Happy Thanksgiving everyone – we personally have quite a bit to be thankful for.  My USA family has had a few additions brought on in the last year, everyone is relatively healthy and happy.  I’m keeping this short as apart from Thanksgiving celebrations, we have roughly 5 birthday parties this weekend all for our birthday girl, Queen Sayira.  Let’s see, there’s one today which is a quick cake and song celebration, another later tonight, another tomorrow night and then two on Sunday.  Yes, TWO on Sunday.  Wow.  She’s such a spoiled brat.

PRESIDENT CORTIZO SIGNS TWO DECREES RELATED TO POLICIES FOR CHILDREN AND ADOLESCENTS

The decree was signed during the celebration of World Children’s Day.

The Panamanian president, Laurentino Cortizo, signed the decree that adopts the new Comprehensive Care Route for Early Childhood, called Contigo en la Inicial (Contigo en la Estre), and the decree that regulates Law 285 of 2022, which creates the System of Guarantees and Integral Protection of the Rights of Children and Adolescents.

The signing of both decrees took place within the framework of the celebration of World Children’s Day. Both decrees are tools to strengthen the implementation of policies on children and adolescents in the country.

Law 285 creates public policies that seek to protect and guarantee the human rights of children and adolescents in Panama, establishing parameters for the emotional, physical, mental and social care of minors.

Cortizo called for maximum efforts to reduce inequality gaps and to ensure access to comprehensive care services for all children in our country, so that no Panamanian is left behind.

Panama ratified the Convention on the Rights of the Child through Law 15 of 1990 and in this way the Panamanian State assumed the inescapable responsibility of fulfilling its commitments as a country and as a society in terms of protection and care for children and adolescents.

LAW 345 ENACTED TO GUARANTEE SOCIAL PROTECTION TO PEOPLE SUFFERING FROM RARE DISEASES

The Ministry of Health, through the General Directorate of Public Health, and the CSS will be responsible for the comprehensive care of people suffering from rare, rare and orphan diseases.

In the Official Gazette of Panama, Law No. 345 of November  22, 2022, was published, amending articles of Law 28 of 2014, which guarantees social protection to the population suffering from  rare, rare and orphan diseases.

In its first article, Law 345 modifies article 2 to read: “For the purposes of this Law, rare, rare and orphan diseases shall be understood to be those that affect a limited number of people or have a low prevalence in the population, which in some cases may be chronically debilitating or serious that threaten and endanger life,  that may be of genetic origin or of unknown causes and that require specialized and permanent therapy, with a prevalence of less than one per two thousand people. The diseases provided for in this article shall be ruled by the governing body of health of the Republic of Panama and described in the regulations of this Law.”

In addition, the regulations contemplate that the State, through the Ministry of Health, will recognize rare, infrequent and orphan diseases as being of national interest to guarantee access to health services and treatment and rehabilitation for people diagnosed with these diseases, in order to effectively benefit this population with the different plans.  Health intervention programs and strategies to improve the quality and life expectancy of patients.

This will be accomplished through a body of advisors who, based on a complete clinical-epidemiological and socioeconomic evaluation, will indicate who will benefit from the treatment and ensure the adequate multidisciplinary management of the patient, including their care, if necessary, by several medical specialties, so that they can have adequate access to treatment, Control, handling, rehabilitation and other vital devices.

Article 3 of the Law stipulates that the Ministry of Health, through the General Directorate of Public Health, and the Social Security Fund (CSS) shall be responsible for the comprehensive care of persons suffering from rare, rare and orphan diseases, with functions of promotion, research, prevention, early diagnosis, timely treatment and rehabilitation.  and will have an information system for patients suffering from these diseases in coordination with the private sector.

It is established that for the diagnosis not contemplated in the tests of ordinary procedures, genomic tests will be included, which must be approved expeditiously by the body of advisors for the evaluation of the files and the inclusion of rare diseases within the care programs managed by the Ministry of Health, as a unique program called the National Program for Rare, Rare and Orphan Diseases.

