Russian bombing of Ukrainian cities such as Kiev, Kharkov, Mariupol, Odessa and Kramatorsk.

More than forty Ukrainian soldiers died today in the attacks carried out by the Russian Army against airfields and military bases on the territory of this country, according to the Ukrainian Presidency.

“I know that now there are more than 40 dead and several dozen wounded,” Presidential adviser Alexei Arestovich told a news conference, admitting that most of the casualties occurred during this morning’s aerial bombing.

Arestovich, who underlined that, despite everything, Russia has not managed to undermine the defensive potential of the Armed Forces, addressed the Ukrainians to give blood for soldiers fighting on the front lines.

The Ukrainian Army denounced that Russia not only attacked military infrastructure, but also hammered towns, where civilians would have been killed.

The president of Ukraine, Volodymyr Zelensky, announced today the breaking of diplomatic relations with Russia after the aggression ordered by the head of the Kremlin, Vladimir Putin.

In addition, he assured that the Government is already distributing weapons “among all those who want it” to defend the national territory from the Russian invader.

“The future of the Ukrainian people depends on each citizen,” he said.

Zelensky also stressed that the Ukrainian Army is engaged in “heavy fighting” throughout the national geography from “Donbas to other regions of the east, north and south.”

“The enemy has suffered serious losses and will suffer even more. They have come to our land,” he said.

“IT IS NOT A CULTURAL ISSUE, IT IS SEXUAL ABUSE”, PEDIATRICIAN ON CASE OF EARLY PREGNANCY IN PANAMA

In 2020 only 12.2% of children born were recognized by their parents.

The representative of the Panamanian Society of Pediatrics, María Elisa Dejuane, referred to the youngest case of early pregnancy that has been reported in Panama. He indicated that “it is not a cultural issue, it is sexual abuse.”

It is about an eight-year-old girl who was abused and ended up pregnant.

The pediatrician expressed her rejection and argued that “taboos and stereotypes must be broken, since this is not a cultural issue, it is sexual abuse”, referring to the fact that it does not matter if the event occurred in indigenous areas, it is still a crime.

He added that an 8-year-old girl does not have a maternal instinct, and that “the fact that the girl asks for a doll as a birthday present does not mean that she has a maternal instinct, it means that she is a girl who wants to play, who craves and yearns for an object own self”.

“We know that she has been raped because she got pregnant, but we must know how long she has been raped. Children at this age are 1.30 meters tall and weigh approximately 62 pounds, that is, their body is not ready, their bones are not ossified, their pelvis is not ready to support a baby’s weight that is more or less at 10% her body weight and her brain do not understand motherhood”, specified the galena.

Faced with this situation, he appealed to sexual education, which for Dejuane “is a pending matter.” father, grandfather, family member or a teacher who is going through something that hurts you and that you don’t like, “he added.

STATISTICS OF PREGNANT MINORS

Pediatrician Max Rodríguez pointed out that it is not the first case in the life of Panamanian society about pregnancy in girls “and unfortunately it will not be the last.”

He also said that there are similar cases of girls of 9, 10 and 12 years, and the number of annual births in minors should be analyzed.

He explained that in 2020 there were 11,803 births in mothers under 20 years of age and 392 births in girls between 10 and 14 years old, and 16% of all live births in 2020, which were 69,940, were born to girls between 10 and 14 years old., and other cases in children under 10 years of age.

For Rodríguez, “this reflects the deterioration of the social fabric,” which in Panama “is like a gauze, it is not strong, and thousands of drops of water constantly pass through.”

He added that in the 1970s, 35% of living patients were recognized by their parents, while in 2020 only 12.2% of children born have recognized parents.

“Children born of consensual unions do not even have legal certainty to have a surname… that is why a law was made so that mothers could recognize their children. This phenomenon, of young mothers, is repeated, and there are grandmothers in the families who suffered it,” he said.

On the other hand, the statistics of complaints of sexual abuse in the Public Ministry show that 3 out of 10 reported violations have minors as victims. Without counting the abuses that are not reported.

The complaints filed in January 2021 were 416, while in January 2022 there were 472, that is, the percentage increase is 13%.

PERFORMANCE OF THE SENNIAF

For her part, the director of the National Secretariat for Children, Adolescents and Family (Senniaf), Graciela Mauad, says that therapeutic support has been given to the victim and her relatives, and she was relocated with a suitable relative.

He added that the country “rather than focusing on the interruption of pregnancy should focus on prevention.”

“We are working on alternatives for this girl; we want to guarantee that the girl receives her rights to recreation, to education,” said Mauad, after calling on parents to detect the warning signs when a minor is being violated, such as rejection, fear and other attitudes Similar.

Mauad says that Senniaf works on family strengthening programs, however, he did not say how they will be applied in the different Panamanian families or how they will prevent or mitigate cases of sexual abuse of minors within the family nucleus.

