I’m hesitant to send this out as my intro as I don’t want to offend any of my Panama-born Chinese friends,  clients or anyone else for that matter.  I have no intent of offending any of the Chinese at all, but something has to be done about that darn government.  There’s an on-going concern about “Red China” invading Panama, but from everything I can tell, they’ve always been here, and they’ve been “recycling” their sympathizers and pawns in and out of Panama for as long as I can remember.

But here we go… if China’s plan for world domination wasn’t already enough, the US seems to be intentionally provoking them for some reason as well.  Tensions with China aren’t new and I still love saying “Chayn-ah” in a bold Trump-esque fashion, but recently, those tensions have heightened.  The first mention of it, that peaked my interest more than usual, was China’s relationship with Panama.  It’s really not news that China (via Hong Kong) has a few very important concessions at some of the ports in Panama, but the way the USA is talking about it recently, you’d think it were something fresh out of the factory.  US Southern Command announced recently that they were legitimately concerned that China could potentially militarize the canal at the drop of a coolie hat, even going so far as saying, “China’s ownership of the canal is a concern.” . Helloooooowww, China doesn’t OWN the canal, they have a very long concession for management of the canal, which is very different.  (25 year concession, renewable for another 25 years which they just did recently.). It’s important to note that any wrong-doing on their part and they could easily lose that concession.  I think this was a way for the US to create tensions and possibly “take” the canal with a prepared excuse if things in the east go south for them.

Then, Nancy Pelosi decides to go to Taiwan.  I understand the importance of these diplomatic missions and even if I don’t like Pelosi, she has shown support for embattled democracy movements in the past including Ukraine most recently.  I´m sure her trips are also for selfish reasons and possibly a way for her to prepare for her Presidential bid in 2024… …call me crazy if you wish, but the timing and her trips seem to be aligning and I don’t think it’s a coincidence.

The Taiwan trip puts China in a position of distrust with us.  They really have no choice but to show their people and the world that they’re the ones in charge.  They warned us that they’d break diplomatic ties with “resolute and strong measures” if Pelosi went there and she went, so they simply acted as promised.  The interesting thing is this:  Biden and Pelosi both sent the message to reassure China that they are committed to the US’s “one-China policy”.  But if the leader of this “one-China” tells us not to go to Taiwan, which is a part of that one-China policy, why did she go anyways?  And why did she make the statement “It is essential that America and our allies make clear that we never give in to autocrats.”?  More flippity-floppity crap.

But, back to Panama.  China has had her crafty eyes on our itty-bitty country for years.  Even before the US pulled out at midnight of December 31, 1999, China was already crafting their way in; that Panama Ports concession was given to them in 1997.  Some of the more not-so-subtle things they’ve done was during the Ernesto “El Toro” Perez-Balladares years of presidency, when he made a deal with China to allow thousands of Chinese-born citizens to obtain Panamanian nationality.  I’m not talking about the “N” status that many of us foreigners are hoping for someday, I mean the ones that start with an “8” as if we were actually born here.  Yeah, so why would China want to get this type of nationality for Panama?  Quite simply, it was a quick way for them to also get easy passage to the USA whenever they wanted.  Back then, Panamanians could get a tourist visa a lot easier than they can now; but China couldn’t.  El Toro lost his visa as did his chief of immigration back in those days because of this.

China slowly grew their seeded, infiltrated human-trafficked agents in Panama as well as to the rest of Latin America, using the classically known front of Mini-Marts.  The hustle works quite simply where a new china-born man and woman come to Panama, speaking no Spanish whatsoever, and start working for their “uncle” – it’s always an “uncle”.  They have a child and learn the language and customs all the while living upstairs from their store, without being allowed to leave until they’ve learned the language well enough and are then shipped off to another store with further benefits.  For those of you who have lived here long enough, have you noticed how for at least a full year, you’re attended by one couple, who’s kids grow up around you.  Maybe you think you’re becoming friends and then one day POOF, another couple is there with no fair warning whatsoever!  Every single “chinito” in the country is run this way.  And this isn’t a stereotype, it’s a business concept and the conspiracy theorist within me sees it as a plan for long-term world domination.

