Friday, July 29, 2022.

To my own detriment, I’ll often talk of how weird my mind works.  It amazes me, but causes laughter and amusement (sometimes pity) to the hearts of many others.  This morning I woke to the brilliance of our sun, bursting through the window of our bathroom.  Slightly annoyed, I stretched and thought, “Geez, couldn’t she have at least shut the bathroom door before she left, damn it!”… …it was the perfect forehead smacking moment as yesterday we removed the bathroom door so it could be sanded down and re-stained.

I used to think that my life was just a collection of poorly made decisions with Metallica playing in the background, but then there’s Saul Mendez.  Mr Mendez, to his friends, is the General Secretary of that group of construction workers who shut down the majority of your streets and roads in Panama City, making you late this last month for work or breakfast with friends.  Yes, I’m referring to SUNTRACS.  Remember all of those people dragging their suitcases up the Corridor Sur in the futile hope of catching their plane on time?  Yeah, they can solely thank Saul for it.  (I’m not allowed to call him “Mr Sanchez” as we’re not friends). He was also the 2019 presidential candidate for the “Frente Amplio por la Democracia” or FRAPLADEM as I now call them keeping in line with all of the cool local acronyms; they refer to themselves only as “FAD”.  In English, the “Broad Front for Democracy” was quite the FAD indeed, originally created in 2013, disbanded in 2014, then reawakened in 2018 and discontinued again around the end of 2019, its president was Fernando Cebamanos (which essentially translates to “Hands smeared in pork fat”) and its originating General Secretary was the porn-´stache toting Genaro Lopez.

If you look on the political spectrum of liberals and conservatives, Saul is located to the left.  No, further left… …keep going… ok, you see that ledge around the spot where you would normally find Karl Marx or members of the Red Army Faction?  Ok, go past that ledge and jump off – he’ll be floating around out there calling groups like the Animal Liberation Front and Earth Liberation Front, “pussies” for their weak tactics and under-motivated efforts.  (NOTE:  The “ALF” along with the “ELF” reportedly caused more than $42 million in damages, committing over 600 criminal acts in a 6 year period.)

But why have I dubbed his actions and present status, the result of “poorly made decisions?”  Dude, if anyone decides at any point in their life that they’re going to embrace the doctrine of Karl Marx, you have definitely, truly, royally failed in dramatic and ignominious fashion somewhere along the line.  In the last month, he’s openly and clearly stated that he is a proud marxist believer and in another recent interview announced that “this fight isn’t over until they’ve taken the government”.  Meaning, the fire, road closures and hate rants against the rich, just isn’t enough.  Now, I don’t think he meant “take it by force”, but I also wouldn’t put it past him.  Him and his group of do-badders are intentionally working feverishly towards forcibly pushing Panama into profound socialism by turning everything into a subsidy, even before he’s officially running the government.  I mean, why take on the responsibility of running the country to get your way, if you can force the government running the show to do it for you, right?  At this moment, a large majority of the populous are pleased by the $3.25 we’re paying for fuel.  We will also have a list of food, medicine and other needed products and materials that will also be subsidized, but none of this is sustainable.  (Emphasis on “needed”, by the way.). At some point soon, our adopted country will run out of money and food, forcing Panama to reach out for yet another international loan, all the while, the vast majority will clamor and complain that.. …it’s not enough.  They’ll want more subsidies.  And if the government tries to take away those “freebies” (taken from your hard-earned-and-paid taxes), SUNTRACS, Gnobe Bugle (the originators), teachers unions, thugs, deadbeats, and anyone else trying to get out of work, will take to the streets once again, burn tires and make you late for your morning coffee with “Fifi”, until they get their way,  all via their Marxist-fueled temper tantrum.

But, what the hell do I know?  Hopefully, the teachers go back to class on Monday, the originators go back to their vast amounts of land where they sit around producing absolutely nothing, relying as always on capitalist handouts from their oppressors and SUNTRACS will go back to building our condos.  Then I can write about something truly important like sanding and staining the doors in my house.  Oooohhh, now that would be a masterpiece for our articles.

RUBÉN BLADES, COVER OF ROLLING STONE MAGAZINE

Rubén Blades, cover of Rolling Stone magazine

Maestro Rubén Blades will be in the most recent edition of Rolling Stone magazine in Spanish.