LACK OF WILL AND ADMINISTRATIVE DECISION DEPRIVES THE COUNTRY OF HAVING LIVER TRANSPLANTS FOR MINORS

Liver transplants began in 2011 in Panama.

In Panama, the aim is to update the organ transplant law to facilitate donation and save more lives that depend on one.

However, a program that has not yet started, despite its relevance, is that of liver transplants for minors.

For more than a decade, liver transplants have been performed in the country, but only to adults.

Alexander Pineda, leader of the National Association of Patients with Chronic Renal Insufficiency and their Families (Anpircf), considers that it is a matter of will and administrative decision to carry out this type of transplant, since there are trained personnel to perform it.

“You already have the professionals, now there is a lack of will to place the program within children’s hospitals so that these children do not have to travel to other countries to wait for these surgeries,” said Pineda.

The spokesperson for the patients hopes that this point can be included in the modifications that will be made to the transplant law so that it becomes a reality.

“Panama has enough professionals to do liver transplants for children, here,” he reiterated.

Most children who need a liver to live are operated on in Colombia, with the help of a foundation. The cost of this type of transplant exceeds 100 thousand dollars.

The Social Security Fund (CSS) informed Panama America that the institution does not have this program, without delving into the reasons why it is not yet carried out in children.

At the adult level, there are four people on the waiting list for a liver transplant.

The organ transplant program in Panama was affected by the pandemic, forcing it to be practically stopped and a few to be carried out in private centers, all of them related to living.

Now, it has been resumed but slowly and patients expect the main hospitals in the country to activate so that it can recover the productivity it had before covid-19.

REGULATION OF THE HISTORIAN PROFESSION WOULD NOT PREVENT FOREIGNERS FROM CONDUCTING RESEARCH

Bill 638 awaits the sanction of President Laurentino Cortizo.

Bill 638, which regulates the historian’s profession, does not contemplate prohibiting any Panamanian or foreigner from researching or publishing.

According to Professor Gilberto Marulanda, who was also a member of the proponent team, the legislative initiative (pending presidential sanction) excludes research and education.

“This has been supported multiple times. Publications and studies are open to all, nationals and foreigners. With the exception of the subject of History of Panama, which by Constitution is exclusively for Panamanians,” Marulanda stressed.

The teacher stressed that the project had the support of Dr. Omar Jaén Suárez, who in turn represented Dr. Alfredo Castillero Calvo, at a meeting held at the Ministry of Culture two weeks ago.

“The bill eliminates discrimination against our profession, which for more than 100 years has been restricted only to teaching. Therefore, it stimulates its study and professionalization in various fields,” said the historian.

Marulanda’s remarks come after the criticism received, once it transpired that the project was approved in the third debate.

If sanctioned, this law would establish that all museums and archives of national history, of a state nature, private or administered by patronages, have a suitable historian with the function of contributing to the strengthening of identity, historical memories and collaborating with the promotion culture of those institutions.

It also creates the Technical Council of Historians and sets March 10 as Historian’s Day in homage to Carlos Manuel Gasteazoro, a pioneer of scientific history in Panama.

According to Marulanda, the law would also encourage more young people to study History.

“Enrollment in the School of History at the University of Panama has been reduced at times and we cannot abandon these students, who want to approach the study of history, not only with a bachelor’s degree, but also with master’s degrees and doctorates,” Marulanda stressed.

GORGAS INSTITUTE: SUBVARIANT BA.2 HAS NOT BEEN DETECTED IN PANAMA

The Omicron variant was detected in November 2021, in South Africa.

Genomic surveillance of the SARS-CoV-2 coronavirus —transmitter of the Covid-19 disease— shows that, last January, the Omicron variant, specifically the BA.1 sublineage, predominated, that is, 100% of the sequenced cases by researchers from the Genomics and Proteomics Research Department of the Gorgas Commemorative Institute for Health Studies (Icges) in the country were BA.1.

This was reported by the director of the institution, Juan Miguel Pascale, who explained that the Ómicron BA.2 sublineage has not yet been detected, although he does not rule out that it could reach the country.

In addition, he said that the BA.2 subvariant is slightly more transmissible than BA.1, which became predominant within a few weeks.

The infectologist, pediatrician and clinical researcher Xavier Sáez-Llorens agreed with Pascale that the BA.2 sublineage is considered more transmissible than BA.1, and added that its biological behavior is very similar to the original variant.

He emphasized that the presence of BA.2 could slightly slow down the decline in the fourth wave of infections, but without adversely impacting the epidemiological course of the pandemic.

Both scientists stressed that the current vaccines against Covid-19 work against the sublineages of the Omicron variant, which was detected for the first time in the country in mid-December 2021 and that in a matter of three weeks managed to displace the Delta variant, dominant in circulation since September 2021 (three months before).

