Yesterday morning, I had the pleasure to meet with Commissioner Dalis Melo, in charge of the “Comercio Vigilante” program in Panama.  The program is just like Neighborhood Watch (Vecinos Vigilantes), but for the commerce sector.  I’ve worked with Dalis before when she was in charge of Tourism Police a couple of years ago and she’s an absolute delight.  With her was Major Joel Fruto who plays an integral part of the program and on my team, Eduardo Alvarez Operations Manager for Bienes y Raices Regency who coordinated the meeting and Javier Mendez, my chief of Operations.

Our meeting was to learn more about their program and to see how we could incorporate their efforts together with the efforts of our clients.  Under her management of the program, she’s decided to allocate one police officer for each Comercio Vigilante member.  In essence, if you have a business, in the city or in the interior, if you become a member of the program, you will have a police officer assigned to you to assist you in any of the police-related matters you may have while in the program.  They’re also offering training to anyone who requests it.  How amazing is that!?  

We have clients throughout Panama City, but also in Colon, Chiriqui, and Santiago who will be benefiting from this.  If you own a business in Panama it truly is worth joining the program and joining this effort to protect yourselves as well as protect others.  Why?  Well, other than just saying “Duh, why not?” (all the while mocking you for such a ridiculous question), we also talked about what’s in store for us in the coming months.

On Monday, September 28, commerce is opening up greatly.  This means more shoplifters and other problems relating to security and loss prevention.  The impact on loss will be immediate, but slow.  There’s talk about a few businesses wanting to start “Black Friday” and “Black Weekend” sales within the next couple of weeks.  Other businesses have thought about doing Black Friday on the USA schedule, at the end of November.  Even if it doesn’t kick off, sales for Christmas are going to start in November and people are going to be on the streets getting ready for the holidays.

What did we learn about crime in Panama from this meeting?  The next 4 months are going to be an absolute shit storm of theft, fraud, burglary and anything else the “bad guys” think they can get away with.  I don’t say this to alarm anyone, but instead to prepare everyone who takes the time to read this.  You really need to be prepared.  Even if you don’t own a store or other street-visible business, if you’re going to be shopping, you need to be aware.  The police are operating at about 90% capacity right now, having 10% of their force out due to COVID.  That doesn’t sound like much, but as things open up more, those numbers are going to go up.  That’s why we still have curfew.  If it weren’t for the fact that the police force has been debilitated, we could open up completely.  Basically, curfew exists so the police can have a break and that’s totally understandable.

During the next months, do not, under any circumstances, leave anything of value in your vehicle.  Do not count on mall security, bank security or any other security to be the ones to safeguard your belongings.  When you’re out shopping, do not leave items/gifts from one store in your car, while you shop at another store.  Get the stuff you need at one, take it home, go to another, take it home, etc.  Or, some stores have “paqueteras” or lockers where you can leave the items you purchased while you shop.  Another suggestion would be to do all of your purchasing online.

You should also review your own homes for any security enhancements that you could do.  There’s always a way that you can better what you already have.  Do some basic maintenance on your systems, whether it be cameras, alarms, security bars, locks or any other part of your security system.  You should change external locks yearly and passwords to anything relating to your security system at least every 6 months.

When a group of researchers in China looked at data from the hospitals of COVID-19 patients, they noticed a strange trend: Few patients regularly wore glasses.

At a hospital in Suizhou, China, 276 patients were admitted over a period of 47 days, but only 16 patients (less than 6%) were myopia, which forced them to wear glasses for more than eight hours a day. By comparison, more than 30% of people of similar age in the region needed glasses for myopia, as previous research had shown.

Given that the rate of myopia appeared to be much higher in the general population than in the COVID ward, scientists wondered: ¿could wearing glasses protect a person from being infected with the coronavirus?

“The use of glasses is common among Chinese of all ages,” wrote the study authors. “However, since the COVID-19 outbreak in Wuhan in December 2019, we have seen that few patients with glasses were admitted to the hospital ward.”

The observation “could be preliminary evidence that those who wear glasses on a daily basis are less susceptible to COVID-19,” the authors speculated.

Experts say it is too early to draw conclusions from the research, or recommend that people start wearing eye protection in addition to masks in the hopes of reducing their risk of infection.

