This first time I was introduced to Panama’s Carnaval celebration, really put life into a new perspective for me.  Mostly because the entire experience was a mixture of feeling completely alive from the adrenaline rush of seeing so many cute girls in skimpy outfits, combined with wishing you were dead from the alcohol poisoning, heat exhaustion and dehydration.  The drive out to the interior to partake in said ritual was risky enough as most drivers here clearly believe that passing on curves is ideal, the “blood alcohol level” is just conspiracy theory and that it’s impossible to die if you’re in an accident in anything larger than a Toyota HiLux.  I vividly recall my drive out to Las Tablas in my newly acquired 1990 Dodge Dakota.  This thing was a beast and seemed somehow immune to the pothole-riddled roads of Panama’s outback which I’d carelessly approach as we fleeted past the lazy towns.

We reached my girlfriend’s family’s home in the middle of Nowhere, Panama (by the Azuero area) around midnight after 8 hours of driving and aimlessly entered the darkened residence without a whisper, groping our way to our assigned inflated mattress as we cautiously stepped over the already slumbering bodies of would-be “carnavalers”.  Daylight came early, and the bodies from last evening came quickly to life as everyone threw on shorts and practically “anything” for a top.  Breakfast was ready as the delightful mom of the residence was happy to cook up a huge batch of “changa”, eggs and coffee from the backyard “fogón” so the rest of us can carry on the family tradition of engaging in a weekend of poor choices and… …well, more poor choices.

The next few days were fueled by our good friends Balboa, Old Par and some suspicious concoction that cousins Eric and Tito suggested we drink… …I was there to impress, and not to question their intentions.  Imbibing was mandatory.  The daily routine was simple.  Get up, eat, head to the river, leave the river and go to some town with a couple of water trucks, get hosed down, leave sunburnt, head back to the house and change into your “good clothes”, eat something else, head to the middle of some town square, yell and chant to the garbled words that the rest of the crowd chants as the floats with the pretty and amazingly dressed girls were dancing on.  All the while, drinking whatever you wanted from any of the many coolers that you or your new friends had happily available.  You would sleep for 3-4 hours (maybe) and then repeat…

Although a part of me does still miss those carefree days of debauchery, I don’t know how much my back, ankle, and mental stamina could handle all of that craziness.  This year, our boys are hoping for a tour of some hot spots in the interior during carnaval.  My first thoughts of Las Tablas come to mind – I’m not keen on them going down my same path, but I am excited to see their enthusiasm for enjoying some good times in the sun before heading back to school in a few weeks.  Have a nice, safe carnaval weekend!

Accident in Chiriquí.

From Friday, February 17 to Wednesday, February 22, there will be closures on the Cinta Costera and Av. Balboa for carnival activities.  The closures will take place at 9:00 a.m. the first closing on Friday, and the second closing on Friday at 12:00 m.d. to February 22 at 12 m.d.

The activities that will be held in the Cinta Costera, will be the ‘Capital Carnival’ that gives starting point on Friday, February 17 with the coronation of the queen in the Coastal Ribbon 1 and ends on Tuesday, February 22, with the burial of the sardine according to reports from the Tourism Authority of Panama ATP.

USA. US: CHINESE SPY BALLOONS HAVE FLOWN OVER 40 COUNTRIES

Chinese spy balloons have flown over more than 40 countries on 5 continents.

The United States said Thursday that  Chinese spy balloons have flown over more than 40 countries on 5 continents, in a plan directly related to the Chinese military.

The US authorities shot down last Saturday a Chinese “spy balloon” that had been flying over several areas of the country for days and, since then, has denounced a plan by China to spy with these devices to different countries.

A senior State Department official told reporters Thursday that China has flown over more than 40 countries on 5 continents with these balloons and that Joe Biden’s government is in contact with the affected nations.

The Chinese government has claimed that the plane shot down in the United States was a weather balloon, but the U.S. official said that high-resolution images obtained from the device show that it had the capacity to gather intelligence.

He assured that these balloons have multiple antennas to geolocate and intercept communications, in addition to solar panels to produce the energy necessary to operate their sensors.

According to the State Department, these espionage activities “are often carried out under the direction” of the Chinese military.

“We are confident that the manufacturer of the balloons has a direct relationship with China’s military,” said the official, who spoke on condition of anonymity.

Even on the website of the manufacturer of such devices there are images of previous flights that were allegedly made over U.S. airspace, he said.