In its conference this week, the World Health Organization (WHO) reported that the BA.2 subvariant of Omicron already represents 21% of Omicron cases in the world. In ten countries (Bangladesh, Brunei, China, Denmark, Guam, India, Montenegro, Nepal, Pakistan and the Philippines) BA.2 is already the dominant subvariant.

The WHO explained that, after analysis of the available sequences, it was found that several tests for antigens, antibodies and PCR worked equally well in detecting infections caused by the BA.1 and BA.2 variants, although they are carrying out more studies.

On the other hand, a study by the National Institute of Communicable Diseases in South Africa notes that, like the original version, BA.2 is relatively mild compared to previous dominant strains such as Delta.

Although the South African researchers caution that the scenario may differ from elsewhere, it will all depend on vaccination coverage.

APPROVED IN THIRD DEBATE PROJECT OF LAW THAT ENCOURAGES ELECTRIC MOBILITY

In the center, the proponent of the project, Deputy Edison Broce.

Bill 162  that encourages electric mobility in land transport was approved in the third debate of the National Assembly on February 24 with 37 votes in favor.

“This is a commendable bill given the circumstances the world is experiencing right now, because without a doubt oil and gas will skyrocket soon and we will have to have an electric mobility platform as the country and the world demand,” said Crispiano Adames, president of the National Assembly.

For his part, deputy Edison Broce affirmed that it is a proposal that will generate jobs and improve investments; He said that it will grant other benefits such as preferential parking and import tax exemption.

In accordance with what is established in the articles of the text, the purposes of this law are focused on the reduction of greenhouse gas emissions and the use of renewable energies as a tool for energy transition in land transport.

According to the project, the government entities must replace the administrative fleets in stages until 2030, the introduction of electric vehicles will be necessary.

Likewise, the Land Transit and Transportation Authority must establish a system for the progressive replacement of the mass transportation fleet whose energy source is fossil fuels.

Initially, this project was presented by Deputy Edison Broce, who had gone through the three debates, but the President of Panama, Laurentino Cortizo, objected to it due to inconvenience due to some technical aspects of the regulations.

However, the Communication and Transport Commission accepted the recommendations and the debate continued afterwards.

School buses transport students again from next March 7.

After two years, the school buses will once again provide the service for which they were designed.

And it is that as of this March 7, the school buses will once again transport students from the country’s public and private schools, after the effects left by the covid-19 pandemic.

One of the decisions made by the Land Transit and Transportation Authority (ATTT) is to allow 100% occupation of these buses by students.

Carlos Ordoñez, director of the ATTT, confirmed that: “The capacity of the school buses for the next school period will be 100%.” This after the Ministry of Health (Minsa) gave the authorization.

He stated that “we are given a response that is 100% allowed, as long as the school buses respect the capacity established by the vehicle registry,” he said.

He clarified that if the drivers do not comply with this measure, the capacity would be reduced to 80%.

He added that the use of masks and shields will be mandatory on this school transport.

This measure is taken in a work table between different institutions and representatives of the owners of school buses; since, in a first meeting, the determined capacity was 80% and there were complaints from the transport sector.

The return to classes is scheduled to start in stages from March 7, although the largest number of students will return on Monday, March 14.

However, Israel Cedeño, Metropolitan Director of Health said that it will be extended to the population.

“We are going to extend the study to the population in general, we are going to do some surveys to find out how many people have been left with some type of sequels,” he mentioned.

According to Lorenzo Cáceres, a Gorgas researcher, more than 50% of health workers out of some 300 respondents presented changes in their behavior due to COVID-19, they had nervousness and anxiety problems.

“Very shocking aspects within health workers because they are the ones on the front line of the fight against covid,” he said.

The next phase of the study will be carried out with a population sample from the districts of Juan Díaz, Tocumen and San Francisco, as they were the ones with the most cases of the virus when the National Secretariat for Science, Technology and Innovation (Senacyt) approved the financing of the project.

END NOTES:

If you are planning to travel and enjoy with your loved ones, we invite you to read and follow these tips that will help you to do it with caution, so that this rest is not overshadowed by a bad time.

It is important that people take precautions at home, on the road and in the places they visit.

Before traveling, remember:
1.It is important to check household appliances to avoid any accident, doors and windows tightly closed.

  1. Turn off the gas pumps or disconnect it from the stove to prevent fires.
Notify a neighbor of the absence and leave a key. This way, in case of an accident, officials will enter the house without causing damage.

During and after

  1. Avoid exceeding the speed limit.
  2. Do not drink alcoholic beverages if you are going to drive, it is preferable to designate someone else who is sober to drive the car.
  3. Wear your seat belt.
  4. Respect traffic signals at all times.

Important

Children are the most vulnerable and maximum care should be taken on beaches or rivers. Therefore the following should be taken into consideration:

  1. Do not let them dive alone, they must always be accompanied by an adult.
