Last week, the government of Panama announced that they would be allowing those companies in “Block 2” to open their businesses once again and that they would also simultaneously be ending the total lockdown quarantine that began over two months ago.  Each alleviation comes with certain conditions, some of which are considered to be over-exaggerated.  Others are completely baffled as to why we’re even opening back up.

“If this thing is so dangerous, why are they letting everyone out?”  

Some of those who have asked me, may think I have the answers or are perhaps just being rhetorical, some perhaps through catharsis.  With quarantine opening today, perhaps this is a good moment to give my thoughts on why we are, where we are.

Towards the beginning of January, people around the world were just starting to come alive to the knowledge that something wrong was happening in China.  There was a new virus, a new plague that had taken hold and the Chinese government was fighting to contain the spread as well as the news of their circumstance.  At this point, all we knew was what China allowed us to know through their filtered information and updates as well as the censorship of their people.  Even before January 15, colleagues and friends of mine very connected to Wuhan, were already reporting unofficially, that infections were in the hundreds of thousands and deaths in the tens of thousands.  (IE, by “connected to”, I mean, their parents live there, they were born there, they were living there, etc., I do not mean that they “heard a rumor”, “saw it on a map once”, “enjoy their cuisine” or similar).  While China officially reported 30,000 people with cases of the virus, their own people within the hospitals were saying it was significantly much higher.  

So, from the beginning, we really truly had no factual information to work with.  The entire world kept vigilant and then the virus started showing up around the globe.  But, of course, you already know that part of the story.  What we all forget however, is that no one really knew what the heck was going on.  No one knew how to proceed and we were all in denial.  (We can stop it, it ain’t gonna happen to us.)  All of the armchair experts took a wild guess and some were 53.7% correct, but others 100% wrong.  These same “experts” kept pumping their conjectures to the populace hoping people would watch and stare, anxious and lusting for attention.  It reminded me of the movie “Life of Brian”; false prophets everywhere with all their intellects (or the lack thereof) pandering to oodles of onlookers.  I recall one “COVID expert” purporting that talk of COVID “would be over within 30 days, or I’ll eat my words”.  That was March 22, COVID is still the primary topic and he has yet to grace the depths of social media with the entrees or aperitives of his previous and impeccable locutions.  As people from the USA love to divide their passions and beliefs to a “you are”, “they are” status, we now see that everyone who says anything about COVID is either “stupid” or just plain “stupid”.  It’s even confusing as to which stupid is stupider than that last stupid guy.  Of course, my extremist friends (on all bandwidths) would correct me and ensure I retracted that statement only to republish that the “others” are NOT actually stupid, but instead they’re “fucking stupid”.  The good news is that if someone reports something that is absolutely brilliant, yet their assumption emerges to be false, well, that’s ok, because I didn’t say that, because that would be stupid, but instead I said…” (insert some other assumption…).  

The bottom line is that no one has a freaking clue, nor have they ever had a freaking clue (and by “they” I mean, “Me and every other human with a heartbeat”).  However, just like every other stupid person in the world, I wish to propose my own hypothesis, based still on limited, convoluted information.  

As per reports from Panamanian advisors to MINSA and other government agencies doing their best to mitigate the Coronavirus issue, the virus entered Panama on flights from Spain and the USA around February 15, 2020.  On March 9, 2020, MINSA reported officially that they had detected the first case.  The key word is “detected”, because by this time, during the course of 22 days, everyone who entered Panama with the virus had already spread it to who knows how many other people?  Today, many in Panama rejoice as they flood stores, shops and parks everywhere with no restraint, uniting as a conglomerate and as a show of force to seemingly declare in one voice, “we’re finally free”.  But, we’re not free.

