Union March

Tuesday, June 2, 2020

Today was definitely St Murphy’s Day somewhere in the world.  That’s the kind of day that you don’t celebrate; it´s practically a “Friday The 13th.  This is the day that Murphy’s Law is recognized, yet today Murphy’s Law instead recognized me.  I’m typically a positive person, but today, just about whatever could go wrong, did. Its perceived perversity is well-known and definitely no stranger to this guy.  (Me pointing at me.)

The day started out fine, except for an intense pain over my right shoulder, which locals call “Torticolis”.  It translates vaguely to “Stiff Neck”, but this one went deep.  It wasn’t a day for rest either.  I ventured out early today as we were auditing a new protocol to access offices under the guidelines given by MINSA.  Receiving personnel, area supervisors, how the procedures will come together during the entire course of the day.  It wasn’t even 1030am yet and we had already received 2 sales people who really thought they could do the job better than the Industrial Engineer with a specialization in Occupational Hazards who wrote the protocols.  I cant get over how people nowadays all want to be the “expert” in the room.  Even when I give seminars on a topic I’m familiar with, I don’t like being introduced as the “Expert” on the topic.  To me, “Expert”, means you have nothing further to learn and there’s always room to learn.  Lately we have these self-proclaimed disease experts who were previously self-proclaimed hurricane experts and impeachment experts and Notre-Dame cathedral architectural experts…  Now with the riots in the USA sparked initially by the abuse of a police force who, through over-zealous actions, evidently caused the unfortunate death of an arrestee, we have so many legal experts on civil rights, not to mention experts on police procedures as per Minnesota standards.

And just like that …
And just like that …

It was early and I needed more coffee.  No, I needed something stiffer than that, but would have to settle on… oh darn it, coffee shops are closed.  Great!  The next best thing was my chiropractor appointment today.  It was already scheduled, so I’ll ask her to get the kink out of my neck.  By 1100AM, she had done her magic and I felt great.  I left the doctor a new man, when suddenly, “Ring!”, said my cell phone.  It was Queen Sayira.

Honey, the power’s out, I think something was on fire and there’s water coming through the roof in the boy’s bedroom.”

“Snap crackle pop!”, said my neck.  Ouch!  The pain was back and in full force.  Then on the way home, protestors!  Yay, what fun!  It was the ever feared SITRAFCOREBGASCELIS Labor Union who is one of the primary unions embedded in one of the local beverage companies and breweries.  Don’t strain yourself trying to read that.  My neck hurt even more just trying to pronounce their ridiculously long acronym.  Yeah, that’s an acronym.  Its short for theSindicato de Trabajadores de la Fabricación y Comercialización de Refrescos, Bebidas, Gaseosas, Cervezas, Licores y Similares de Panamá”.  They really didn’t want to leave anything out, I guess.  I can imagine the unión workers at this place when they get asked by their snooty SUNTRACS friends,

“Which cool union are you with?”…

They’d be like, “Stop teasing me, Wilfredo!!”

Oh and if you want another thing to giggle about, they support “FUCLAT”.  (Pause for well-deserved laughter.) It stands for the “Federacion Unitaria de La ClaseTrabajadora, which is a very serious subject… (Brett spits out a bit of his drink by accident).  I could really play off of that, but as things have been going, I don’t need angry Union workers pounding my door down.  Moving right along…

I finally got through the Union march and was home by noon.  The main electric box to the house was baked.  Water leaking through a fissure in the cement structure housing it, caused a short-circuit and the whole thing went up in smoke.  I should have taken a photo of it; it was quite impressive.  Given the patterns, fire came off of it for a short amount of time until the fuses popped and the whole thing just shut down.  Luckily, we had everything hooked up to standard and it didn’t affect the house.  So, I called up my trusted electricity guys and they came to the rescue.  All the while, we looked at the leak and got another guy on that too.  But, no power and tons of emails and work to do.  What to do in the meantime?  Time to invoke my Fabricated Expert Degree in Project Management Powers!!  Nah, they were fine.  The sun started to set.  We had a nice meal in the twilight, faces irradiated by the light of our GE battery-operated multi-huelamps.  Tough day, but being home always seems to make it better.