Half a century after the release of his first album, Rubén Blades is one of the most legendary salseros of all time and continues forward having built a legacy through the decades that goes from defining the foundations of Salsa to the creation of more than 35 albums with hundreds of songs that represent the cry of the Latin American people.

The Panamanian, without hesitation and regardless of privilege, always had the necessary arguments to maintain a constant questioning of political and social facts, moving away from the conformism and resignation that has characterized many of his colleagues and, without intending to, defined the sound of a generation that is not ruled by flags.

In this edition, the Panamanian apart from being on the cover will also reveal the interview they did to him, famous for being very entertaining and blunt.

“PRODUCERS AND ENTREPRENEURS WILL JOIN THE DIALOGUE IN A NEXT PHASE,” REITERATES MONSIGNOR ULLOA AFTER MEETING WITH CORTIZO

Meeting between President Laurentino Cortizo and Monsignor José Domingo Ulloa.

The President of the Republic, Laurentino Cortizo, moved this Wednesday to Penonomé, province of Coclé, where the Single Table of Dialogue is installed to communicate to the monsignor, José Domingo Ulloa, the concern and interest of businessmen and producers on the decisions taken at this table.

On Tuesday, President Cortizo held a meeting during the day with the different business associations of the country and with producers and agro-industrialists, who indicated their desire to be part of this dialogue table.

After the meeting, Monsignor Ulloa reiterated that from the beginning it was established that the methodology of dialogue would be divided into phases and that it would not be exclusive.

“Mr. President has come to meet with us, facilitators… and spoke of other groups to join, but they are going to join in the next phases, we have said it, it is not an exclusive dialogue and after this dialogue other agents will sit at the table,” said Monsignor.

President Cortizo indicated that this dialogue could give the possibility of including what was discussed in the High-Level Commission, which has already been discussing with different sectors of the country for more than 6 months, to handle that issue in that high-level commission.

The Panamanian president assures that there is concern on his part and acknowledged that the social explosion that the country has experienced could be avoided.

“Everything can be avoided, even the conflict that one lives in their homes. Avoid it, for example this begins on July 4, and that day I had left Panama, a week, it was the Monday that I left Panama, what were the issues: the cost of fuel, what can we do with the issue of Panama fuel?, we have already done it B /. 3.25 is the lowest and much lower price at the level of the Central American region,” said the president.

However, the teachers’ warning came from July 1, when teachers went on a 24-hour warning strike and called for fuel price reductions, educational improvements and a reduction in the basic basket.

THE MINISTRY OF ENVIRONMENT WILL REMOVE 34 ANTENNAS FROM THE BARÚ VOLCANO NATIONAL PARK

Night view of the antenna area at the top of the Baru volcano.

The Ministry of Environment will carry out relocation work on 34 antennas located at the top of the Barú volcano, in Chiriquí, to avoid visual contamination of the protected area of the Barú Volcano National Park.

According to the entity, this is part of the works financed through a $62 million loan with the Inter-American Development Bank (IDB), for improvements to the country’s natural heritage in four protected areas, which was approved in the last government.

In the specific case of the removal of telecommunications structures, the ministry reported that it is currently preparing the legal technical diagnosis — in conjunction with the IDB — which will be completed in November of this year.

Once they have the diagnosis, the tender to carry out the project in Chiriquí will be announced.

Currently, in the Barú Volcano National Park, the project for the rehabilitation of the Los Quetzales trail and the path from the Cima to Paso Ancho is being executed, with an advance of 40%.

Other projects

The financing granted by the IDB also includes improvements to other protected areas, such as Coiba, in Veraguas, and the San Lorenzo Protective Forest and Protected Landscape and the Portobelo National Park, both in Colón.

For Portobelo, a water treatment plant was delivered in March of this year, which treats raw water so that the inhabitants of the district receive drinking water.

In San Lorenzo, a rehabilitation of trails is carried out, which are 90% advanced. This project contemplates an interpretive platform for nationals and tourists to know the cultural and natural history of the reserve.

In addition, in Coiba the trails are also improved, and the structures of the checkpoints and viewpoints are adapted, with an advance of 95%.

