Back again from a 1-month hiatus, I’ve been out and about for a couple of reasons.  First of all, I finally got COVID.  I mean, it was about damn time, right?  Nearly 2 years into this and just before a planned trip to Colombia, I get sick along with the rest of my family.  Luckily, the day before the scheduled trip, I tested negative and could confidentially travel without the worry of spreading the virus or having some complications sneak up on me.

The trip, however, was something for the record books.  I had the opportunity of a lifetime, for a fisherman, to traverse the Amazon and catch over a hundred specimens of the illusively renown “Tucunare” which is essentially a Peacock Bass on steroids.  I’ll add the photos de the END NOTES below.

So, while I’ve been gone, Panama’s COVID issues peaked again and the numbers have dropped considerably.  You’ll see that the number of deaths have gone up and the daily infections have dropped.  That’s a bit misleading as those deaths are from those who got sick over a month ago, in most cases.  The unfortunately higher death rates should start dropping again in another week or two.

I think overall, Panama, and most of the rest of the world, is a lot better than we were a year ago.  The virus seems to be weakening, and it’s become more annoying than dangerous.  That’s not to say we shouldn’t continue to side with caution, but it’s these preventive measures that I’m kinda sick of. 

For me to travel to Colombia, I had to be completely vaccinated and fill out a “Check-Mig” form online for entry.  The Check-Mig site wasn’t working, so I had to use their alternate Check-Mig backup site and after about an hour, finally got that done.  Upon return, I had to do the Check-Mig again as well as Panama’s COVID declaration form to get the QR code.  It was such the task that I forgot to do my Web Checkin… Ugh.

Just the same, it’s great to be back and now you’ll have to put up with me for the next few months until I disappear again into another South American jungle.

NEW MEASURES ESTABLISHED FOR THE ENTRY OF TRAVELERS TO PANAMA

Travelers who are not vaccinated against COVID must present a COVID PCR or antigen test with a non-detected result that is valid for up to 72 hours.

This February 16, Executive Decree 17 was promulgated in the Executive Decree 17, which adjusts the measures for the entry of travelers to Panama due to the COVID pandemic.

According to the decree, any traveler who enters the national territory by air, land or sea, using commercial or private means, must have the complete vaccination schedule against COVID or at least two doses of the vaccine, according to the program. of vaccination approved by your country of origin or provenance.

In this sense, the traveler must digitally record proof of their vaccination prior to the trip or physically present the vaccination card at the port of entry to the country.

MINISTER LUIS FRANCISCO SUCRE IS TEMPORARILY SEPARATED FROM OFFICE FOR HEALTH REASONS

Luis Francisco Sucre will undergo medical treatment abroad.

As of this date, the Minister of Health, Luis Francisco Sucre, temporarily leaves office for health reasons.

The brief statement from the Ministry of Health (Minsa) reported that in the coming days, Sucre will travel abroad to undergo a medical evaluation and procedure.

In his absence, Deputy Minister Iveth Berrío will take over as Minister in Charge.

Meanwhile, the secretary general of the Minsa, José Baruco, will take over as deputy minister in charge.

The announcement generated many reactions, considering that the President of the Republic, Laurentino Cortizo, recently made some changes in his cabinet.

However, the Minsa statement clarifies that once the head of Health complies with the recovery period indicated by the doctors, he will resume his usual work at the head of the Minsa.

ANNOUNCEMENT OF PARTIAL CLOSURE OF THE MAIN ENTRANCE OF CHIVO CHIVO UNTIL FEBRUARY 2

Views of the partial closure in the North Panama area.

The Panama Metro announced the partial closure of the main entrance of Chivo Chivo from February 16 to March 2.

This closure is due to the construction of electrical and telecommunications ducts, as part of the Line 1 Extension project to Villa Zaita.

According to the Traffic Management Plan (PMT) approved by the Transit and Land Transportation Authority (ATTT), the entrance to the community will be through the ramp of the Delta fuel station located in the area.

The extension of Line 1 will have a length of 2.2 kilometers and will go from San Isidro to Villa Zaita.

The Panama North Line Consortium has a term of 33 months for the execution of the work.

THEY ARE ANALYZING THE REQUEST OF CERTIFICATE OF PEACE AND SAFE FROM ENA TO END ‘OFFENDERS’ IN THE CORRIDORS

ENA manages the North, South and East corridors.

The unpunished drivers who travel without balance through the corridors could end soon, after coordination is maintained between the Land Traffic and Transportation Authority (ATTT) and the National Highway Company (ENA).