TOP NEWS and TIDBITS

YOLANDA’S SUMMARY

(I wrote this dedication yesterday, but it’s worth repeating.)  Yolanda works for me part-time right now, but has been a vital part of creating these reports including the research and inclusion of many of the news articles as well as their translations.  We call her “Yoli”.  For a while, she was behind the creation of the Spanish version for those non-English speakers that were (are) receiving these articles.  We stopped those temporarily so as not to overwhelm the recipients of that report, but will be bringing it back soon, focusing on the Spanish speakers only, also through a Broadcast List.  Here’s her summary for June 2:

Yoli’s Summary:

Each is responsible for the health and that of our family. No matter how enthusiastic the authorities are to prevent the spread of the coronavirus, it is literally impossible for every citizen to wear a chaperone to comply with the sanitary measures imposed.

Dr. Javier Nieto, member of the Advisory Group for COVID19, defined it in a very colloquial way: we are in the first half of a soccer game, which could go to overtime and even to the fateful and unpredictable penalties, depending on the job individual and collective of the players, in this case, the citizens. Thus, a referee will not be following us all over the court, taking out yellow and red cards every time we break the rules of the game.

The authorities have provided us with enough information for almost two and a half months that the quarantine has lasted so that citizens have the necessary weapons to confront the deadly COVID-19.

The die is cast

And each Panamanian has a historical responsibility to fulfill. The world is experiencing a very difficult health situation and what is coming economically and socially can be devastating. What we can least allow now is that we have a society sick with COVID-19 and an economy that does not start.

GOVERNMENT ORDERS THE MANDATORY USE OF MASKS ALL OVER THE COUNTRY

The Ministry of Health, through Resolution 1420 of June 1, 2020, orders the mandatory use of masks or chinstraps, for nationals and foreigners, throughout the national geography. In its second article, the resolution indicates that infractions will be sanctioned in accordance with the provisions of Law 66 of November 10, 1947, as amended by Law 40 of November 16, 2006, or through current health legislation. The resolution will take effect as of this Tuesday and will be temporary until the pandemic and the risk of the spread of COVID-19 are formally overcome.

On the front line in front of COVID-19: ‘I don’t understand how people don’t appreciate their lives’

The document, signed by the general director of Public Health, Nadja Porcell, seeks to minimize the risk of contagion, especially after the removal of the quarantine by identity card and sex.

The lifting of quarantine brought crowds back to the streets of Panama

The opening of block 2 and the lack of citizenship brought with it what was already foreseen, a chaos in the streets. Since yesterday, June 1, the government authorities indicated that there would be no more restrictions, neither of gender, nor of the last number of ID, however, the Panamanians took this opportunity to leave en masse. Some shops, and even the public transport terminal in Albrook were full of people.

However, the vice minister of Health, Luis Francisco Sucre, said that the sanitary fences are maintained and that people should avoid traveling from the city to the interior.

But the use of public transport was the trigger for the agglomerations, since not only were the stops full, but also inside the buses.

Martín Franco, president of the National Chamber of Transport (Canatra), said that regardless of the efforts made by the bus driver to not allow more people to get on, they violate the norm and this was what happened yesterday. .

According to Franco, the situation became difficult in all sectors, including in the Panama West area. On the Arraiján-Panama route, even by pushing and swearing, users entered the buses, despite the fact that the “secretaries” of the buses told people that the bus was already at its maximum capacity and that they could not enter, Franco pointed out.

Edwands Sánchez, lieutenant of the Directorate of Traffic Operations of the National Police, indicated that units were located at different points and tried to control various situations. However, due to the large number of people who left the task was difficult.

Although Lt. Sánchez did not give details of the number of infractions and ballots that were placed yesterday, he assured that there were many.

In certain places people complied with social distancing, the situation was different at the bus stops, since citizens were one behind the other or next door a few meters away.