ASSEMBLY, PUBLIC SERVANT: WHAT NEW BENEFITS WILL THEY HAVE?

Public servants shall enjoy protection of their salary by means of an amendment to Law 92, approved by the Assembly.

Now the salary of public servants will have protection in the process of kidnapping and seizures, meaning that only up to fifteen percent (15%) of the surplus of the minimum wage can be recorded in the salary of the servant, as approved in the second debate of bill 644 by the National Assembly.

This is the amendment of article 3 of Law 92 of 1974, which adopts measures to protect the salary of the public employee, regarding the establishment of the appropriate percentage that prevents the economic security of the official from being violated.

On this occasion, the Comptroller General of the Republic, must apply the corresponding deductions in the process, explained the deputy proponent of the project, Corina Cano, since it indicates that the salary of the officials was raised to B / 600.00.

The amendment emphasizes that Law 92 maintains as in force the minimum wage of B/.100.00, in Panama, Colón and B/80.00 in the rest of the country. This is at odds with the current minimum wage established in Executive Decree 520 of 21 December 2016, achieved in various trade union struggles with the Ministry of Labor.

This modification also changes Article 1 of Law 92 because the minimum wage must be adjusted periodically through an Executive Decree, so it will be avoided that once the modifications to the amount are given, the effectiveness of the norm will be affected.

For the legislative plenary, the Office of the Comptroller General of the Republic, updating the data in this regard, would eliminate the existing technicality which has created a gap in the recognition of the current minimum wage of public officials.

According to the political constitution of the Republic of Panama, public servants are public servants appointed temporarily or permanently to positions of the Executive, Legislative and Judicial Organ, of the Municipalities, autonomous or semi-autonomous entities; and in general, those who receive remuneration from the State.

‘NO ONE WILL SEIZE MEDICINES FOR PERSONAL USE’: TAYRA BARSALLO

Tayra Barsallo, director of Customs, stressed that the last update of the travelers form was made in 2017.

This week, a debate has been generated on social networks by a question about drugs on the declaration form that travelers entering the country must fill out.

How true or new is it? This media consulted Tayra Barsallo, director of the National Customs Authority of Panama, and stressed that the question about the entry of medicines dates from 2017, when the declaration of travelers entering the country was updated, and that it seeks to determine if this type of product would be used for commercial or personal purposes. He recalled that the Council of Ministers of Economic Integration, a regional organization of Central America to which Panama is a party, approved the regional declaration of travelers, which is used by all member countries since April 1, 2018.

The idea was that all countries would have a single declaration or document when someone tries to enter the country.

“It is false that it is a new form, and it is an identical document to the one that all the countries of Central America have,” he said.

In the words of the official, a “wrong” concept of what traveler’s luggage is, is spreading on social networks, since the current statement indicates that goods for personal use or for the exercise of their profession are considered traveler’s luggage, provided that they do not have commercial purposes.

“If the medicines you bring are for personal use there should be no inconvenience, but if the suitcase comes full of medicines, it is not normal,” said Barsallo, who added that although the last update of the traveler’s declaration was in 2017, the content is the same from several years ago.

“It may just change the design, but the content is the same. The message to the population is that medicines can be part of their travel baggage and that they can acquire the medicines where they consider they are most favorable to them, either in Panama or abroad. Here no one is going to seize medicines for personal use from travelers,” he concluded.

Emma Pinzón, representative of the National Federation of Associations of Patients with Critical, Chronic and Degenerative Diseases, was surprised by this debate that has been generated.

In that context, Pinzón said that he travels to Colombia with some frequency, in order to acquire medicines for one of his ailments at better prices and has had no problems.

“The entry of medicines into Panama for personal use has never been prohibited and that question was in the traveler’s statement. Now, that doesn’t mean I’m not against high drug prices in the country,” he said.

Patients with chronic and degenerative diseases are among the most affected by the shortage or high cost of drugs in Panama.

COMPTROLLER INSPECTS WORK OF THE ITSE STATION, CONFIRMS THAT IT HAS AN ADVANCE OF 97%

Staff of the Comptroller’s Office during their tour of the ITSE station.