The law contains 11 articles and will take effect this Wednesday, November 23, 2022, one day after its promulgation.

CITES APPROVES PANAMA’S PROPOSAL TO SAVE 54 SHARK SPECIES

Panama’s proposal will allow a large portion of the shark fin trade to be regulated.

A proposal by Panama to protect a total of 54 species of sharks was approved Thursday at the 19th Conference of the Parties (COP) of the Convention on International Trade in Endangered Species of Wild Fauna and Flora, held in the Panamanian capital.

The Panamanian proposal, which had the support of a large number of co-proposing countries, was ratified after an amendment presented by Japan was rejected after receiving 81 votes against (65.32%), 43 (34.68%) in favor and 12 abstentions.

The vote was secret, at the request of Japan, which was highly questioned by the delegations of the European Union (EU) and the United States, among others, which openly supported Panama’s offer identified as number 37.

The chair of CITES Committee I, which led the debate, asked Japan to further clarify its proposed amendment and to elaborate on what they wanted to exclude, to which the Asian country replied that its proposal did not need to be more precise.

Japan proposed that 35 species contemplated in Panama’s proposal be excluded, and only 25 be included.

Through its proposal 37, Panama seeks the inclusion of sharks of the family “Carcharhinidae” in Appendix II of CITES, because they are threatened by unsustainable and unregulated fishing, as well as by the global trade in their fins and meat.

CITES Appendices I, II and III are lists of species that offer different levels and types of protection against overexploitation, in order to ensure that international trade in wild animals and plants does not threaten their survival in the wild.

Appendix I includes species of fauna and flora that are most endangered; II those that are not necessarily threatened with extinction but could become so; and III to those requested by a member that already regulates its trade and needs the cooperation of other countries to prevent unsustainable or illegal exploitation.

Proposition 37 will allow a large part of the shark fin trade to be regulated by Appendix II of CITES, which would restrict some conditions for export and import, several environmental NGOs said in a letter to the signatory countries of the CITES Agreement, urging them to take concrete actions in favor of shark conservation.

“The member countries of this convention will have the opportunity to regulate the international trade of 19 nominal species of the Carcharhinidae family, as well as all the species included in its 10 genera,” the NGOs, including the MarViva Foundation, said in their letter.

In the same session in Committee I on Thursday, proposal 38, which Panama supports and which includes the species Sphyrna tiburo (shovelhead shark) and those of the Sphyrnidae family (hammerhead sharks) was approved by consensus.

It was pending discussion, which will be done this Friday, proposal 40, which Panama also supports, to include in Appendix II six species of rays that are endangered.

Similarly, the amendment that was presented by Peru excluding the blue shark (Prionace glauca) was rejected with 86 votes against, 33 in favor and 14 abstentions, while the proposal of a period of 12 months to implement what was approved was widely ratified through the secret issuance of the vote.

In the CoP19 Cites, which opened last Monday, more than 180 countries and 2,500 people will participate for two weeks, to adopt measures that will affect the conservation of some 600 species of fauna and flora.

CITES regulates international trade in wild fauna and flora. It is an international agreement between 183 countries and also the European Union (EU), and every 2 or 3 years it brings together representatives of the parties to shape future policies and practices.

The meeting in Panama takes place 20 years after the last of these appointments held in America, the twelfth CITES, which took place in 2002 in Santiago de Chile.

PRESIDENT CORTIZO APPROVES EXPAND MEDICSOL PROGRAM

The President of the Republic, Laurentino Cortizo, approved a series of recommendations issued unanimously by the technical table of medicines.

One of the recommendations approved by Cortizo was to expand the Medicsol program  to 98 drugs. Through this program, the Government seeks to address the shortage of medicines in pharmacies of the Social Security Fund (CSS).

