginning of the war “has been and is the people.”

The statement recalls that the chain’s restaurants in Ukraine itself have also been largely closed, but their employees continue to receive their full salaries.

McDonald’s and Coca Cola, the other company identified with the commercial and cultural power of the United States, have received pressure in recent days to interrupt their activity in Russia, a step that other companies, both technological and financial or from the textile sector, have already taken.

WOMEN IN PANAMA DEMAND SECURITY AND PUBLIC POLICIES TO CLOSE GENDER GAPS

March in Panama for International Women’s Day.

On International Women’s Day, a group of women in Panama demanded more public policies from the authorities to close gender and social security gaps.

“Today, Panamanian women raise their voices demanding and asking for clear public policies, and also to work together with the private sector and organizations to close the gender gaps that really differentiate us in this country and throughout the Latin American region” Said one of the spokeswomen who participated in a march to commemorate this day.

The march started from Porras Park, passed through the National Secretariat for Children, Adolescents and Family (Senniaf), and culminated in the Coastal Beltway. Young people and representatives of organizations and unions participated.

They expressed their concern about the high rates of unemployment and informality.

This group of women also requested that women be taken into consideration in the dialogue by the Social Security Fund (CSS), “those women who have indicated that they are not looking for work are not being taken into consideration because they do not have someone to leave their parents with.” their children or because they have to take care of the home”.

In addition, they advocated increasing the participation of women in the workplace, reducing the gender wage gap, and promoting the participation of women in leadership positions.

International Women’s Day was proclaimed by the United Nations in 1977, and finds its origins in the demonstrations of women who, especially in Europe, demanded at the beginning of the 20th century the right to vote, better working conditions and equality between the sexes.

SPEED BOAT SEIZED WITH 844 DRUG PACKAGES NEAR ISLA IGUANA

So far this year, 19 operations have been carried out seizing 15,346 drug packages, dealing a heavy blow to drug trafficking.

Operations continue in order to remove drugs from the streets of the country. On this occasion, the authorities seized illicit substances in the province of Los Santos and Colón.

In the first incident, a total of 844 packages of suspected drugs were seized that were found aboard a speedboat near Iguana Island, in the Pedasí district of Los Santos.

Deputy Commissioner Ricaurte Castillo, head of the fourth Naval Air Region, indicated that the units interrupted the movement of the boat, in which three people, all Colombian nationals, were being transported along with the drug.

The boat, its crew and the illicit substance were transferred to the Mensabé Naval Air Base, for the start of the process for international drug trafficking.

Castillo added that so far this year, 19 operations have been carried out in the country, seizing 15,346 drug packages, dealing a heavy blow to drug trafficking.

On the other hand, during a police checkpoint in the district of María Chiquita, Colón, a package of alleged drugs was found hidden in the tire of a vehicle.

It was learned that the Toyota car, Prado model, green, was transporting the illicit substance.

The Public Ministry reported that the Drug Prosecutor’s Office of Colón and Guna Yala, together with the National Police, apprehended a man and a woman when it is presumed that they were transferring the alleged drug.

This seizure and capture was achieved through a citizen call that alerted the authorities that this transfer of alleged drugs came from the community of José Pobre, which belongs to the district of Portobelo.

The seized drug is a rectangular package covered in chocolate-colored adhesive tape.

It is expected that this Tuesday, the case will be presented before a Judge of the Accusatory Penal System to legalize the arrest, charges will be charged for the crime of drug trafficking and the corresponding precautionary measure will be ruled.

FLORIDA APPROVES PROPOSAL TO KEEP IMMIGRANTS OUT

Democrats say the only reason to pass the proposal is to further DeSantis’s political ambitions and spark fears about immigrants.

All Florida government agencies would be barred from doing business with transportation companies that bring immigrants in the country illegally to the state under a bill that was sent Wednesday to Gov. Ron DeSantis.

The bill is a priority for the Republican governor and an attempt to stop the federal government from sending people who cross the border into Florida illegally. DeSantis, who is seeking reelection this year and is a potential presidential hopeful in 2024, has repeatedly criticized President Joe Biden’s immigration policies.