Varela broke ties with Taiwan and invited China in, in what seemed to be a full speed ahead effort to hand Panama over to China’s list of conquered nations.  There’s a piece of land on Amador, behind the Biodiversity Museum that was GIVEN to China for them to build the largest embassy ever built in Panama by any country, including the US embassy and the US embassy is HUGE!!  After Varela finished his term, the PRD took over under now President Nito Cortizo and ended those plans at the request of the US State Department.  It’s rumored and expected that Varela made a good amount of money from that deal, had a fantastic vacation to the mainland to meet with President Xi Jinping himself, and enter the coveted US Government “shit list” for the rest of his days.  Quite frankly, the only thing that keeps the USA from going after Varela full force for this is their never-ending love-hate focus with Martinelli.  “Only one misaligned Panamanian politician at a time, please!”  But, the US is a patient animal and will get there when they get there.

This is already long… I lose track of time when I start writing about this stuff.  Let’s see what happens during the next week with these “new concerns” over China…

TEACHERS AND GOVERNMENT SIGN AGREEMENT TO END STRIKE

Association of Teachers of the Republic of Panama 2022

On Monday afternoon, the Ministry of Education (Meduca) and the teachers’ unions formalized the agreements negotiated at the dialogue, by signing the agreement on education.

Since the signing of this agreement, teachers promised to return to the classroom after more than 25 days of striking to demand a reduction in the basic basket, medicines and fuel.

“We have achieved the signing of this return to classes, also the conquest that our education demands (…) the commitment to the return to school is also the commitment to the 22 points of the agreement and the issues that will be addressed in the expanded table,” said the Minister of Education, Maruja Gorday de Villalobos.

The agreement establishes that the return will be progressive, in terms of schools that are difficult to access, and the school calendar will be extended until December 30.

The bases of various unions in the country started early on Monday with various general assemblies to define the return to classes and the end of the strike, which reached the commitment of the Government to apply the Law that obliges the State to grant 6% of GDP to education.

The government will allocate 5.5% of GDP for the 2023 budget and 6% of GDP for education in the 2024 budget.

LAU: MEDICSOL HAS NOT BEEN USED BECAUSE THERE HAS BEEN NO SHORTAGE

MedicSol’s pilot plan began on June 28

The director of the Social Security Fund (CSS), Enrique Lau, indicated that currently the Solidarity Medicines program (MedicSol) has not been necessary since its implementation in June because there has been no shortage of medicines.

The MedicSol program allows insured patients who do not find their medications in the polyclinics of the Social Security Fund, to go to the shops affiliated to the plan and thus receive their medications at no cost.

According to Lau, “when the market opened, a significant amount of medicine could be received.” He added that “the sanitary registration has been accelerated in a fantastic way, which previously took two years, and now it is done in months.”

While MedicSol is being developed, which the National Government described as a “palliative to shortages”, in parallel a technical table of medicines available is carried out, and the single dialogue table that addresses the shortage and reduction of medicines, among other issues of social interest.

According to Lau, the advances are due to the recommendations of the technical table. Among them, the international purchase of 22 medicines with the aim of reducing the shortage and the high cost of medicines in the country.

Previously, the authorities indicated that it is eventually being analyzed to acquire medicines through Comisca (Council of Ministers of Health of Central America and the Dominican Republic), PAHO (Pan American Health Organization) and UNOPS (United Nations Office for Project Services).

Similarly, the technical committee gave the go-ahead for the updating of the regulations of Law 1 of January 10, 2001, on medicines and other products for human health.

EXPIRED VEHICLE PLATES, THERE IS A NEW DATE TO RENEW THEM

Plates and licenses

An extension in all driver’s licenses with an expiration date in the months of July and August, granted by the Transit and Land Transport Authority (ATTT), until next August 31.

Similarly, the provisional suspension of the application of the infringement for circulating with an expired plate is extended for another month until August 31, 2022.

The measure applies to the circulation plate whose expiration date corresponds to the months of June and July 2022.

