Theft is up in Panama.  To that, there’s no doubt.  What makes this an even bigger problem is that they types of theft, the overall risk assessment, shows that there are now more aggravated thefts than ever.  Even if it’s just from an outsider’s perspective, no one is seemingly safe from loss in what was already a lagging economy.  On the bright side, most of these cases and hopefully all of them will eventually be solved.  Aggravated theft is Panama is stupid; major high-dollar crimes are being thoroughly investigated and the bad guys are NOT getting away with it.

The evening of August 13-14, 2022, someone or “someones” snuck into the Banco Nacional de Panama’s safe and stole a little more that $678,000.00 in CASH.  Wow, how in the heck did they carry that much and security didn’t find out about it??  Well, that’s precisely the point.  Security was involved and it was easy to figure out.  Because of this, local authorities were able to figure out that at least 5 people (3 worked at the bank) and 2 others, were arrested and are being charged for this crime.

On October 12, a jewelry store in Obarrio was robbed and the following day, October 13, another on Avenida Balboa was robbed.  Just under 2 weeks later, 8 people, including 2 minors were captured and some of the jewelry recovered along with a stolen vehicle.  Both cases are still ongoing.

On November 19, a jewelry store in the middle of MultiPlaza Mall was robbed at the height of its peak shopping traffic for that day.  This was bold, to say the least as the thieves determined evidently that there was a major flaw in mall security, not to mention the store’s security.

On November 24, during the evening, an entire container filled full of perfume was “disappeared” from the Colon Free Zone, reappearing empty in the vicinity of Chilibre like something out of a Doctor Strange comic.  Roughly $450,000.00 (wholesale), was taken as per first reports.  That’s a lot of perfume as word has it to be in the millions at the retail rate.

These last two have not been solved… …yet.  Thieves are stupid though and the government is working their asses off.  Thanks to better technology and the government’s focus on training, I wouldn’t doubt that both of these cases are solved before Christmas.  I know of a couple of PIs who are working on some of these cases as well, (wink wink).

The bottom line??  Stealing is stupid and the authorities have a great track record solving these major crimes.  However, in the meantime, the victim is at a loss for sales and their initial investment.  Even if merchandise is recovered, sometimes it’s returned damaged.  Even if the merchandise is insured, these untimely losses also mean a loss in sales for Black Friday and Christmas…  …and insurance companies only pay out the cost, plus a deductible.

As for the innocent bystanders?  While the government is focused on solving these major crimes, resources aren’t readily available for minor cases that would affect the “little guy”.  People are desperate my friends, so it’s up to us to be more aware than usual.  Especially if you’re walking around with cash or other valuables, put down your phone, stop blaring music and watch out for what’s going on around you.

DECEMBER 2022 VEHICLE DECALS DELIVERY BEGINS

The 2021 license plate will be valid until 2025, but each year the vehicle decals will be renewed.

This Thursday, December 1, the delivery of vehicle decals corresponding to the month of December 2022 began in the Municipality of Panama.

U.S. CONSULATE ADVANCES APPOINTMENTS FOR TOURIST VISA INTERVIEWS

The consulate clarified that this advance date does not entail any additional cost.

The U.S. Consulate announced the advance of appointments for tourist visa interviews for those who were summoned between October 2023 and November 2024.

GOVERNMENT EXTENDS FOR 10 YEARS MORE CONCESSION TO MASS TRANSPORT COMPANY MIBUS

The company Transporte Masivo de Panamá, S.A, obtained the concession of the design, supply and operation of the mass passenger mobilization system in the metropolitan area of Panama for about 10 more years, this after the Cabinet Council approved Addendum No.16 of Contract No.21-10 of Administrative Concession.

The contract between the Transit and Land Transport Authority (ATTT) and the company Transporte Masivo de Panamá, S.A.

This addendum in order to amend the first paragraph of the fifth clause of the concession contract; that is, the validity, and the duration of the concession is extended for 10 more years counted from the date on which the concessionaire was notified of the order to proceed until August 4, 2035.

“The addendum must serve to equip the periods of validity of Contract 21-10 so that its expiration is adjusted within the terms of execution of a future contract for the supply of implementation and maintenance of the Exploitation Assistance System, which intends to subscribe Mass Transport of Panama with the proposer to whom it is awarded in the corresponding public act”,  indicates a communiqué issued by the Presidency.

On the term of the 21-10 contract, it was indicated that it is until 2025; However, the public act for the modernization of the system will contemplate a validity that extends for 10 more years.

