Last week, I mentioned that I’ve formulated my “Plan B” due to a series of indicators that I consider to be telling enough to do so.  I got several enquiries as to what my Plan B actually is.  First of all, I haven’t actually activated my plan… …I’m not moving anywhere yet.  But, I am setting a few things up, just in case.

Every Expat that leaves their country of origin to live in a new country, at any age and for any reason, needs to have a Plan B, just in case things go south.  Anything could happen really and you should never put all of your eggs into one basket (especially given the cost of eggs in the USA nowadays, am I right??).   I left the USA in 1990, as the Army thought it was a good idea to get me smack-dab in the middle of Latin America with my advanced “Yo Querer Cerveza” Spanish skills.  Landing in Panama at the age of 19, I barely knew what the Army was about, let alone having a “Plan B”.  Skip to 30 years later, I have absolutely no footprint in the USA anymore.  No bank account, no credit history, no land, no house, no car, no nothin´!  I used to have credit; very bad credit, but credit nonetheless.  But if I had to uproot my family and go back to the US, I didn’t have any credit to rent a place and that would be bad.  So, a few years ago, when Panama was getting hit hard with negative news from Panama Papers, Odebrecht, and other damaging scandals, I decided to create a “Plan B” in the event we needed to get out of Dodge.

Brett’s Plan B is basically establishing a route to move to yet another country in the event things go sour in the one you set your hopes up for (in this case Panama):

  1. Establish Credit in your native country.  Make sure you have solid enough credit elsewhere, to get a credit card, a loan, and enough references to get a short-term or long-term rental.
  2. Adjust your health care plan to include your Plan B country.  Panama insurance companies have some great low-cost health insurance policies, but can also include international packages.
  3. Open a bank account – at least one.  Send some money there.  If you can get 3 months of expenses into that account, that’s a good start.  If you feel like you’re going to have to activate Emergency Plan “Jupiter 57” (or whatever you want to call it), you really need to start sending more cash to that account as soon as you can.  One full year of expenses if you can afford it, is ideal.
  4. Start talking to realtors now.  Prices in the USA are still pretty high, so maybe you don’t want to move there.  Check other great locations for some lower cost rentals or places to purchase.    Maybe you could purchase now and rent it out prior to activating “Order 21.9”.
  5. If you have an income that’s solely based on your local foreign residency, then maybe it’s time to adjust that operations plan so it runs nearly completely without your direct input or at least without you having to be present.  If you’re getting a salary in your new foreign country, check to see if you can work from “home”.  If not, start looking for other options in your potentially new future location.
  6. Pets:  that’s a tough one.  I think we would try to have them move with us, but I don’t know we could get all of them over in the snap of our fingers.  I think the best thing to do would be to leave without them, with a plan to have someone you trust to take care of them until you can get your family settled in to your Plan B location.
  7. Prepare a grab bag – the bare essentials that you can just grab and go with.  I don’t think we are in a situation in Panama where things would go south over night, but having a bag packed and ready to go with extra clothes and whatnot really helps so you don’t have to worry about it at the last minute.
  8. Make sure everyone’s legal documents are up to date and aren’t a few months away from expiring.  Especially if some of your party members need visas.
  9. Become friends with a sound lawyer and accountant in your potentially new country.  Make sure you know the laws of the land and are prepared to adhere to said laws.  Immigration papers, tax laws and anything else pertaining to your scenario.

Keep in mind that all of this is “just in case”.  I know several cases where people put their life savings into their move and now they’re struggling because of it.  Some didn’t have a choice, but maybe with even a few tweaks to that plan, they could be better off.

TOCUMEN IS THE SECOND MOST PUNCTUAL AIRPORT IN LATIN AMERICA

Tocumen Airport, Panama.

Tocumen International Airport has been rated as the ninth among the most punctual in the world, second place in Latin America, this according to the British aeronautical analysis firm, Official Airline Guide, (OAG).

The firm has revealed the world’s most punctual airports and airlines as part of its 2023 Punctuality League.

In this list, Tocumen International Airport obtained position 9 among the 20 most punctual hubs in the world and ranked second in Latin America during 2022, according to the result of the Puntuality League 2023 study, carried out by the international consultancy OAG.