The Office of the Comptroller General of the Republic reported this afternoon, through a statement, that the National Directorate of Engineering made a tour of the branch project of Line 2 of the Panama Metro, which connects with the Specialized Higher Technical Institute (ITSE) and the Tocumen International Airport.

“The Comptroller’s Office continues to carry out periodic inspections of different works to verify that the projects are not delayed and comply with the established parameters and the estimated time,” said the National Director of Engineering of the Comptroller’s Office, José Vence.

The institution points out that the project has an advance of 97% in the execution of its civil works and 87% in auxiliary systems, as announced by Agustín Arias, director of Projects and Planning of the Panama Metro.

Arias explained that they have started some local tests with the systems all the way to the airport. He explained that these stations have a single platform, with height restriction, single track to the airport and vice versa.

The areas that were reviewed by personnel from both the Comptroller’s Office and the Panama Metro were the technical rooms, electricity, signaling, communication, fire alarm and low voltage system.

“Civil works are 97% complete and are likely to start using it at the beginning of 2023… and the budget for this construction, among the 2 contracts add up to 152 million Balboas,” said Arias of the Panama Metro.

For his part, Vence explained that among the points explained, it was also announced that they must integrate the railway part as the auxiliary systems of the civil works in the next 3 months.

The Comptroller’s Office announced that in December it is planned to have this station activated.

ENA: TEMPORARY CLOSURES WILL CONTINUE AS LONG AS PROTESTS OR ACTS OF VANDALISM ARE RECORDED

In the corridors there have been closures due to the demonstrations.

The National Highway Company (ENA) reports that the temporary closures that have been carried out in the mornings, mainly in the South Corridor, will continue as long as there are still protests on the road and / or acts of vandalism.

It points out that these closure measures are adopted with the aim of preserving the safety of the users of the corridors.

“As long as road closures by demonstrators and/or acts of vandalism represent a risk to users of the corridors, ENA in coordination with the corresponding authorities will proceed to the temporary closure of the Southern Corridor, in order to safeguard the safety of drivers and their vehicles,” he says.

The general manager of ENA, Luis Abrego, regretted that thousands of drivers are affected and unable to travel through the corridors and other roads of the country as a result of these closures.

“In ENA we work closely with the National Police to close the accesses to the corridors. Only for one hour, between seven to eight in the morning from Monday to Friday, the average number of vehicles in the South Corridor or capacity is about 25 thousand cars, which move to and from the center of the city, because it is peak hours, “explained the manager of ENA.

THEY PRESENT A DRAFT LAW THAT SEEKS TO PREVENT THE RE-ELECTION OF THE RECTOR OF UNACHI

Current rector of Unachi, Etelvina de Bonagas.

The deputy of the 4 – 6 circuit, Ana Giselle Rosas, presented a draft law that modifies article 36 of Law 4 of 2006 and reorganizes the Autonomous University of Chiriquí (Unachi).

With the modification proposed by Rosas, the rector would be elected only for a five-year term and could not be re-elected in the next two terms. Also, the deans, vice-deans, directors and deputy directors of the regional centers.

For Rosas, “this draft law aims to free Unachi from political control and allow administrative change” of the university.

On April 1, President Laurentino Cortizo sanctioned Law 292, which modifies this same article of Law 4 of 2006 and allows the re-election of the rector establishing that:

The rector of the University will be elected for a period of five years, and may be re-elected for two consecutive terms,” as well as deans and similar positions.

The project was widely criticized during the support in the National Assembly, after being proposed by Deputy Raúl Pineda, as it was considered a political move by the members of the Democratic Revolutionary Party (PRD) and occurred at a time when the rector, Etelvina de Bonagas, was being investigated for cases of patrimonial injury.

La Unachi has been in the midst of scandals. The rector has a salary that exceeds thirteen thousand dollars, in addition questions have arisen about the poor budgetary management of the institution.

In addition to this, a proposal that sought to create a cable television channel, which included a budget of 1.5 million dollars, caused a furor among civil society.

In that sense, the president of the Chamber of Commerce, Industry and Agriculture of Panama (CCIAP), Marcela Galindo, called for the resignation of the Rector; and the Office of the Comptroller General of the Nation reported that it had initiated an audit of the university.