Meanwhile, the company Transporte Masivo de Panamá S.A, must convene as soon as possible, a public tender for the project of supply, implementation or maintenance of the Exploitation Assistance System, since, when providing a public transport service, it must update the technological fleet control system.

IFARHU ANNOUNCES SECOND CALL FOR SCHOLARSHIPS ABROAD FOR VISUALLY IMPAIRED STUDENTS

BODY FOUND INSIDE THE TRUNK OF A CAR IN BETANIA

Officials of the Public Ministry carry out proceedings after the discovery of a body in the trunk of a car in Betania.

ATTT LAUNCHES ONLINE COURT CONSULTATION TOOL FOR COLLISIONS

The Transit and Land Transport Authority (ATTT) implemented an innovative online consultation system for everything related to collisions in order to avoid long lines and delays in the administrative processes of the courts.

Within the www.transito.gob.pa website, in  the “collisions” section, you will find a submenu of “Consult Courts”, by placing your ID or passport and the ticket number, users can access an information sheet that includes:

  • Name of the parties involved
  • Time of the hearing
  • Assigned court

The head of IT of the ATTT, Javier Brathwaite, explained that if one of the parties loses its ticket number, this tool also has the submenu “Check History”, in this section drivers will find the history of all hearings registered in the Traffic Courts (active and resolved).

He added that “To access the user must place his ID or passport and his license control number, an information sheet will be displayed that includes: the name of the parties, No. on the police side, the status of the process, the time of the hearing and the assigned court.”

For his part, the director in charge of the ATTT, Carlos Ordóñez, said that this technological tool will be available 24 hours a day, 7 days a week, which entails a notorious reduction in response times, positively influencing the perception of users regarding waiting time.

CHRISTMAS LIGHTING IN THE CAPITAL DISTRICT

The lighting of the Christmas lights is the launch of “Let’s dream Panama, Christmas has arrived”.

On the night of Thursday, December 1, the Mayor’s Office of Panama carried out the act of turning on the Christmas lights simultaneously in different places of the capital district, as part of the activity called “Let’s dream Panama, Christmas has arrived”.

“A total of 36 sites, including parks, squares, sidewalks, islets, roundabouts and other public spaces have been decorated with Christmas motifs, lights and other attractions that are ready to be enjoyed from this December 1, 2022 until January 6, 2023, traditional Three Kings Day,” said the Mayor’s Office of Panama.

TE REGIONAL DIRECTORS TRAINED ON ENDORSEMENT REVIEW

CORTIZO DELIVERS SECOND REPORT ON COMPLIANCE WITH THE BICENTENNIAL PACT

A report with the fulfillment of 40 of a total of 187 national agreements. of the Bicentennial Pact “Closing Gaps”, was delivered by the President of the Republic, Laurentino Cortizo before the high-level commission of said pact.

One year after the final report of the Bicentennial Pact “Closing Gaps” was presented and delivered, the commissioners received information on the actions carried out by the National Government to carry out the 92 projects included in the 40 commitments that were assumed by this administration.

“The mission is to ensure that this enormous effort of the Bicentennial Pact can endure over time,” said President Cortizo Cohen.

Of the total of 187 national agreements reached in 11 months of consultations with various sectors of Panamanian society, the National Government reported that it assumed 40 commitments of the Bicentennial Pact related to agri-food issues (2); water (2); culture (3); sport (1); economy (8); education (8); State (3); Fair state (1); inclusion (2); infrastructure (6) and health (7).

The Bicentennial Pact is an initiative of President Cortizo, with the purpose of achieving national agreements to lay the foundations for a better Panama, with the participation of all the productive sectors of the country.

The agreements were classified into 11 areas: agriculture, food security, education, health; water, electrification, job creation, infrastructure, environmental protection, culture and sport.

TEMPORARY SHELTER OF OLD VERANILLO CLOSED, MIGRANTS RETURN TO THEIR COUNTRY

A total of 145 migrants were transferred to Tocumen International Airport to head to Venezuela.

ELECTRICITY SUBSIDY IN PANAMA: WHERE IS THE BENEFIT APPLIED?

Electricity subsidy.

The electricity subsidy is applied to the bills of end customers on the basis of the tariff update of the second half of 2022  as a contribution from the State and the extraordinary discount during the month of December 2022, only on the bills of the final customers of the Simple Low Voltage Tariff (BTS) with consumption of O at 750 kWh per month,  established in Cabinet Resolution No. 133 of November 29, 2022.