Tocumen, which last year managed 133,084 aircraft maneuvers, obtained a percentage of operations in time (OTP) of 88.65%, according to OAG’s definition of punctuality, which imposes a limit  of 15 minutes before or after the announced time of takeoff or departure of commercial flights. This measurement also takes into account cancellations, which are recorded as delayed flights.

According to this ranking, the most punctual airport in Latin America is the Brazilian Pinto Martins, followed by Tocumen International Airport in Panama. In third place, the Belo Horizonte Airport in Brazil was taken over and the fourth was occupied by Alejandro Velasco Astete of Peru.

VIOLENCE TAKES TO THE STREETS OF PANAMA

So far this year, about five people have been killed in the district of Panama Oeste.

Violence continues to take to the streets of Panama. Only last Tuesday, January 31, five people were killed in various parts of the national territory. To this we must add that in the first month of 2023 there were 44 homicides.

This represents an increase of 21 homicides compared to the month of January 2022, when 23 homicides were registered, according to figures from the Public Ministry (MP).

On the night of January 31, Guillermo Antonio González Herrera, alias “Memo,” was shot dead while walking along an internal street in the El Nazareno sector, corregimiento of Guadalupe, district of La Chorrera, province of Panama Oeste.

“Memo” had only one month of having left the La Mega Joya penitentiary center, where he served a sentence for aggravated robbery since 2020, while in 2012 he had been investigated and convicted of a homicide case.

So far this year, about five people have been killed in the district of Panama Oeste.

Fernando Jahat Navarro Zorrilla, 37, alias “Nando,” was killed by a gunshot to the head on Anayansi Street in Puente del Rey, Panama Viejo, at about 7:40 p.m.

It should be noted that the victim was surprised by his executioners, who did not waste the moment and fired the shot that left him lying on the sidewalk lifeless.

“Nando” had a criminal record for carrying a firearm and personal injury.

Meanwhile, a man of Venezuelan nationality was found dead in the wagon of a garbage truck at the La Milagrosa landfill, located in Metetí, Darién province.

The body of Jose Luis Parejas Caraballo was spotted by a picker on Tuesday afternoon.

To these facts, we must add the discovery of a human head cut in two, which was carried by a stray dog in the snout, this in the sector of La Providencia, corregimiento Belisario Porras, district of San Miguelito. Likewise, in this same district, it was found a body without eyes and with the skin of the face torn off.

Meanwhile, in the corregimiento of Chorrillo, a father and his son were shot dead when they were sharing with their relatives.

And in the Chanis sector, a couple of grandparents were beaten to death by thieves who entered their residence.

The insecurity that exists in the country is perceived in the Gallup Panama poll, for the month of January, which reflects that 73% of those interviewed consider that crime and delinquency increased in the country. Meanwhile, 24% said that crime and delinquency remain the same and only 3% indicated that it has decreased.

When asked how safe they feel, 28% of respondents indicated that they do not feel safe at all, while 44% said they feel unsafe, 17% somewhat safe and 11% very safe.

According to the pollster, the increase in crime and violence in the country produces a feeling of insecurity among citizens.

For Belgium Bernal, director of the Institute of Criminology of the University of Panama, many of the  acts of violence that are taking place in the country are related to a struggle for territory by criminal gangs.

For his part, the Minister of Security, Juan Manuel Pino, in the face of these bloody acts that have been taking place, limits himself to pointing out that they are due to fractures that have occurred within some gangs that operate in the country.

THEY RESCUE A WOMAN WHO TRIED TO JUMP FROM BRIDGE IN THE COASTAL STRIP

Rescue of the Venezuelan citizen.

After two and a half hours of dialogue, the rescue of a woman of Venezuelan nationality was achieved, who was trying to jump from a pedestrian bridge, in the Cinta Costera.

The woman remained on her knees on the bridge, while passers-by persuaded her not to jump. “God loves you,” a young man shouted from the sidewalk.

After a quick action the National Police in coordination with  the Fire Department managed to hold the young woman who was already hanging from the bridge, returning her to safety.