Fortunately, the situation in the metro buses could be controlled, since the driver of this type of transport has authorization to only let the corresponding number of people enter.

Lt. Sánchez said the units will be very vigilant, but they expect the support of citizens in complying with the rules.

DRA. PORCELL: AT LEAST 300 HEALTH OFFICERS ARE CONTAGED BY COVID-19

The National Director of Health of the Ministry of Health of Panama, Nadja Porcell, announced that at least 344 health officials in the country are infected with COVID-19.

He explained that in this situation and in order to protect health personnel, the Minsa seeks to acquire seroprevalence tests with the characteristics required by the Gorgas Commemorative Institute.

Minsa evaluates “accompaniment plan” for towns most affected by COVID-19. Atenógenes Rodríguez

“There are some seroprevalence tests and we have made a tireless search to acquire them, but they must have a standard verified by Gorgas,” Porcell said.

This, after the establishment of a sanitary fence in the neurosurgery room in the Social Security Fund (CSS), after the confirmation of 19 cases of COVID-19, which according to the infectologist Darío Flores, treats 8 nurses, 5 technicians of infirmary, 2 internal doctors, 1 medical officer and 1 pharmacy staff.

“With all these isolation measures … there is a risk of contagion like everywhere else, but it is not an impediment for the insured to attend,” Flores said.

According to Dr. Porcell, the Minsa is analyzing the traceability of those infected to determine who has been infected in health facilities or in their transit through the community.

He said that, in addition, the personnel are being located according to their category and type, that is, if they are doctors, nurses, dentists, stretcher-bearers, specialists, secretaries and others, to take greater control.

“Once the epidemiology department concludes the investigation, the details of the information will be released,” he said.

“All health professionals are exposed, not only to COVID-19, but to all the diseases that patients take to hospital centers, and the only way to be totally aseptic in operating rooms,” he added.

AUTHORITIES EVALUATE TRANSFER NEGATIVE COVID-19 INMATES FROM VERAGUAS TO CHITRÉ

In the midst of the rejection of the residents of the township of Monagrillo, provincial authorities confirm that the transfer of prisoners from Veraguas to the city of Chitré is being evaluated, specifically to the Custody and Compliance Center.

“The news has fallen to me like a bucket of cold water, here in Monagrillo we are on fire, because they want to bring us prisoners with Covid-19,” said a local, who preferred to speak anonymously.

“We are alert so that this transfer does not materialize, because we are all going to catch it, especially now that the rains have started,” he said.

The Custody and Compliance Center operates in the El Rosario neighborhood, which connects with the township of Monagrillo.

The governor of Herrera, Víctor Roca Cuan, came out of this concern and said that the possibility of transferring these deprived from Veraguas, but healthy, not positive by Covid-19, is indeed being evaluated.

He said the idea is to move them to different centers in the interior, including the Herrera Custody and Compliance Center, based in Chitré.

Right now, no one has entered the province, but the Government Minister is evaluating the possibility of displacing the inmates, who have been tested and have come out negative, he insisted.

The idea is to avoid contagion from those who are already positive, he said.

AMP AUTHORIZES DEPARTURE OF YACHTS FROM MARINES, RAMPS AND DOCKINGS

The Panama Maritime Authority (AMP) authorized the departure of yachts for private use of marinas, ramps, and berths, but they must comply with the preventive measures to avoid the spread of COVID-19 recommended by the Ministry of Health (Minsa).

In this sense, only the departure of yachts will be allowed from their point of departure to navigation or anchorage areas, they will not be able to disembark on any of the different islands of the archipelago.

They must comply with Executive Decree No. 644 of May 29, 2020, which establishes the national curfew from 7:00 p.m. until 5:00 a.m.

To avoid crowds, they must transport the number of people in which they can maintain the distance of 2 meters between people.

Yachts will not be allowed to tie each other in the anchorage areas and must abide by the provisions for the gradual lifting of the Dry Law.

The AMP indicated that, in case of needing to disembark for the delivery of donations, the authorizations must previously have the approval of local authorities and the Minsa.

