OK ladies and gents, we have quite a week in front of us. For months we’ve been waiting for some substantial change to lighten the quarantine and gain a major boost to Panama’s economy. Well, I’m here to tell you that next week, ain’t that week. However, we do have some important changes that are still quite notable.
- First, to be clear, this weekend, Saturday and Sunday, we are still on full quarantine, which essentially means that only 70% of the cars that are normally on the road during the week, should still be seen on Saturday and maybe half of that still on Sunday. In other words, no changes yet.
- Beginning on Monday, August 24, for Panama and West Panama, there will no longer be a by-cedula number restriction. Saturdays will also be open for men again. Ha, who’s the weaker sex NOW, ladies!?!? So essentially, women can go out anytime between the hours of 5AM and 7PM Monday, Wednesday or Friday. Men as well during the same hours, Tuesday, Thursday and Saturday. Although, I think Saturday has curfew starting at 5PM. I’ll confirm in our next report. We have time guys, we have time…
- Also, on Monday, some businesses are opening to include Real Estate offices, appraisals and wholesale distributors of non-food items, including bookstores. I love bookstores, but I don’t see how they’re “wholesale”. Maybe anything more than 10 books at a time? Who’s with me on that one?? 😊
- On Tuesday, I should be getting my paint gun through Amazon, will be ordering plywood, cedar and other woods so the following weekend I will officially start building the cabinets for my kitchen. It’s been crap since the day I moved in and I keep saying, “someday, I’ll build it up”, well, that day is finally here… …almost… …more like, it’ll be here next week, more or less.
And that about sums up the major changes for the next week. I’d really like to have a serious coming-to-Jesus with the powers-to-be about when I can go fishing. “That better be part of the following week’s plan, buster!”, I’d tell Sucre or Cortizo. A doctor examining COVID-19 patients in a coma for signs of a stroke has come across a new clue about how the virus would affect the lungs, thanks to a test that uses tiny air bubbles and a robot.

COUNCIL APPROVES PROJECT WITH FISCAL SUPPORT MEASURES TO COMPANIES IN THE DISTRICT OF PANAMA
The Municipal Council of Panama approved a draft agreement that establishes new transitory measures of fiscal support to companies affected by the COVID-19 pandemic, so that they can pay off their debts for the year 2020.
The capital city councilors approved a debt amortization plan for the year 2020, exoneration of 100% of the rent to establishments of night sales of liquor and sale of liquors in canteens, nightclubs and bars, exoneration of 100% of the billing temptation, exoneration 50% of the rental of advertisements and advertisements and credit of 50% of the amount paid for the rental of advertisements and advertisements.
For taxpayers to apply these measures, they must abide by the following: the payment arrangements made with debt prior to March 2020, will be made by canceling a first payment, corresponding to 20% of the debt and the remaining balance will be paid in a maximum of four (4) installments and that these will be payable, only during the course of 2020.
The draft agreement indicates that taxpayers who wish to take advantage of the 2020 debt amortization plan measure must have fulfilled their payment obligations and be in a state of peace and security until February 2020 and have submitted the Affidavit of gross income before the Mayor’s Office of Panama corresponding to 2020.
The amortization plan applies only to business debt, advertising and fines. In the event that a cessation of operations, business closure or advertising structure is desired, after having accepted the plan, the taxpayer must pay the entire repaid debt as a mandatory requirement, so that the Municipality of Panama accepts the request. and proceed with the respective procedure.
Amortization payments will be monthly and if each of the agreed bills is not met, interest charges and surcharges established by agreement on the unfulfilled bills will be made. If the total amortized balance is canceled in January 2021, this balance will not have a 10% discount for prompt payment.

HOSPITAL SANTO TOMÁS ALREADY RECEIVES CONVOLVING PLASMA FOR THE TREATMENT OF COVID-19 PATIENTS
The Santo Tomás Hospital, since this week, joined the public hospitals that are receiving convalescent plasma to treat patients affected with Covid-19.
The head of the Blood Bank of the referred hospital, Heriberto Espino, explained this Tuesday, August 18, that people who suffered from Covid-19 and want to donate their plasma can approach the hospital at a time of 7:00 in the morning at 1:00 in the afternoon.
Espino indicated that they must carry their certification that they suffered from the disease in order to carry out the studies that will determine that they are suitable to donate, that is, they still have a sufficient amount of antibodies to the disease (proteins) present in their blood.
In fact, he indicated that of the patients who approached to donate, until now, there was one who could not do so because his protein (antibody) level had dropped, which regularly occurs when the SARS-CoV-2 infection was not severe.
Convalescent plasma is one of the approved therapies to treat Covid-19 patients, which has had satisfactory results.
The head of Mental Health at Hospital Santo Tomás, Marcel Penna Franco, was the first convalescent plasma donor within the hospital, after having undergone the disease approximately two months ago.
Penna Franco invited the recovered population to approach the hospitals to donate, because if each of the 55,845 became donors, many people affected with the disease would be able to be treated with this care therapy.

I’m a tough guy, but I’m also a sensitive guy. After losing my step-Dad this past weekend, I also noticed how a few of my friends have lost some of their family members as well. It’s very touching. Our fluffies and furies are no different to some of us and losing one is an absolute heart jerker. As new friend Cathy wrote me recently after losing her buddy “Tequila”recently; “Those wonderful 4-legged creatures take a big space in your heart”. She sent this touching ballad with a video dedicated to our fluffies. (I’m not crying, YOU’RE crying!)