There’s a particular peculiarity of the Panamanian people, that we’ve seen elsewhere.  Short-term memory is one of those peculiarities, but the other is the “me vale verga” attitude that historically just causes problems for everyone.  (“I don’t give a rat’s ass!” Is a very loose translation for “Me vale verga!”.)  This temporary false sense of freedom is invisible for most today.  From April to May, Panama’s daily case rate that was once stable around 150-200 new cases.  That was under quarantine and all international flights cancelled minus the humanitarian flights and the logistics of shipments.  Towards the end of April, people were protesting, exposing themselves, others were abusing the famed salvoconductos and doing whatever the hell they wanted.  The daily number of cases started to rise to just over 200 per day, but unphased by this, Panama opened “Block 1” on May 13.  The formula of raising the daily cases was already in the works, but opening Block 1 would only escalate that further.  At one point, someone asked me to give my opinion and my knee-jerk response was that we would witness 500 new cases per day by the end of June.  I hesitated and then after a quick reevaluation based on absolutely no good amount of information, changed my mind saying, “No, maybe it would be more conservative to say 400 cases by the end of June.”.  That was just 10 days ago.  I could never have imagined that we would be registering an average of 265 cases per day from May 25 to May 27, only to jump drastically to an average daily rate of 434 new cases from May 28 to May 31!  (4 days vs 4 days, back to back)

So, why in the heck would we open the next Block of businesses and lift quarantine on the same day with the daily rate of new cases on the rise?  Quite simply, we have to.  None of this is sustainable.  When Panama decided to shut down, it was already too late as the virus was already in Panama.  The government made an honest effort to get food to the people, but in good PRD form, the representatives were just giving the food to those they deemed “loyal” to the party.  The same happened with the $80.00 paper bonds; most landed into the hands of the needy, but a lot was fraudulently redistributed or kept.  Then, once the protests and riots started, the government launched the digital bonds. That didn’t get to everyone that it should have gotten to either.  They had the best intentions; I truly believe that.  But the actual execution of the concept was placed into the hands of those of ill repute.  It was doomed the moment we started yet another project based on good faith; the fools!!  Knowing that this wasn’t working, those at the helm of that sinking ship knew they needed a different plan.

All the while, everyone that has a business is suffering as well as their employees, if not moreso.  The last time I checked, there were 400,000 people without a job due to the suspension of contracts.  That doesn’t include informal workers like gardeners, undocumented maids or that handyman you call when anything breaks in your house.  Also, the Block 1 companies that opened 2 weeks ago were most certainly a sigh of relief being that we could now finally fix a flat tire as the mechanics opened their doors for the first time since closure.  All other technicians were opening their doors, or at least those who were able to survive the 2-month closure and knew how to prepare for the confusing standards set by MINSA.  Block 2’s opening today is mostly industry and public construction, but it also offers churches, parks and a fraction of social areas to open.  It’s quite tricky though to open parks and churches if everyone’s on quarantine.  It’s also complicated for a family to partake in religious practices if their children aren’t allowed to leave the homes yet either.  Finally, the other reason for quarantine to open now is to see how well we’ll behave before allowing us to go to the reopening of businesses under Block 3 in 2-4 weeks.  That’s going to be the biggest challenge so far.  Block 3 refers to the largest, most involved part of businesses out of the 6 blocks.  It carries the most risk of propagating the virus.  With Block 3, all of the Commercial Centers, Malls, stores, professional services and private construction to open up.  Today, we witnessed large groups of people in “La Onda” to shop.  A truly unnecessary amount of people wanting to be the first to get in and get their shopping on!  There are photos of buses overflowing with passengers and Parque Omar was packed with people as if they had never closed their doors.

Another question was posed: Will quarantine stop the virus from spreading?  No, it won’t stop it, but it will slow it down.  As per previous studies on other similar types of virus, we will eventually need to have a cure or reach “herd immunity”.  To reach herd immunity, 70%-80% of the entire population of Panama and that of the world, will have to contract the coronavirus.  If we round off Panama’s population to 4 million, that means at least 2.9 million (70%) will be infected eventually at a minimum.  The government has been able to manage, albeit with some complication, just over 13,000 infections in under 2.5 months.  If 2.9 million people would have become ill in that same amount of time, the country’s infrastructure would have collapsed with hospitals overflowing, unable to meet the needs of those with COVID19-related illness or any other type of emergency either for that matter.  From what we know today, 2.9 million people probably won’t get sick in that short amount of time, but remember, back in March we had very little information on the reality of this virus and just about anything was possible.  All we had as a basis was poorly reported information from China and the fact that hospitals in northern Italy were overwhelmed.  It had already reached the USA and several other countries of the world as well and the diagnosis was not good.  The WHO reported on March 3 that the virus had a mortality rate of 3.4% across the board.  In Panama that would mean It was best at the time to not take any chances and just shut everything down.  This 3.4% of 70% of Panama’s population is just under 100,000 people (98,600).