MINSA APPROVES RE-ENTRY OF 515 WORKERS TO THE COPPER MINE

Minera Panamá received authorization from the Ministry of Health (Minsa) for the entry of 515 workers to the copper project, located in the mountains of Donoso, province of Colón.

The Minsa located the mining project in block 6 of economic reopening, which has no estimated date to restart operations, due to the complexity involved in managing more than 5,000 people in a camp.

The decision created unrest among workers, who have not received an income since mid-April.

For now, in resolution 1257 of May 2020, the Minsaauthorizes the period of “preservation and safe management”, requested by Minera Panama, a subsidiary of the Canadian company First Quantum.

Of the total approved workers, 325 would be assigned to the operation of the 300 megawatt thermoelectric plant, and the transmission network and substations within the project.

Another 100 workers from different specialized areas would be assigned to prevention, surveillance and monitoring tasks in sensitive areas, such as tailings basins and chemical warehouses, among others.

The Minsa also approved 90 workers for cleaning works in common areas such as dining rooms.

Production from the copper mine has been closed since April 6, the day after the first death from the coronavirus was confirmed (Covid-19).

Carlos González, spokesman for the Industrial Union of Workers in Mining Construction and Mining Development (STM), commented that they are awaiting the authorization of the protocols that the workers in the mine will have to follow, once the processing stage of the extracted material.

The Union of Minera Panama Workers confirmed that on Saturday, May 30, a group of 154 workers had completed the 14-day quarantine period in order to re-enter the mine to undertake maintenance work.

First Quantum has reported that it estimates that $ 4 million to $ 6 million would be allocated weekly to protect the integrity of the equipment and maintain the rest of the infrastructure.

In resolution 1257, the Minsa asks Minera Panama to report how many workers will be assigned to the port operation located in Punta Rincón, and for the maintenance of the pumps installed in the tailings basins.

Greater distance

Ariadne Holness, a Panamanian geologist with more than 25 years of experience in the mining sector and who was in the exploration work carried out in the 1990s with which the viability of the project was confirmed, commented that the main objective of the mining companies should be guaranteeing the distancing of workers.

To achieve this, he suggests suspending the use of all social areas and limiting the number of workers who can be in the dining rooms at the same time.

In his opinion, the mining industry cannot stop because within the projects there are areas that need constant vigilance, such as the tailings basins, explosives warehouse, the treatment that rainwater receives so as not to affect neighboring communities, to name a few.

In the case of the Cobre Panama project, Holness considers that a minimum of 1,000 workers is needed to maintain the entire project.

The STM spokesperson commented that the company had requested that number of workers, but the Minsa only approved half.

In mid-April, Minera Panamá made the suspension of 7,000 labor contracts effective, after it accepted Decree 81 of March 20 issued by the Ministry of Labor Development. To date, 200 infections and 5 deaths have been reported.

Holness commented that, like all companies, the mining sector needs protocols to resume operations. He considers that since Panama is a mining country, due to having the new largest copper mine in the world, the Donoso project should resume operations once it has security guidelines and not wait until the restart of block 6 is approved.

“This Covid prevention protocol must be included in the mine’s safety and health protocols,” he said.

PANAMA APPROVES INVESTIGATION ON COVID-19 IN PREGNANT WOMEN

The National Research Bioethics Committee of Panama approved the investigation of the obstetrician gynecologist, Paulino Vigil, on the effect of COVID-19 on pregnant women and mother-to-child transmission.

According to Vigil, the investigation is being carried out through hospitals in the Chiriquí province, Veraguas and in Panama, in Santo Tomás and the Arnulfo Arias Madrid Hospital Complex.

Pregnant women must redouble sanitary measures, there are 20 with COVID-19

He explained that every woman who is taken into account for the investigation must authorize the information to be collected.

He explained that the research does not require any type of management with the patient, other than the data collected and the findings in the woman and her baby.

Investigations outside Panama indicate that about 90% to 95% evolve in a slight way, that is, they do not require hospitalization or critical care, however, there are still between 5% and 10% that merit intensive care.