This measure must be applied in companies that provide electricity service such as:

  • Empresa de Distribución Eléctrica Metro-Oeste, S.A. (EDEMET),
  • the company Elektra Noreste, S.A. (ENSA) and the Distribution Company
  • Eléctrica Chiriquí, S.A. (EDECHI)

Until December 31, the light subsidy was extended through the scheme implemented as extraordinary contributions to the Tariff Stabilization Fund (FET), which had mainly been created due to the COVID-19 pandemic, the State adopted it temporarily.

Cabinet resolution N. 133 of November 29, 2022, the subsidy was included in Panama, by declaring the State of National Emergency through Cabinet Resolution No. 11 of March 13, 2020; where 1,144,134 will benefit from the extension of the electricity subsidy.

The more than one million final electricity customers represent 92% of the users of the electric service, the State estimates that the expense caused by the subsidy, with the proposed scheme, amounts to approximately B/.11.12 million, charged to Budget Item No. G.001640329.001.635 of the Ministry of Economy and Finance, for the current fiscal term.

The document also mentions that the National Authority of Public Services will have to regulate the exercise of the activities of the electric energy sector, to ensure the availability of an efficient energy supply, capable of supplying demand under social, economic, environmental and financial viability criteria; and establish the criteria, methodologies and formulas for setting the rates of this public service.

ACODECO DETECTED MORE THAN 92 THOUSAND EXPIRED PRODUCTS SO FAR THIS YEAR

Acodeco recommends users to pay special attention to labels; The expiration date can not have crossed out or erasures, and less, another date above or double date.

The Authority for Consumer Protection and Defense of Competition (Acodeco) said that the sale of expired products predominates among the anomalies detected, during the verifications carried out throughout Panama in this 2022.

“From January to October 2022, 92,570 products with expired expiration dates were found, including medicines, food and other perishable items that were marketed in different commercial premises. In addition, 3,512 products without expiration date were detected in their respective packaging; 2,850 price failures in view of consumers; 1,868 spoiled foods 398 unclear dates and 68 products with double price, “said Acodeco in a statement.

The entity explains that according to the provisions of Law 45 of 2007, the supplier must clearly and truthfully inform the consumer about the characteristics of the product or service offered. The nature, composition, weight, content, expiration date, precautions, price and any other determining conditions, must be located on the packaging or label of the product in an understandable and legible manner.

In addition, the authority recommends that users pay special attention to labels; The expiration date can not have crossed out or erasures, and less, another date above or double date. Preferably, when selecting a perishable product, note that the expiration date is not very close.

PANAMA IN SEARCH OF AN ANTIVENOM FOR SCORPION STINGS

Currently the country has a Guide for Comprehensive Management of Scorpion Stings in the Republic of Panama.

The creation of an antivenom that is effective for the species of scorpions that inhabit Panama, has become the focus of a series of investigations developed by the Center for Research and Information on Medicines and Toxics (CIIMET).

Previous studies have shown, for example, that the scorpion Tityus cerroazul is the most toxic in the country and this species only has a presence in Panama.

This study, of an effective antivenom against the bite of Tityus cerroazul, is currently being developed by the professor of the Department of Biochemistry, School of Chemistry of the Faculty of Natural, Exact and Technology Sciences of the University of Panama and CIIMET Researcher, Marcos Hugo Salazar, together with researchers from the Institute of Biotechnology of the National Autonomous University of Mexico (IBT-UNAM).

Salazar explained that he has completed his study in the Doctorate of Science program at UNAM, where the central theme of his research is on the study of scorpion venom of different species that inhabit Panama, in this case specifically, on two types of Tityus (Tityus cerroazul and Tityus pachyurus) and another of the Centruroides type (Centruroides bicolor),  in order to study its toxic components.

These studies on scorpion toxins were conducted to obtain an antivenom. In Panama, all the stages of obtaining the poison were carried out, first purifications and analysis of the three species described above and it was possible to obtain sufficient data to create a specific antivenom for Panama, which has already been possible to submit the patent application in Mexico (because this country is part of the research) and the patent process has already begun in Panama,  through the Vice-Rectory for Research and Postgraduate.

We are in the stage of developing new lines of research to also achieve the laboratory capacity to carry out the production in the laboratory of scorpion toxins, using molecular techniques, to obtain antiscorpionic serum made in Panama. The authorities of the University of Panama are currently working on the part of the patent, while the ongoing study continues and may last about two more years. When it is finished, there will finally be an antivenom for scorpion stings that affect the Panamanian population. Panama currently buys the antivenom from other countries.