LOSSES OF 75 MILLION DOLLARS CAUSED BY THE CLOSURES IN CHIRIQUÍ

Local and foreign tourists were seriously affected by road closures in the province of Chiriqui.

The businessmen of the tourism sector in the province of Chiriquí confirmed that the closures of the inter-American route in this region of the country caused losses of 75 million dollars and affected the image of the country.

The coordinator of the Tourism Commission of the Chamber of Commerce, Industry, Agriculture and Tourism of Chiriquí, Jorge Tovar, said that in addition to the losses due to the closures, there is concern in the sector for tomorrow, due to the negative campaign that has generated the closures in Panama.

“The world’s tourism industry does not work today, it works by projecting and preparing for future reservations, which today are not a product of the image that the country has been sending internationally,” said Tovar.

The instability and uncertainty that was caused did a lot of damage to tourism.

He pointed out that the constant closures by the indigenous people in the east of the province of Chiriquí, generates concern among national and foreign tourists who on many occasions decide not to visit this region of the country for fear of being trapped.

The coordinator of the Tourism Commission of the CAMCHI called on the groups to reach the necessary agreements at the dialogue table and thus avoid as much as possible road closures that harm tourism activities.

The roads were reopened last Monday after some agreements were reached at the dialogue table on the issue of the basic basket.

The President of the Republic, Laurentino Cortizo Cohen, sent a message to the Nation this afternoon through which he confirmed the measures taken in the Council of Ganinete to guarantee social peace in the country, and among this he proposed the inclusion of 50 new products of the basic basket in the price control to reduce the high cost of food.

The president said that he approved, by Executive Decree, the inclusion of another 50 products from the basic basket for a total of 72 and explained that the added products represent a saving of more than B /. 80.00 in the cost of the basic basket; and added that with the reduction in the price of fuel, which impacts on the final cost of all products, the savings will be greater than 30%.

The measure includes a 25% discount on parts of the chicken of popular consumption, also the brands of Café Dorado, Café Panamá and Café Durán that the National Government will acquire at market price through the Panama Products Program, explained the president.

He also added that the products of the program will be available in all the stores and agroferias of the Institute of Agricultural Marketing (IMA), including the positions of this institute established in the Merca nationwide and in the stores, mini-supermarkets and grocery stores in the regions.

The president reiterated to Panamanians that protests, street and road closures affect everyone, put the health and lives of Panamanians at risk, increase the cost of food and threaten employment.

“The National Government respects the right to demonstrate, as established in our Political Constitution, without disturbances of public order or violation of the rights of third parties, much less acts of vandalism or crime that threaten the safety and life of citizens. In these cases, the authorities will apply the sanctions contemplated in the Law,” he warned.

It should be noted that the Cabinet Council also approved the decree that eliminates the tariff on imported products added to the list of the basic basket so that this reduction is reflected in the final price to the consumer.

LAURENTINO CORTIZO ASKS TEACHERS TO RETURN TO THE CLASSROOM

President Laurentino Cortizo.

President Laurentino Cortizo called on teachers, who have been unemployed for three weeks, to return to the classroom.

During his arrival in the province of Coclé, the president said that children and young people need to be in the classroom, studying, learning and sharing with their peers.

Cortizo acknowledged that during the pandemic students did not receive the quality of education that is required, however a national effort has been made to keep most schools operational.

“We have to prepare our students so that they can face the competition that exists globally,” he added.

One of the requests of educators is that the Law of 6% of the Gross Domestic Product (GDP) for education be complied with.

On the other hand, the president referred to the meeting he will hold with the Archbishop of Panama, José Domingo Ulloa, in which he will raise the importance of the participation of the private sector in the Single Dialogue Table of Panama.

He said that the idea is to involve in all these issues the unions and sectors that can truly contribute to presenting the country with viable options.

NASA RELEASES NEW IMAGES CAPTURED WITH THE JAMES WEBB SPACE TELESCOPE

Image taken with the James Webb Space Telescope of Carina Nebula.

A new era in astronomy comes after the publication of the second wave of images captured with the James Webb Space Telescope.

“Every image is a new discovery,” said NASA Administrator Bill Nelson. “Each will give humanity a vision of the universe that we have never seen before.”