ACODECO CONDUCTS TOURS TO VERIFY PRICE CONTROL

There are already restaurant owners and inns who say there is a shortage of babilla, one of the cuts of meat included in the price control

The director of the Consumer Protection and Defense of Competition Authority of Panama (Acodeco), Jorge Quintero explained about the update that the entity is making to economic agents after the promulgation of Executive Decree No. 16 of July 26, 2022, which establishes this measure.

“We have given education (to businesses) that they have to choose, as the Decree says, at least one item that is for the consumer in this margin of control that can be between 20% and 15%, as the case may be,” said the administrator of the Acodeco, Jorque Quintero.

The Acodeco is indicating to the businesses that this decree applies:

Only for retail trade and for imported products.

If the trade sells a single presentation of the products listed in the decree, it must sell with the maximum gross marketing margin.

If the trade sells more than one presentation of the products listed in the decree, it must sell at least one of the presentations of greater consumption with the maximum gross margin of commercialization.

When the presentation of higher consumption offered with the gross marketing margin is exhausted, the establishment must place for sale with the gross marketing margin, the next presentation of higher consumption.

Imported products subject to the maximum gross margin of commercialization, must be duly identified with a “talker” who facilitates the identification to the consumer of the product here there is nothing hidden.

When asked about the possible shortage of price controls, Quintero said that this is one of the risks of the measure.

“The month of July brought us shortages due to the issue of closures that is regular, we hope that already with the reopening of streets, with the markets supplied and this situation was controlled. That is a risk of price control, remember that price control can bring shortages when the product is not feasible for the economic agent to sell it, then I would say that it will bring shortages, “he said.

Some restaurant and shop owners are already complaining about the shortage of products such as babilla and point out that this is a product of price control.

PERFORM FREE ULTRASOUNDS TO PREGNANT WOMEN IN LA CHORRERA

PASS-U 2022, STUDENTS: WHO HAVE THEIR PAYMENT CANCELLED?

Students who have been sanctioned with expulsion; the payment of the Universal Educational Social Assistance Program known as PASE-U is canceled

The Institute for the Training and Use of Human Resources (IFARHU), points out through its official website that students who have been sanctioned with expulsion, are canceled the payment corresponding to the Universal Educational Social Assistance Program (PASE-U) this as established in the rules that regulate the disciplinary regime for students.

The entity mentions that presenting or using falsified or adulterated documents, in order to opt for the benefit of the program, without prejudice to the corresponding criminal responsibility, the payment is also canceled.

On August 8, 2022, the second payment corresponding to the Universal Educational Social Assistance Program (PASE-U) will be made, as well as the competition scholarships for the Institute for the Training and Use of Human Resources (IFARHU), as reported by the director in charge, Bernardo Meneses.

Director Meneses explained that the deadline for parents to submit the bulletins to the corresponding Ifarhu regional directorates was extended, this for the case of students who had to present it physically with the contest scholarship program.

Recall that the Universal Educational Social Assistance Program known as PASE-U, modified the law that began the program called Universal Scholarship, this was based on conditional economic assistance, while Pase-U seeks to prevent absenteeism, repetition and school dropout.

Therefore, the current administration of the Institute for the Training and Use of Human Resources (IFARHU) does not use the term Universal Scholarship but Pass-U to refer to the economic assistance program.

NATIONAL ASSEMBLY INCREASES ITS BUDGET FOR 2023

For fiscal year 2023, the budget for the Assembly of Deputies will be $150 million. The comparison with the 2022 budget represents an increase of six million dollars. Budget hearings are scheduled to begin next week.

The president of the Assembly of Deputies, Crispiano Adames, refused to answer about the reasons for this budget increase for 2023.

For his part, Deputy Juan Diego Vásquez referred to this budget increase:

In the whole issue with the Assembly perhaps part of the fact that although it is true that the assembly does not have the necessary management and there may be officials who are not fulfilling the corresponding functions, it is a matter of understanding how the budget works, the current budget for this year 2022 will end, in approximately 206 million which is the modified budget therefore the 150 that are mentioned are not an increase,  they are a decrease to what has been used.