Deputy Commissioner Roberto Rodríguez, Chief of the Metropolitan Police Zone, explained that the woman was transferred to Santo Tomás Hospital for proper medical attention.

He added that he coordinated with the Venezuelan Embassy and later the woman will be placed under the orders of the National Migration System.

The fact caused a great traffic congestion at the height of the Coastal Belt 1.

According to the World Health Organization (WHO), suicide is a major but often neglected public health problem surrounded by stigmas, myths and taboos.

WHO data reveal that an average of 98,000 suicide deaths were reported annually in the Americas between 2015 and 2019, with the suicide rate in North America and the non-Hispanic Caribbean higher than the regional rate.

In addition, it details that suicide is the third cause of death among young people aged 20 to 24 in the Americas.

Visit La Calzada de Amador

If you like to enjoy the sea breeze, the Amador Causeway is a good place in Panama that you can visit and explore for free. It has viewpoints at the peaceful entrance of the Panama Canal and the large buildings that are imposed in the capital metropolis.

JOSÉ GABRIEL CARRIZO RESIGNS AS MINISTER: WILL HE CONTINUE AS VICE PRESIDENT OF PANAMA?

After the news was announced that José Gabriel Carrizo will resign from his position as minister of the presidency, the government stressed through a statement that Carrizo will continue with his elected position as vice president of the Republic of Panama.

According to the Electoral Code, article 282 establishes that from February 1 to Sunday, May 5, 2024, all pre-candidates and candidates of political parties are prohibited from participating in events to inaugurate public works or in activities financed with public funds.

It is important to note that Carrizo Jaén remains in the constitutional position of vice president of the Republic with the functions assigned to him by President Cortizo Cohen, including continuing to attend with the right to speak the sessions of the Cabinet Council, the statement clarifies.

Last Wednesday, the President of the Republic announced that the Vice President of the Republic, José Gabriel Carrizo, resigns from the position of Minister of the Presidency as of the date.

It is expected that in the coming days some figures of the current Government will submit their resignations to run for some of these positions of popular election.

Recently the Democratic Revolutionary Party (PRD) reported that its primary elections will be held on June 11 of this year, and in this the candidates who will go for the Presidency of the Republic, deputies, mayors and representatives will be chosen.

On the other hand, being a pre-candidate Carrizo Jaén, he will seek to run in the internal elections of the PRD with the aim of being whoever is the candidate for the Presidency of the Republic of Panama in the next elections of 2024; thus complying with the provisions of the electoral calendar.

COPA AIRLINES INAUGURATES NEW DESTINATIONS: BALTIMORE AND MANTA

Copa Airlines.

The destinations of Baltimore in the United States and Manta in Ecuador are the new routes that increase to 79 Copa Airlines routes in 32 countries in North, Central, South America and the Caribbean.

With three weekly flights, Copa Airlines will be the only airline that will connect internationally to Manta, also known as “The gateway to the Pacific” of Ecuador

Meanwhile, Baltimore becomes the 14th Cup destination in the United States, with four flight frequencies per week.

36 CASES OF MALARIA IN PANAMA IN THE FIRST MONTH OF 2023

36 cases of malaria in Panama in the first month of 2023.

The Ministry of Health (Minsa), together with the regional team  of the Esratégico Plan for the Elimination of Malaria (PEEM), continues to work on the actions of fumigation, supervision, surveillance and control of the mosquito that produces this disease in the sector of Panama Este.

Nationally, in 2020, the number of malaria infections totaled 1,009, in 2021, it increased to 1,512, and in 2022, it noted a decrease compared to the previous year of 1,114 cases.

On the other hand, in the first month of 2023, there are 36 people who have been infected by the bite of the mosquito that transmits malaria.

The regional director of Minsa in Panamá Este, Carlos Batista, mentions that it is essential that citizens have vaccination coverage against yellow fever.

The regional technical committee of the institution reports that monthly malaria situation analysis meetings, the report of patients with incomplete treatments and their tracking, quality control of notification forms, treatment, research, follow-up and weekly malaria bulletins are carried out.