“By bringing down the balloon, the United States sent a clear message to China that the violation of our sovereignty is unacceptable,” the official added, criticizing that the Chinese authorities have so far not given “a plausible explanation” for what happened.

The Biden administration is exploring taking action against China and companies linked to the Chinese military in the spy balloon scheme, he warned.

The discovery of these “spy balloons” has triggered a diplomatic crisis between the United States and China and led to the suspension of a trip that Secretary of State Antony Blinken had planned to make to the Asian country.

NATIONAL POLICE: 189 PEOPLE APPREHENDED IN OPERATION ALFA

National Police: 189 people Apprehend in Operation Alpha.

Units of the National Police apprehended in the last 24 hours to 189 people through Operation Alpha, which began this week to a day to start the Carnival festivities, according to the report presented by the security establishment, the people learned were through 101 search warrants seized 25 firearms,  ammunition, and recovered five vehicles.

THEY SAY GOODBYE TO 10-YEAR-OLD GIRL KILLED IN ALANJE

The residence and church were packed with people close to the family.

With tears in their eyes and beaten by pain, family, friends, classmates and the Children’s Brigade of the Meritorious Fire Department of Alanje gave the last  goodbye to Lina Fabiola Rojas, 10, who was allegedly killed with a blunt object that caused her death last Saturday, February 11 at the José Domingo de Obaldía Maternal and Child Hospital.

The firefighters and relatives made a street of honor at the time they took the body of the child from her parents’ house to the funeral vehicle and later also honored the moment she entered the evangelical church, where they asked for the murdered minor.

The relatives of Lina Fabiola did not give statements to the media about this unfortunate fact, because they remain affected by the femicide of the minor.

The residence and the church were crowded by people close to the family, neighbors and friends who wore white clothes and balloons of the same color, asking the Public Ministry to find the person or persons responsible for the femicide.

For his part, Captain Osvaldo Samudio of the Meritorious Fire Department, described Lina Fabiola Rojas as an active, intelligent girl who showed interest in being part of the Child and Youth Brigade of the Meritorious Fire Department of Alanje.

While the funeral honors of the minor were being carried out, it was learned that the Public Ministry through the homicide and femicide prosecutor’s office carried out several judicial proceedings with the aim of being able to seek elements of conviction that would allow them to find the person or persons responsible for the femicide.

A source linked to the investigations said that it is not ruled out that in the next few hours the first raids in relation to this case will take place.

In this femicide there are no apprehended and neither is a thesis of the motives that led him or those involved to commit this homicide.

The Homicide and Femicide Prosecutor’s Office was reinforced with personnel from the MP headquarters to continue with the investigations.

CHILDHOOD CANCER: WHAT ARE THE SYMPTOMS?

Childhood cancer.

According to specialists there are 12 signs that a child with cancer can present, they explain that being combined once it has been analyzed by a specialist doctor, for María Sabina Achu, palliative oncologist at the Children’s Hospital, said that the child may have fever, weight loss and appetite, pallor, fatigue, morning vomiting, bleeding or bruising of easy appearance, persistent and inexplicable.

Lumps in the abdomen, pelvis, neck and head, extremities, testicles, lymph nodes, pain in bones, joints, back and easy fractures, as well as white spots on the eye, strabismus, blindness or loss of vision are warning signs.

The oncologist made it clear that cancer is a curable disease, early detection, timely diagnosis and correct management of it can improve the child’s prognosis and increase the chances of cure.

February 15, International Childhood Cancer Day

The Ministry of Health (Minsa), during the International Day of Childhood Cancer that is commemorated this February 15, reiterates that before any sign regarding the disease go to make the diagnosis in a timely manner to the infant so that he can receive the indicated treatment.

According to the Children’s Hospital, common treatments to treat this pathology involve: surgery, chemotherapy, radiotherapy, immunotherapy and stem cell transplantation, the application of one or more of this procedure will depend on the type of cancer and how advanced it is.

According to the figures that are handled in the National Cancer Registry of Panama, of the total childhood cancer that is detected annually, 39% corresponds to cases of malignant tumors of the hematopoietic system (leukemias), 15% to brain tumors and there is a high number (26%) of non-cataloged pathologies since there is no structure for its registry.

PANAMANIAN PRISONS ARE OUT OF CONTROL

Cell phones, sharp objects, cell phones, chargers, etc. manage to enter the country’s prisons.