Vasquez listed three aspects to ensure:

No one who does not work, receive a salary.

That no one receives a salary for doing politics.

3- The budgets that are described, are not later altered by additional appropriations.

Ana Giselle Rosas also showed her concern:

I believe that these adjustments that have been manifested to us have a real impact on the budget and yes, it is important to take that message to the citizens of real austerity, not only on issues such as per diems, such as food but also on important issues and that if they bulge the budget such as the payroll, not only in the assembly,  in all institutions, so Panama has to make real adjustments in matters of budgets and transparency, 2023 is a pre-electoral year and we would not like to think that this bulge of the payroll responds to that to political movements to favor the leadership that remains in power at the moment.

According to the draft budget presented by the minister of economy and finance, of that $150 million would be divided into 138.3 million dollars for the operation of the assembly and 11.6 million for investment.

WHAT HAS HAPPENED TO INDEPENDENTS IN PANAMA AND LATIN AMERICA?

The candidacy for free candidacy emerged as an alternative and opportunity for those citizens who were not linked to political parties to participate in the elections to popular positions, but there are success stories in which former members of collectives have used this route to achieve power as has happened in Colombia and Mexico.

In Panama, the figure that was promoted by Juan Jované, who at the time was denied the opportunity, saw the light in 2009 with Yanibel Ábrego who once in the Assembly, quickly became part of the ranks of the Democratic Change party, later in 2014 Ana Matilde Gómez conquers a seat in this way,  and for 2019 the impact was such that the candidates for deputies took possession of five seats, which allowed the creation of an independent caucus.

In the last election, undoubtedly the figure took relevance, to the point that the former presidential candidate for the free candidacy Ricardo Lombana, obtained 368 thousand votes behind Rómulo Roux and the current president Laurentino Cortizo, while Juan Diego Vásquez became the most voted deputy at the national level without having a party structure.

However, three years later, and after a strong struggle of the independents to have better conditions before the candidates of political parties, members of collectives have decided to present their documents to be presidential and legislative pre-candidates for free candidacy, leaving at a disadvantage those who do not have resources or party structure.

The first to do so was the deputy of the Democratic Revolutionary Party (PRD), Zulay Rodríguez, who presented the documents in the Electoral Tribunal to aspire to the Presidency for the free candidacy, but without renouncing the ruling party. When asked why she did not resign from the collective, Rodríguez preferred to attack those of the PRD that she considers have kidnapped the country.

“The free candidacy allows you to be a party member, that is in the Electoral Code and I have to be in my seat because if I resign my seat I can not continue making complaints,” said Rodríguez.

For Dr. Eduardo Ritter, the impact of free candidacy in the last elections was a magnificent experience for Panamanian democracy, but now the militants of the political parties themselves  are taking care of distorting it, because by participating simultaneously as an independent candidate and as a party candidate “they are denying the nature of the candidacy by free candidacy.”

After Rodríguez, former President Ricardo Martinelli, who is also the founder of the Realizando Metas party, surprised everyone with his intentions to also be a candidate in this way, however, his aspirations lasted very little, because by Saturday morning he had retired.

But the parade of members of parties that bet on the free candidacy continued, the Electoral Tribunal went to the vice president of the Broad Front for Democracy Maribel Gordón to present her documents and join the long list of candidates.

The former Minister of Commerce and Industries and member of the Panameñismo Melitón Arrocha, also approached the Electoral Tribunal to present his documents to request to be a pre-candidate for the Presidency, without resigning from the party.

What Panamanian legislation says about this situation?

The panorama is not very clear, but according to article 365 of the new Electoral Code, of Law 247 of October 22, 2021, “all citizens, whether or not they are registered in political parties, may sign in support of a payroll that is postulated by free candidacy, without this signature entailing the tacit resignation of the party in which they were registered (…) “.

But, in addition, article 370 says that the payrolls registered by the free candidacy may be postulated, with prior authorization by the political parties.