The director of the ATTT, Carlos Ordoñez, revealed that among the modifications that would be made to the traffic regulations, it would be to demand peace and safe from Ena, at the time of carrying out procedures to renew the license or license plate.

MINSA ESTABLISHES ELECTRONIC REGISTRY OF SELF-APPLIED TESTS TO DETECT COVID-19

Swab Tests.

Through Resolution N°059 of February, 2022, the Ministry of Health (Minsa) of Panama established the electronic registry of self-applied tests for the detection of SARS – CoV-2 (covid-19) antigen in nasal swab samples at the national level.

According to the resolution, every establishment, business or company that dispenses self-applied tests for the detection of the antigen must make an electronic record of the person who will use the test.

To do this, the business or company will have access and credentials to use the electronic registration platform for self-administered tests.

Any person who performs a self-applied test for the detection of covid-19 must register the results of the same with their credentials, through the platform established by the Authority for Government Innovation (AIG), the resolution states.

It will be up to the AIG to develop the computerized mechanism to facilitate the electronic registration of the results obtained in the tests, and send it to the Department of Epidemiology of the Minsa.

ELECTRIC CARS GAIN GROUND AT LOWER COST

In Panama, 75 electric vehicles were sold last year, an unprecedented figure in a market that is gradually becoming more dynamic due to various factors.

Alexander Fragueiro, national consultant for electric mobility, explained that as technology has advanced, it has been possible to see vehicles with more autonomy, which yield 400, 500 and 600 kilometers, so that every time they improve, their prices go down.

In the midst of a pandemic, the sale of electric cars has increased, since 21 units were sold in 2020, which generates optimism to meet the goals of the national strategy that has been established by those behind the electric mobility project.

But, although it still seems to be reserved for people with economic solvency, year after year these cars are becoming affordable to more Panamanians.

Fragueiro calculated that the average cost at which the 75 vehicles were purchased last year is 30,000 dollars.

“Also, they depend on the brands. The German ones range between 50,000 and 100,000 dollars if they are full extra, while there are Chinese ones like BYD that were sold between 25,000 and 27,000 dollars,” he explained.

And it is that it is expected that this year price parity should be reached between these vehicles and conventional ones.’

“We have expectations that we can get vehicles in this market at 20,000 or 25,000 dollars, meeting the same expectations of others. It is an expectation that at the end of the year that parity will be achieved,” Fragueiro said.

In addition to this, last year ended with 91 chargers throughout the national territory.

The expectations are that by 2022 more than 100 electric cars will be sold and 200 chargers will be reached.

Public transport

MiBus will renew part of its vehicle fleet next year and the idea is that several of the units purchased will be electric.

At the moment, there is a commitment to acquire five electric buses for tourist routes, after an agreement reached between MiBus and the Panama Tourism Authority (ATP).

Meanwhile, a framework agreement has already been lifted so that public entities can buy electric vehicles.

This catalog began to be implemented last year, but there was little participation, so it has been improved and talks are being held directly with car dealers for its promotion.

MIGRATORY MOVEMENT IN PANAMA IN THE MONTH OF JANUARY EXCEEDS 360 THOUSAND TRAVELERS

Regarding the total number of entries and exits by air in January of this year, the Migration statistics indicate that 322,870 people were registered.

The National Immigration Service of Panama reported that the migratory movement during the month of January of this year reached a total of 369,287 travelers, this includes entries through the various immigration control posts, which were 198,030 people, and departures of 171, 257 citizens.

“During the same period of 2021, the figure was well below the current migratory movement, since, in January of last year, the mobilization was registered at 11,938 people; this means that, from the beginning of the current year until 31 January, the migratory movement in Panama marked an increase of 357, 349 travelers,” says the Migration report.

With regard to all entries and exits by air in January of this year, the Migration statistics indicate that 322,870 people were registered, while by land the figure is 40,891 citizens and by sea, the positions have reflected a total of 5,526 people.

Between entries and exits at the various immigration control posts in the country, during January 2022, 91,354 Panamanians were mobilized and in relation to foreigners, the figures place the Americans in first place with 50,681, followed by the Colombians with 46,739, Costa Ricans in third place with 26,522 and Venezuelans in fourth place with 18,610 mobilizations between arrivals and departures to Panama.

THE GOVERNMENT ORDERS THE CLOSURE OF PUBLIC AND MUNICIPAL OFFICES ON MONDAY, FEBRUARY 28

Officials will work an extra hour to make up for the day.

The National Government decreed the closure of public and municipal offices throughout the national territory, next Monday, February 28.

According to the decree, the cancellation of carnivals constitutes an obstacle to the movement of people to recreation and leisure areas.

This measure seeks to facilitate this displacement and at the same time contribute to economic reactivation.