During the government of President Laurentino Cortizo, at least 14 inmates and one member of the National Police (PN) have lost their lives because of the lack of control in some prisons of the Penitentiary System.

The last violent act was recorded on February 10, in the La Joya Penitentiary Center, where a second lieutenant lost his life and two agents were injured, because of a confrontation between rival gangs. Similarly, one inmate lost his life.

After this bloody act, the authorities managed to seize inside the prison, about 20 firearms, including an assault rifle, sharp weapons, hundreds of cell phones, among other prohibited objects.

To this fact, we must add the one that was registered in December 2019, when 13 prisoners lost their lives and 12 were injured because of clashes between rival groups.

This fact cost the position of the former ministers of Government and Security, Carlos Aguilar and Rolando Mirones, respectively.

Faced with this type of incident, the questions that have been asked for years, both experts and the common Panamanian, arise, how do these weapons, cell phones and other objects enter the prisons?

Experts point out that it is very difficult for a civilian to bring a firearm into prisons, due to the constant controls to which they are subjected when they go to visit a prisoner in a prison.

14 prisoners have lost their lives in clashes at La Joya prison.

“Dogs, food checks and even strip us naked when they go to visits,” says a person who has been visiting prisons for several years.

The authorities, before the last act of blood registered in La Joya, said that the Government is preparing a millionaire investment to try to curb the irregularities that exist in the country’s prisons.

Government Minister Roger Tejada said that the Cabinet Council approved a budget of $25 million to install a security system “with modern technology” in La Joya.

“We will have new luminaires, watchtowers and we are making adjustments to the perimeter fences,” he said.

Tejada also pointed out that in the last two weeks 12 officials of the Penitentiary System have been dismissed for various irregularities committed.

Among the officials who have been dismissed are: guards, psychologists, social workers and members of the prison technical board.

Some of the dismissals relate to the introduction of certain prohibited objects to prisoners.

For Ángel Calderón, former director of the Penitentiary System, investing in technology for the country’s prisons is good, as long as the necessary maintenance is given to the equipment that is installed.

He indicated that it is not worth it for a government to make millionaire investments in prisons, if the one who enters later does not give it the necessary maintenance.

Calderón gave as an example La Mega Joya, a modern prison built under the government of Ricardo Martinelli, which has a modern system of cameras and scanners, as well as the one built in Chiriquí, two detention centers of which no scandals are heard.

Currently, the country’s prison population is 22,023 prisoners, while the prison capacity is 14,591, which reflects that there is an overpopulation of 7,432 people.

For retired General Rubén Darío Paredes, the traditional prison system, which dates back two centuries, collapsed.

The expert told Telemetro that the authorities are talking about building more prisons in the country, something that according to him is not the solution to the problem.

The solution would be to make Panamanian prisons become real correction centers and not warehouses of people as is currently happening.

6-YEAR SENTENCE CONFIRMED FOR FERRUFINO FOR UNJUSTIFIED ENRICHMENT

The Superior Court of Liquidation of Criminal Cases managed to confirm the conviction for the former minister of MIDES, Guillermo Ferrufino and his wife to 6 years in prison for unjustified enrichment in his management of 2009-2014.

According to the Prosecutor’s Office, the conviction was made because the couple failed to justify assets of $ 2 million 288 thousand dollars, which were obtained during the period of government of former President Ricardo Martinelli.

EARTHQUAKE IN TURKEY: PANAMANIAN RESCUERS HAVE RECOVERED 14 BODIES OF FATALITIES

Earthquake in Turkey: Panamanian rescuers have recovered 14 bodies of victims.

Yasmín Delgado, of the team of rescuers sent by SINAPROC to Turkey after the earthquake, reported that at least 14 bodies have been rescued and delivered to the families of the victims. People have been in the work of removing debris and recovering fatalities from the earthquake.

TOCUMEN AIRPORT: HOW MANY PEOPLE WILL LEAVE THE COUNTRY FOR CARNIVALS 2023?

Tocumen Airport.

117,000 people could leave the country during the 2023 Carnival festivities, as announced by the administrators of the Tocumen International Airport who assure that they could mobilize more passengers until February 27 on the occasion of the King Momo festivities.

Tocumen Airport General Manager, Raffoul Arab, said: “We are executing a plan to make the passenger experience more comfortable and expeditious. We have the planned support of the authorities operating at the airport.”

Unlike a regular operation at the airport, during the days off for carnival, passenger traffic during this holiday season doubles the number of travelers during normal operation.