“From the point of view of pregnancy, it does lead to premature termination if the disease occurs in the third trimester or in the last months of pregnancy,” Vigil explained after detailing that it has been observed that if the infection occurs in the first months of pregnancy is usually not associated with a termination, and babies progress normally.

He added that the possibility of infection in the baby is minimal, however, the form of its transmission is still not certain.

At the moment, the Ministry of Health (Minsa) is calling on those who are in a state of pregnancy to redouble their sanitary measures and thus prevent infection. In addition, they recommend continuing to feed the child with breast milk, despite all circumstances, either by contact or with the help of a milker (while another person feeds him), always seeking the appropriate distance to avoid contagion of the minor, given that breast milk provides protection against many diseases and is the best source of nutrition.

CORTIZO WILL MAKE CHANGES IN HIS CABINET, BUT CARRIZO AND SABONGE WILL CONTINUE TO BE MINISTERS

After 11 months in office, President Laurentino Cortizo considers changes in his Cabinet, but the ministers of the Presidency and Public Works, José Gabriel Carrizo and Rafael Sabonge, respectively, will remain in their positions.

“I’m not going to change the [minister] of the Presidency or the one of Public Works. I do have others, but those two do not, ”Cortizo said this Tuesday, June 2, in a meeting with the editorial board of the newspaper La Prensa.

He did not specify the names of the ministers that will change, although the Minister Counselor José Alejandro Rojas said that his name is not being considered to replace Héctor Alexander in command of the Ministry of Economy and Finance (MEF).

“Incredible damage to the homeland that some people with a political agenda do to it at times like these. These people are betting on separating the president, the vice president, and us inside. Based on what is around the networks, Dr. Alexander has the highest knowledge, experience and credibility. The president and the entire Cabinet supports him and is our light on economic issues … With him there is nothing less than the highest respect, admiration and we have great teamwork, “said Rojas, before a consultation with La Prensa.

Carrizo and Sabonge have been questioned about the management of purchasing and contracting amid the coronavirus pandemic. The anti-corruption prosecution even opened an investigation into the Panama Solidario modular hospital, built at a cost of $ 6.9 million, not including medical equipment. Sabonge is also being investigated by the Administration’s attorney, Rigoberto González, for two complaints: one, for having rejected the proposal of a Chinese company to condition the Amador convention center in a temporary hospital with a thousand beds, and another, for the alleged use of structures used in the construction of the modular hospital.

“When you point, you must have the evidence. Until the Public Ministry presents me with the evidence, I will not change it, “said Cortizo.

“With the things that I have spoken to Minister Sabonge, I personally do not see him doing corruption issues. As a human I may be wrong. It was me who made the decision to build that hospital, and in my mind there was nothing more than a [hospital]; there were three ”, he added.

As for Carrizo, the Transparency and Access to Information Authority (Antai) investigates the Ministry of the Presidency, an entity that, since last March, when the Government decreed a state of emergency, managed funds to deal with the pandemic. At least five investigations ex officio process the Antai, for those purchases.

“In the Ministry of the Presidency, no single purchase order was issued, and the Comptroller’s Office did not endorse any. That they were managed through the Ministry of the Presidency so that they could be expedited… ”, he pointed out.

Regarding the economic reactivation plan, Cortizo acknowledged that there is some dissatisfaction in the business sector, but recalls that the plan was prepared by the ministries of Health and Commerce, with the Chamber of Commerce, Industries and Agriculture of Panama.

“We worked with Dr. Roberto Artavia, from Incae, and Probono helped us [the consultant] McKinsey. That plan has necessary and also specific guidelines, according to the sector, “and stressed that, in terms of online commerce,” what has been done in Panama in two months is equivalent to what has been done in five years. ” He stressed that online government procedures allow for greater transparency, and “it takes away the discretion of the official.”

In this regard, he added that the digital solidarity bond of $ 80 corresponding to the month of June has already been delivered to the 77 thousand new workers whose employment contract has been temporarily suspended, due to the virus. With these 77 thousand 730 new workers, there are already 621 thousand 792 the number of people who receive this help to alleviate the crisis caused by the pandemic.

