My nerves had pushed my heart to my throat.  Just the same, I make my way to the podium.  This was the first time I’d ever considered coming to a support group.

Standing before everyone, I shuffled my notes a bit, inhaled deeply and relaxed.  Straightening my shoulders, I addressed the assemblage before me:

Me:  “Good morning everyone.”

Everyone non-energetically:  “Good morning.”

Then, another deep breath of courage followed by an inevitable sigh.  Yet with a hint of conviction, I continued:

Me: “My name is Brett, and I, too, have RBC… …‘Resting Bitch Contemplation.”

Then I snap out of it again.

I’ve been sitting here wondering what to write about and unless it’s politics, there really isn’t much else to say. CORTIZO SIGNS THE DECREES THAT REGULATE THE LAW ON THE USE OF MEDICINAL CANNABIS

Cortizo recalled that “the commercialization of the products will be done under a strict control of imports.

President Laurentino Cortizo sanctioned on Wednesday, August 31, the two executive decrees that regulate Law No. 242 of October 13, 2021, which regulates the medicinal and therapeutic use of cannabis in the country.

One of these signed regulations creates the National Directorate for monitoring Activities Related to Medicinal Cannabis in Panama. The decrees have not yet been published in the Official Gazette.

The decree regulates the use and access of the product and its derivatives, for therapeutic, medical, veterinary, scientific and research purposes throughout the country.

“Panama has one of the strongest regulations at the regional level for the consumption of cannabis for medicinal and therapeutic purposes, and thus give relief to thousands of patients who have waited for this solution for long years,” said Cortizo.

The regulation will be applicable to legal entities that import, export, sow, cultivate and market cannabis and its derivatives for medicinal or scientific purposes, clarified the press release of the General Directorate of Communications.

An important point of this rule is that the data of patients enrolled in the National Program for the Study and Medicinal Use of Cannabis and its derivatives are protected.

For its part, a decree creates the National Directorate for the Monitoring of Activities Related to Medicinal Cannabis, which will be attached to the Ministry of Public Security.

This directorate will be composed of officials from the National Police, the National Aeronaval Service, the National Border Service and ministry liaisons specializing in security.

Cortizo recalled that “the commercialization of the products will be done under a strict import control with a traceability program that includes monitoring, from the cultivation areas to the laboratories and final points of sale.”

ENABLE REGISTRATION PLATFORM TO BE A CENSUS TAKER OR SUPERVISOR IN THE NATIONAL CENSUSES

National Censuses, XII of Population and VIII of Housing of Panama.

The National Institute of Statistics and Census (INEC) enabled from this Thursday, September 1, the platform for people interested in working in the National Censuses, to register to be enumerators or supervisors.

AIG: ABOUT 770,000 PANAMANIANS HAVE MADE USE OF THE FUEL SUBSIDY

More than $32 million has been consumed by commercial vehicles in fuel subsidy.

About 770,000 Panamanians have made use of the fuel subsidy since it was launched, according to the administrator of the Government Innovation Authority (AIG), Luis Oliva.

This represents 86% of the vehicles that have their vehicle checked up to date.

In addition, according to Oliva, after requesting as a requirement “to have the current vehicle registration, almost 100,000 vehicles that they did not have checked up to date, now they have it.”

The data revealed by the AIG detail that at the end of August there were more than 5.5 million transactions, representing 56 million dollars in subsidies to private vehicles, and more than 32 million dollars in commercial vehicles.

For this subsidy, 200 million dollars were allocated, and to date, 93 million dollars have been consumed between carriers, private and commercial cars.

647 PACKAGES WITH SUSPECTED DRUGS SEIZED IN A CONTAINER DESTINED FOR BELGIUM

AIG DEVELOPS MEDICAPP PLATFORM TO VERIFY PHARMACIES WITH CHEAPER MEDICINES

The MedicApp platform, which is carried out by the AIG, will have a second phase.

SUICIDAL IDEATION, TRIGGER IN VICTIMS OF HUMAN TRAFFICKING

In February of this year 2022, Panamanian society was impacted by the “Luz de Esperanza” case, where 5 girls were taken by their own relatives to Costa Rica to be sexually exploited.