WHAT IS THE REASON FOR THE INCREASE IN THE ELECTRICITY TARIFF?

The Extraordinary Tariff Stabilization Fund that was established by the National Government was suspended in December 2022.

The Extraordinary Tariff Stabilization Fund that was established by the National Government, during the pandemic, came to an end in December 2021 and this year, its suspension was considered, so as of this month customers will receive an increase in electricity billing.

Jorge Rivera Staff, National Secretary of Energy, explained that with the extraordinary subsidy the  annual amount was around $ 132 million dollars by the government  and recalled that the benefit that had been given was towards customers who consume  up to 300 kilowatts per month, with the historical subsidy, plus this benefit reached a discount of up to 50% of billing covered by the government.

For those customers who consumed up to 300 and 750 kilowatts per month, with the State it assumed around 20% of their electricity bill.

According to Staff, if all the annual amounts from 2020 to 2022 are added, the government assumed more than $ 300 million dollars, benefiting 92% of customers throughout the country.

He clarified that the historical subsidy established since 2004 in the country, for those people who consume up to 300 kilowatts per month, representing 81% of customers.

In addition, there is an additional subsidy known as the Western Tariff Fund, which specifically benefits customers in the provinces of Bocas del Toro, Chiriquí and part of the Ngäbe Buglé region, which represents a discount for 99% of customers in these areas.

MINSA, HIV: WHAT ARE THE REGIONS WITH CASES IN PANAMA?

MINSA, reveals HIV data in Panama.

The Metropolitan Region, Ngäbe Buglé, Colón, San Miguelito, Panamá Oeste and Chiriquí, are the regions with the most cases registered with the human immunodeficiency virus (HIV) according to Carlos Chávez, Head of the STI/HIV/AIDS section of the Ministry of Health (MINSA).

“We ask the population to use condoms, to have responsible risk behavior, since there are other sexual diseases such as syphilis, herpes, so we recommend the use of condoms,” Chavez said.

Chávez highlights that the country closed the year 2022 with one thousand five hundred (1,500) new cases of HIV; in fact, in Panama, 22,283 people are currently living with HIV, of whom 15,580 are men and 6,703 are women (distributed in 70% and 30%).

HIV Test in Panama: How Much Does It Cost?

In Panama, the cost of taking the HIV test will depend on the place where it is performed, since in the health centers of the Ministry of Health (MINSA) and in the polyclinics of the Social Security Fund (CSS) they perform the tests for free, however, there are other places that offer this service.

  • The PROBIDSIDA Foundation is asking for a donation of $9.00 to those who wish to take the test.
  • Laboratories and private hospitals for HIV testing prices vary and can range from $20.00 to $30.00.

GOVERNMENT WILL DECIDE ON FEBRUARY 15 WHETHER OR NOT TO EXTEND THE FUEL SUBSIDY

On February 15, it will be known if the National Government makes the decision to extend or not the fuel subsidy, as announced by the National Secretary of Energy, Jorge Rivera Staff.

Rivera stressed that, coincidentally, the evaluation mechanism that was taken for the Extraordinary Tariff Stabilization Fund is  similar to what is taken with the fuel and diesel subsidy.

“In the coming weeks the Cabinet Council will meet again with the Ministry of Economy and Finance to evaluate the fiscal capacity of the State at this time, the process of economic recovery and the announcement would be made to the country,” he said.

The calculation they have for this month of fiscal impact is an additional 300 million dollars, which would be disbursed for driver support.

Regarding consumption levels, Staff stressed that during the past year for the first time there was a decrease in consumption volumes during the months of May, June, July when there was an increase of up to $ 6.00 per gallon.

On January 12, the Cabinet Council approved the extension of the fuel subsidy until February 15 of this year, starting on January 16.

On July 18, 2022, the Government approved freezing  the price of fuel at $.3.25 per gallon due to protests by social groups about the high cost that at that time exceeded $.6.00, thus affecting the price of food.

The Electoral Tribunal (TE), from  Wednesday, February 1 to Sunday, February 5, 2023, will carry out  citizen identification tours, where the processes of civil registration and identification will be treated to the inhabitants of the communities that will attend.