“The evil, the original sin comes from the Law that approved the Assembly of Electoral Reforms that was not the project that was agreed in the National Commission of Electoral Reforms but was what the deputies later did with it” — Jorge Ritter – political scientist.

Among the cases mentioned, we can also mention that of former deputy Katleen Levy who took her documents to the Electoral Tribunal to be one of the possible pre-candidates for the Presidency as an independent, but clarified that before she had already resigned from the collective for which she was elected in 2014, claiming that there are “Party presidents putting candidates by finger in the different positions”.

Given this, Ritter said that he is not opposed to former party members using independent candidacies to participate in elections of popular office, as in the case of Levy and in other countries where not belonging to a political party is a requirement for this type of aspiration, however, in cases that want free candidacy and continue in the party, distorts free postulation.

The Colombian political consultant Gustavo Gaitán Torné, agrees with Ritter that the situation distorts the political game, so the legislation should not allow that double game, since, if the incursion of independents is accepted, they must have the same guarantees and rights as the candidates of the parties.

He described as positive the fact that Panama is opting for independent candidacies because democracy is oxygenated, but we should be careful with the legislation that regulates it, since, “the law is made, the trap is made.”

Candidacies outside political parties in Latin America

Countries such as Mexico, Chile and Colombia also contemplate this figure as an option for those who do not wish to register in a political party and participate in the electoral exercise, as in Panama, those who bet on this route must collect a percentage of rubrics according to the electoral roll.

In the case of Mexico, which clearly states that independent candidates will not be affiliated with any political party, Jaime Rodríguez Calderón, who was a member of the Institutional Revolutionary Party (PRI), resigned from this group in 2014 to participate as an independent candidate for the governorship of Nuevo León for which he was elected in 2015.

Subsequently, in 2017, he took advantage of a license to run for the position of President in the federal elections that were held in 2018, however, in this case, Rodríguez Calderón was last in the votes obtained.

While in Chile, for the 2021 elections it was established that: “independent candidates, in any case, may not have been affiliated to a political party within the nine months prior to the expiration of the deadline to present the declarations of candidacies, that is, not be affiliated to Monday, November 23, 2020.”

In the case of Colombia, which does not contemplate the terms “independent” or “free candidacy”, and instead speaks of candidates from “significant groups of citizens” and “social movements”, which according to Gaitán, could be equated to that of independent candidacy, since, thus, those that do not arise from the parties or movements registered in the electoral authority are considered.

He explained that there are cases where members of parties do not share internal discipline or do not win the primaries of the different positions and decide to run by signatures, as was the case of former President Álvaro Uribe, who before reaching the Presidency as an independent, belonged to the Colombian Liberal Party and later founded the Democratic Center party.

Similarly, in the recent elections, the former mayor of Bucaramanga Rodolfo Hernández, independent candidate for the presidency by the League of Anti-Corruption Rulers, achieved the second round in which he faced the now elected Gustavo Petro, obtaining 47.31% of the votes.

In the case of both Mexico and Colombia, former members of political parties have used the figure of ‘independents’ to achieve positions of popular election, the question would be whether their political and partisan past could give them certain advantages over born independents.

In the case of Panama, where members of political parties are also taking advantage of this route, the consultant points out that “we must see if that law does not have vices that allow people linked to the parties to be part of the game with an independent figure because that would be like a disguise.”

He pointed out that it is usually established that a person can be considered independent after having completed a period outside the parties.

The free postulation begins to gain strength due to the antipathy of part of society to the traditional political parties and at the same time becomes a real threat to those groups accustomed to monopolizing political power.

In Panama, at the end of the period to present the documentation as a candidate for pre-candidate for the free candidacy, a total of 1,669 Panamanians ran for different positions of popular election, of which 35 have been for President, 458 for Deputies, 168 for Mayors and 1,035 for representatives.

ON AUGUST 15, A MORATORIUM BEGINS FOR THE PAYMENT OF TAXES IN THE MAYOR’S OFFICE OF PANAMA

On August 15, 2022, the moratorium for the payment of taxes and taxes without surcharges or interest begins in the Mayor’s Office of Panama.