It should be noted that scorpion stings must be treated immediately, because they put people’s lives and health at risk, after the accident, the person has a window of 2 hours to receive treatment with antivenom.

Currently, the country has a Guide for the Integral Management of Scorpion Stings in the Republic of Panama, which has served for health authorities to establish policies for comprehensive attention to the situation by region and according to type of accident (scorpion sting, type, antivenom, etc.), this guide has been the result of research carried out by CIIMET in collaborative work with institutions such as MINSA,  CSS, SENACYT, among others.

Scorpion or scorpion bite, most often causes symptoms such as swelling, strong pain in the region of the bite, cramps, edema, feeling of warmth or redness; however, they can be more severe, causing widespread symptoms such as dizziness, vomiting; The nodes in the area may become inflamed, headache, muscle spasms and drop in blood pressure, with the risk of death.

MINSA: IN PANAMA 22, 283 PEOPLE ARE CURRENTLY LIVING WITH HIV

This December 1 marks World AIDS Day.

A report issued by the Ministry of Health (Minsa) of Panama indicates that in the country 22,283 people are currently living with HIV, of which 15,580 are men and 6,703 are women.

The Minsa report also indicates a total of 197 children with HIV, and 100% receive antiretroviral treatment.

According to Minsa’s epidemiological data, in 2021 1,804 new people with HIV were registered, most between the ages of 15 and 49 years.

Carlos Chavez, head of Minsa’s HIV program, said that in the country there are 17 treatment clinics with a team with an interdisciplinary team that support the patient such as doctors, nurses, psychologists, as well as technicians and medications to give appropriate treatment.

These Minsa clinics are located in: Bocas del Toro; Chiriquí, in San Félix and Pueblo Nuevo; Ngäbe Buglé region; the Chicho Fábrega Hospital in Veraguas; the Cecilio Castillero Hospital in Herrera; the Anita Moreno Hospital in Los Santos; Aquilino Tejeira Hospital in Coclé; Nicolás Solano Hospital in Panama Oeste; Altos de San Francisco Health Center in Panama West; Santo Tomás Hospital in Panama; the Children’s Hospital in Panama; in the health centers of Torrijos Carter in San Miguelito, maternal and child health centers of Santa Fe in Darién and Pacora and in the health region of Colón; Marvel Hospital.

In the province of Panama there are 7 friendly clinics where young people are treated and guided on the subject of HIV / AIDS, they are also offered guidance, advice on prevention and sex education, they perform free HIV detection tests, and also in PrEP which is the use of Antiretroviral Treatment by people who are HIV negative.

Chavez recommended that those who have an active sex life be screened once a year, and that young people use condoms and go to clinics.

The Ministry indicated that national priorities in the AIDS response are aimed at improving the combined prevention packages of the population and increasing the number of people who know their diagnosis, as well as offering comprehensive care to people living with HIV that allows them a good quality of life.

But, the entity pointed out that the obstacles to carry out this response are based on the stigma and discrimination perceived and existing despite the legal framework that supports the full life of people regardless of their orientation, identity and condition of life.

THE CLEANING AND GARBAGE COLLECTION PROGRAM STARTS IN THE CAPITAL

Garbage collection operation in the capital.

On December 1, the Limpiando el Barrio program started in the capital, in the midst of a crisis due to the accumulation of garbage.

The program began this Thursday in the sectors of Calidonia and San Miguel, specifically in La Cuchilla and Q Street.

Alonso Filós, administrator of the Urban and Home Cleaning Authority (AAUD), explained that the program began in Calidonia because this is a commercial area.

This causes an additional generation of the amount of waste that we are generally collecting during the other months of the year,” said Filós.

He announced that next week the collection will be carried out twice a day.

The program will continue on December 3 and 4 in the corregimientos of El Chorrillo, Santa Ana and Curundú, simultaneously.

In El Chorrillo the cleaning tasks will be carried out in the streets 18, 19, 21, 25, 26, and 27; in Santa Ana around the National Institute, the Barraca Good Year, Calle 17, Ancón Avenue, Pario Pinel and pedestrian street; and in Curundú in Santa Cruz.

The AAUD indicated that for this program it will put on the streets properly equipped personnel, backhoes, dump trucks, collectors, grass mowers and fumigation.