The House of Representatives voted 77-42 in favor of the bill, in which Republicans say illegal immigration must be addressed. Democrats say the only reason to pass the proposal is to further DeSantis’s political ambitions and spark fears about immigrants.

“I came to the United States the right way,” said Republican Rep. Webster Barnaby, who immigrated from England. “This is all about enforcing the law. It’s about preventing people who are illegally bringing people directly into Florida from being able to do so.”

Barnaby commented that immigrants being transported to the states after illegally crossing the border with Mexico “is practically an invasion.”

Once DeSantis signs the measure, it will prohibit any government agency, state or local, from doing business with any airline, bus or transportation company paid by the federal government to bring immigrants in the country illegally to Florida.

“Don’t give in to this scaremongering, don’t give in to this hate, don’t give in to treating people like they’re not human beings. They are. They are our brothers and sisters. Treat them decently, treat them with respect,” said Democratic Rep. Joe Geller.

Democratic Rep. Anna Eskamani said the bill was politically motivated.

“This is another example of political rhetoric and campaigning disguised as a bill,” he said. “This entire proposal is a front that is used to increase the campaign coffers in 2022 and 2024, because I know that one second after the governor signs this bill, there will be a fundraising email.”

Immigration has been a major talking point for Republicans attacking Biden, whose approval ratings have slipped as the GOP seeks to regain control of the House of Representatives in the 2022 midterm elections.

Republican Rep. Melony Bell said the bill is about making the state safer. He noted that a constituent sent him a photo last week showing two buses dropping off immigrants in the country illegally.

“These people were abandoned, put on the streets, without work, without food, without shelter,” he said. “Once they get here, they have nothing to do. They get into crime, they start driving while intoxicated, they kill citizens.”

The proposal also expands on a bill DeSantis signed into law in 2019 that would ban sanctuary policies by local governments and require local law enforcement to do their best to work with federal immigration authorities.

Parts of that law were struck down last year by a federal judge who repeatedly said the law was racially motivated and that its supporters had failed to show that it was necessary to reduce crime. The state appealed the decision and the matter remains unresolved.

WILL PRACTICE RANDOM SWAMPS ON STUDENTS AS PART OF THE RETURN TO CLASSROOMS

Students must maintain biosecurity measures.

The Minister of Education, Maruja Gorday de Villalobos, stressed this Monday that random swabs will be carried out on students, as long as they have the endorsement of the parent.

The detection tests against covid-19 are part of the return-to-school strategy, after two years in virtual mode.

“Yes, we are going to proceed with the random swabs, where the parents authorize and agree to this procedure, which is not invasive,” said the senior official.

According to the head of the education portfolio, this procedure has already been applied in blended classes and during academic recovery.

Experts have explained that the cases reported in schools will be a reflection of what happens in the communities.

Although some public health experts suggest that the mandatory mask should be eliminated in schools, Minister Counselor Eyra Ruiz said that this measure is not negotiable for now.

The doctor stressed that when there is a high incidence of cases on a campus, it will be closed while the educational community complies with the quarantine periods established by the Ministry of Health.

Ruiz explained that if in a school with 10 classrooms, for example, there are cases in one, that room is closed. But if there are cases in more than four classrooms, the school is temporarily closed.

“That is evaluated depending on the percentage of infected people,” the minister pointed out.

PRESSURE GROWING ON BIDEN AFTER APPROACHES OF VENEZUELA

Over the past five years, and with little success, the United States has used everything from harsh oil sanctions to criminal charges and support for coup attempts in its campaign to oust Maduro.

Joe Biden’s government was under increasing pressure to start lifting sanctions on Venezuela after President Nicolás Maduro released two US prisoners and promised to resume negotiations with the opposition.

Maduro’s goodwill gesture followed a trip to Caracas by high-ranking members of the White House and State Department over the weekend, which caught Maduro’s friends and enemies by surprise.

Although the Biden government did not say much about what had been discussed behind closed doors, Maduro – who had been seeking direct meetings with the United States for years – proudly boasted that careful protocol had been followed and praised the image of the flags of both countries. united.