It also approved starting joint purchases of 12 approved medicines between the Social Security Fund (CSS) and the Ministry of Health (Minsa).

In addition, it gave the go-ahead to start the process of drafting the regulation of article 18 of Law 97 of October 4, 2019, on the National Plan for the Guarantee of the Supply of Medicines.

Among the most important points of this plan is the design of the preventive strategy and a negotiating body for the prices of medicines and supplies for the Minsa, CSS, boards of trustees and others.

The technical table of medicines, chaired by the Vice President of the Republic, José Gabriel Carrizo, analyzes alternatives to the shortage in health facilities in the country.

EXPANSION WORKS TO 8 LANES WILL AFFECT WATER SUPPLY IN ARRAIJÁN THIS NOVEMBER 25

The works to be carried out by the Loma Cová Consortium will affect the supply of drinking water in Arraiján header and Burunga.

The Institute of Aqueducts and National Sewers of Panama (Idaan) reported this afternoon that due to the expansion works to 8 lanes, carried out by the Loma Cová Consortium, the supply of drinking water will be affected this Friday, November 25 in Arraiján header and Burunga.

The institution details that the work, which consists of diverting a 24-inch HD pipe, will be done from 8:00 a.m. to 4:00 p.m.

It is also indicated that the works will be supervised by technical staff of Idaan, so they ask users to take the necessary measures so that their activities are not interrupted during this period.

It should be remembered that the Ministry of Public Works, through the Loma Cová Consortium, executes the construction of the project Study, Design, Construction and Maintenance of works for the Expansion and Rehabilitation of the Pan-American Highway, section: Bridge of the Americas – Arraiján and this work covers the construction of 11 kilometers of highway. IN 2023, A PRELIMINARY PROJECT TO CREATE THE PANAMANIAN ORGAN INSTITUTE WILL BE PRESENTED

Health Minister Luis Francisco Sucre said that efforts for organ donation should be reinforced.

Within the activities of the week of promotion of organ and tissue donation, it was reported that in 2023 a draft law on anatomical transplants will be presented, which among other updates will raise the creation of the Panamanian Institute of Organs.

The director of the Panamanian Transplant Organization, César Cuero, stressed that this entity will have the purpose of increasing organ donation, for all that it implies. In addition, the Institute would seek to have greater administrative and financial autonomy, to promote donation in the population.

Currently in Panama you can make donations of kidneys, corneas, heart and liver.

Cuero said that next year it is expected to make skin implants. In addition, the presentation of the initiative to modify some aspects of Law 3 of February 8, 2010, which regulates organ transplant procedures.

On the other hand, Cuero reported that so far this year, expectations have been met with the number of transplants.

“We are happy with the 41 kidney transplants that have been done this year, before the end of 2022, we hope to be able to do four live transplants,” Cuero said.

He added that there are 165 Panamanians who are on a list for kidney transplantation and said that “there is still much to be done about it,” since Panamanians must be aware of the importance of donating.

For his part, the head of Minsa, Luis Francisco Sucre, stressed that donating organs is the opportunity to give life and quality of life to other people. Likewise, tasks must be developed to strengthen organ donation in Panama.

“It is important to notify our relatives that we have registered and are organ donors, so that they are willing and allow the donation of these, at the time of death of our loved ones,” said Sucre.

WATCH WARNING ISSUED FOR INCREASED WAVES IN THE PACIFIC

Sinaproc recommends bathers and captains of light boats to be extremely safe in the face of increased waves.

The National Civil Protection System (Sinaproc) announced that due to the increase in waves in the Panamanian Pacific they will establish a Surveillance Notice until November 24; bathers and captains of light boats are recommended to be extremely safe.

The entity said that in the Panamanian Pacific there will be waves from 0.5 to 2.5 meters high.

In the sectors of the Gulf and the Bay of Panama there will be waves of between 0.5 m to 1.8 m; in Los Santos and Veraguas Sur the height of the waves will be from 1.5 m to 2.5; and in the Gulf of Chiriquí the waves will increase to 1.0 m to 2.0 m.

