The Panamanian government started off great in April when they announced the 6 blocks established for reopening the economy.  It didn’t take long for them to realize that the plan wasn’t going to work and they needed to make other adjustments.  But, instead of adjusting, they dabbled here, dribbled there and eventually just left everything and everyone one pained and discombobulated. 

Last week we got a little bit of good news with the openings of Real Estate offices and other entities as well as eliminating the 2-hr movement restrictions.  Then today, we got absolutely smothered with information and a plan was presented.  An actual PLAN!  There’s nothing worse than not knowing what’s going to happen from one day to the next.  Keeping us in the dark like they have during the last three months is just a bunch of poppycock

The shenanigans begin on September 7, when Sport Fishing opens up and there are a few other things as well, so I’m told.  Those of you who’ve actually read my articles, you few true-to-the-cause followers, will know that I love fishing. My boys love fishing and they’ve been asking when we can go.  Well, knowing how Panama is, everybody and their mother is going to go out ON the 7th of September and just make a damn mess of things.  Instead of jumping the gun and being a part of that malarkey, I’m taking the boys out the following weekend.  Of course, I’m certain that a lot of people are going to go out then as well, so I’ve already coordinated with a guide to take us out to avoid problems getting our boat out or not having any parking.

Oh, there’s a few other important things happening as of September 7, as well.  In no particular order, the Colon Free Zone, Panama Pacifico, all construction and related activities, tailors, cobblers, car washes and private marines will all open on these dates.  Much of the free zone in Colon has already opened as logistics have been operating since the beginning of this mess and Monday of this week Wholesale Stores were allowed to open which included the Free Zone stores.

September 14 is going to be a pretty big deal for everyone I’ll have you know, the news left me temporarily flummoxed and speechless.  Most movement restrictions are lifted.  We will still have a curfew, but it changes and is limited to 11P.M. to 5A.M. Monday to Saturday.  Sundays are still a full lockdown day.  Salvoconductos will also no longer be required, except for those companies who need to mobilize their personnel during curfew or Sundays. This thing with the salvoconductos left me with a slight twitch over my right eye.  During the last 3 weeks, I’ve been stressed out trying to find balance within The Force and our payrolls, having been limited to a certain number of employees, but at the same time having the need to raise the amount of salvoconductos due to the opening of some businesses.  Today, we got good news from MICI and were able to validate several employees who had been on standby for a couple of weeks.  Then, we get the news that the stress from the last 3 weeks was for nothing, essentially, seeing as in just another 3 weeks, they’ll no longer be needed.

September 21, Federative Sports Activities, but without fans viewing, will open.  For Panama, that would include Soccer and baseball mostly.

September 28 will include a series of several other major openings.  Retail stores and restaurants will be able to receive customers finally.  National aviation opens officially, finally, after 6 months of delays in reopening.  Even though Panama City’s mayor didn’t know this, beaches are presently closed.  But on this date, they will reopen for families to enjoy as well as rivers and parks (by province).  The Horse track opens, without public, but will open just the same.  All remaining professional businesses, administrative and general services will open on this date finally.

Two weeks later, October 12, curfew ends and Sundays are no longer on lockdown.  International flights open up, all hotels and similar structures, all tourism, creative and cultural activities, musica and art academies, libraries, pools and the National Lottery will open on this date.  This is yet another huge date for Panama as we thrive on tourism.  There are a great many businesses that I can’t wait to visit once this date comes around including the Butterfly in El Valle!  I’d never gone and wish I had.  It was quite the amazing place and I just can’t wait to see it operating if possible.

There are quite a few activities that were not given reopening dates for including schools, universities, movies theaters, galleries, closed tourist locations, Gyms, children’s fun parks, casinos, bars, discos, concerts, fairs, parades, processions, and similar.  It’s not that they’re planning on opening them at a later date, they just haven’t decided when they would allow them to open yet.

Now, you’re probably thinking to yourself, “Gee, Brett, but what do you really think is going to happen?”, and boy, am I glad you asked.  With the utmost conviction, I can tell you with a straight face, “I have no frickin idea.”  But, because I love to babble on about everything, I’ll still give you my loving opinion, because, why the hell not?  Everybody else is giving their opinion, but mine is free and comes with no fancy-schmancy title or degree.  The other advantage about getting my opinion is that being a Gemini, I get to give you two opinions; you get the optimistic, everything is going to be great opinion as well as the WE’RE ALL GOING TO DIE/END OF THE WORLD opinion.

I think that Panama has a good shot at getting this right.  Everyone is sick and tired of being restricted, tired of police checkpoints, tired of being questioned, standing in lines, not being able to work, wishing they could see their parents and grandparents, wishing I could see my grandson (personal sentiment), wanting to fish, play and do whatever you want to, that I think we have a chance that Panamanians will stick to the routines and behave enough to allow the authorities to do their jobs and keep in line with the plan as it has been laid out to us.

The other side of my Gemini laughed at me the entire time I wrote that, interrupting me constantly calling me a dumbass and telling me that it’s just not possible.  He stressed the fact that “we’ve been here before” and failed every time only because people genuinely have no patience nor have any intent on obeying the rules.  The other Gemini also says that we’ll screw this all up waaaaay before we reach October 28, so we can forget about opening restaurants to the public or any of that mumbojumbo.  He adds that the whole plan is nothing but a bunch of obtuse gobbledygook with no good thought put in to it.  OK, no he’s just being mean!

The real me is leaning heavily positive this time, yet I hesitate to fall in to the comfort trap completely.  It is true, anywhere in the world, that it only takes a few nincompoops to screw things up for everyone else, but I think the government is prepared for the impact and certain rise in numbers with Figali Center open as well as several hotels used as makeshift recovery locations.

Overall, I’m positive and even though some adjustments will be made, I think we can do this.

PANAMA MUNICIPAL COUNCIL APPROVES NEW ECONOMIC RELIEF MEASURES FOR COMPANIES

ATP LEANS FOR REQUESTING PCR TEST TO TOURISTS

The Tourism Authority of Panama (ATP) will propose to the health authorities that once the ban on commercial flights is lifted, the country continues to require the PCR test for the diagnosis of Covid-19 from travelers who want to enter the country, but with the difference of eliminating the mandatory 14-day quarantine that Panamanians and resident foreigners who enter through the Tocumen International Airport must currently comply with, using the “mini hub” of controlled operations.

MITRADEL: MORE THAN 43 THOUSAND EMPLOYMENT CONTRACTS HAVE BEEN REACTIVATED

Around 270 thousand contracts were suspended.

With the reopening of economic activities such as beauty salons and retail trade last week, there has been an increase in the reactivation of employment contracts, reported Zaritma Simon, director of employment at the Ministry of Labor and Labor Development (Mitradel).

Simon explained that, to date, the entity registers more than 43 thousand reactivated labor contracts, and they expect the trend to be nationwide.

She reiterated that the contracts are reactivated through the Mitradel website, and asked the companies that require guidance on the gradual return protocols to consult the entity.

One of the things I miss the most is being able to hang around friends and family without wearing a mask.  I know that there are a lot of “anti-maskers” who read this, especially in the USA, but it’s not cumbersome for me to wear one every now and again and I’d rather be wrong about wearing it, than be wrong by not wearing it.