PANAMA PAPERS HEARING SUSPENDED TO CONDUCT INTERNATIONAL EVIDENCE PRACTICES

Judicial Organ.

The hearing scheduled for the alternate date of December 6 to 9 for the Panama Papers case will not be held because the Superior Court of Settlement of Criminal Cases of the First Judicial Circuit of Panama, approved to carry out some evidence practices at the international level.

The Third Court Liquidator of Criminal Cases of Panama, in charge of Judge Baloísa Marquínez, continues this criminal case against 32 citizens for the alleged commission of the crime against the economic order, in the modality of money laundering.

Likewise, the Third Court of Criminal Cases declared the extinction of the criminal action in favor of 3 accused and issued a provisional dismissal of 8 accused.

The investigation of this criminal process is related to the alleged leak of documents from a Panama law firm and emerged at the beginning of 2016.

OFFICIAL FUEL PRICES DECREASE, GALLON REMAINS AT B/.3.25 PER SUBSIDY

These new fuel prices will apply from December 2 to 16, 2022.

The National Secretariat of Energy announced on Wednesday the new official fuel  prices as of this Friday, December 2 in Panama.

In the provinces of Panama and Colon, the liter of 95-octane gasoline will cost B/. 1,001 (-B/. 0,012); the 91 octane B/. 0.948 (- B/. 0.18) and diesel B/. 1.088 (-B/. 0.10).

Price per gallon of fuel

When converting (1 gallon = 3.785412 liters), the price per gallon of these fuels for the provinces of Panama and Colón is:

  • Gallon of 95 octane gasoline: B/. 3.79
  • Gallon of 91 octane gasoline: B/. 3.59
  • Gallon of diesel: B/. 4.20

These prices will apply from December 2 to 15, 2022.

SUCRE REITERATES THAT THERE WILL BE NO COVID RESTRICTIONS IN UPCOMING FESTIVITIES

The Minister of Health, Luis Francisco Sucre reiterated on Monday that, “given the increase in cases and positivity of Covid-19, no restrictions are contemplated for the upcoming holidays.

“There are no restrictions for the moment, we maintain constant vigilance with the Public Health team and we have talked with the President of the Republic, who has reiterated to us, that the end of the year festivities, the parade of the Thousand Polleras and then the carnivals are maintained, without any prohibitions,” he said.

He insisted on reminding the population of self-care measures such as the use of the mask in closed places, where there are crowds of people and maintaining distance, noting that they are “key behaviors to counteract this deadly virus.”

At the same time, he pointed out that the mandatory use of the mask in health facilities, on public transport and for food handlers is maintained.

New vaccine doses

On the other hand, explained the Minister of Health, who are currently vaccinating against Covid-19, in the different facilities of MINSA and are waiting for the pharmaceutical house Pfizer, to confirm the arrival, in the coming days, of more than 70 thousand new doses of vaccines for adults.

“We expect Pfizer to confirm the arrival of the 72,000 doses of regular vaccine and we are arranging, if they can go ahead of the arrival of the mixed vaccine, by the end of December,” he said.

Mixed or bivalent vaccines had been reported to be arriving in Panama, during the first quarter of 2023, but the head of Health said that he is coordinating with the pharmaceutical house, their possible arrival at the end of December.

“We had said that, by the first quarter of 2023, but we are trying to get Pfizer ahead of us, to send us a group of mixed or bivalent vaccines at the end of December and thus be able to vaccinate mainly, the frontline health personnel and all Panamanians who want to apply the same,” Sucre said.

The statements of the Minister of Health were given within the framework of the commemorative acts to the 201 years of independence of Panama from Spain, during the parades held in the district of San Miguelito.

EMERGENCY ROOM OF THE POLYCLINIC “DR. CARLOS N. BRIN” OF SAN FRANCISCO REOPENS

The Emergency Room of the “Dr. Carlos N. Brin” Polyclinic had closed to make improvements.

The Social Security Fund of Panama confirmed that the medical authorities of the Polyclinic “Dr. Carlos N. Brin” of the CSS, located in San Francisco, ordered that from this November 30, 2022, the Emergency Room of this Health Facility be reopened.

“Today the emergency room of the “Dr. Carlos N. Brin” polyclinic was opened, which was closed for improvements. We thank the assured population for patience during this time,” SSC said in a tweet.

The Emergency service in this health facility operates from Monday to Saturday from 7:00 a.m. to 7:00 p.m.

It should be remembered that since last October 1 the CSS would have closed the Emergency Room to carry out adaptation work.