It was specifically a case where unfortunately the victims are girls from 2 to 6 years old and adolescents from 13 and 15 years old. those who were victims of the crime of human trafficking by their own close relatives such as a mother, a grandmother, an aunt, etc. who should actually protect them.

“These infants were used by their relatives and relatives as merchandise to obtain money, regardless of the affectation they caused them and without taking into account that the crime of trafficking for the purpose of sexual exploitation is for the victims the most difficult to cure at a psychological level,” said Dayra Campos, director of the Office Against Trafficking in Persons of the Ministry of Public Security (Minseg).

He added that in this type of case, what is seen is that the victims for their recovery and their reintegration into Panamanian society, will require a long psychological treatment, because in those affected by this scourge there are even “suicidal ideas”.

Campos explained that this case awakened a reality about the fact that the victims of this crime against humanity can also be Panamanian.

He explained that to this day, they still maintain alerts in cases that could be linked to this type of operations that occur at the borders.

“Here the girls were transferred from Panamanian territory and taken to Costa Rica to be sexually exploited,” he said.

2013 saw the first conviction for the crime of human trafficking in Panama, according to authorities.

Sexual exploitation

The expert explained that the cases that are most seen in Panama are trafficking for the purpose of sexual exploitation, followed by labor exploitation.

He said that other purposes such as the illicit removal of organs, irregular adoptions, forced begging, are not so common in Panama, and that to date no person has been prosecuted for these scourges.

In a timely manner, Campos mentioned that not all the people who are rescued in the operations are necessarily identified as possible victims of human trafficking.

Organized crime

For her part, Belgium Bernal, director of the Institute of Criminology at the University of Panama, said that organized crime has a lot to do with this crime, as it takes advantage of people in vulnerable situations and exploits them sexually or in forced slavery.

He added that on many occasions, these people are recruited by these groups, brought to the country, paid for their tickets, put them initially to work in decent places (family homes or unskilled jobs), and then take away their passports and force them to prostitute themselves in the case of women. While men are forced to work for up to 16 hours.

The criminologist said that in many cases, this is not accounted for because these people do not tell anyone in the vulnerable situation in which they find themselves.

“In many cases these people are forced to work for their traffickers for up to two or three years, this until they finish paying them the 3,000 or 4,000 dollars that they invest to bring it to the national territory,” said the expert on criminal issues.

COMIC CON PANAMA 2022, A TOTAL SUCCESS

CABINET COUNCIL APPROVES PANAMA CANAL BUDGET FOR FISCAL YEAR 2023

After the Cabinet Council, it was learned that the draft budget also includes other payments to the Panamanian State in the amount of B/. 246.9 million.

The Presidency of the Republic reported tonight that the Cabinet Council authorized the Minister for Canal Affairs, Aristides Royo, to present to the National Assembly bill 20-22, which approves the draft Budget of the Panama Canal Authority, adopted by the Board of Directors of said entity, through Agreement 401 of July 28, 2022.

“The draft Budget of the Panama Canal for fiscal year 2023 estimates revenues of B/.4,652.9 million and contributions to the National Treasury by B/. 2,544.6 million, the highest to date,” the presidency statement said.

It is also detailed that the draft budget also includes other payments to the Panamanian State in the amount of B/. 246.9 million.

In 21 years of Panamanian administration, the Panama Canal has delivered contributions to the National Treasury for B/.20,722.5 million.

It is reported that for 2022, the Canal has budgeted contributions to the National Treasury for B/.2,497.2 million.

“Once approved by the Board of Directors of the Panama Canal, the draft budget of the interoceanic waterway received the approval of the Cabinet Council, and then will be sent to the National Assembly for approval or rejection, as established in Title XIV of the Political Constitution of the Republic,” explains the Presidency.

The Council of Ministers also approved the draft Cabinet Decree 23-22, which modifies Cabinet Decree 23 of July 14, 2020 and authorizes the signing of Addendum 1 to Trust Contract 0023 called the Special Stimulus Fund for the Banking System of Panama to include as an objective to serve as a guarantee in those credits that are granted to the micro,  small and medium-sized enterprises and other key sectors of the national economy in order to stimulate the country’s economic activity.

“This is a breadth that is made to the already established fund to stimulate the Banking System to include that it can be used to support the financing of micro, small and medium enterprises, as part of the economic recovery strategy,” the institution details.