Requests that residents meet the requirements of presenting the original cards and current copies of one of the parents for juvenile procedures, for the first time and renewal of the document.

SENAN ANNOUNCES REGISTRATIONS FOR YOUNG PEOPLE WHO WISH TO BE PART OF THE INSTITUTION

Senan announces registrations for young people who wish to be part of the institution.

The National Aeronaval Service (Senan) will have available from February 6 to 10, 2023, registrations for young Panamanians who wish to be part of the Air Guard.

Requested registration requirements include:

  • Level of study: bachelor, but not expert.
  • Nationality: Panamanian.
  • Minimum age of 18 years (high school diploma).
  • Maximum age of 21 years (until April 1, 2024).
  • Marital status: single.

BILL REGULATING USE OF CRYPTOCURRENCIES WAS REFERRED TO COURT

The Executive Branch sent to the Supreme Court of Justice bill 697 of 2021, which regulates the “Marketing and Use of Virtual Assets and Virtual Asset Service Providers” and dictates other provisions, so that this instance of the State decides what corresponds.

NAYIB BUKELE MEGAPRISON FOR 40,000 CRIMINALS

El Salvador’s President Nayib Bukele visited the facilities of the Terrorism Confinement Center, a mega-prison with eight modules that will soon begin operating and that, according to the authorities’ projections, will serve to detain at least 40,000 gang members. The tour was shown Tuesday night by national radio and television.

The “largest prison in the Americas” was built in an isolated rural area in a valley near Tecoluca, 74 km southeast of San Salvador.

The 166-hectare property has a dozen pavilions that occupy 23 hectares, Public Works Minister Romeo Rodriguez explained on a national radio and television network.

The cells are made of concrete, the doors are built of reinforced steel and the water that will arrive for the use of the inmates will be controlled by the guards. “If I enter this center he will not leave again,” said Osiris Luna, director of prisons, one of the officials who accompanied the president on the visit.

During the tour, public security authorities explained to the president that to prevent an escape, the prison will have several security rings, including an electrified fence with 15,000 volts and prison guards, soldiers and police who will control the perimeter through 19 watchtowers. A group of 50 members of the National Civil Police will permanently support the searches.

Battle of Nayib Bukele against the tambouriners

The president did not specify when the first of the nearly 63,000 alleged gang members detained in the gang war will be transferred to the megaprison.

The mass arrests, criticized by human rights organizations, are protected by an emergency regime that allows detentions without a warrant. It was approved by Congress at the behest of Bukele in response to a murderous escalation that claimed the lives of 87 people from March 25 to 27.

On Friday, Human Rights Watch (HRW) denounced that there is “extreme overcrowding” in Salvadoran prisons as a result of the arrests without a warrant of suspects.

The country’s twenty prisons currently have capacity for 30,000 prisoners.

Bukele had initially said the mega-jail would be completed by September. The authorities have not explained the reasons for this delay.

UN TO LAUNCH EIGHT HUMANOID ROBOTS CAPABLE OF DOING TASKS FOR SOCIAL GOOD

The United Nations will present eight humanoid robots capable of doing tasks for social good at a global summit on artificial intelligence (AI) scheduled for July in Geneva, it said in a statement.

At that two-day summit, on July 6-7, the International Telecommunication Union (ITU), a UN body, wants to show how new technologies and AI can help achieve the Sustainable Development Goals (SDGs), such as fighting the climate crisis or supporting humanitarian action.

“It is in our collective interest to shape artificial intelligence, faster than it shapes us,” ITU’s new Secretary-General, Doreen Bogdan-Martin, said in a statement.

“This summit, the UN’s premier platform for AI, will bring together prominent voices representing a diversity of interests to ensure AI can be a powerful catalyst for progress in our race to save the SDGs.”

The summit, which will bring together more than 20 robotics specialists, will see eight humanoid robots – named Beonmi, Nadine, Sophia, Geminoid, 4NE-1, Ai-Da Robot, Grace and Desdemona –, that will showcase their capabilities for firefighting, aid distribution, healthcare delivery or sustainable agriculture.