Most of the world, including Panama, is now at a point where we understand the virus enough to concoct some form of treatment.  It’s probably not the best, but regardless of which you think is best, we are seeing a higher percentage of recoveries in the last months than we had at the beginning of this.  Although there still isn’t a cure, we now know that the mortality rate is primarily focused on those over 60 years of age.  The studies and scientific tests conducted in New York show that the actual total number of people infected was 10 times the number of cases detected.  Also, they estimate that the death count is actually double of what was detected/reported.  With these numbers, it appears that the infection rate is not 3% across the board, but instead 1.4% across the board with the majority of cases in those over 60 years of age.  (All of this information came from worldometers.info and they get their information primarily from WHO or other direct sources.).  This 1.4% of 70% of Panama’s population is 40,600 people.  However, if we know that the majority of that is in our 60 and above category (71%), we should continue to do whatever is possible to keep them safe(r) than everyone else.  And because I enjoy math:  71% of 40,600 possible deaths is 28,915.  If we were to ensure the lives of just those over the age of 60, we would save 28,915 lives and “only” 11,685 would potentially die before this is over.

Panama is now better informed and can take measures to mitigate the problem without the people and its economy suffering as much as it has.  We are still taking a risk that hospitals and hotels will be overwhelmed with patients, but that’s no longer up to the government, it’s up to us.  Yeah, we’re off quarantine, but do you really need to leave the house?  If you do, don’t tempt fate.  With quarantine, the fate of the people was in the hands of the government.  Now, that we’re presumably “free”, you may think that your fate is now in your own hands.  But that’s not the case either.  The only thing removed from the equation is the government.  That being said, my fate rests in your hands.  The fate of your significant other is in the hands of some guy in Arraijan.  So, no, we’re not free yet.  Our fate is in the hands of each other.

What are the common sense rules now?  Whether you believe in the lethality of the coronavirus or not, you should:

  1. Always wear a mask in public regardless of how ridiculous you may look or how much you may hate it. I just took a nice 40-minute walk with my boys with masks donned.
  2. Only go out if you absolutely have to.
  3. If you do go out and upon arrival to your intended destination, it’s packed, just turn around and leave.  Listen to your instinct.  Do NOT enter the bear cave to fetch the honey.
  4. Change the scenery once in a while.  Take a walk around your neighborhood.  You don’t always have to go to the park.
  5. The demagogues appeal to our worst instincts.  Knock it off; don’t let them into your head.

DIRTY GRINGO CLARIFICATION

Last Friday I wrote a short story, which was probably 96% true, and mentioned “Dirty Gringo”.  A few corrected me, some chastised me and I think those three people trying to break down my front door with the battering ram want to have a few words with me about it.  Yes, it does mean the same as the proverbial “Ugly American”.  However, having been trained as shrewd linguists and duly immersed into the very bowels of Latin America’s rich native culture, we were quick to understand that anyone who refers to a US Citizen as an “American” is forgetting that this entire hemisphere is full of Americans.  Latin Americans, South Americans, North Americans, all of them.  The United States is unambiguously “of” America; it’s a part of something much bigger.  I love when my Canadian friends refer to me as American.

“OK, but aren’t you from North America as well?  Doesn’t that make you American, just the same?”, I’d ask.

 

“Oh yeah sure eh, you’re right, sourry!”, is a common response.

Also, Stephen’s version of “Dirty Gringo”, just sounds nastier and meaner and is the perfect jab from one soldier to another.

PANAMA SEEKS TO REACTIVATE ITS ECONOMY DESPITE COVID-19

MICI VERIFIES COMPLIANCE WITH SANITARY RULES AFTER OPENING OF BLOCK TWO

This statistic shows that of the 664 cases of COVID-19 registered in the different penal centers of the country, some 35 inmates have recovered, 1 death is recorded, 3 hospitalizations and there are 628 active positive patients.