On Monday, the telescope revealed the clearest image of the early universe to date, dating back 13 billion years.

A new photo released Tuesday showed water vapor in the atmosphere of a distant gaseous planet. Spectroscopy – an analysis of light that reveals detailed information – was used to study the planet WASP-96 b, discovered in 2014.

Nearly 1,150 light-years from Earth, WASP-96 b has about half the mass of Jupiter and revolves around its star in just 3.4 days.

“We’ve seen the effect of what happens when a planet and its atmosphere pass in front of the star, and light from the star filters through the atmosphere, and it can be broken down into wavelengths of light,” said NASA’s Knicole Colon.

“You see bumps and agitations that indicate the presence of water vapor in the planet’s atmosphere.”

The Carina Nebula is another of the targets that are being observed and whose image will be announced soon. This nebula is known for its towering pillars, among which is the “Mystic Mountain,” a three-light-year-high cosmic pinnacle captured in an iconic image by Hubble, the telescope before Webb.

A stunning shot released by the White House on Monday shows thousands of galaxies and some of the most distant objects ever observed.

Known as Webb’s First Deep Field, it shows the galaxy cluster SMACS 0723. It acts as a gravitational lens, deflecting light from the farthest galaxies behind it toward the observatory, in a cosmic magnifying effect.

The Webb was launched in December 2021 from French Guiana on an Ariane 5 rocket. After a journey of 1.6 million kilometers from Earth, it is orbiting the Sun in a region of space called the second Lagrange point.

It remains in a fixed position relative to the Earth and the Sun, with minimal need for fuel for course corrections.

It is a marvel of engineering. The total cost of the project is estimated at $10 billion, making the Webb one of the most expensive scientific platforms ever built, comparable to CERN’s Large Hadron Collider.

The telescope’s primary mirror is more than 6.5 meters wide and consists of 18 gold-coated mirror segments. Like a hand-held camera, the structure should remain as stable as possible to achieve the best shots.

After the release of the first images, astronomers around the world will get time quotas to use the telescope. Projects have been selected competitively through a process in which applicants and recruiters do not know each other’s identity, to minimize bias.

NASA estimates that the Webb may have a life span of 20 years. The new telescope will solve fundamental questions about the cosmos with the help of its predecessors: Hubble and Spitzer.

PADRINO EMPRESARIO PROGRAM HAS THE SUPPORT OF 70 COMPANIES

The scholarship that the adolescent receives is 100% deductible from Income Tax.

A total of 70 companies currently sponsor the Padrino Empresario program of the Ministry of Social Development (Mides), 25 of which have entered the post-pandemic program.

In the wake of the COVID-19 pandemic, several companies had withdrawn from the program, with the exception of five that continued to offer the scholarships to their beneficiaries. However, since October 2020 they have been gradually reintegrating into the program, and since April 2021 monthly 3 to 5 companies have joined.

The director of the Padrino Empresario program, Adelina Hernández, called on entrepreneurs to join this space that generates benefits for all.

“There are not enough companies that are affiliated with the program, when the demand in 2022 is approximately 360 adolescents who are in the database, waiting for more companies to join the compliance with Corporate Social Responsibility and offer the opportunity to potentiate their skills in the work internship,” said Hernández.

For her part, the Minister of Social Development (Mides), María Inés Castillo, affirmed the commitment to strengthen this program that they carry out together with private enterprise and the government sector, to guarantee opportunities for adolescents with a human rights approach.

It is worth mentioning that the Padrino Empresario program allows young people to better define their university career and acquire life skills, making them competitive once they reach their majority.

An agreement was recently signed with the Ministry of Labor and Labor Development (Mitradel) so that beneficiaries of this program, upon reaching their age of majority, can benefit from Mitradel’s Learning by Doing Program.

Padrino Empresario is a program designed to potentiate skills in the educational and labor framework through work internships of four to six hours a day, from Monday to Friday, in the morning or evening shifts, depending on the school day that students attend.

Similarly, students, in the course of their internship, develop skills such as safety, responsibilities, organization, teamwork and socialization. In addition, the internship helps them improve personal projection and academic performance, promotes entrepreneurship and personal growth.