To compensate for these days, the Government established that officials will work from February 15 to 18 and from February 21 to 24, from 8:00 a.m. to 5:00 p.m. to 5:00 p.m.

The offices that by the nature of their function require to be open, are not part of this decree.

The Panama Canal Authority is also excluded from the application of the decree.

The document also establishes the suspension of the terms in the administrative processes on Monday, February 28, 2022.

CORTIZO APPOINTS DORA PÉREZ BALLADARES, LUIS NAVAS AND LAURY MELO AS NEW DIRECTORS OF THE ACP BOARD

The Cabinet Council approved through Resolution No. 25-22, the decision of the President of the Republic, Laurentino Cortizo to appoint Luis Navas Pajaro, Laury Melo de Alfaro and Dora Pérez Balladares as new directors of the Board of Directors of the Panama Canal Authority (ACP).

Through a statement from the Presidency, issued this morning, it was reported that the three new directors received room courtesy at the Cabinet Council this Wednesday. While the National Assembly must ratify the appointments of the three directors of the ACP appointed by the president, who will hold office for nine years.

Navas Pájaro, Melo de Alfaro and Pérez Balladares replace directors Lourdes Castillo, Henri Mizrachi and Alberto Vallarino, whose nine-year term expires this February.

The ACP Board of Directors, made up of 11 members, has among its functions approving the budget for each fiscal year and deciding the collection of tolls on the Interoceanic highway.

Profiles of the new directors

Luis Navas Pajaro has a degree in Philosophy, Letters and Education with a master’s degree in Studies on the Interoceanic Region and the Panama Canal.

Since 2016 he has been director of the Panama Canal Institute and International Studies at the University of Panama. Navas Pajaro is also a full professor of the History of Panama’s Relations with the United States of America, a secondary school professor, and was a master’s professor at the Panama Canal Authority (2001-2002).

Laury Melo de Alfaro has a degree in Humanities from Purdue University in the United States, an executive master’s degree in Business Administration from ADEN Business School and Francisco de Vitoria University, and a specialization in People Orientation and Marketing. In her professional experience of more than 40 years, she has worked in the areas of talent management, process optimization, strengthening of corporate governance and sustainability, with an emphasis on gender equality and equity.

She is currently the director of Human Resources and Corporate Social Responsibility of the Melo Corporate Group.

Dora Pérez Balladares has a degree in Arts and Sciences, and Biological Bases of Behavior from the University of Pennsylvania, United States.

She is currently director of the National Bank of Panama and has served as independent director of Banco Universal (2015), Investment Management at the Stock Market-Inversiones Fedora (2008-2010) and Vice President of Corporate Banking at Pribanco (1998-2000).

Cases of alleged forced sterilization will be investigated.

The Ombudsman’s Office initiates an investigation, from the field of human rights, for the complaint of alleged sterilizations without consent in communities in Bocas del Toro.

The deputy defender will attend to the complaints, and they have asked Deputy Walkiria Chandler D’Orcy for the details of the women allegedly affected, confirmed the Ombudsman, Eduardo Leblanc González.

Likewise, the entity has sent a note to the hospitals in the region, and this Monday a commission headed by the Ombudsman, the Deputy Ombudsman, the Director of Human Rights Protection, and special units will travel to these areas.

Leblanc insisted that it is a very sensitive complaint, which transcends borders and a huge setback as a country if a fact is verified.

The complaint made public by alternate deputy Walkiria Chandler would be violating the Convention of Belém do Pará, an inter-American convention to prevent, punish and eradicate violence against women, indicated the Ombudsman.

If the situation is confirmed, the Ombudsman’s Office will file the corresponding criminal complaints with the Attorney General’s Office, and through international channels, with the Committee for the Elimination of Discrimination against Women (CEDAW). and before the High Commissioner of the United Nations to send international guidelines to the Republic of Panama, confirmed Leblanc González.

THE GOVERNMENT WILL PAY THE FIRST INSTALLMENT OF THE THIRTEENTH MONTH ON FEBRUARY 18

Law 52 of May 16, 1974 instituted the Thirteenth Month for the public sector.

The Comptroller General of the Republic of Panama announced that on February 18 the National Government will make the payment of the first installment of the Thirteenth Month to officials.

The payment represents a disbursement of B/53,057,978.30 to 273 thousand 397 employees of the three State bodies, decentralized entities, public companies, financial intermediaries, boards of trustees and municipalities.

The Comptroller indicated that the payment of the Thirteenth Month is made with the aim of boosting the economy and allowing officials to have liquidity for expenses for returning to classes of more than 900 thousand students nationwide.