Carnival 2023, how many tourists will arrive in Panama

Information from the Passenger Experience Management Some 59,256 passengers will arrive in the country, while from the Tocumen International Airport some 57,977 people will be mobilized to the different destinations of South America, North America and the Caribbean.

PANAMA’S CORAL REEFS WOULD BE MORE RESILIENT

Although the news is encouraging, corals remain in grave danger.

Coral reefs are in serious danger, however, a new study sheds hope for their resilience to climate change in the short term, mainly some located in the Latin American region.

Scientists at the University of Miami’s Rosenstiel School of Marine, Atmospheric and Earth Sciences found that some reefs in the tropical Pacific Ocean could maintain high coral cover by the second half of this century. This after combining the symbiotic algae they host.

Researchers believe that some corals are increasing their heat tolerance by changing the symbiotic algal communities they host, which through photosynthesis provide them with the energy they need to live.

“The results of our study suggest that some reefs in the Eastern Tropical Pacific, which includes the Pacific coasts of Panama, Costa Rica, Mexico and Colombia, could maintain high coral cover until the 2060s,” explained biologist Ana Palacio-Castro, lead author.

She cautioned that while the research may be seen as good news for these reefs, their survival may not exceed that date, unless global greenhouse gas emissions are reduced.

Shallow coral reefs in the Eastern Tropical Pacific Ocean are predominantly made up of branching corals of the genus Pocillopora, which are highly important to reefs in the region.

Key to the study was the analysis of more than 40 years of coral reef monitoring data located in Panama, one of the most robust datasets of its kind in the world.

The examination showed that the 1982-83 heat wave significantly reduced coral cover on the reef, but the effects of the El Niño of 1997-98 and 2015-16 were milder, especially for corals of the genus Pocillopora, which is predominant reef-forming in the eastern tropical Pacific.

They also found that, during strong ocean heat waves, the heat-resistant algae Durusdinium glynnii became increasingly common in this particular lineage of corals, allowing them to better withstand periods of elevated temperatures.

“While we don’t think most reefs can survive this way, it does suggest that remnants of our current reefs may persist longer than we previously thought, though potentially with far fewer species,” said biologist Andrew Baker.

EXTENSION OF THE DISCOUNT TO MEDICINES: HOW MUCH WILL IT BE?

Extension of the discount to medicines.

The extension of the discount on the price  of medicines will be 30% as established by the National Government, after analyzing the impact of the decrease in the cost of some high-consumption medicines, the President of the Republic, Laurentino Cortizo, through the signing of Executive Decree 3 of February 14, 2023,  granted the extension, this despite the opposition of the National Union of Pharmacy Owners (UNPROFA).

The Minister Minister of Health, Eyra Ruíz, referred to the discount of medicine in an interview with Telemetro Reporta, noting that “In the plenary session that we held on Monday, several presentations were made, one of them was to continue with the decree, a decree that was adjusted where some medicines were taken out”.

The decrease in the price of the medicine will be for 6 months extendable to consumers, 30% on the sale price registered in each pharmacy to the medicines described in the list attached to said decree.

The Minister Counselor, indicates that “Only 97 medicines were left with 30% of the 170 and the rest will be adjusted ceiling prices” highlighting the headline that “In that vote the only ones who voted against were the owners of pharmacies, distributors and Fedefarma”.

The extension of the discount indicates that it will not apply the provisions of the Executive Decree to medicines manufactured by the domestic industry; Nor will it apply to those generic drugs whose price is equal to or less than 60% of the price of the reference drug as of June 30, 2022 according to the established list.

Eyra Ruíz emphasizes that “The government is going to help them, as we did with supermarkets, which also have a license to import, the same we are going to do with this group of small pharmacies.”

PANAMA HAS A NEW COMPREHENSIVE RECYCLING CENTER

The centre seeks to promote a culture of waste separation and sorting among the population.

Panama has a new center for the collection and processing of waste, called Ecospot, which also combines culture, entertainment and learning about the circular economy.

The place, inaugurated this week, is located in Multiplaza and has a space for those who visit it to share a moment of recreation, exchange materials or simply relax.

There is also the option of self-service, so that materials can be delivered without having to get out of the car.

This center seeks to promote recycling in Panama, promoting in the population a culture of separation and classification of waste.

The Ecospot will accept paper, cardboard, aluminum cans, tinplate, Tetra Pak, plastic (PET, HDPE, LDPE, PP, among others), glass, co-processing and electronics.