Over the past five years, with little success, the United States has employed everything from harsh oil sanctions to criminal charges and support for coup attempts in its campaign to oust Maduro and restore what it sees as Venezuela’s stolen democracy.

But the Russian invasion of Ukraine has upended the world order, forcing the United States to reconsider its national security priorities. Hostile oil states under US sanctions, such as Iran and Venezuela, are the most likely beneficiaries as Biden tries to ease the impact of the ban on Russian oil imports, which is driving up prices that had already pushed inflation to an all-time high. in four decades.

“Clearly at some level a decision has been made to abandon some of the pillars of US policy toward Venezuela in recent years,” said Brian Winter, vice president of the Council of the Americas. “But until we know exactly what the Biden administration is trying to accomplish, it will be difficult to assess how far this truce will go.”

The US authorities have not detailed other specific results of the talks led by Juan González, responsible for Latin America at the National Security Council. It was the first visit to Venezuela by a White House official since Hugo Chavez led the country in the late 1990s, and a rare opportunity to discuss policy issues with the Maduro government.

One official said it was “a constructive, diplomatic but very sincere dialogue” and that it did not involve any quid pro quo but allowed the US government to share with Maduro its “worldview.”

White House press secretary Jen Psaki said Wednesday that it was an encouraging gesture that Maduro decided to return to negotiations in Mexico with his rivals. But neither she nor anyone else in the US government clarified how the United States would respond, if at all.

“There are a number of things going forward, but right now we’re just celebrating the return of the two Americans,” Psaki said.

One of the two freed Americans, oil executive Gustavo Cardenas, had been jailed in Venezuela since 2017, when he and several colleagues from the Houston-based firm Citgo were lured to Caracas for what they believed was a board meeting of their parent company, the state oil company PDVSA.

Instead, security officers with assault rifles and their faces covered burst into the conference room and detained the executives. They were later convicted of corruption offenses stemming from a never-executed plan to refinance some $4 billions of Citgo bonds by offering a 50% stake in the company as collateral.

In a statement Wednesday, Cardenas said his more than four years in prison had “caused a lot of suffering and pain, much more than I can put into words.”

The eight Americans still detained in Venezuela, including five of Cardenas’ colleagues at Citgo, are a major obstacle to normalizing relations with Maduro.

But even if the release of the other prisoners seems unlikely, Winter said there was now a small window of opportunity to maintain rapprochement as the United States positions itself for a long geopolitical standoff with Russia.

Among the options the United States has at its disposal is allowing Chevron – the only US oil company still operating in Venezuela – to increase production and perhaps resume exports to refineries on the Gulf of Mexico coast, custom-built to process the crude oil from the country, according to a US official before the diplomatic mission last weekend. US sanctions prevent Chevron from negotiating with Maduro or doing anything more than basic maintenance of the wells it operates with PDVSA.

There has been speculation that the United States could try to reopen its embassy in Caracas, closed since the government of former President Donald Trump and other governments recognized opposition leader Juan Guaidó as the legitimate leader of Venezuela in 2019.

Now, much depends on whether Maduro puts aside his authoritarian bias.

Although he has received US officials, Maduro has given little indication that he wants to leave Russia’s President Vladimir Putin. Last week he spoke by phone with the Russian leader in a gesture of support, and attended a march in Caracas in which Putin’s ambassador received a standing ovation from supporters of the socialist party, which rules Venezuela.

Winter said Maduro will also have to show a real willingness to negotiate with the opposition, instead of using the talks to buy time and relieve international pressure, as he has done in the past.

The most combative opposition and their allies in the United States have begun to criticize Biden for abandoning the multilateral policy of isolating Maduro.

Instead, some Venezuelans close to the government are already optimistic about the prospect of a better future, if not a return to the days when they could buy real estate in the United States and spend weekends in Miami.

A wealthy Venezuelan businessman who has been the target of US federal investigations for years, and who spoke on condition of anonymity to discuss sensitive matters, described it as “the beginning of the end of the conflict,” saying the US would now go after Russian oligarchs.

The deputy mayor of the district of Panama, Judy Meana, indicated that the construction of the new Seafood Market is endorsed by the Central Government, after evaluating the project and assured that it is part of its municipal master plan.