CALL FOR REFORMS TO TOUGHEN PUNISHMENTS FOR SEXUAL CRIMES AND FEMICIDES

Penal code

A group of lawyers, feminist and human rights activists presented to the Assembly on Tuesday a proposal for a draft bill that toughens the penalties for sexual crimes and femicides, that eliminates the penalty agreements and the possibility of replacing the sentences for these crimes with community work.

In addition, the proposal includes the imprescriptibility of sexual crimes against minors – a law that in the past was approved and vetoed by President Cortizo – in addition to toughening the severity of sanctions for articles 174, 175, 176, 177 and 178 of the Criminal Code, which together deal with crimes against sexual freedom, femicide and homicide.

Specifically, the preliminary draft proposed by the delegation on a citizens’ initiative would modify article 2 of Law 31 of May 28, 1998, on the protection of victims of crime and modifies and adds articles to the Criminal Code in the Code of Criminal Procedure, as read in the statement circulated this week by the proponents. On the other hand, they also ask to establish “clearly” the causes and aggravating factors for these crimes.

CABINET COUNCIL APPROVES EXTENSION OF THE PERIOD FOR THE ENTRY OF 600 THOUSAND QUINTALS OF RICE

COIBA PARK MANAGEMENT PLAN RESTORED

BASIC BASKET, PANAMA PRODUCTS PROGRAM: WHERE WILL IT BE AVAILABLE?

U.S. REPORT: CORRUPTION IS ONE OF PANAMA’S MOST IMPORTANT CHALLENGES

A U.S. State Department report on Panama’s investment climate notes that although the country has one of the fastest growing economies in the region, structural deficiencies weigh on its investment climate with high levels of corruption, a reputation for government underpayment, a weak judicial system, and labor unrest.

The report also notes that Panama’s presence on the Financial Action Task Force’s (FATF) grey list since June 2019 for systematic deficiencies in the fight against money laundering and terrorist financing increases the risk of investing in the country, despite the government’s efforts to increase financial transparency.

Corruption is one of Panama’s most important challenges. It ranked 105th out of 180 countries in Transparency International’s Corruption Perceptions Index (CPI) 2021. Alleged high-profile procurement irregularities in 2020, including several related to the pandemic response, contributed to public skepticism about government transparency,” the U.S. State Department said.

According to the report, the Panamanian government lacks strong systemic checks and balances that encourage accountability.

All citizens are bound by anti-corruption laws; however, under Panamanian law, only the National Assembly can initiate corruption investigations against Supreme Court judges, and only the Supreme Court can initiate investigations against members of the National Assembly, which has led to accusations of a de facto “non-aggression pact” between the branches, “the State Department said.

In addition, he argues that the Panamanian judicial system suffers from significant budget deficits that continue to affect all areas of the system, “the judiciary still struggles with the lack of independence, a legacy of an often-politicized system for appointing judges, prosecutors and other officials.”

He recalled that the Brazilian construction company Odebrecht admitted to having paid B/.59 million in bribes to win Panamanian contracts worth at least B/.175 million between 2010 and 2014.

Panama has anti-corruption mechanisms, including witness and whistleblower protection programs and conflict of interest rules. INCREASING NUMBER OF PASSPORT APPLICATIONS; COLLECTION REACHES $7.1 MILLION

The processing of passports increased in the first half of the year, according to information from the National Passport Authority.

The entity revealed that 78,731 Panamanians processed their passport from January to July 2022, which represents an income of 7.1 million dollars.

This figure represents an increase in applications, compared to last year, when to this date 48,071 notebooks were issued, which left a collection of 4.3 million dollars.

Omar Ahumada, General Administrator of Passports, said that the numbers indicate the normalization of procedures, product of the opening in other countries and the number of people vaccinated against COVID-19 who have decided to travel.

“With this contribution of B/.7.1 million in favor of the National Treasury, we contribute as a collecting entity, to continue with projects for the benefit of the Panamanian people,” said Ahumada.

The Passport Authority is working on the digitalization of its processes, in order to reinforce the attention, it provides to users.