In recent weeks the authorities have faced situations such as floods and landslides, given the increase in rainfall and the coincidence of high tides.

The authorities ask the population not to expose themselves to situations of risk.

WHO ISSUES ALERT FOR THE DISTRIBUTION OF SYRUPS WITH DIETHYLENE GLYCOL

Minsa reported that the products described by the WHO are not registered in Panama.

The World Health Organization (WHO) warned about the distribution of products identified in Indonesia that contain ethylene glycol and / or diethylene glycol as contaminants, reported the Ministry of Health (Minsa).

In a statement from Minsa, it is explained that in the database of the National Directorate of Pharmacy and Drugs the products, described in the WHO statement, are not registered in Panama.

Given the alert issued by the international entity, Minsa reiterates the call to the population to acquire medicines in authorized places and that they have sanitary registration.

“The products identified in the WHO statement are the following: Termorex syrup, Flurin DMP syrup, Unibebi cough syrup, Unibebi Demam paracetamol drops, Unibebi Demam paracetamol syrup, paracetamol drops, paracetamol syrup (mint) and Vipcol syrup”, highlights Minsa.

Panamanian health authorities reported that the products have been identified in Indonesia. However, they warn that they may have been distributed through informal markets to other countries or regions.

“Substandard products referenced in this alert are unsafe and their use, especially in children, may result in serious injury or death. Toxic effects can include abdominal pain, vomiting, diarrhea, inability to urinate, headache, altered mental status and acute kidney injury that can lead to death,” emphasizes the Minsa.

Health recalls that ethylene glycol and diethylene glycol are toxic to humans when consumed and can be fatal.

MINSEG WILL INSTALL THREE NEW SCANNERS IN DIVISA, GUABALA AND TOCUMEN AIRPORT

The scanners are expected to arrive in Panama from the United Kingdom in mid-December.

The Ministry of Public Security of Panama (Minsaeg) reports that three new scanners will soon be installed   in Divisa, Guabalá (province of Chiriquí) and in the cargo area of the Tocumen International Airport, this with the aim of monitoring the points of entry and exit of the country.

The head of Minseg, Juan Pino, indicated that these scanners are being acquired through the Speed Joyeros S.A. funds, for a cost of B / .7,684,995.06 and they will be administered by personnel of the National Customs Authority.

“The scanners are scheduled to arrive in Panama from the United Kingdom in mid-December. This new equipment will have an intelligent X-ray system for cargo, with the ability to detect at these checkpoints, vehicles with double bottoms, firearms and illicit substances, “explained the Minseg.

He stressed that the new video surveillance centers and the acquisition of these new scanners, are part of the strategies of the National Government, to strengthen the capabilities of the units of the security forces, through the use of artificial technology.

ALLIANCE AGAINST DOMESTIC VIOLENCE IN PANAMA

With the purpose of contributing to improving the quality of life of employees, their families and society, Nestlé, in alliance with FUNDAMORGAN, presented its proposal to raise awareness, accompany and support its employees who may be victims of domestic violence.

Domestic violence is a reality in many homes in Central America and globally. In Panama, for example, domestic violence is the crime with the highest incidence nationwide. Statistics from the Public Ministry (MP) indicate that between January and October 2022, there were 14,971 complaints of domestic violence, 652 more than in the same period last year.

In this sense, the alliance between Nestlé and FUNDAMORGAN – an association with more than 20 years of experience working for a more just and equitable society – seeks to give greater visibility to a delicate and real issue. CHILIBRE WATER TREATMENT PLANT WILL STOP OPERATIONS THIS SATURDAY, NOVEMBER 26

The Institute of Aqueducts and National Sewers (Idaan) reported that for this Saturday, November 26, the Federico Guardia Conte water treatment plant in Chilibre will stop its operations so that technical personnel can carry out maintenance work from 6:00 a.m. to 3:00 p.m.