ATTT EXTENDS UNTIL SEPTEMBER 30 SUSPENSION OF SANCTIONS FOR EXPIRED PLATE

The ATTT tells drivers that the plates corresponding to the year 2022 are already available to taxpayers for retirement.

The Transit and Land Transport Authority (ATTT), reported on the extension of the provisional suspension for the application of the sanctions for expired plate, until September 30, 2022.

The ATTT indicated through a statement that in coordination with the Directorate of Traffic Operations (DNOT) of the National Police, it communicates to the general public:

“That the provisional suspension of the application for circulating with expired plate is extended for another month, until September 30, 2022. This measure applies to circulation plates whose expiration date corresponds to the months of July and August 2022.”

The director of the Transit and Land Transport Authority (ATTT), Carlos Ordóñez, said that Law 320 that modifies rules on compulsory car insurance allows the driver’s license to be withheld from people who circulate without a current policy or are involved in an accident under the same conditions. Ordóñez indicated that previously only the vehicle was retained.

Regarding the gas, Delgado emphasizes that it is key to consider the smell and if in any doubt immediately call the firefighters.

ENA reminded its users to recharge the Panapass using only authorized platforms, such as the Panapass APP, payment points and the www.enacorredores.com website.

The National Highway Company of Panama (ENA) warned its users about a new method of scam that is taking place through emails, where it is shown that the company sends its users who maintain a debt and redirects them to a platform that does not correspond to that of the entity.

“They detect new method of scam by email The National Highway Company makes a warning call to its users about a new method of scam -through fraudulent emails- that are sent to the users of the corridors, by people outside ENA,” ENA said in a statement published on its Twitter account.

It should be noted that ENA’s notice comes after the former director of the National Authority for Transparency and Access to Information (Antai), Angélica Maytín Justiniani, denounced that she received one of those emails, which when corroborating with the company turned out to be false.

DENISSE VEGA SENTENCED TO FOUR YEARS IN PRISON FOR CLANDESTINE VACCINATION CASE

There are three others involved in this case, one of whom has not been located.

To 48 months in prison and disqualification from public functions for the same period of time, Denisse Vega, involved in the case of clandestine vaccination, was sentenced on Tuesday, August 30.

Vaccination against covid-19.

The Ministry of Health (Minsa) of Panama authorized the application of the vaccine against covid-19 of the pharmaceutical company Pfizer to children from 6 months to 5 years.

So far, in Panama the pediatric vaccine against covid-19 has been applied to minors between 5 and 11 years old; and from the age of 12 the adult vaccine is applied.

The National Directorate of Pharmacies and Drugs of the Minsa updated the four authorizations of emergency use of the Pfizer vaccine that are:

  • The wine-colored lid includes age group from 6 months to children under 5 years.
  • The gray cap allows flexibility to vaccinate children who are between 11 and 12 years old.
  • The orange cap allows flexibility when there are changes in age ranges and includes a booster dose to children from 5 to 11 years old.
  • The purple lid allows flexibility to vaccinate children aged 11 to 12.

According to the latest report of the Expanded Program on Immunization (EPI), a total of 459,088 pediatric doses against covid-19 have been applied in Panama.

PANAMA WILL STOP REQUIRING TRAVELERS QR CODE AND COVID VACCINATION

COVID vaccination QR code.

The Minister of Health, Luis Francisco Sucre, reported that Panama will eliminate the mandatory QR code and COVID vaccines, as a requirement for travelers.

Minsa and the Government Innovation Authority (AIG) are coordinating to define the elimination date.

This seeks to boost tourism in Panama, according to Sucre.

He clarified that “it is not being removed for the sake of removing,” but because the population, for the most part, is vaccinated against the coronavirus.

“I believe that the population has already learned to take care of themselves and there is a very high percentage of immunization,” he added.

Currently to enter Panama, travelers must complete the Digital Health Affidavit. After this, each traveler will receive an email with a form and QR code through an attached PDF, which must be shown upon arrival.

Vaccinated travelers are not required to present proof of COVID, however, they must present a vaccination certificate proving that they are fully vaccinated at least 14 days prior to arrival. Except for children under 5 years old.

On the other hand, the unvaccinated must present a negative COVID antigen or PCR test performed no later than 72 hours before departure.