The glasses may act as a partial barrier, protecting the eyes from the splashes of coughing or sneezing. Another explanation for the finding could be that people who wear glasses are less likely to rub their eyes with contaminated hands.

A 2015 report on facial touch found that over the course of an hour, students watching a lecture touched their eyes, nose, or mouth, on average, about 10 times, although the researchers did not investigate whether the wearing of glasses made a difference.

The current study, published in JAMA Ophthalmology, was accompanied by a comment from Dr. Lisa Maragakis, infectious disease specialist and associate professor of medicine at Johns Hopkins School of Medicine, who urged caution in interpreting the results.

The study was small, with fewer than 300 COVID-19 cases, a tiny fraction of the nearly 30 million reported cases of coronavirus infection worldwide. Another concern is that the data on myopia in the comparison group was obtained from a study that took place decades earlier.

And Maragakis noted that any number of factors could confuse the data, and it may be that the use of glasses is simply associated with another variable that affects the risk of COVID-19.

For example, it could be that people who wear glasses tend to be older, and more careful and more likely to stay home during a viral outbreak, than those who do not wear glasses. Or perhaps people who can afford the glasses are less likely to contract the virus for other reasons, such as having the means to live in less crowded spaces.

“It’s a study,” Maragakis said. “It has some biological plausibility, since we use eye protection in healthcare facilities,” such as face shields or goggles.

“But what remains to be investigated is whether eye protection in a public setting would add any protection beyond masks and physical distancing. I think it is still unclear.”

Healthcare workers wear protective eyewear to protect them from droplets that can fly when coughing and sneezing, as well as aerosol particles that form when patients undergo medical procedures, such as intubation.

But for the vast majority of people, that extra level of protection is probably not necessary if a person wears a mask and maintains a physical distance in public spaces. There is also the possibility of introducing a risk when wearing glasses: Some people might touch their face more when putting the glasses on, rather than less, Maragakis said.

That said, more studies are needed to see if the trend holds for other study populations, said Dr. Thomas Steinemann, a spokesman for the American Academy of Ophthalmology and a professor of ophthalmology at MetroHealth Cleveland Medical Center.

“I think it is provocative and extremely interesting,” Steinemann said.

But Steinemann pointed out that the study shouldn’t cause concern among people who don’t wear glasses. “It probably won’t hurt to wear glasses, but does everyone need to? Probably not,” he said.

“I think you have to consider the practicality of wearing eye protection or a face shield. People in certain occupations, the first responders, the caregivers of someone who is sick, are people who perhaps should pay special attention,” he completed.


PANAMA ESTABLISHES SANITARY MEASURES FOR PEOPLE WHO ENTER THE COUNTRY STARTING OCTOBER 12

Technical crews, auxiliary crews, mechanics and humanitarian personnel are exempted from these provisions.

Panama established the sanitary measures that nationals, residents and foreigners who enter the country must comply with, as of October 12.

The regulations are detailed in Executive Decree No. 1089  of September 23, 2020.

HOSPITAL DEL NIÑO RECORDS 12 CASES OF THE INFLAMMATORY SYNDROME ASSOCIATED WITH COVID-19

PANAMA RECORDS EIGHT DEATHS IN 525 PREGNANT WOMEN CONTAGED BY COVID-19, ACCORDING TO PAHO

According to the latest epidemiological update from the Pan American Health Organization (PAHO), since the first cases of covid-19 in the Americas, 60,458 confirmed cases of the coronavirus have been registered among pregnant women, including 458 deaths, or 1%, in 14 countries of the Americas,

According to a statement from the health organization, as of September 14, Panama had 8 deaths in 525 pregnant women, showing the highest maternal mortality rate with 10.1 among the reporting countries. PAHO has asked the countries of the Americas to intensify efforts to guarantee access to prenatal care services for pregnant women, noting that “recently published results and studies based on COVID-19 surveillance data have indicated a higher risk among pregnant women of presenting severe forms of covid-19 and, therefore, of being hospitalized and admitted to intensive care units”.

PENALTIES WILL BE MORE SEVERE FOR DRIVERS WHO CAUSE FATAL ACCIDENTS

Despite the fact that a year ago a bill was presented to toughen the penalties for those who drive while intoxicated or under the influence of the consumption of illicit substances and cause fatal accidents, it has not yet been given the first debate in the Assembly National.