“The work that consists of the introduction of divers in the intake of raw water to review the lower gates, inspection of the treated water suction tanks and maintenance of the 115 KV electrical substation, will affect the supply in the capital city and San Miguelito. DETENTION AND REMOVAL FROM OFFICE FOR OFFICIALS INVESTIGATED FOR FALSIFICATION OF PUBLIC DOCUMENTS

It was learned that the officials are being investigated after in 2021 four Colombian citizens managed to leave the Nueva Esperanza prison with a forged note.

The Judicial Branch of Panama reported that the judge of guarantees of the province of Colón, Oscar Jones Willis, decreed the personal precautionary measure of provisional detention in a penal center for one person (official of the Judicial Branch), and the home detention of three others (a servant of the Judicial Branch and two officials of the Penitentiary System).  with the application of electronic bracelets, for alleged crimes against collective security and against public faith.

This judicial authority also ordered the removal from office of the four officials, on the grounds that one of the crimes they were charged was committed from the exercise of their duties, as indicated in article 224, paragraph 6, of the Code of Criminal Procedure, as well as article 317-A of the Criminal Code, which has to do with another of the crimes charged.  and that for it to be configured it requires being a public servant.

“In the hearing of guarantees held on November 17 and 18, at the time of applying the precautionary measures to the officials, the judge considered the fact that there were means to affect evidence, in addition to the nature of the crime and the procedural risk for having been charged with two or more crimes”; indicates this organ.

The judge legalized the apprehension of the people, considering the imputation of charges by the Public Ministry, which was represented by the prosecutor Lilia Bonome, while the private technical defenders Anthony Barrier, Carlos Tuñón, Lucio Marín and Leisa García participated for the accused.

It was learned that the private technical defender of the accused in preventive detention, and the Public Prosecutor’s Office, with respect to an official of the Penitentiary System, filed appeals against the precautionary measures applied, so the hearing was set for December 2, at 8:30 a.m. in Plaza Fortuna.

MAYOR’S OFFICE PROMISES TO BECOME THE STONE IN THE SHOE OF THE ‘WELL CARED FOR'(BIEN CUIDADO)

HAVANA, SANTO DOMINGO AND SAN JOSÉ, NEW WINGO DESTINATIONS FROM PANAMA

The last to take off will be Panama – Santo Domingo.

This November, the airline Wingo includes more routes that connect Panama with capitals of Central America and the Caribbean.

The first route to take off has been the route between Panama and San José de Costa Rica, which began its reactivation on November 8 with three weekly frequencies on Tuesdays, Wednesdays and Saturdays, for a cost of $ 84 per trip.

The last to take off will be Panama – Santo Domingo. This operation will have two frequencies a week, exactly on Thursday and Sunday, starting on November 24. Fares for this flight start at $103 each way.

With these three new routes, which will be operated on modern Boeing 737-800 Next Generation aircraft, with capacity to transport 186 passengers, the network that already reaches eight international routes.

These three flights are added to the routes of Bogotá, Medellín, Cali, Cartagena and Barranquilla.

The general manager of Tocumen International Airport and regional terminals, Raffoul Arab, said that air connectivity is fundamental for economic development and tourism, therefore, modernizing our airport facilities is a priority of our administration. “In that sense, we are developing a project to increase the capacity of the Panama Pacifico Airport to serve the growing number of aircraft and offer better passenger service,” he added.

Wingo clarified that these three routes are operated under the rights of fifth freedoms. In that sense, the routes originate in Colombia.

PANAMA RANKS SECOND IN NUMBER OF AIDS CASES IN CENTRAL AMERICA

HIV – AIDS.

Panama occupies the second position in number of AIDS cases, and the first place in HIV infections, in the Central American region, according to Natasha Dormoi, coordinator of the Aids Healthcare Foundation.