The detail of the cases according to the penal center is broken down as follows:

  • Santiago Prison: 313 positives in total, 0 recovered, 312 active positives, 3 hospitalizations and 1 death
  • La Nueva Joya: 228 total positive, 0 recovered, 228 active positive and 0 death
  • Women’s Rehabilitation Center (Cefere): 97 total positives, 20 recovered, 77 active positives, 0 hospitalization and 0 death
  • Nueva Esperanza-Colón: 26 positives total, 15 recovered, 11 positives active, 0 hospitalization and 0 death

CNA blames the State

The National Bar Association (CNA) holds the State responsible for the situation that is taking place in the different penal centers and reminds it that inmates are only deprived through a sentence of their ambulatory freedom, but not of their other rights.

For this reason, it urges the authorities to take coordinated measures to minimize the impact of the arrival of COVID-19 at the centers, and recommends measures such as: reduction of sentence, home deposit or even raising awareness among Public Ministry officials about the serious consequences of this deadly virus, as well as the use of alternate exits such as temporary shelters in hotel-hospitals and others.

MINSA HAS A COVID-19 CONTACT REPORT IN OFFICE DINING ROOMS

Avoiding the spread of COVID-19 will be the responsibility of each of the citizens in this country, before the completion of the mandatory quarantine. The Ministry of Health even maintains reports of infections registered in the dining rooms of the offices. Implement actions such as: constant use of the mask, avoiding manipulation of the cell phone while in the public transport system, inside the supermarket or pharmacies; as well as the physical distance of two meters between people, they can prevent you from falling prey to this disease.

The director of Health promotion of the Minsa, Gabriela Salazar, told TVN Noticias that there are even reports of cases of COVID-19 in the workplace, because people do not keep the required physical distance in the dining rooms or cafeterias.

What people do when they go to eat obviously take off their mask.

We have had reports of people who acquire COVID-19 in those places, in the dining rooms of the offices because they are very close. Gabriela Salazar, director of Health Promotion of the Minsa.

Supermarkets continue to be one of the places with the highest focus of contagion, so it is necessary for women to wear their hair up, preferably, that the cell phone is not being manipulated and that contact with products that are not to be carried is avoided.

When returning home remember to maintain the following hygiene protocol:

  • Take off your shoes at the entrance and disinfect them
  • Put clothes in bags or in a basket with a lid
  • Disinfect all your purchases and discard the invoice
  • Bathe, and if you can’t, wash exposed areas with plenty of soap and water

There’s nothing more important that I could possibly add to the EndNotes, other than a few great mentions of the NASA-Space X-Space Force endeavors of this weekend.

I had heard two different times for the launch, one being 2:22PM and the other 3:22PM, so we just tuned in at 12:30PM just to be on the safe side.  I’m so glad we did.  All of us were passively watching and waiting for the launch but I noted that Brandon plunked himself down around 1:00PM and just stared at the screen.  I paused as well, but mostly just to see what caught his attention.

“Are they going to the moon?”, he asked.

“Nope, he’s going to the International Space Station.”, I told him.

He looked at me with that “Oh yeah, right, sure they are.” look on his face.  That’s when I realized that he didn’t know what the ISS was!!  I pulled in the rest of the family, even Mickey and Goofy joined us and gave them the low-down on what little I had in memory at the time.

“A long time ago…”, I started, “…the world came together and built the ISS.”

That’s all it took and I was hit with a barrage of questions.  Oh man, they were HOOKED! The best part is when Brett asked what he’d have to do to be an astronaut.  Yeah, that may sound like a cliché, but I don’t care.  And soon enough we were counting down.  The rocket launch wasn’t as dramatic as I remember them to be.  It seemed to go up with way too much ease.  Hahaha.  Here’s a short video of our interaction that day.

I ended up watching the docking the following day on my own and have followed up just to see how they’re doing and what they’re up to.  I saw it live when they decided to name the ship Endeavor.

And then, we all watched Space Force on Netflix.  Yeah, if that isn’t a hit on the present administration, I don’t know what is.  It was hilarious.  They really cast the actors perfectly.  I can’t wait until Season 2 to hopefully find out why Phoebe is in prison.  Yep, we binge-watched the entire thing Sunday night!