EXTENSION OF THE FUEL SUBSIDY: UNTIL WHAT MONTH WILL IT BE?

Extension of the fuel subsidy: Until what month will it be?

Until April 1 will be the extension of the fuel subsidy, after the Cabinet Council of Panama approved it in 91 and 95 octane gasoline, in addition to diesel, totaling about 44 more days, as explained by the Minister of Housing, Rogelio Paredes.

“The Cabinet Council approved the extension of about 44 days, because the month of February has fewer days, until the first of April,” the head of the Ministry of Housing (MIVI), the fixed price of a gallon of gasoline will be 3.25 balboas.

With this subsidy, sectors such as: agriculture, livestock, manufacturing, fishing, construction, commerce, industry and tourism, among others, benefit to buy the most economical fuel adjusted to the budget of drivers.

Economic expense for the new extension of fuel

The Minister of Housing points out that “That extension represents an additional 30 million that the National Government is going to sacrifice, because this is a fiscal sacrifice”, he also adds that there is economic growth, which perhaps is not what we expected what we would like, but we are in a sustained growth.

Recall that the National Secretariat of Energy previously announced the new maximum sale prices of liquid fuel in Panama, which reflect a decrease; that is, 95-octane gasoline will decrease 2 cents per liter, 91-octane gasoline will decrease 2 cents per liter and diesel will decrease 8 cents per liter.

The official fuel prices in Panama fell since last Friday 10 and will be in force until Tuesday, February 15, 2023.

On the other hand, Minister Paredes, emphasizes that “Every time that button is pressed and it is decided to make an extension of this nature there are millions of dollars that have to be cut to the ministries”  and mentions that the State has a reality that must be addressed and that in effect 800 thousand vehicles have benefited from this fuel subsidy.

OFFICIAL REPORT REVEALS OBARRIO EXPLOSION WAS CHEMICAL

Official report reveals that the explosion in Obarrio was chemical.

According to the official report of the Meritorious Fire Department, the explosion registered on November 1, 2022, in the Urban PH was chemical, and the fuel, liquefied petroleum gas propane. Data reveal that the event occurred due to a leak in the kitchen stove of apartment 12C-2.

The leak in the gas supply pipes of department 14 C-2 is not related to the explosive pressure wave recorded that day, which affected residents, premises, and neighboring buildings.

“The energy present all the time in the outlets and when you turn off or on an electrical switch, it has the ability to initiate a combustion in combustible gases, vapors and dusts. The explosion was classified as a deflagration,” the document presents, which adds “The stove, as the epicenter of the explosion, is related, cause and effect with the vector and dynamic damage of the explosive pressure wave evidenced at the scene.”

The flare was only present inside apartment 12C-2, however, it is unknown if the leak in the stove of this apartment, it was due to manipulation when assembling the stove or factory damage.

The Panama Fire Department, at a press conference for the media, also announced recommendations for investigations into this case.

  1. Request from the Public Ministry (MP) a technical and specific expertise to the components of the stove in conjunction with the representatives of the brand, in order to determine whether the leak found in a mechanical malfunction or a manipulation in the assembly of the stove in the process of redistribution.
  2. Request from the MP, an expert report to the rest of the gas piping system of the building, to rule out that the only leaks present in the explosion were those located in apartments 14 C-2 and 12 C-2.

CERRO PATACÓN, FIRE: WHERE WILL THERE BE MORE TOXIC SMOKE?

Cerro Patacón, fire: Where will there be more toxic smoke?

After the fire in Cerro Patacón according to the IMHPA, more pollution is being generated in Panama City. Being under notice the parts of Arraiján-district of San Miguelito-Panama City-Bay of Panama.

NASA’s dispersion model places the displacement of smoke at low altitude moving towards Panama City and part of the district of Arraiján, to then be carried over the Gulf of Panama and continue towards the open sea with higher altitude, said contamination.

Recommendations of the Meritorious Fire Department and the Hydrological Meteorological Institute of Panama

“The breeze is changing in the same way the smoke will spread and it is highly toxic, but because of the smoke we can do absolutely nothing,” were the words of the second lieutenant of the Meritorious Fire Department, Eduardo Escobar.

“Use your mask” was the recommendation of Eduardo Escobar, for passers-by who have to pass through this place when moving.

On the part of the IMHPA, its recommendations are to “take the necessary measures in respiratory health care.”