“More than 600 thousand electronic vouchers go directly to the beneficiary. We know who bought, where they bought and what they bought. That is much better than having a $ 20 four bond book.”

On the tripartite dialogue table for economic and labor revival, he does not know if the parties will agree to deliver their proposals before the deadline (July 1), “but put a birthday on it.”

ENDNOTES

How to learn Spanish using Brett’s 3,981 easy steps.

I just realized as I sat here pondering what to add to the End Notes tonight.  It’s been such a fulfilling day that I just didn’t think ahead on what to write on.  Most of the readers are English-first and living in Panama.  That being the case, I’d like to use tonight’s installation of End Notes to give a few pointers on how I think a beginner should learn the language.

501 Spanish Verbs
501 Spanish Verbs

  1. Pay attention to what words you need to learn to say after just a day out on the street.  Take a note pad along with you and constantly think to yourself, “I wonder how you say this in Spanish?”, then write that English word in your book.  At the end of the day, look them up and use the google translator to show you how to pronounce the word.
  2. Word pronunciation.  One fascinating thing about Spanish is that the vowels are ALWAYS pronounced the same in all of their Spanish-root words.  If you get the vowels down, you can pronounce any word in Spanish even if you don’t know what it means.
    1. A = “AH” (Like when you’re in Charlie the dentist’s chair.)
    2. E = “EH” (Like a Canadian would say, “How yadoin, eh?”)
    3. I = “E” (This tends to confuse, but the letter “I” in Spanish is pronounced like the “E” in English)
    4. O = “OH” (Like in, “Oh, so you think you’re an expert in Advanced Underwater Basket Weaving?”)
    5. U = “OO” (Like in “fool”, Fool on me for losing myself among the radiance of your beauty)
  3. The consonants in a word are just as important.  There are too many to go through them all, but the primary ones you need to get right are:
    1. “J” = sounds like an “H”, such as in “Jose” or “Jefe”.
    2. “H” = Is always silent when used alone.  In the Spanish word “Honesto”, you ignore the existanceof the letter “H” and it is pronounced phonetically, “oh-nays-toh” (see Word pronounciationparagraph 2)
    3. The Spanish alphabet has a few extra letters than the English alphabet including:
      1. “CH” sounds like “CH”
      2. “LL” sounds like a “Y”
      3. “Ñ” is not possible for me to pronounce in writing…  you’ll have to trust me that it’s different.
  4. Get the book, “501 Spanish Verbs”; use 2 new verbs every day.  Start with the first 4 of the 7 simple tenses and stick to the simple verbs for now, steer away from the compound verbs until later when you can grasp the concept.
  5. Learn that “I’m hungry” isn’t “Estoy hambre.”  It’s more like “I have hunger.”, “Tengo hambre.”  The same with “I’m sleepy.”, which is “Tengo sueño.”.
  6. The verbs “to be” are complicated as a concept.  Yes, “are” complicated.  “Ser, Estar and Haber”.  Mostly recognized as just “Ser and Estar”, these two root verbs can usually be interpreted as a thing of permanence or something temporary by concept.  If you want to let someone know that you are happy today, you would say “Estoy feliz.”.  If you want people to know that you are a happy person, you would say “Soy feliz”.  Most usually, you have to listen to how you’re asked, when asked.  If someone asks a question with a particular verb, you respond with the same verb for the sake of conversational simplicity.  If they ask you, “Amigo, como estas hoy?”, you respond, “Estoy bien.” Or “Estoy feliz.”
  7. Do not try to read anything by Miguel De Cervantes, quite yet.  Stick to reading subtitles in Spanish to learn words and subtitles in English (audio in Spanish), to work on listening comprehension.  Disney animated movies are best for learning.  They typically use simple English which is therefore also simple Spanish.
  8. Mingle.  Practice your new Spanish with new people.  Make mistakes and enjoy the lesson.  Most Panamanians will LOVE the opportunity to help you learn their language.

Maybe I should do some short videos on this…  hhmmmmmm