He explained that in Panama, between 30,000 and 33,000 people live with HIV; and of the 1,800 new cases annually, 25% are late diagnoses.

This is because there is no culture of prevention in the country. Dormoi explained that a person can live up to 15 years without manifesting symptoms, so if you do not test regularly, you will not realize it and can infect each person with whom you have sex.

“There are many myths, all this generates fear, rejection, discrimination and limits that a person wants to get an HIV test,” he added.

Although cases are reported in people between 15 and 50 years of age, there is a peak among those who are 20 to 29 years old, which is not only a public health problem, but could also affect the economy since it impacts people of productive age.

In this regard, they recommend that the population have preventive examinations, since timely treatment can save lives.

There are two types of methodologies to perform the HIV test, the arm and the capillary, the latter is usually used in prevention fairs and yields the result in approximately 20 minutes. In case it is positive with a capillary test, the patient is given a puncture test on the arm to confirm the result.

On the other hand, it has previously been explained that most consultations through social networks are made by young people from the age of 14. “Sex education should start from home,” say specialists.

Nataly Navarro of the Foundation for the Welfare and Dignity of People Affected by HIV-AIDS (Probidsida), explained that if the HIV test is positive, it was not because of a sexual relationship two or 3 days before, but three months ago.

TWO HUNDRED STUDENTS PARTICIPATE IN CHEMISTRY OLYMPICS

This pedagogical, scientific and technological event was organized by the School of Chemistry of the University of Panama.

More than 203 students from 41 official and private educational centers participated in the Chemistry Olympics, organized annually by the Faculty of Natural Sciences and Technology of the University of Panama, in coordination with the Ministry of Education (Meduca).

Students Lai Tang, Saint Mary’s School; and Maria Victoria Avecilla, from the Sun Yat Sen Institute, eleventh grade, won the gold medal. Meanwhile, students Victor R. Ferrara Loo, from Panamerican School; and Lilian Araúz, from the Bilingual School of Panama, won the silver medal.

In eleventh grade, students Ricardo José Chong, from Sun Yat Sen Institute; Dylan Quintero of the Fermín Naudeau Institute; Erika Yao Zhong and Simeón A. González, from The Oxford School in Veraguas; Daniele Testa, from Cambridge Bilingual School in Chiriquí; María Victoria Gómez and Sthepany Ching, from Colegio San Agustín de David, won the bronze medal.

Twelfth grade students, Ana G. Wong Lum, from Colegio de La Salle Panama; Jesús Abdías Luque, from the Sun Yat Sen Institute; Erika Xou Lou, St. Mary’s College; They received silver medals. 

The Chemistry Olympiad is aimed at students from all official and private schools, which offer the baccalaureate in science/or another that, in their curriculum, promote the teaching of the subject of chemistry.

The objective of the student event is to contribute to the development of the official chemistry programs of the middle level of secondary education and to promote the theoretical and practical study of the subject and its application in the solution of community problems.

This pedagogical, scientific and technological event, organized by the School of Chemistry of the University of Panama, in collaboration with Meduca, and whose purpose is to strengthen the knowledge in chemistry of middle school students, has been developing uninterruptedly for more than 20 years.

The evaluation jury made a prequalification of five members, the professors of the University of Panama will prepare them to, finally, select four who will have the opportunity to participate in the Central American and Caribbean contest next year.

This year, we decided to make it just about “us”, instead of inviting a huge amount of other family members. The boys, the Queen and I prepared a feast and sat together for a great meal, but not before a quick round of what we were all grateful for individually. Sadly, we don’t have the time anymore for all of us to sit down to dinner like we used to, so this was especially wonderful if only for that reason. We also had so many leftovers that we ensured our investigations team could share in as well – either everything was a hit or they all want raises. The only caper we had to solve together was “who snuck the extra deviled eggs?”… …come to figure out that Brett Jr was the culprit.