Law 52 of May 16, 1974 instituted the Thirteenth Month for the public sector.

LAW THAT STRENGTHENS PENALTIES FOR DRIVERS WITHOUT INSURANCE POLICY CONFRONT REPRESENTATIVES AND THE ATTT

Bill advances that toughen penalties for drivers without vehicle insurance.

The Communication and Transportation Commission of the National Assembly approved this Wednesday in the first debate the Bill No.763, which establishes the obligation of the uninterrupted validity of car insurance policies.

The bill also proposes the suspension of the license and the retention of the vehicle for drivers who violate these regulations and are involved in traffic accidents.

In the middle of the first debate, Emilio Cobos of the Land Traffic and Transportation Authority (ATTT) assured the commission that the entity is already discussing the modifications to the Traffic Law.

Cobos urged the proponent Leandro Ávila to participate in the technical table this Thursday where the issue will be addressed.

The intervention of the ATTT official generated a reaction from Ávila, who questioned the entity that, being aware of the irregularities that are taking place, has expected hundreds of Panamanians to be victims of traffic accidents where they are not paid for damages or injuries.

They should have thought about it a long time ago and not wait for the Assembly to take the initiative, was Ávila’s claim.

Meanwhile, deputy Luis Ernesto Carles also described the ATTT as ‘inoperative’ in different administrations. Carles defined the entity as ‘an address that goes unnoticed, that the only thing that is heard are acts of corruption of quota sales’. He affirms that the ATTT has a permanent default with the citizens.

For his part, Carlos Berguidos of the Panamanian Association of Insurers (Apadea) asked the proponent for time to technically analyze the bill and issue his recommendations.

Meanwhile, commissioned deputies recommended making some adjustments in the wording to make the bill more specific and less generic, avoiding confusion or gaps. Given this, Ávila proposed including the recommendations for the second debate.

The bill establishes the obligation to have an insurance policy valid for no less than 3 months in order to obtain the Vehicle Inspection certificate (Revised) and purchase a Vehicle Circulation License Plate or circulation permit sticker in the Municipality.

The information will be verified by the Traffic and Land Transportation Authority in conjunction with the insurance companies.

Likewise, it proposes the suspension of the driver’s license to the owners of a motor vehicle or towing unit, which suffers a collision, without having updated its full coverage policy or damages to third parties. The sanction will be removed from the moment the owner updates the auto insurance policy.

Likewise, it establishes the retention of the license and the vehicle involved for those who process the renewal of the Circulation Vehicle License Plate or circulation permit decal, without their respective full coverage insurance policy or damage to third parties, and who is involved in a traffic accident, which has caused personal injury or damage to private property or vehicle.

The latter will be suspended when the driver involved has paid in full all the expenses corresponding to those affected.

Likewise, it urges insurance companies to ensure that, within the contracts issued by them, it states among its clauses, the intention of automatic renewal of the policy.

MINSA SANCTION WITH B/6,000.00 A DR. MARTA ROA FOR SPREADING FALSE INFORMATION ABOUT THE ANTI-COVID VACCINE

The Ministry of Health (Minsa) sanctioned Dr. Marta Roa De Gracia de Salteiro with B/6,000.00 for statements in alternative media in which she attributed the deaths of children, adults, and health professionals to vaccination against COVID-19.

“In these statements, Dr. Roa encourages the population not to get vaccinated against COVID-19; she assures that there are more than a thousand deaths due to the vaccine in Panama; that there are deaths of children and adults due to the vaccine; that healthy people are dying after applying the vaccine…among other indications given without providing scientific evidence,” says the statement from the Ministry of Health.

On the other hand, the Minsa determined that the doctor violated the measure of mandatory use of masks in a protest in the Supreme Court of Justice, an act with which in turn incited the population not to use them.

According to the report, the declarations were made on November 15 and 16, 2021 and January 21, 2022.

According to the General Directorate of Health, this act constitutes an infringement of current health regulations. Resolution 0246 of February 14, 2022 indicates that it failed to comply with numerals 8, 9 and 10 of article 85 of Law 66 of November 10, 1947.

The numerals of the cited law, textually say the following:

The powers and duties of the National Department of Public Health, in the national health order:

8° Order and regulate the practice of vaccinations and the use of biological products used for the prevention or cure of diseases of man or animals when they are transmissible to man, and impose their collective use in indicated cases, and at all times, in the case of smallpox vaccination and revaccination.