This is Bill 206, which modifies articles 133, 134 and 137 of the Penal Code in order, in addition to toughening penalties, to prevent them from being supplanted by less severe penalties.

The deputy Luis Ernesto Carles said that he is waiting for the discussion in the first debate of this draft that was presented in September of last year and seeks to reform three articles of the Penal Code.

According to the deputy, currently the sanctions for these criminal behaviors are given within three situations: when a person dies due to a wrongful death act, due to intentional homicide or also because the person is left with personal injuries.

He stressed that these permissive and silent behaviors cannot be compared to an accident, since it is a criminal act where there was someone who was affected.

“If alcoholic beverages or illicit drugs affect my senses and I am aware that this is the case, but I drive anyway, then it cannot be thought that it is an accident, it is not the same as a flat tire and sometimes an accident and that in both cases there are fatalities, “he explained.

With this premise, article 133 of the Penal Code would be modified as follows: “Whoever culpably causes the death of another will be punished with a prison sentence of five to seven years. If the fact results in the death of several people or death of a person and the injury of others, the sanction will be from five to twelve years in prison “. Article 134 details that the sanctions indicated in the previous article will be increased by half the penalty, when the offense in the foreseen is committed in a land, air or sea traffic accident.

Article 137 is added that who, without intention to kill in a land traffic accident, causes serious physical injury to another will be punished with two to four years in prison, in any of the following circumstances:

When the author commits the act while driving a vehicle under the influence of alcoholic beverages and illicit drugs.

When the perpetrator commits the act while using a cell phone or other communication device.

Carles added that, regarding the issue of penalties, they cannot be supplanted. The person who goes out to drive a car knowing that there is a traffic regulation that does not allow him to drink alcohol while driving and commits this action, would already be breaking a rule, becoming a “potential murderer”.

SINOVAC’S CHINESE VACCINE MAY BE MASSIVELY APPLIED IN EARLY 2021

The CoronaVac coronavirus vaccine, from the Chinese laboratory Sinovac.

The president of the Chinese pharmaceutical company Sinovac, Yin Weidong, assured today that his vaccine against the coronavirus, one of the most advanced in the world, may begin to be applied en masse to the population at the beginning of next year.

During a visit by Efe and other media to the company’s laboratories and factory in Beijing, Yin said that his factory has the capacity to produce 300 million annual doses of the vaccine, called CoronaVac.

The company began building a specific factory in March to produce this coronavirus vaccine, which has already been producing doses for several weeks.

Yin explained that they tried seven different vaccine methods, but found that “the inactivated vaccine route was the best.”

He assured that the tests carried out in phase 3 on those over 18 years of age “have not shown special adverse reactions”, and affirmed that his vaccine is capable of “combating all the strains of the SARS-Cov-2 coronavirus existing in the world.”

CoronaVac is now being tested in Brazil, Turkey, Bangladesh and Indonesia: “It is better to do the tests abroad because in China the pandemic is practically controlled and it would be difficult to prove its effectiveness here,” added the president of Sinovac.

Yin indicated that the possibility that his vaccine could be manufactured in other countries is also being studied.

Sinovac announced on September 9 that the results of its CoronaVac vaccine trials in phases 1 and 2 had shown “good safety and immunogenicity” in healthy adults over 60 years of age as they did in people between 18 and 59 years.

Antibody levels in those over 60 were slightly lower than those found in tests with a younger population, according to the company.

Ensuring that the vaccine can be applied to the entire population, including children and adolescents, is one of the keys to preventing outbreaks of the virus in schools and daycare centers.

The Sinovac vaccine, which is produced in Latin America in cooperation with the Brazilian institute Butantan, based in Sao Paulo, is in the last phase of large-scale adult trials in countries such as Brazil, Indonesia or Turkey.

CoronaVac has insured 46 million doses in the South American country until December and another 16 million for the first quarter of 2012, according to Brazilian authorities.

About 90% of the employees of the Chinese pharmaceutical company worldwide and their families have received their doses, according to the company.

Four Chinese vaccines are currently in phase 3 of clinical trials – among a total of nine in the world – although one of the remaining five is part of a consortium formed by the Chinese Fosun Pharma, the German Biontech and the American Pfizer.

The four entirely Chinese are those from Sinovac, Sinopharm, the Wuhan Institute of Biological Products and the one from Cansino Biologics, which began to be used in late June in the Chinese Army.