“We had to undertake the request for that use of that piece of land or that land of the Coastal Strip because the Coastal Beltway is administered by the Ministry of Public Works and that request is submitted to the Ministry of Economy and Finance, which means that the Central Government It gives us the go-ahead to be able to do this project that is going to be in this space”, explained Meana in the first instance.

The deputy mayor pointed out that in the planning of this project, which was promoted during her campaign for Mayor of Panama, all the steps requested by the administration were fulfilled and that although she was not present during the period of the citizen consultation that approved the construction of this project, understands that it was contained in view of the fact that it was carried out in times of pandemic restrictions.

The markets are within our government plan and many other things,” Meana said.

Meana acknowledges that they have failed in the communication strategy, which has not allowed them to effectively promote the importance of the construction of this market that will improve roads in this sector of the capital city.

The deputy mayor stressed that both mayors and representatives need extra income, call it mobilization or representation expenses, since the pandemic showed that the State appointed municipalities and community boards to distribute bags of food, medicine or treat unforeseen events. contemplated in their budgets, as long as they are justified.

PATIENT WITH A TRANSPLANTED PIG HEART DIES, TWO MONTHS AFTER SURGERY

David Bennett did not survive.

The first patient to receive a pig heart transplant died two months after that surgical intervention, the Medical Center of the University of Maryland School of Medicine (USA), in charge of that historic operation, reported on Wednesday. .

David Bennett, 57, with terminal heart disease, underwent surgery on January 7 at the aforementioned medical center and became the first person to receive a genetically modified pig heart.

As reported by the hospital today, Bennett died on Tuesday after his condition deteriorated several days ago.

After doctors confirmed that he would not survive, he was placed on hospice care, according to the statement from the Maryland College of Medicine.

The death occurred two months after a historic operation that was carried out successfully and that, as the same institution explained in January, was “the only option available to the patient”, since several hospitals had ruled out the possibility of performing a transplant conventional.

“It was either die or do this transplant. I want to live. I know it’s a shot in the dark, but it’s my last option,” Bennett said then.

Members of the medical team said they were “devastated” by the loss of the patient, as the author of the transplant, Dr. Bartley P. Griffith, noted in the statement, who highlighted Bennet’s courage and desire to live.

Muhammad M. Mohiuddin, director of the cardiothoracic program at this center, for his part stressed his gratitude to the patient for his “historic role” in the advances in gene transplantation.

Due to their physical characteristics, pigs are one of the animals most similar to humans: we share 90% of the genome, their organs are similar in size to ours and they also develop diseases such as diabetes, Alzheimer’s or Parkinson’s.

THEY WILL CARRY OUT THE FIRST ANALOGUE TELEVISION BLACKOUT DRILL IN THREE PROVINCES OF THE COUNTRY

ASEP officials

During the Wednesdays of next May, the National Authority of Public Services (ASEP), will carry out a blackout simulation of the analog signal, which will serve as preparation and measurement for the implementation of the open television signal in the provinces of Colón, Panama and West Panama.

This drill, which has the support of local television stations in Panama, seeks to prepare users for the digital signal and the benefits that Panamanians are already receiving in terms of image and sound.

The roadmap includes the performance of four drills that will begin in the month of May, the first of which will be on Wednesday, May 4, 2022. In addition, the update of a dissemination plan is included to position the activity.

Users will experience a simulation of traditional or analog signal shutdown. During this period, messages alluding to the preparations for the total shutdown of the analog signal in the aforementioned places will be broadcast on the screens.

It was also reported that the time set for carrying out the blackout drill will be two minutes from 8:00 p.m.

The ASEP seeks to familiarize the people who live in the provinces of the first phase (Panamá, Panamá Oeste and Colón) by the time the total transition to the digital signal is announced.

The digital blackout is related to the modernization of analog television signals. Viewers will be able to obtain the digital signal through a television that has an integrated DVB-T digital tuner or with a DVB-T decoder box that must be connected to an antenna to receive the open signal.

The new technology provides better image quality, better sound and elimination of images with shadow or “ghosting” effect that offer greater sharpness. The second phase of implementation of Digital Television will continue in the rest of the country’s provinces.