9° Order the isolation, quarantine, observation and surveillance of every person, even if they were in apparent good health, when the absence of the measure constitutes real or potential damage to the health of the community…

10° Adopt emergency measures that are essential and cannot be postponed in the event of an epidemic or other public calamities…

SOLIDARITY PHARMACY, THE GOVERNMENT’S PROPOSAL TO OFFER MEDICINES AT LOW COST, WHAT DOES IT CONSIST OF?

A bet to install “Popular Pharmacies” or “Solidarity Pharmacies”

The supply of medicines in public institutions and affordability in private pharmaceutical establishments are the two fundamental points in the commission that discusses the issue of medicines, explained the national director of Pharmacy and Drugs, Elvia Lao.

The commission headed by the Vice President of the Republic, José Gabriel Carrizo, aims to find a solution to the problem of the high cost of medicines in the country.

One of the proposals that is gaining strength and generating a lot of expectations in the population are the “Popular Pharmacies” or “Solidarity Pharmacies”, confirmed the national director of Pharmacy and Drugs.

Lao clarified that it is a model that is being applied in other countries and that it is being studied how it could be applied in Panama.

The official gave as an example the model applied by Brazil, where the State determined four frequent morbidities in the country and based on that report subsidizes medicines so that people can acquire them at cheaper prices.

Likewise, these “Solidarity Pharmacies” could work in pharmacies that request to provide the service or new pharmacies that are located in strategic points where there is no accessibility to medicines.

These establishments would distribute generic drugs, he said.

The specialist also made the observation that within the Basic Medicines Basket (CABAMED) not all medicines are innovative. Lao maintains that there are some innovative medicines that do not even reach Panama because it is not an attractive market.

“Some are prices of generics vs. generics, but they are interchangeable generics, that is, they have the patent of innovator. When ten years have passed, a manufacturer can exactly copy the formula without having to carry out a study, and it does the same in many aspects, color, size, shape and that when doing the analysis, it will yield the same results as the innovator or the reference one”, explained Lao.

The national director of Pharmacy and Drugs clarifies that all these drugs have passed health registration, guarantee of quality, safety and efficacy.

In 2019, 40 to 153 products were applied within the Basic Basket of Medicines that are in the pharmacy, an instrument that Lao maintains that the consumer has not taken full advantage of.

At the table, a Panamanian Medicines Observatory is also being analyzed in coordination with ACODECO, which will allow national and international prices to be seen and a comparison to be made.

Acodeco looks at the prices and must share with the DGI and verify if the prices are consistent with the price at which this establishment acquired it from the pharmaceutical company. “It is a price chain that is born with the manufacturer,” concludes Lao.

WORKS IN BETANIA FROM THE IDAAN ON FRIDAY 18 WILL AFFECT WATER SUPPLY

The Idaan announced that it will carry out the work in Betania from 8:00 a.m. to 5:00 p.m. to 5:00 p.m.

The National Aqueduct and Sewer Institute (Idaan) reported that the entity’s technical staff will carry out interconnection work on Friday, February 18 for the discharge of the new Betania pumping station.

“These tasks that are part of the project “Construction of the Camino Real Aqueduct and Sewer and Betania pumping station, will be carried out from 8:00 a.m. to 5:00 p.m,” the Idaan said in a statement.

The entity pointed out that these works will affect the supply of drinking water in sectors such as: La Gloria, Lomas del Dorado, Villas de La Fuente 1 and 2, Santa María, El Dorado shopping center, Alto del Chase and Corona Gardens residential.

The Idaan reiterates that the recovery of the system, once the work is finished, will not be immediate, and they add that the service will stabilize progressively and depending on the consumption that is generated, for which they urge residents and businesses in these sectors to take the necessary supply measures so that their activities are not interrupted.

SINAPROC ISSUES PREVENTION NOTICE DUE TO INCREASED WAVES AND WINDS IN THE CARIBBEAN

Sinaproc recommended avoiding recreational activities on the Panamanian Caribbean.

The National Civil Protection System (Sinaproc) issued a prevention notice due to the increase in waves and winds in the Panamanian Caribbean until February 24.

The direction of Hydrometeorology of Etesa reported that in this condition, the increase in rip currents on the beaches is very likely.

The maritime areas under warning of prevention are:

• Eastern Caribbean: Guna Yala region, Costa Arriba of Colón with waves from 1.0 to 3.0 meters high.

• Central Caribbean: Costa Abajo de Colón and Veraguas Norte with waves from 0.5 to 2.5 meters high.

• Western Caribbean: Bocas del Toro and Comarca Ngäbe Buglé with waves from 0.5 to 2.5 meters high.

Sinaproc recommended avoiding recreational activities on the Panamanian Caribbean, anchoring boats in areas protected from significant waves and staying informed through official information accounts.