To date, Panama registers an average of 5,000 weekly cases, and more than 80% of the population has at least two doses of the anti-covid vaccine.

SÁEZ LLORENS: SEXUAL RELATIONS ARE THE MAIN ROUTE OF TRANSMISSION OF MONKEYPOX, BUT NOT THE ONLY ONE

According to Sáez Llorens, the skin lesions very characteristic of smallpox begin with a red spot, then a lump forms, and then a pustule that has put in the center.

“97% of the cases of monkeypox that have been registered outside africa have been men who have sex with men,” explained infectologist Xavier Sáez Llorens. He clarified that this does not mean that this is the only form of transmission, but it is the main one.

That is, “the risk is not to the general population, the risk really is to that community of men.”

Sáez Llorens pointed out that it does not seek to stigmatize this sector of the population, but to avoid the silence that there was with HIV due to the machismo of the time. That later generated more cases than should have been registered due to ignorance.

He reiterated that there are other forms of contagion, such as “kissing, singing closely with an infected person, or using their sheets, but the greatest contagion occurs through men who have sex with other men.”

In that sense, there are experts who think that it should be classified as a sexually transmitted disease, to adequately address it from the point of view of public health, given that genetic material of the virus has been identified in the semen, even up to three months after the person suffers from the disease.

Prevention and vaccination

Considering that transmission by sexual contact is the main one, the World Health Organization (WHO) recommends not having sex without a condom until three months after being detected as positive.

Despite this recommendation, the doctor clarified that the condom is not a guarantee of not getting infected. This would work in case the virus is transmitted sexually, which is still under discussion.

In that sense, Xavier Sáez Llorens recommends vaccination. “There is already a vaccine that if applied four days after contact, prevents 100% contagion. If it is placed after the fourth day, it does not ensure that the person does not get infected, however, it does prevent,” he said.

In Panama, at least 1,000 vaccines are being procured to protect the most at-risk population that wants to be vaccinated, and the close contacts of a positive.

In addition, he considers that it is necessary to change social behaviors such as “avoiding promiscuity, and avoiding having sex with people they know through virtual applications.”

Development of symptoms and lesions of monkeypox

Among the symptoms of monkeypox are fever, headache, swollen glands, low back pain, muscle pain, lack of energy and injuries.

According to Sáez Llorens, the skin lesions very characteristic of smallpox begin with a red spot, then a lump forms, and then a pustule that has pus in the center.

Subsequently, a kind of vesicle is formed with an umbilical center and finally the crust. “Those are all contagious, because the virus is contained there,” he added.

Symptoms of this disease can last from 5 to 21 days.

Deaths and infections from monkeypox

Xavier Sáez Llorens indicated that only 14 people outside Africa have died from monkeypox, which means that the lethality is very low. “Usually, lethality is happening in people who are carriers of HIV,” he said.

He explained that only 3% of cases have occurred in the home environment, that is, those who live in the home of the infected; while 1.5% of cases are women and 0.3% of cases are children. The infectologist mentioned that, fortunately, the evolution of the disease is quite benign.

Community transmission

Health Minister Luis Francisco Sucre confirmed on Sunday that 2 of the 10 cases registered in the country have been caused by community transmission. At least 8 of them remain active.

For Sáez Llorens, the correct term would be local or autochthonous transmission, since community transmission would imply that many cases can occur in the community, and this is not the case because not the entire population is at risk, but those men who have sex with men.

The infectologist explained that unlike chickenpox, which is very contagious, monkeypox has a lower rate of contagion. “A person with chickenpox infects 10 around him, while with monkeypox what is being seen is that a person infects 1.5 or 2 people around him, especially if they have intimate contact,” he said.

The health authorities ask the population to be aware of the presence of rashes, avoid exchange of saliva and body fluids, contact of skin, blood, clothing or objects with positive people.

Likewise, they recommend that if symptoms such as skin lesions, high fever, muscle aches or swollen nodes are suspected, go to a medical center to receive immediate attention and rule out that it could be herpes, measles, chickenpox or any other with which it is usually identified.

On May 24, Panama declared a nationwide health alert for monkeypox, and on July 23, the World Health Organization (WHO) activated its highest alert level to try to contain the monkeypox outbreak.