In this line, the institution has already launched electronic payment to streamline the process.

The innovation benefits above all Panamanians who are abroad, who can pay the amount from the place where they are.

“This technological tool allows us to make the process more expeditious. Months ago we started, as a test, the online payment method and it is already available. Before, those who were abroad had to authorize a person to make the payment,” Ahumada said.

GOODBYE TO THE YELLOW CERTIFICATES OF THE CIVIL REGISTRY!

The Electoral Tribunal reiterated that as of this month the pre-signed certificates issued on yellow paper and in horizontal format cease to circulate definitively.

These documents, which were issued by the National Directorate of the Civil Registry, will no longer be accepted in any procedure that has begun since August 1.

The yellow certificates were delivered until April 22. However, public entities and private companies should be aware of this update, which is carried out in compliance with Article 12 of Decree 24 of June 3, 2020.

THIS WEEK’S RESTAURANT REVIEWS

Onde El Gringo Restaurant

Nestled in one of Panama City’s most fascinating neighborhoods, San Francisco, this little gem came on my radar thanks to another friend who is not only a fanatic for Texas BBQ, he actually studied everything Bovine in Texas just so he could smell the delicious wonderfulness of some of the best meats in the world.

Jose and I were going to go to another location in Costa del Este, but we found out at the last minute that this other place was going to be packed with a live band and lesser capacity.  We also wanted to talk about some business ideas and needed less noise and more room.

The suggestion came up to go to Onde El Gringo at 7:00PM.  Showing up onetime, the place was actually empty while the neighboring Rana Dorada was packed and jumpin´!  It wasn’t the greatest first impression, but being that we’re more determined than a 16 year old trying to lose his virginity, we stayed the course.  And man, am I glad we did.

Given I met my first weight goal this week, dropping 14 lbs down to 249lbs, we ordered the $95.00 platter and a few Modelo beers to celebrate.  Forget about your Pinot Noir and Gruyere or your Merlot and Brie; this was the perfect pairing of alcohol to protein that I’ve had in a while.  The platter consisted of good portions of pulled pork, ribs and Brisket – I’m usually more inclined towards ribs when it comes to great barbecues, because quite frankly, I’ve not had a good brisket here ever.  And most times when I order a pulled pork from a new place, it’s not pulled, it’s chopped, so I was skeptical especially since it didn’t have that many customers for a Friday night.  It did finally get packed, but not until after 8PM which isn’t unexpected for Panama.

The Brisket was AMAZING!!!  It was so tender, you couldnt just fork a piece and lift it to your plate as it would fall apart faster than President Nito’s government during a Labor Union strike.  I wish I could literally type it’s taste through my words, but it’s sufficient to say that nowhere in Panama, have I tasted a better brisket.  The pulled pork was good as were the ribs.  I’ve had better ribs (Kudos to Smiley’s in Pedasi), but sorry John, this Brisket is something from another world.  I’m willing to bet that the meat is imported – mostly because Jose the beef expert said that it probably was, but also because of how tender it was.

We accompanied our meat sweat provoking collage of animal goodness with Mac n cheese, baked beans, potato salad and salad, just so we could tell our wives we ordered a well-balanced meal.  But, these were gobbled up as well and my only regret for having going was losing control over the mountainous smorgasbord and not being able to sleep soundly as I was engulfed in protein-induced nightmares.  But it was still worth it.  I’ll be back.

Final call?

Service:  Very good – genuinely concerned about the attention, cleanliness and our flow of beers.

Ambiance:  OK – a Texas BBQ place comically mocking gringos with its name, should play Texas music, country, etc.  (At least it wasnt Reggae, yuck)
Food:  Off the hook.  Let me reiterate.  OFF…. THE…. FRICKIN… HOOK!!!!  Especially the Brisket.  Go there, get the Brisket.  You will not regret it unless you don’t eat meat.  If you don’t eat meat, then this qualifies as a very very very bad place to go to.
Cost:  I was invited, so I didn’t see the final bill.  But, that platter for $95 which easily fed three very hungry, very large and eager manly men, was definitely worth the price.
